A new E_n score of the proficiency test (PT) is formulated; it is applicable when a correlation exists between the reference and participant's values. Based on the uncertainty propagation rule given in ISO/IEC Guide 98-3 (GUM:1995), the E_n score covering the correlation case is newly developed for the PT. The new E_n score will be applied in a future PT organized by the Korea Research Institute of Standards and Science (KRISS) dosimetry team. The new E_n score will enhance measurement traceability and contribute to improving the quality management system of participants in the KRISS PT by avoiding performance underestimation.

Superconducting sensors and detectors have been applied to many fields or beginning to enter the maturing stage. The applications spread over a wide range of fields such as radio telescope, medical examination, quantum information, contamination inspection, materials analysis, etc. For users of the superconducting devices as well as developers, we have to avoid confusion of naming, graphical circuit symbols, and measurement methods for device performance. We are trying to formulate international standards under the International Electrotechnical Commission - Technical Committee 90 (IEC-TC90), which is responsible for superconductivity. The sensors and detectors to be considered are divided into two groups: coherent sensors (SQUID, SIS mixers, etc.) and direct detectors (TES, STJ, MKID, SSPD, etc.).

도시철도시스템은 차량, 전력, 신호, 선로구축물 등이 유기적으로 결합된 복합시스템으로 고장 또는 사고가 발생하면 원인규명이 어렵고 사고에 따른 영향이 매우 크기 때문에 시스템의 신뢰성과 안전성은 매우 중요하다. 본 논문에서는 철도에서 적용되고 있는 신뢰성관련 국제 규격을 분석하여 국내에서 개발하고 있는 무인운전 도시철도시스템에 이러한 규격들의 내용들을 충족하는 관리체계를 제시하고자 한다. 즉 기존에 적용하고 있는 신뢰성 관리체계인 IEC 60300, IEC 62278, MIL-STD-785B 등의 특성과 장점을 비교분석하여 도시철도시스템에 구체적으로 적용할 수 있는 신뢰성관리체계를 제시하고자 한다.

국제 표준화 기구인 ITU, ISO/IEC/JTCl를 비롯해 지역 표준화기구인 ETSI, 국가기구인 committee T1, 한국정보통신기술협회 (TTA) 둥은 표준의 신속한 제정 및 적기의 공급을 위해, 각각의 표준화 절차에 기반한 전자적 문서처리(EDH: Electronic Document Handling) 시스템을 구축하고, 이를 통해 표준화 진행에 관련된 각종 정보를 효율적으로 처리할 수 있는 전자적 환경을 구축하는데 많은 노력을 기울이고 있다. 본 논문에서는 국제기구인 ITU-T, JTCl, 유럽의 ETSI, 미국의 Committee T1 그리고 지난해 7월 조직개편을 단행한 한국정보통신기술협회를 대상으로, 최근 인터넷관련 각종 정보처리기술을 이용하여, 이를 표준화 절차에 활용하고 있는 전자적 작업방법 및 이와 관련된 지침을 조사 ·분석하였다. 또한, 향후 전개될 EDH방법에 대해 논하고 한국의 대응방향 및 차세대 표준정보유통망의 운용구조를 제시한다.

최근에 메모리 용량이 확대된 태그가 개발되면서 다양한 제품식별코드체계를 사용할 수 있게 되었다. 여기서는 새로 개발된 ISO태그 용량을 수용하면서 ISO의 식별표준을 수용하는 국가물품식별코드 체계를 새롭게 제안하였다. 우선, 물품관리에 필요한 식별코드체계로서 ISO/IEC 15459와 EPC 코드체계를 비교 분석한다. 그리고 ISO/IEC 18000-6C와 EPC 태그 메모리 구조를 비교 분석한다. 이러한 분석을 기반으로 기존에 개발된 RFID기반의 국가물품식별코드를 분석하며 표준화 관점에서 문제점을 제시한다. 그리고 지적된 문제점을 극복하기 위해 ISO/IEC 15459 표준에 적합한 새로운 식별코드체계를 제시한다. 마지막으로 태그 인코딩을 위하여 식별코드체계 관련 데이터를 설계한다.

Two standards that will soon be introduced to KOREA are the HV standards for assessing distorting and fluctuating loads, IEC 61000-3-6. Utility engineers, being under increasing time constraints, are turning more and more to software to quickly solve problems. This paper describes the methodology used to implement the above standards in Microsoft Excel in order to assist utility engineers to readily apply these standards in practical situations.

The components of dependability are reliability, availability, maintainability, safety. The dependability thus often designated in terms of RAMS. A guide to the appropriate selection applicable standards on test conditions and statistical analysis is suggested. It includes a general guide to planning, performing and analysing data from reliability tests. The environmental and operational conditions available as IEC standards are referred.

There are several international standards, established by IEC, for RAMS management of railway system. Those int'l standards are described only total RAMS management, but RAM and safety activities have dissimilar characteristics. In this paper, we suggest the separated RAMS architecture with RAM and safety activity for railway signaling system.

The deregulation of energy market, together with structure reorganization of vertically integrated companies in electrical utility requires efficient and reliable substation automation system. The problem of non-standards where other countries suffer through the SA points could be settled using IEC 61850 and hereby the coming SAS project can realize the system that characterize the telecommunication standards and function integration.
