A Study on the Institutional Conditions and Problems for the Transition of North Korean Economic System (북한 경제체제전환을 위한 제도적 조건과 문제점에 관한 연구)

  • The purpose of this study is to analyze the institutional conditions and problems for the transition to the North Korean economic system. As a research method, we first analyzed the legislative processes of 4th stage market reform policies (liberalization, privatization, privatization, and corporation) by major economic transition countries. And we found out the difference with North Korea. Based on this, it analyzed the process of institutionalization of North Korea's 4th stage economic reform policies (7.1 measures, comprehensive market policies, Currency reform, 6.28 policy). According to research, There are three important conditions that can not compare the changes of the North Korean market economy with those of the transition economies. First, the internal and external conditions and environment for the transition of the economic system and the role of the state and civil society are very different. Second, the means and objectives of the policy decision process and the implementation process are different. Third, it differs absolutely in terms of the nature and effectiveness of the nation's political and economic policies. Fourth, the priority, contents, and legislation process of economic policies for economic reform differ considerably from those of North Korea. Especially, when discussing the possibility of transition to the 'Chinese model', it is accompanied a considerable risk. It is because the purpose of market entry of control power in North Korea and their survival network are quite unique. In addition, China's domestic market size, population size, and type of control are quite different from North Korea. A necessary and sufficient condition for the transition of the North Korean economic system is the relaxation of physical control mechanisms and institutions in the market area. Next, it is necessary to make a legitimate institutionalization as well as an entire survey on the illegal ownership market. Based on this, it is necessary to gradually change the dependence of the domestic market on China to South Korea. In other words, this is a paradigm shift in the semi-controlled power exclusion, post-automation and domestic market.

A Study on the Effect of Perceived Usefulness Factors of Smart Farm on the Rural Entrepreneurial Intention (스마트팜의 지각된 유용성 요인이 농촌창업의도에 미치는 영향에 관한 연구)

  • As ICT convergence technology has spread and applied to various industrial fields and society in general, interest in rural entrepreneurship using smart farm as a means for solving many pending problems in agriculture is increasing. In this context, this study is to look at the influential factors in terms of perceived usefulness associated with the rural entrepreneurial intention using smart farm and suggest a proposal for spreading smart farms. The subjects were 296 general adults over 20 years old who were selected by simple random sampling method. The research method was exploratory factor analysis and multiple regression analysis using IBM SPSS 22.0. The perceived usefulness of smart farm, which are availability, reliability and economic efficiency were selected as independent variables to analyze the influential factors on rural entrepreneurial intention using smart farm and the moderating effect of personal innovation was observed. As a result, reliability and economic efficiency have a positive(+) influence on rural entrepreneurial intention using smart farm. And personal innovation moderates the relationship between the availability, reliability of smart farm and rural entrepreneurial intention using smart farm. The results of this study have significance in that we devised and empirically revealed factors affecting rural entrepreneurship intentions from the perspective of perceived usefulness of smart farms, away from studies of general entrepreneurship intention factors such as internal personal characteristics and external environmental factors. The implications of the study are expected to be utilized at the seeking direction of policy for potential entrepreneur using smart farm, the training and consulting in actual field of smart farm.

An Empirical Study on Classification, Business Type, Organizational Culture on Performance of Korean IT SMEs·Venture (중소·벤처기업의 업종, 영업형태, 조직문화가 기업성과에 미치는 영향에 관한 연구: 삼원분산분석(3-way ANOVA)을 중심으로)

  • In Korea, small and medium sized domestic enterprises(SMEs) play an pivotal role in the national economy, accounting for 99.9% of all enterprises, 87.9% of total employment, and 48.3% of production. and SMEs was driving a real force of the development of national economy in many respects such as innovation, job creation, industrial diversity, balanced regional development. Despite their crucial role in the national development, most of SMEs suffer from a lack of R&D capabilities and equipments as well as funding capacity. Public R&D institutes can provide SMEs with valuable supplementary technological knowledge and help them build technological capacity. so, In order to effectively support SMEs, government and public R&D institutes must be a priority to know about the factors influencing the performance related to technology transfer and technological collaborations. In particular, SMEs are not only taking up a large portion of the national economy, but also their influence in politics and economy so strong that raising the competitiveness of small and medium-sized companies is a national policy goal that must be achieved in order to achieve sustained economic growth. For this reason, it is necessary to look specifically at the relationship between concepts such as the environment, strategy, and organizational culture surrounding the enterprise to enhance the competitiveness of SMEs. The paper analyzes 665 companies to find out which organizational culture affects their performance by classification and type of business of SMEs. This study demonstrated that when SMEs seek consistency in their external environment, strategies, and organizational structure to maintain their continued competitiveness. According to three-way analysis of variance (3-way ANOVA) indicates that classification of industries in SMEs has statistically significant main effects, but the type of business and organizational culture do not have significant effects. However, the company's organizational performance (operating profit) of SMES were found to differ significantly in comparison between groups according to classification standards of industries, and therefore adopted some parts. In addition, an analysis of the effect of interaction between the three independent variables of small and medium-sized enterprises has shown that there are statistically significant interaction effects among classification, types of business, and organizational cultures. The results shows that there is an organizational culture suitable for each industry classification and type of business of an entity, and is expected to be used as a basis for establishing promotion policies related to the incubation and commerciality of small and medium-sized venture companies in the future.

A Study on Social Security Platform and Non-face-to-face Care (사회보장플랫폼과 비대면 돌봄에 관한 고찰)

  • As COVID-19 pandemic sweeps across the world, more than 45 million confirmed cases and over 1,000,000 deaths have occurred till now, and this situation is expected to continue for some time. In particular, more than half of the infections in European countries such as Italy and Spain occurred in nursing homes, and it is reported that over 4,000 people died in nursing homes for older adults in the United States. Therefore, the issues that need to be addressed after the COVID-19 crisis include finding a fundamental solution to group care and shifting to family-centered care. More specifically, it is expected that there will be ever more lively discussion on establishing and expanding hyper-technology based community care, that is, family-centered care integrated with ICT and other Industry 4.0 technologies. This poses a challenge of how to combine social security and social welfare with Industry 4.0 in concrete ways that go beyond the abstract suggestions made in the past. A case in point is the proposal involving smart welfare cities. Given this background, the present paper examined the concept, scope, and content of non-face-to-face care in the context of previous literature on the function and scope of the social security platform, and the concept and expandability of the smart welfare city. Implementing a smart city to realize the kind of social security and welfare that our society seeks to provide has significant bearing on the implementation of community care or aging in place. One limitation of this paper, however, is that it does not address concrete measures for implementing non-face-to-face care from the policy and legal/institutional perspectives, and further studies are needed to explore such measures in the future. It is expected that the findings of this paper will provide the future course and vision not only for the smart welfare city but also for the social security and welfare system in administrative, practical, and legislative aspects, and ultimately contribute to improving the quality of human life.

  • Amid rapid changes in the ICT environment attributed to the 4th Industrial Revolution, the development of information & communication technology, and COVID-19, the existing internet developed without considering security, mobility, manageability, QoS, etc. As a result, the structure of the internet has become complicated, and problems such as security, stability, and reliability vulnerabilities continue to occur. In addition, there is a demand for a new concept of the internet that can provide stability and reliability resulting from digital transformation-geared advanced technologies such as artificial intelligence and IoT. Therefore, in order to suggest a way of implementing the Korean future internet that can strengthen cybersecurity, this study suggests the direction and strategy for promoting the future internet that is suitable for the Korean cyber environment through analyzing important key factors in the implementation of the future internet and evaluating the trend and suitability of domestic & foreign research related to future internet. The importance of key factors in the implementation of the future internet proceeds in the order of security, integrity, availability, stability, and confidentiality. Currently, future internet projects are being studied in various ways around the world. Among numerous projects, Bright Internet most adequately satisfies the key elements of future internet implementation and was evaluated as the most suitable technology for Korea's cyber environment. Technical issues as well as strategic and legal issues must be considered in order to promote the Bright Internet as the frontrunner Korean future internet. As for technical issues, it is necessary to adopt SAVA IPv6-NID in selecting the Bright Internet as the standard of Korean future internet and integrated data management at the data center level, and then establish a cooperative system between different countries. As for strategic issues, a secure management system and establishment of institution are needed. Lastly, in the case of legal issues, the requirement of GDPR, which includes compliance with domestic laws such as Korea's revised Data 3 Act, must be fulfilled.

Research on Factors Affecting Smartphone App Market Selection: App Market Platform Provider's Perspective (스마트폰 앱 마켓 선택에 영향을 미치는 요인에 관한 연구: 앱 마켓 플랫폼 사업자 관점으로)

  • This paper empirically investigates the factors that influence the consumer choice of an app market based on the rational choice theory. The app market is the only channel where a consumer can buy smartphone apps, which give various functional convenience and are considered to be a major contributor to the proliferation of smartphones. Analyses of 281 questionnaires show that usability and structural guarantees as benefit factors significantly influence the app market choice. From the cost perspectives, both monetary and non-monetary conversion costs are found to significantly influence the app market choice. On the other hand, customer trust, information quality, and market image were found to have no significant effect on app market selection. In particular, Korean app market platform providers (KT, LG U +) seem to be superior in terms of structural guarantees, such as customer center operation and damage compensation regulations, compared to overseas app market platform operators (Google). However, in the case of the Google App Market, it is pre-installed on all Android phones, so it is not inconvenient to install additional apps to use other app market. This is disadvantageous to domestic app market platform operators, and it is necessary to establish a policy solution point. In terms of operator costs, both monetary and non-monetary conversion costs have a significant impact on app market choice. In particular, non-monetary conversion costs have a negative impact on Korean app market platform operators. It can be explained that the service expectation level of the domestic app market is low and it is recognized that the time cost factor such as membership is large for new users to use. It seems to be necessary to improve the domestic app market business. Meanwhile, extant research on smartphone apps focuses on the purchase of apps themselves, but not on the selection of the app market itself. In order to fill in this gap, this study focuses on the determinants of app market selection, including the characteristics of an app market and the switching costs.

The Government's Supporting Strategies to the Productive Prosumer Economy for the Successful Transition to the Fourth Industrial Revolution Era: Human Resource Development Perspectives for Solving Job problems (4차 산업혁명시대, 생산적인 프로슈머 이코노미로의 전환을 위한 정책제언: 일자리문제 해결을 위한 인적자원개발의 관점에서)

  • The Fourth Industrial Revolution, which is based on the development of information and communication technology (ICT), is expected to replace human knowledge work, which will cause problems of mass unemployment and wide income gap from job polarization. Furthermore, the change is expected to be rapid and wide, demanding proactive measures to respond to such abrupt social changes. However, previous literatures assume that the traditional form of employment will continue and provide limited solutions only. On the other hand, the Fourth Industrial Revolution will enable transition to the Prosumer Economy, which will ultimately lead consumers to become producers through increased job flexibility. If the prosumer economy arrives and the consumers become producers, it will no longer be the matter of finding workplace but rather, the matter of finding the work itself. In this regard, the new technologies of the Fourth Industrial Revolution can be the fundamental solution to such job issues. This paper suggests stable transition to the Prosumer Economy in order to solve the job issues in the age of the Fourth Industrial Revolution. In order to effectively support the process, this paper suggests first, ensuring the amount of education by shortening labor time; second, facilitating life-time education through free online education service; and third, closing the digital divide through mandatory use of the e-government system.

Analysis of Abroad Mid- to Long-Term R&D Themes and Market Information in the Geological Information and Mineral Resources Fields (지질정보 및 광물자원 분야 국외 중장기 연구개발 주제 및 시장정보 분석)

  • Due to the transformation to the intelligent information society, the rapid change of our life and environment is expected. The Ministry of Science and ICT (MSIT) and the National Research Council of Science and Technology (NST) introduced a five-year government supported research institution's planning and evaluation based on the mid-to long-term perspective. This study collects international benchmarking information including industry, academia, and research fields by collecting mid- and long-term strategy reports from public research institutes, surveys by experts from abroad universities and research institutes, and analyzing overseas market information reports. The British Geological Survey (BGS), the U.S. Geological Survey (USGS) and the japanese geological survey related institutes (AIST-GSJ) plans for three-dimensional national geological information, predictions of geological environmental disasters, and development of important metals and material in the low carbon economic transformation and in the era of the Fourth Industrial Revolution. The mid- and long-term program emphasizes basic and public research on geological information through abroad experts survey such as the IPGP-CNRS etc. The market analysis of the mining automation and digital map sectors has been able to derive the fields in which the role of public research institutes by the market is expected such as data collection on land and in the air, mobile or three-dimensional information production, smooth/fast/real-time maps, custom map design, mapping support to various platforms, geological environmental risk assessment and disaster management information and maps.

New Governmental National Agenda and New Executive Bodies' R&D Strategic Goals on Geoscience and Mineral Resources (신정부 국정과제 및 지질자원 분야 R&D 정책 방향 분석)

  • With the advent of a new Korean government, a new national agenda (140 items) was reported. Additionally, Work Plans of the executive bodies were also released, including the Ministry of Science, ICT and Future Planning (MSIP); the Ministry of Trade, Industry and Energy (MOTIE); the Ministry of Oceans and Fisheries (MOF); and the Ministry of Environment (MOE); the Ministry of Land, Infrastructure, and Transport (MOLIT). For government-supported research institutes, it will be important to watch and analyze the changes in the government's primary policies and strategic goals. In this paper, we analyzed new governmental research and development (R&D) policy with respect to geoscience and mineral resources technology. The results indicated that the executive bodies emphasized, for the job creating 'creative economy' and the 'safety and integration society', the establishment of the creative economy; science and technology development based on creativity and innovation; creation of new growth engines by fusion and diffusion; construction of stable energy systems; promotion of environmental industry; and creating satisfactory land services. In the area of geoscience and mineral resources technology, it is time to search for a new, creative, and interagency fusion R&D contents to meet the needs of the public and boost its national competitiveness.

A Study on Mission Critical Factors for Software Test Enhancement in Information Technologies Development of Public Sector (Mission Critical 공공 정보화 구축 시험평가 개선 지표 연구)

  • Up until recently, Korea has ranked the first place in UN e-Government Survey for three consecutive years. In keeping with such accomplishment, the size of budget execution has been consistently growing in accordance with Korea's Government 3.0 policy and vision, leading to increase in big-sized informatization projects in the business. Especially in mission critical public sector's infrastructure where it affects many people, growing demand for establishing high-quality information system with new technologies being brought to attention in order to meet the complex needs of citizens. National defense information system, being one of representative domains examples in the concerned area, established high military competency by applying breakthrough technology. Network-oriented national defense knowledge informatization was set as the vision in order to implement core roles in making efficient national defense management; and effort has been made to materialize the vision by making advancement in national defense's information system and its informatization implementation system. This research studies new quality index relevant to test and evaluation (T&E)of informatization business in national defense which is the representative example of mission critical public sector's infrastructure. We studied international standards and guidelines, analyzed actual T&E cases, and applied them to the inspection items that are currently in use, complying with the e-government law (Act No. 12346, Official Announcement Date 2014. 1.28., Enforcement Date 2014. 7.29.) As a result of productivity analysis, based on hypothesis in which suggested model was applied to T&E of the national defense informatization business, we confirmed the possibility of enhancement in the T&E productivity by assessing reliability, expertise, and safety as evaluation factors.
