A Study on the Policy Directions for the Development of Skill Convergence in the Post-COVID19 Era (포스트코로나시대 융합인재양성을 위한 정책방향연구)

  • This study aimed to look for educational ways to prepare for the future society for education and people of talent who will lead the post-COVID-19 era. To this end, the factors necessary for the type of future talent in the post-COVID-19 era were identified by analyzing Big data. Based on the deducted factors composing the type of talent in the post-COVID-19 era, policy direction according to the emergence of the post-COVID-19 era were deducted through the interviews with the group of experts and delphi survey, and on the basis of this, this study sought for"a plan for the educational change in line with cultivation of people of talent in the post-COVID-19 era. The results of this study are as follows. First, through the big data analytics and analysis of the interviews, convergence, ICT utilization ability, creativity, self-regulated competency and leadership were found to be the factors necessary for the type of talent in the post-COVID-19 era. Second, it considered the innovation of digital education system and the support for vulnerable classes as the issue for cultivation of people of talent in the post-COVID-19 era. Third, the most important policy with regard to the educational direction for cultivation of people of talent in the post-COVID-19 era was cultivation of convergence talents. Convergence is a very important variable in the post-COVID-19 era since it creates new values by connecting things that are separated from each other. Hopefully, this study will build a basis for competency development, education and training in preparation for the post-COVID-19 era.

  • FinTech has been discussed as an important business area towards technology-driven financial innovation. The term fintech is a combination of finance and technology, which means ICT technology currently associated with all finance areas. The popularity of the fintech industry has significantly increased over time, with full investment and support for numerous startups. Therefore, both academia and practice tried to analyze the trend of the fintech area. Despite the fact, however, previous research has limitations in terms of collecting relevant databases for fintech and identifying proper application areas. In response, this study proposed a new method for analyzing the trend of Fintech fields by expanding Fintech's terminology and using network analysis and topic modeling. A new Fintech terminology list was created and a total of 18,341 patents were collected from USPTO for 10 years. The co-classification analysis and network analysis was conducted to identify the technological trends of patent classification. In addition, topic modeling was conducted to identify the trends of fintech in order to analyze the contents of fintech. This study is expected to help both managers and investors who want to be involved in technology-driven financial services seize new FinTech technology opportunities.

  • Since the COVID-19 outbreak, the active utilization of new health care service utilizing the ICT technology and data science such as telemedicine, smart hospital, AI dignosis has been increasingly found. In this study we examined the business model of Amazon healthcare which leads disruptive innovation in U.S. health care industry with the introduction of hybrid model of telemedicin, in-person care and customer-centric online drug delivery, home-use diagnostic kit, characterized by the integrated model combining medical care, drug delivery and the use of diagnostic kit. We showed using the multiproduct competition model that the synergy effect between the Amazon's original business areas and the healthcare business area causes the active market penetration and the increase in the customer value from utilization of the Amazon care. Using Hotelling's spatial competition model, we also showed that the competition in the health care market can be greater when consumer's choice of health care providers are available in telemedicine platform. In the long, run the issue of competition being weakened due to the exit of less competent healthcare providers may arise, to which the policymakers in the charge of fair competition in health care industry should pay attention.

  • The global demand for carbon neutrality in response to climate change is in a situation where it is necessary to prepare countermeasures for carbon trade barriers for some countries, including Korea, which is classified as an export-led economic structure and greenhouse gas exporter. Therefore, digital transformation, which is one of the predictable ways for the carbon-neutral transition model to be applied, should be introduced early. By applying digital technology to industrial gas manufacturing facilities used in one of the major industries, high-tech manufacturing industry, and hydrogen gas facilities, which are emerging as eco-friendly energy, abnormal detection, and diagnosis services are provided with cloud-based predictive diagnosis monitoring technology including operating knowledge. Here are the trends. Small and medium-sized companies that are in the blind spot of carbon-neutral implementation by confirming the direction of abnormal diagnosis predictive monitoring through optimization, augmented reality technology, IoT and AI knowledge inference, etc., rather than simply monitoring real-time facility status It can be seen that it is possible to disseminate technologies such as consensus knowledge in the engineering domain and predictive diagnostic monitoring that match the economic feasibility and efficiency of the technology. It is hoped that it will be used as a way to seek countermeasures against carbon emission trade barriers based on the highest level of ICT technology.

An Exploratory Study for Designing Researcher-Centric Research Security Information Requirements (연구자 중심의 연구보안 정보요구사항 설계를 위한 탐색적 연구)

  • As the importance of R&D increases amid the paradigm of technology hegemony competition, countries around the world are increasing investment in R&D, at the same time, making effrots to portect R&D. Centering to technology-leading countries, such as Korea, the United States and Japan, they reorganize research security regulations to protect national R&D; however, the burden of compliance for researcher and research institutes is still high. Korea enacted the National R&D Innovation Act and the Enforcement Decree of the same Act to establish an integrated and systematic research security support system, but research institutes and researchers still lack understanding and practice of research security. In order to strengthen researcher's research security compliance, this study organized information requirements for each security management area through domestic and foreign research security laws and prior research analysis, and designed research security information requirements items centered on researchers. The designed information requirements are meaningful in that they were designed by considering both the management area and the stage of R&D, focusing on researchers performing R&D in the field. Based on the designed information requirements items, it is expected that systematic security management will be possible at the research site, which will ease the security burden of researchers and improve research security compliance at the research and development site.

  • The advancement of Information and Communication Technology (ICT) is accelerating innovation across society, and the defense sector is no exception as it adopts technologies aligned with the Fourth Industrial Revolution. In particular, the Army is making efforts to establish an advanced Army TIGER 4.0 system, aiming to create highly intelligent and interconnected mobile units. To achieve this, the Army is integrating cutting-edge scientific and technological advancements from the Fourth Industrial Revolution to enhance mobility, networking, and intelligence. However, the existing addressing system, IPv4, has limitations in meeting the exponentially increasing demands for network IP addresses. Consequently, the military considers IPv6 address allocation as an essential process to ensure efficient network management and address space provisioning. This study proposes an approach for IPv6 address allocation for the future military, considering the Army TIGER system. The proposal outlines how the application networks of the Army can be differentiated, and IP addresses can be allocated to future unit structures of the Army, Navy, and Air Force, from the Ministry of National Defense and the Joint Chiefs of Staff. Through this approach, the Army's advanced ground combat system, Army TIGER 4.0, is expected to operate more efficiently in network environments, enhancing overall information exchange and mobility for the future military.

Study on Effects of Startup Characteristics on Entrepreneurship Performance: Focusing on the Intermediary Effects of the Accelerator Role (스타트업의 특성이 창업성과에 미치는 영향에 관한 연구: 액셀러레이터 역할의 매개효과 중심으로)

  • The advancement of Information and Communication Technology (ICT), along with the expansion of government and private investment in startup discovery and funding, has led to the emergence of startups seeking to generate outstanding results based on innovative ideas. As successful startups serve as role models, the number of aspiring entrepreneurs preparing to launch their own startups continues to increase. However, unlike entrepreneurs who challenge themselves with serial entrepreneurship after experiencing success, early-stage startups face various challenges such as team building, technology development, and fundraising. Accelerators play a dual role of mentor and investor by providing education, mentoring, consulting, network connection, and initial investment activities to help startups overcome various challenges they face and facilitate their growth. This study investigated whether there is a correlation between the characteristics of startups and their entrepreneurial performance, and analyzed whether accelerators mediate the relationship between startup characteristics and entrepreneurial performance. A total of 11 hypotheses were proposed, and a survey was conducted on 302 startup founders and employees located across the country, including the metropolitan area, for empirical research. SPSS 23.0 and Amos 23.0 were used for statistical analysis. Through this study, it was found that factors such as innovation, organizational culture, financial characteristics, and learning orientation among the characteristics of startups, rather than having a direct impact on entrepreneurial performance, are linked to entrepreneurial performance through the role of accelerators. By analyzing the impact factors of startup characteristics on entrepreneurial performance, this study presents research on the role of accelerators and provides institutional improvements. It is expected to contribute to the expansion of investment and differentiated acceleration programs, enabling startups to seize the market and grow stably in the market.

A Study on the Policy Direction of the Online Platform Industry: Focusing on PEST-SWOT-AHP Analysis for Scholars and Researchers (온라인 플랫폼 산업의 정책 방향성 연구: 학자 및 연구자 대상 PEST-SWOT-AHP 분석을 중심으로)

  • This study proposes a developmental policy direction for the online platform industry, moving away from the regulatory-centered discussions that have predominated thus far. To offer policy directions, the PEST-SWOT-AHP analysis model was employed. The study first categorizes the issues of the domestic online platform industry into political, economic, social, and technological aspects, which are then further categorized into 16 strengths, weaknesses, opportunities, and threats. The relative importance among these factors was measured, leading to the derivation of four final strategies. The analysis indicates that policy directions should prioritize addressing weaknesses, with 'improving regulations that hinder innovation' being the most important factor across all categories, while technological factors were consistently rated highly in importance apart from this. Accordingly, the policy direction for the domestic online platform industry suggests avoiding excessive regulation and instead emphasizing policy support centered around technological development. This study is significant in that it presents a macroscopic developmental direction for online platform policies that have not been discussed in existing academic research, and it provides professional and objective indicators through consensus among scholars and researchers. In the future, it is hoped that research will continue to propose detailed policy strategies and implementation systems based on a macroscopic perspective.

  • Business models in open market systems targeting smart phone users are determined by several important factors. First, by providing developers efficient technical platforms, it contains a setting for developers to learn, apply and improve the skills relating to the product category easily while they stay beyond a corporate boundary. Second, by the first condition, a huge population of talented developers becomes to join a specific open market where will invite more customers to use their applications. Hence it will attract more and more developer participants who will finally give a rise to a persistent market growth. Third, the evaluation system between platform providers and application producers, and one between application producers and application users may underlie the trust relationships between them. The research conducted a multiple embedded case study to test the success factors of open market based business models. It focused on smart phone game communities that have installed user evaluation, and feedback systems. The user innovation empowerment model within the social game networks has highlighted the theories on the roles and characteristics of lead users, and lead user network behaviors for future NPD participations.

A Study of Modularity in the Perspective of Standardization: A Comparative Analysis of Electronic and Automotive Industries (표준화 정책 측면에서 모듈성 연구: 전자 산업과 자동차 산업 비교 분석)

  • Information and communication technologies (ICT) have been combined with products from other industries to provide new functionality, as recently shown in the cases of Internet of Things (IoT). Modularity assumes a crucial role in such technological convergence, and has impacts on the relationship between organizations as well as competition within an industry. Interface standards, which ensure the connectivity between modules, serve as a critical factor in the process by which modularity affects organization systems and industry structure. To understand the aforementioned phenomenon, we studied modularity and interface standards with a focus on the interaction between technology and organization systems and subsequent changes in industrial dynamics. This paper examines previous literature on modularity and interface standards in the aspects of product architecture, organization systems, and institutional factors. With this analytical framework, we conducted a comparative analysis of electronic and automotive industries to derive implications for standardization policy. This research has shown the significance of external open interface standards in shaping an industrial landscape where a variety of module producers horizontally compete. It also advises that policymakers take into account product characteristics, engagement of leading firms in an industry, and institutional factors such as WTO law in the design of standardization policy.
