  • This paper draws the home into the stream of information and communications technology (ICT) development. Considering that homes and our home life are constantly affected by persistent change influenced by ICT, it is remarkable that ICT has been relatively neglected as an object of research in the field of housing studies. This study provides an overview of conceptual movements in ICT/home relationships and their design and social impact through a critical discourse analysis. The conceptual movements must be considered by professionals in the field of housing and built environment to stay attuned to changes in the 21st Century. Diverse debates took place in the discourse about ICT in relation to home. The stream of thought was started by futurists who saw the electronic cottage as a solution to the social problems caused by the separation of work and home life in industrial cities. ICT has now entered a new phase, with WiFi P2P networks and location-based social media that encourage sharable homes. Based on the analysis of the discourse on ICT and home, we drew from three issues related to the paradigm shifts in homes in the context of ICT development to provide future directions for housing studies: from space programming to time scheduling, from individual ownership to shared access, and from live+work dwelling to live+work+community.

Data were gathered from 175 student of agricultural college in Korea. Descriptive statistics, exploratory and confirmatory factor analysis, t-test, and one-way ANOVA were applied to analyze the data. Results reveal that technology usefulness perception scores were high among the readiness components, but students readiness and school infrastructure readiness were low. Results also shows that policy and technology factors were also seen as the main barriers of ICT program implementation. Findings show that demographic variables did not significantly affect readiness and obstacles. The results of this study can provide guidance to the government or agricultural college organizations when considering readiness and barriers towards implementing ICT programs. In addition, this study contributes to improve the theory of adoption behavior and contributes to the foundation for future research aimed at improving our understanding of agricultural college students' behavior.

  • Nowadays, Smart media services such as smartphone applications are proliferated through the convergence of social media and the information and communication technologies(ICT). In many countries, the ICT policy is strategically used to solve the economic recession and high unemployment rate caused by the global financial crisis. However, the Korean ICT policies have declined with the abolition of the Ministry of information and communication. This paper suggests the dynamic quality of life as a philosophical foundation of Korean ICT policy and the dynamic policy PR methods for the social consultation and people's approval(national consensus), because the component of dynamic quality of life are embodied in the elements of ICT policy that should be realized through the governance, in which both Korean government and people produce and consume the ICT policies together in the era of smart media.

Especially, mobile application is one of the effective ICT, and several applications have been developed after the spread of smartphones. The mobile-based mental health has several strengths, such as better treatment accessibility and easier check-ups of symptoms or daily activities by real-time monitoring. Better follow-ups of treatment course, more customized feedback and better transportability enable patients to be more adherent. However, there are some limitations of mobile technology about the mental health, such as technical troubles of electric errors, data safety problems and personal information extrusion. Therefore, full considerations should be given during the development and provision of the technology. Most of all, mental health specialists should actively participate in the development process by incorporation of evidence-based experiences and assurance of good clinical qualities.

  • This study proposes a research model to investigate the effect of ICT on national culture and values. Why should we research the relationship between ICT and culture? We do this to shed light on the cultural framework and find areas for further research. This research has found that the development of Information Communication Technology(ICT) has proved to have a positive effect on the quality of individualism (B0.603), there is a decrease in power distance index(B-0.331)and a correlation between individualism and wealth. Also, the development of Information Communication Technology(ICT) has proved to have a positive effect on the quality of Long Term Orientation. As for adoption and use of ICT, the role of culture is important for many reasons. First of all, we can recognize the importance of national culture and organizational culture in establishing the ability of the overall culture to adapt, efficiently merging with different cultures and overcoming potential obstacles of these tasks. This is the evidence supporting the current theory. Our research shows that development of technology highly influences deep human values. Furthermore, the data points used in this research are from World Economic Forum, World Development Indicator and International Telecommunication Union. In order to understand and develop social evolution and progress, we tried to use data that is fair and verifiable.

To maximum positive aspects like the expansion of freedom of expression and creating plan of economy by the advance of transmission technology is needed. And to minimize side effects of informatization is required more. The First, Special Act on ICT has an adaptation in normative standardization to be fit in media convergence beyond convergence of broadcasting and telecommunications. Henceforth, there must be established a legal basis for the achievement of protection of economic evolution and freedom of speech in digital media, information, communication technology and content development.
