북서태평양 지역의 해상기인 해양쓰레기 저감을 위한 NOWPAP 방제지역활동센터의 지역협력 활동현황 분석 및 향후 발전방향 (Regional cooperation of NOWPAP MERRAC against marine litter from sea-based activities in the Northwest Pacific region)

  • 경제개발 및 산업활동에 따라 발생된 쓰레기들이 하천 및 해상활동에 의해 직 간접적으로 해양에 유입되고 있다. 산업활동에 의해 제조된 물질들은 자연적으로 거의 분해되지 않거나 분해 속도가 매우 느린, 플라스틱, 유리, 폴리스티렌, 고무, 금속 등으로, 그 종류가 매우 다양하다. 이러한 해양쓰레기들은 연안환경뿐만 아니라 해수의 표층이나 수중, 해저면에 오랜 기간 존재하면서 인간과 동물의 건강 및 생명을 위협하거나, 선박사고 등을 유발하기도 한다. 특히 해양쓰레기는 해수의 흐름에 따라 인접한 국가와 지역에도 피해를 미치기 때문에 국가 간 마찰을 일으키기도 한다. 한 중 일 러가 접하고 있는 북서태평양의 경우도 해양쓰레기 문제로 국가 간 마찰이 종종 발생한다. 특히 해류의 흐름에 의해 중국 또는 한국의 쓰레기가 일본 등에 유입되곤 하는데, 이러한 문제점을 인식하여 관련 국가들은 해양쓰레기 지역협력사업을 추진하기로 하였다. 북서태평양실천계획(NOWPAP)에서는 해양쓰레기사업(MALITA)을 2006-2007년에 거쳐 실시하였으며, 아울러 2008-2009년에는 이의 후속사업으로써 해양쓰레기 지역협력계획(RAP MALI)을 계획하여 이행해나가고 있다. NOWPAP 방제지역활동센터(MERRAC)는 NOWPAP 지역활동센터의 하나로써, 2005년 NOWPAP 정부간회의에서 해상기인 해양쓰레기관련 국제협력사업 추진업무를 부여받아 2006년부터 관련 사업을 이행해 나가고 있다. MERRAC은 그동안 해저침적쓰레기 모니터링 방안, 항만수용시설 가이드라인, 해양 분야 쓰레기 저감 방안 및 홍보 브로셔를 개발하였고, 해양쓰레기 워크샵을 개최하여 관련 전문가들간의 토론 및 정보교환을 지원하였다. 본 논문에서는 그동안 MERRAC의 해양쓰레기 관련 지역협력 활동을 소개하면서 향후 해상기인 해양쓰레기 저감을 위한 지역협력 추진방안에 대해 몇 가지 사항을 제안하고자 한다.

한국 재활간호 현황과 전망 (Current Status and the Future Prospect of Rehabilitation Nursing in Korea)

  • The history of rehabilitation of disabilities in Korea began with the foreigners and missionaries who were interested in it after Korean War. In 1981, Disabled Persons Welfare Act was enacted and the 88 Paralympics brought the nations attention to the welfare and rehabilitation of persons with disabilities. Since then, the facilities and the services for the disabled persons have expanded rapidly and the rehabilitation treatment and nursing intervention are drawing more attention. Against this background, the survey on the current status of disabilities, welfare service, facilities, and rehabilitation nursing was conducted. The results of this survey are as follows. 1. According to the 2000 census of disabilities, the number of persons with disabilities in Korea is estimated at 1,449,500, or 3.09% of the entire Korean population, 0.74% up from 2.35% in 1995. 2. Disability Types in 2000 The 2000 census showed that the persons with disabilities numbered 1,449,496 out of the total population and 1,024,371 persons are registered for disability, making up 70.7% of the estimated disabled population. Among them, physically disabled persons accounted for the largest 41.7% (605,127) and mentally retarded persons stood at the smallest 9% (13,481). 3. Percentage of Disability Presence The survey showed that more than 90% of disability were acquired. However, 44.8% of mental disability and 61.4% of hearing/speaking disability were not acquired after birth. This means that these disabilities happened by congenital cause or birth accident. 4. Yearly Figure of Registered Disabled Persons In 1989, 218,601 persons registered for disability and, in 2000, the number increased by 4.7 times to 1,024,371. These figures are different from the actual number of disabled persons. According to the 1995 census, 1,053,486 were disabled persons but only 378,323registered for disability. And, in the 2000 census, 1,024,371 out of the 1,449,496 of disabled persons registered for disability. 5. Welfare Service for Persons with Disability 62.6% of the total disabled people are registered and physically disabled persons accounted for the highest percentage of 96.7%. 26.5% of non-registered disabled people said that they didnt know the registration procedure. The rest of them replied that they didnt think they were disabled or that registration didnt seem to give any benefits. 6. Welfare Policies for Disabled Persons The welfare benefits given to the disabled are as follows: Issuance of disabled sign for car drivers, Permission to use LPG fuel, Communication fee reduction, Tax exemption related to cars, Reduction of public facility fees, Household allowance, Tax reduction or exemption, Medical allowance and education subsidy for children, and Housing. 7. Current Condition of Welfare Facilities by Disability Type The welfare institutions for disabilities numbered 188 in total and they can accommodate 16,823 persons. Categories of these institutions are physical disability(37), visual disability(10), hearing/speaking disability(14), mental retardation(59), and sanatoriums(68). 8. Human Resource of Rehabilitation of Disabilities Advanced education programs include rehabilitation nursing in its curriculum and this was selected as the program of Korean Academic Society of Nursing in 1990. In November 1997, Korean Academic Society of Rehabilitation Nursing was launched and many academic meeting and seminars were held. This organization is also making efforts to develop the education program for qualified rehabilitation nursing professionals and to develop the standards of rehabilitation nursing practice. In the professionals of the rehabilitation, there are rehabilitation specialist, physical therapist, speech therapist, occupational therapist. It is needed to come up with the measures to supply stable human resources following the demand of disabled persons and to recognize the private certificates for rehabilitation professionals as official ones after reviewing the education and training programs of private institutions. 9. Rehabilitation Nursing 1) Rehabilitation nursing was taught as an independent subject in 11 undergraduate programs and 9 graduate programs. 2) Research on rehabilitation nursing in Korea were 24 experimental research and 11 non-experimental research. The intervention of experimental research were mostly education and exercise rehabilitation programs. 3) In the three rehabilitation hospitals, nursing is divided into two categories, direct nursing and education & counseling. Direct nursing includes tracheostomy or nasogastric tube care, urination and defication, skin care, pain control, complication prevention and care, prevention of injury from a fall, etc.

유전정보 차별금지의 법적문제 - 외국의 규율 동향과 그 시사점을 중심으로 - (Legal and Regulatory Issues in Genetic Information Discrimination - Focusing on Overseas Regulatory Trends and Domestic Implications -)

  • 인간게놈프로젝트의 시작과 함께 그 사회적 부작용의 하나로 거론되었던 '유전정보 차별'의 문제가 아직 우리나라에서 크게 부각된 적은 없다. 그러나 2016년 6월 30일부터 시행된 "생명윤리 및 안전에 관한 법률"이 의료기관이 아닌 유전자검사기관의 유전자검사를 예외적으로 허용하자, 국내의 한 보험회사가 신규 암보험 가입자를 대상으로 DTC 유전자 검사를 별도의 무료 서비스로 제공하겠다고 하여 유전자 검사와 관련된 사회적 변화를 실감케 한 바 있다. 정밀의료가 의료의 새로운 표준으로 성큼 다가온 현 시점에서 유전정보 차별에 관한 규율은 더 이상 미룰 수 없는 문제가 되었다. 우리나라는 생명윤리법 제46조, 제67조에서 유전정보를 이유로 한 차별의 금지와 그 위반행위에 대한 벌칙을 규정하고 있지만, 이러한 광범위한 원칙 규정만으로는 보험, 고용 등 구체적인 유전정보 활용 영역에서의 문제점들을 충분히 해결할 수 없다. 미국, 캐나다, 영국, 독일은 상이한 방식으로 유전정보 차별의 문제를 다루고 있다. 미국의 "Genetic Information Non-Discrimination Act"의 경우, 건강보험과 관련된 부분은 기존의 법에 유전정보 차별금지에 관한 내용을 추가하는 형식을 취하고 있다. 또 개인과 그 가족의 유전자 검사 결과 외에 '가족력'까지 포함하여 유전정보의 범위를 매우 넓게 규정하고 있다. 캐나다는 2017년 비교적 최근에 법을 제정하였는데, 보험과 고용 외에 '상품이나 서비스의 거래'에까지 적용범위를 확장하고 있다. 영국은 유전자 검사 중 '개인의 예측적 유전자 검사'에 대해서만 다루고 있는데, 보험의 경우 영국정부와 보험협회의 '협약'을 통해 유전정보의 활용을 2019년까지 유예하는 방식으로 규율하고 있고, 고용의 영역은 ICO가 만든 'Employment Practices Code(2011)'가 기준으로 활용되고 있다. 독일은 유전자 검사에 관한 법 "Gesetz ${\ddot{u}}ber$ genetische Untersuchungen bei Menschen"에서 고용과 보험에서의 유전자 검사 및 그 결과 제출 요구의 원칙적 금지를 규정하고 있다. 이와 같이 각 나라마다 규율형식, 적용범위 뿐만 아니라 규율의 실효성에 대한 평가도 매우 상이하다. 이러한 점에 비추어 보았을 때 우리나라의 유전정보 차별에 관한 규제 역시 관련 규정의 검토, 전문가 집단의 참여 및 이해관계자의 협력을 통해 여러 규제안의 장 단점을 충분히 검증한 후 입법의 단계로 나아가는 것이 바람직할 것이다.

탄수화물 분해효소 처리에 의한 배 과피와 과심의 항산화 생리활성 증대효과 (Effects of Complex Carbohydrase Treatment on Physiological Activities of Pear Peel and Core)

  • 배(Pyrus pyrifolia)의 과피와 과심에 복합효소처리 의해 물리화학적 특성 및 기능성에 미치는 영향을 조사하였다. 배의 과피와 과심에 4종의 복합효소를 처리할 경우 과피의 가용성 고형분 함량이 증가하였고 과심은 유의적으로 증가하지 않았다. 과피의 가용성 고형분 함량은 Pectinex로 처리하였을 때 가장 높은 증대효과를 나타냈다. 또한 배의 과피와 과심에 Pectinex로 처리하였을 때 높은 환원당 추출 수율을 얻을 수 있었다. 총당 함량은 대부분의 효소처리군에서 증가하여 효소에 의해 탄수화물이 분해되어 당 함량이 증가하는 것을 확인할 수 있었다. 배의 과피에 Viscozyme으로 처리할 경우 총 폴리페놀 함량, 총 플라보노이드 함량, DPPH radical 소거능, ABTS radical 소거능 및 SOD 유사활성이 가장 높은 증대효과를 보였다. 또한 과심에 Celluclast로 처리할 경우 총 폴리페놀 함량이 증가하였고, 총 플라보노이드 함량은 Ultraflo 처리군을 제외한 나머지 효소처리군에서는 비슷한 양상으로 증가하였다. 또한 과심에 4종의 복합효소처리 시 DPPH radical 소거능과 ABTS radical 소거능은 유의적으로 증가하지 않았고 SOD 유사활성은 모두 증가하였다. 결과적으로 배의 과피와 과심에 탄수화물 분해 복합효소를 처리함으로써 고형분, 환원당 및 항산화 물질의 추출률을 증가시키고 항산화 활성을 향상시킬 수 있음을 확인하였다.

우주법(宇宙法)의 최근동향(最近動向) (Recent Developments in Space Law)

  • The practical application of modern space science and technology have resulted in many actual and potential gains of mankind. These successes have conditioned and increased the need for a viable space law regime and the challenge of space has ultimately led to the formation of an international legal regime for space. Space law is no longer a primitive law. It is a modern law. Yet, in its stages of growth, it has not reached the condition of perfection. Therefore, under the existing state of thing, we could carefully say that the space law is one of the most newest fields of jurisprudence despite the fact that no one has so far defined it perfectly. However, if space law can be a true jurisprudential entity, it must be definable. In defining the space law, first of all, the grasp of it's nature iis inevitable. Although space law encompasses many tenets and facets of other legal discriplines, its principal nature is public international law, because space law affects and effects law relating intercourse among nations. Since early 1960s when mankind was first able to flight and stay in outer space, the necessity to control and administrate the space activities of human beings has growingly increased. The leading law-formulating agency to this purpose is the United Nation's ad hoc Committee on Peaceful Uses of Outer Space("COPUOS"). COPUOS gave direction to public international space law by establishing the 1963 Declaration of Legal Principles Governing the Activities of the States in the Exploration and Use of Outer Space("1963 Declaration"). The 1963 Declaration is very foundation of the five international multilateral treaties that were established successively after the 1963 Declaration. The five treaties are as follows: 1) The Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space including Moon and other Celestial Bodies, 1967. 2) The Agreement on the Rescue of Astronauts, the Return of Astronauts, and the Return of Objects Launched into Outer Space, 1968. 3) The Convention on International Liability for Damage Caused by Space Objects, 1972. 4) The Convention on Registration of Objects Launched into Outer Space, 1974. 5) The Agreement Governing Activities of States on the Moon and Other Celestial Bodies: Moon Treaty, 1979. The other face of space law is it's commercial aspect. Space is no longer the sole domination of governments. Many private enterprise have already moved directly or indirectly into space activities in the parts such as telecommunications and space manufacturing. Since space law as the public international law has already advanced in accordance with the developments of space science and technology, there left only a few areas untouched in this field of law. Therefore the possibility of rapid growth of space law is expected in the parts of commerical space law, as it is, at this time, in a nascent state. The resources of the space environment are also commercially both valuable and important since the resources include the tangible natural resources to be found on the moon and other celestial bodies. Other space-based resources are solar energy, geostationary and geosynchronous orbital positions, radio frequencies, area possibly suited to human habitations, all areas and materials lending themselves to scientific research and inquiry. Remote sensing, space manufacturing and space transportation services are also another potential areas in which commercial. endeavors of Mankind can be carried out. In this regard, space insurance is also one of the most important devices allowing mankind to proceed with commercial space venture. Thus, knowlege of how space insurance came into existence and what it covers is necessary to understand the legal issues peculiar to space law. As a conclusion the writer emphasized the international cooperation of all nations in space activities of mankind, because space commerce, by its nature, will give rise many legal issues of international scope and concern. Important national and world-community interests would be served over time through the acceptance of new international agreements relating to remote sencing, direct television broadcasting, the use of nuclear power sources in space, the regularization of the activities of space transportation systems. standards respecting contamination and pollution, and a practical boundary between outer space and air space. If space activity regulation does not move beyond the national level, the peaceful exploration of space for all mankind will not be realized. For the efficient regulation on private and governmental space activities, the creation of an international space agency, similar to the International Civil Aviation Organization but modified to meet the needs of space technology, will be required. But prior to creation of an international organization, it will be necessary to establish, at national level, the Office of Air and Space Bureau, which will administrate liscence liscence application process, safety review and sale of launch equipment, and will carry out launch service.

이문건 시묘살이를 통해 본 조선중기 유자(儒者)의 상례(喪禮) 고찰 (Confucians Funeral Rituals during the mid-Joseon Dynasty Lee Mun Geon'Mourning beside His Mother's Grave)

  • 본고는 묵재 이문건(1494-1567)이 어머니 고령 신씨(高靈申氏; 1463-1535)의 시묘살이를 하며 기록한 상례(喪禮)에 대한 고찰이다. 상례는 죽음에 대한 의례이다. 이문건이 행한 죽음의례, 즉 시묘살이 상례(喪禮)에 개인이 어떻게 구체적으로 참여하였는가에 초점을 두어 살펴보았다. 즉 이문건이 실천한 시묘살이 상례의 특징을 살펴봄으로써 그 의례가 지향하는 바의 의미와 조선중기 사대부 일기의 글쓰기를 통해 당대인의 효의 실천과 죽음에 대한 제반 인식을 유추해보는 데 그 의의를 둔다. 조선중기 사대부들은 법제화에 의한 상례 준수로 인식변화를 끊임없이 시도하지만, 기나긴 역사의 밑바탕에 깔린 인간의 의식세계를 완전히 개조하기는 현실적으로 어려웠다. 중국과 조선은 문화적 배경이 달랐음을 인정해야만 하였다. 중국의 제도인 "주자가례"를 조선에 끼워 맞추려고 한 것은 처음부터 문제를 배태하고 있는 것이다. 신주(神主) 중심의 조상 제사와 가묘(家廟) 설립의 중요성을 "주자가례"에서 백 번 강조하지만, 조선중기 사대부는 무덤 속에 누워 있는 부모에게 더 마음이 가는 것이다. 사당과 시제(時祭)보다는 무덤과 묘제(墓祭) 및 기제사(忌祭祀)가 조선중기의 사대부에게는 더 중요한 것이다. 이런 모순 속에서 조선중기 사대부는 죽음에 대한 의례로서 시묘살이 상례를 수용하고 실천하였다. 고대인 혹은 중세인이 아니라도 현재를 살아가는 우리 인간에게 죽음에 대한 지배적 생각, 즉 현세와 정신적 물질적 생활을 지속한다는 계세사상(繼世思想)을 뿌리 채 뽑아버리기는 쉽지 않아 보인다. 만약 이 사상이 없다면 인간의 죽음 역시 고속도로 위에서 차에 치여진 동물의 사체와 다름이 없기 때문이다. 그래서 인간은 시간이 변해도 형태는 바뀔지언정 죽음에 대한 의례 자체를 끊임없이 생각하지 않을 수 없는 것이다. 그러므로 조선중기 사대부의 시묘살이는 효의 실천과 죽음에 대한 의례로 시사하는 바가 크다고 하겠다.

Borich 요구도와 The Locus for Focus Model을 이용한 전북지역 학교급식 조리종사자의 안전사고 예방관리를 위한 교육요구도 우선순위 분석 (An educational needs analysis of precautions against of safety accidents for school foodservice employees in the Jeonbuk area using Borich priority formula and the Locus for Focus Model)

  • 본 연구는 전북지역 316명의 초·중·고등학교 조리종사자를 대상으로 안전사고 실태 및 예방교육 프로그램에 활용될 교육내용의 우선순위를 조사하였으며, 그 결과를 요약하면 다음과 같다. 조사대상자의 99.7%는 '여자', 학력은 '고졸' 76.6%, 직급은 '조리원' 77.8%, 평균 근무연수는 초등학교 '12.7년', 중·고등학교 '10.6년'이었다 (p < 0.01). 1일 평균 급식 인원은 초등학교 '716.4명', 중·고등학교 '818.3명'이며 (p < 0.05), 평균 근무인원은 초등학교 '6.1명', 중·고등학교 '8.0명'이었다 (p < 0.001). 조리종사자의 90.8%가 안전사고를 경험하였으며, 중·고등학교 종사자가 초등학교보다 사고경험이 많았다. 주요 사고원인은 '과도한 업무량' (61.7%), '노후기구나 설비' (28.9%), '본인 부주의' (17.1%)이며, 주로 '조리과정' (47.7%), '청소 및 뒷정리' (42.2%), '이동 및 운반' (36.2%) 과정에서 발생하였다. 가장 많은 부상은 초등학교는 '근골격계부상' (68.2%), 중·고등학교는 '미끄러짐' (70.2%)과 '화상' (70.2%)이었다. 안전교육은 영양(교)사와 교육청 (100%), 조리사협회 (27.2%)의 교육을 받았으나 초등학교의 77.3%, 중·고등학교의 79.5%의 조리종사자는 교육내용을 현장에 적용하지 않았다. 안전교육에 대하여 64.9%의 조리종사자는 만족, 35.1%는 불만족하며, 가장 큰 불만족 이유는 '교육내용이 실제 급식현장과 맞지 않아서' (42.3%)이었다. 안전교육 내용의 우선순위 결정을 위해 대응표본 t-test, Borich 요구도, The Locus for Focus 모델의 3단계 분석방법을 이용한 결과, 6개 영역의 22개 항목 중 1항목 '작업장 및 통로를 정리·정돈한다'를 제외한 21개 항목에서 중요도와 현재 수행수준 간에 유의미한 차이가 있었다. 안전교육 내용에 대한 초등학교와 중·고등학교 종사자의 최우선 순위는 2개항목, 차 순위는 6항목으로 확인되었다. 따라서 초등학교와 중·고등학교 조리종사자 대상 안전교육 시 우선적으로 '가스후드 청소 시 안전한 사다리를 사용하며, 2인 1조로 작업한다', '배수로 청소 시에는 주의 표시판을 설치하고, 청소 후에는 반드시 덮개를 덮는다'와 '화학물질 취급 전 보호장비를 착용한다'를 교육하여야 하며, 차 순위로는 '작업 전·후 스트레칭 하기', '작업대 높이가 맞지 않으면 보조 받침대를 사용하여 높이를 맞춘다', '무거운 것을 옮길 때 보조기구를 이용하거나 도움을 받는다', '중량물 취급 시에는 올바른 자세와 방법을 지킨다', 'MSDS 적용물질의 안전취급 요령을 잘 확인하고 사용한다'가 교육내용에 포함되어야 되겠다. 이상의 결과, 조리종사자 안전교육 시 조리, 청소 및 뒷정리 과정 중의 부딪힘·떨어짐 사고, 화학물질관리 및 근골격계질환 사고 예방교육을 우선적으로 하여야 하겠다. 본 연구의 제한점은 연구대상자가 일부 지역에 국한되어 있기 때문에 전체 학교급식소의 경우로 일반화하기에는 한계가 있으며 향후 조사대상자의 확대를 통하여 전체 조리종사자의 안전사고 예방교육을 위한 체계수립이 필요하겠다.

  • 이촌향도형(離村向都型) 인구이동(人口移動) 농촌지역경제(農村地域經濟)에 미치는 영향(影響)에 관해 두가지 상반(相反)된 견해(見解)가 있다. 신고전학파적(新古典學派的) 낙관론(樂觀論) 따르면 이농현상(離農現象)은 농촌지역(農村地域)의 소득(所得)이나 후생수준(厚生水準)을 저해(沮害)하지 않는다고 보는 반면 Lipton (1980)은 그 반대의 견해(見解)를 취하고 있다. 본고(本稿)에서는 비교역재(非交易財)(nontraded goods)에 대한 국제무역이론(國濟貿易理論)과 화란병(和蘭病)(Dutch Disease)의 이론(理論)을 원용하여 농촌(農村)에서 도시(都市)로의 인구이동모형을 개발했다. 이 모형은 이농인구이동(離農人口移動)이 농촌지역(農村地域)의 소득(所得)과 후생수준(厚生水準)을 저해(沮害)한다는 점에서는 Lipton의 견해(見解)와 일치하나 소득(所得)을 감소(減少)시키는 요인들은 Lipton의 모형(模型)에서 지적(指摘)된 것들과는 다르다. 본고(本稿)는 이농현상(離農現象)이 농촌소득(農村所得)을 감소(減少)시키는 이유가 농업생산성(農業生産性)의 하락(下落) 때문이 아니라 농촌노동 및 소비인구의 격감으로 인한 농업부문(農業部門)의 이윤감소(利潤減少)와 농촌(農村) 서비스부문(部門)와 쇠퇴(衰退)때문이라고 주장한다. 1966, 1970, 1975, 1980 및 1985년의 한국인구(韓國人口)센서스 통계자료(統計資料)를 이용하여 주요가설(主要假說)들에 대해 실증분석(實證分析)을 한 결과 신고전학파(新古典學派)의 주장(主張)이나 Lipton의 견해(見解)보다 본(本) 연구모형(硏究模型)의 설명력(說明力)이 더 높은 것으로 밝혀졌다.

APPLICATION OF FUZZY SET THEORY IN SAFEGUARDS

  • The International Atomic Energy Agency's Statute in Article III.A.5 allows it“to establish and administer safeguards designed to ensure that special fissionable and other materials, services, equipment, facilities and information made available by the Agency or at its request or under its supervision or control are not used in such a way as to further any military purpose; and to apply safeguards, at the request of the parties, to any bilateral or multilateral arrangement, or at the request of a State, to any of that State's activities in the field of atomic energy”. Safeguards are essentially a technical means of verifying the fulfilment of political obligations undertaken by States and given a legal force in international agreements relating to the peaceful uses of nuclear energy. The main political objectives are: to assure the international community that States are complying with their non-proliferation and other peaceful undertakings; and to deter (a) the diversion of afeguarded nuclear materials to the production of nuclear explosives or for military purposes and (b) the misuse of safeguarded facilities with the aim of producing unsafeguarded nuclear material. It is clear that no international safeguards system can physically prevent diversion. The IAEA safeguards system is basically a verification measure designed to provide assurance in those cases in which diversion has not occurred. Verification is accomplished by two basic means: material accountancy and containment and surveillance measures. Nuclear material accountancy is the fundamental IAEA safeguards mechanism, while containment and surveillance serve as important complementary measures. Material accountancy refers to a collection of measurements and other determinations which enable the State and the Agency to maintain a current picture of the location and movement of nuclear material into and out of material balance areas, i. e. areas where all material entering or leaving is measurab e. A containment measure is one that is designed by taking advantage of structural characteristics, such as containers, tanks or pipes, etc. To establish the physical integrity of an area or item by preventing the undetected movement of nuclear material or equipment. Such measures involve the application of tamper-indicating or surveillance devices. Surveillance refers to both human and instrumental observation aimed at indicating the movement of nuclear material. The verification process consists of three over-lapping elements: (a) Provision by the State of information such as - design information describing nuclear installations; - accounting reports listing nuclear material inventories, receipts and shipments; - documents amplifying and clarifying reports, as applicable; - notification of international transfers of nuclear material. (b) Collection by the IAEA of information through inspection activities such as - verification of design information - examination of records and repo ts - measurement of nuclear material - examination of containment and surveillance measures - follow-up activities in case of unusual findings. (c) Evaluation of the information provided by the State and of that collected by inspectors to determine the completeness, accuracy and validity of the information provided by the State and to resolve any anomalies and discrepancies. To design an effective verification system, one must identify possible ways and means by which nuclear material could be diverted from peaceful uses, including means to conceal such diversions. These theoretical ways and means, which have become known as diversion strategies, are used as one of the basic inputs for the development of safeguards procedures, equipment and instrumentation. For analysis of implementation strategy purposes, it is assumed that non-compliance cannot be excluded a priori and that consequently there is a low but non-zero probability that a diversion could be attempted in all safeguards ituations. An important element of diversion strategies is the identification of various possible diversion paths; the amount, type and location of nuclear material involved, the physical route and conversion of the material that may take place, rate of removal and concealment methods, as appropriate. With regard to the physical route and conversion of nuclear material the following main categories may be considered: - unreported removal of nuclear material from an installation or during transit - unreported introduction of nuclear material into an installation - unreported transfer of nuclear material from one material balance area to another - unreported production of nuclear material, e. g. enrichment of uranium or production of plutonium - undeclared uses of the material within the installation. With respect to the amount of nuclear material that might be diverted in a given time (the diversion rate), the continuum between the following two limiting cases is cons dered: - one significant quantity or more in a short time, often known as abrupt diversion; and - one significant quantity or more per year, for example, by accumulation of smaller amounts each time to add up to a significant quantity over a period of one year, often called protracted diversion. Concealment methods may include: - restriction of access of inspectors - falsification of records, reports and other material balance areas - replacement of nuclear material, e. g. use of dummy objects - falsification of measurements or of their evaluation - interference with IAEA installed equipment.As a result of diversion and its concealment or other actions, anomalies will occur. All reasonable diversion routes, scenarios/strategies and concealment methods have to be taken into account in designing safeguards implementation strategies so as to provide sufficient opportunities for the IAEA to observe such anomalies. The safeguards approach for each facility will make a different use of these procedures, equipment and instrumentation according to the various diversion strategies which could be applicable to that facility and according to the detection and inspection goals which are applied. Postulated pathways sets of scenarios comprise those elements of diversion strategies which might be carried out at a facility or across a State's fuel cycle with declared or undeclared activities. All such factors, however, contain a degree of fuzziness that need a human judgment to make the ultimate conclusion that all material is being used for peaceful purposes. Safeguards has been traditionally based on verification of declared material and facilities using material accountancy as a fundamental measure. The strength of material accountancy is based on the fact that it allows to detect any diversion independent of the diversion route taken. Material accountancy detects a diversion after it actually happened and thus is powerless to physically prevent it and can only deter by the risk of early detection any contemplation by State authorities to carry out a diversion. Recently the IAEA has been faced with new challenges. To deal with these, various measures are being reconsidered to strengthen the safeguards system such as enhanced assessment of the completeness of the State's initial declaration of nuclear material and installations under its jurisdiction enhanced monitoring and analysis of open information and analysis of open information that may indicate inconsistencies with the State's safeguards obligations. Precise information vital for such enhanced assessments and analyses is normally not available or, if available, difficult and expensive collection of information would be necessary. Above all, realistic appraisal of truth needs sound human judgment.

  • Currently, Social Media, it has widely a renown keyword and its related social trends and businesses have been fastly applied into various contexts. Social media has become an important research area for scholars interested in online technologies and cyber space and their social impacts. Social media is not only including web-based services but also mobile-based application services that allow people to share various style information and knowledge through online connection. Social media users have tendency to common identity- and bond-attachment through interactions such as 'thumbs up', 'reply note', 'forwarding', which may have driven from various factors and may result in delivering information, sharing knowledge, and specific experiences et al. Even further, almost of all social media sites provide and connect unknown strangers depending on shared interests, political views, or enjoyable activities, and other stuffs incorporating the creation of contents, which provides benefits to users. As fast developing digital devices including smartphone, tablet PC, internet based blogging, and photo and video clips, scholars desperately have began to study regarding diverse issues connecting human beings' motivations and the behavioral results which may be articulated by the format of antecedents as well as consequences related to contents that people create via social media. Social media such as Facebook, Twitter, or Cyworld users are more and more getting close each other and build up their relationships by a different style. In this sense, people use social media as tools for maintain pre-existing network, creating new people socially, and at the same time, explicitly find some business opportunities using personal and unlimited public networks. In terms of theory in explaining this phenomenon, social capital is a concept that describes the benefits one receives from one's relationship with others. Thereby, social media use is closely related to the form and connected of people, which is a bridge that can be able to achieve informational benefits of a heterogeneous network of people and common identity- and bonding-attachment which emphasizes emotional benefits from community members or friend group. Social capital would be resources accumulated through the relationships among people, which can be considered as an investment in social relations with expected returns and may achieve benefits from the greater access to and use of resources embedded in social networks. Social media using for their social capital has vastly been adopted in a cyber world, however, there has been little explaining the phenomenon theoretically how people may take advantages or opportunities through interaction among people, why people may interactively give willingness to help or their answers. The individual consciously express themselves in an online space, so called, common identity- or bonding-attachments. Common-identity attachment is the focus of the weak ties, which are loose connections between individuals who may provide useful information or new perspectives for one another but typically not emotional support, whereas common-bonding attachment is explained that between individuals in tightly-knit, emotionally close relationship such as family and close friends. The common identify- and bonding-attachment are mainly studying on-offline setting, which individual convey an impression to others that are expressed to own interest to others. Thus, individuals expect to meet other people and are trying to behave self-presentation engaging in opposite partners accordingly. As developing social media, individuals are motivated to disclose self-disclosures of open and honest using diverse cues such as verbal and nonverbal and pictorial and video files to their friends as well as passing strangers. Social media context, common identity- and bond-attachment for self-presentation seems different compared with face-to-face context. In the realm of social media, social users look for self-impression by posting text messages, pictures, video files. Under the digital environments, people interact to work, shop, learn, entertain, and be played. Social media provides increasingly the kinds of intention and behavior in online. Typically, identity and bond social capital through self-presentation is the intentional and tangible component of identity. At social media, people try to engage in others via a desired impression, which can maintain through performing coherent and complementary communications including displaying signs, symbols, brands made of digital stuffs(information, interest, pictures, etc,). In marketing area, consumers traditionally show common-identity as they select clothes, hairstyles, automobiles, logos, and so on, to impress others in any given context in a shopping mall or opera. To examine these social capital and attachment, we combined a social capital theory with an attachment theory into our research model. Our research model focuses on the common identity- and bond-attachment how they are formulated through social capitals: cognitive capital, structural capital, relational capital, and individual characteristics. Thus, we examined that individual online kindness, self-rated expertise, and social relation influence to build common identity- and bond-attachment, and the attachment effects make an impact on both the willingness to help, however, common bond seems not to show directly impact on information sharing. As a result, we discover that the social capital and attachment theories are mainly applicable to the context of social media and usage in the individual networks. We collected sample data of 256 who are using social media such as Facebook, Twitter, and Cyworld and analyzed the suggested hypotheses through the Structural Equation Model by AMOS. This study analyzes the direct and indirect relationship between the social network service usage and outcomes. Antecedents of kindness, confidence of knowledge, social relations are significantly affected to the mediators common identity-and bond attachments, however, interestingly, network externality does not impact, which we assumed that a size of network was a negative because group members would not significantly contribute if the members do not intend to actively interact with each other. The mediating variables had a positive effect on toward willingness to help. Further, common identity attachment has stronger significant on shared information.
