To improve our national enterprise's work outcome, it is necessary to establish a rational employment management policy plan so that the Korea can promote influx of foreign workers who have appropriate job skills and are hard-working and well suited for cultural environment. Accordingly, the companies need to develop the program by considering following. First, the duty of skilled foreign workers for employment is an important determinant factor and thus the targeting for foreign workers is necessary to proceed with pre-paced training. Second, reflecting the cultural characteristics of migrant workers, a cultural adjustment program needs to be developed. In this regard, the national program of screening foreign workers at the government level and the adaptation program needs to be launched suitable for local environment.

The present study tried to identify the differences in safety climate and occupational stress according to occupational accidents experience and employment type (e.g., direct workers and subcontract workers). Methods: In this study, we conducted a survey using safety climate scale and Korean Occupational Stress Scale and classified the participants into four groups: direct workers working for accident-free departments, direct workers working for accident departments, subcontract workers working for accident-free departments, and subcontract workers working for accident departments for 2 years within the same workplace in the shipbuilding industry. Results: The direct workers and subcontract workers showed diverse results in subscales of safety climate and occupational stress. This result is supported by existing studies; however, further study is necessary for more supporting evidence and elaborative methodological approach. Conclusion: The necessity of management for safety climate and psychosocial factor such as occupational stress for both direct workers and subcontract workers as a whole is suggested by this study.

  • Developed nations are increasingly seeking to secure competitiveness in the international market through the development of human resources of workers in high value-added industries. And what is especially important in this process is the fact that workers, employers, and concerned government agencies are participating together in building and improving workers' skills through partnerships. This is based on the perception that workers training programs conducted according to the interest of one side are difficult to bring desired results. For the past decades, Korea has focused mostly on labor-management-government partnerships and strategies for developing the human resources of workers in developed nations in Europe. Related case studies show labor-management-government partnerships in European countries established through powerful trade unions, and interested parties actively cooperate and participate in employment and training programs that benefit both workers and employers. In contrast, studies on human resource development participated by workers and employers are relatively rare in the US, the reason being the lack of a mechanism for establishing labor-management-government partnership due to the country's strong tradition of decentralization and the emphasis on market principles. However, while it is difficult to find such channels for dialogue between workers, employers, and the government in th US on the federal level, there are many regional-level or industry-level programs that tackle common problems through partnerships between interested parties. This study analyzes how the regional labor-management-government partnerships in the US work and examines the types of programs operated by investigating the One-Stop Center based on the Workforce Investment Act and the Wisconsin Regional Training Partnership. While the One-Stop Center is a regional labor-management-government partnership model that is institutionally executed in each state according to the Workforce Investment Act, the WRTP is a regional labor-management -government partnership model led by the private sector. The two examples are introduced in the OECD as best practice examples of regional partnerships, and are key references to Korea's current human resource development policy.

  • This study examined the predictors of life satisfaction of marriage migrant wives with school-aged children in South Korea. For this purpose, we draw data from the 2015 National Survey on Multi-cultural Families (NSMF). The target group was marriage migrant wives who were in a first marriage and had school-aged children (N=3,004). We used OLS regression to examine the predictors of the target group's life satisfaction with the SPSS 18.0 program. The results are as follows. First, marriage migrant wives with school-aged children had maintained their marriage for at least 14 years. They were satisfied with their relationships with both their spouses and their children. Also, they were satisfied with their spouse's child care roles. They did not support the multi-cultural policy of assimilation. Their Korean proficiency was slightly higher than the middle level. More than half had jobs and had not attended a parent meeting. Second, although they were satisfied with their everyday lives, their levels of life satisfaction were less than that of migrant wives with children below 5 years of age. Third, all variables explained 38.8% of the life satisfaction experienced by marriage migrant wives with school-aged children. Satisfaction with their spouses, subjective health, satisfaction of spouse's child care role, monthly family income, satisfaction with their children, experience attending a parents meeting, and Korean proficiency were positively associated with the life satisfaction of this target group. The findings of this study are significant because they can provide certain implications for family life education and policy within a multi-cultural society.

  • Recently, the establishment of Project Management System for National Research and Development Projects focusing on researchers has drawn sharp attention through revision of applicable laws and regulations, and presentation of national policy tasks for the management of national R&D projects, however, it is insufficient to say that a remarkable system has been established by researchers. In this study, a National Research Automated Registry Code Numbering System was suggested by using a National R&D Projects Human Resource Declaration System for Project Management System for National R&D Projects focusing on researchers. In addition, a National Research Automated Registry Code System was sought in order to realize this system. Through this suggestion, consolidation of personal information protection can be attainted through the national career management, and by raising the participation of researchers naturally, reduction in administrative affairs, simplification of accomplishments verification, and improvement in investigation, analysis and evaluation statistic quality can be expected.
