Cause Analysis and Prevention of fishing Vessels Accident (어선사고의 원인분석 및 예방대책에 관한 연구)

  • The injury accidents in fishing vessels account for $67.2\%$ of all marine injury casualties$(1997\~2001)$ and is on an increasing trend every year. Also, it is remarkable for the injury accidents to be basically caused by human errors. This study aims to investigate the human error of injury accidents in fishing vessels and presents the injury preventing program in them. Human errors were analysed by the methods such as SHELL & Reason Hybrid Model, GEMS Model adopted by International Maritime Organization(IMO). Based on the analysis, the following propositions were made to reduce the fishing vessels accidents by human errors : improvement of hazard awareness and quality of personnel, establishment of safety management system, and enforcement of vessels inspection.

An Introductory Study on the Social Capital to Human Ecology (사회자본으로서의 가족자원에 대한 이해와 활용방안)

  • The purpose of this study was to introduce the concept of social capital to the studies of human ecology in Korea. Social capital theory provides a framework for analyzing well being of families because the concept of social capital can be understood as an important family resource, including social networks, social supports, and family structure. The utilization of the social capital theory, considering both positive and negative effects on equality, in the studies of human ecology is expected to contribute to the social understanding of the characteristics of households as a system that are related with environments, and provide a basic theoretical framework for discussing family structure, human capital development, poverty, and healthy families.

  • Nowadays, demand for human resource for the e-learning industry is rapidly increasing along with the expansion of e-learning market capacity. However. there are numerous difficulties in expansion and industrialization of e-learning due to insufficient supply of human resources to meet the demand. Therefore, the goal of this study is to present various policy directions that can supplement the supply or e-learning manpower. Overall contents of this study focus on presenting the long-term directions for fostering of human resources for e-learning industry. Among these, role of government policies for fostering of human resources for e-learning industry is being particularly emphasized because e-learning industry is still at its infant stage.

  • This paper describes the theoretical background and detailed structure of Navi-HEGS (Navigation system Human factors Evaluation and Guideline System) which has been developed for the human factors and HMI(Human-Machine Interface) researches for a CNS (Car Navigation System) and a digital map. Navi-HEGS is and integrated system that consists of a digital map UIMS(User Interface Management System), a CNS simulator, various evaluation tools, and a design guideline system. If Navi-HEGS is properly applied and utilized, it is possible to extract the substantial users requirements and preferences of a CNS and a digital map and then, these requirements can be simulated and evaluated with various human factors evaluation techniques. Applications of Navi-HEGS can improve the CNS usability, drivers safety and performance that directly affect the success of ITS(Intelligent Transport System). Also, results can be used as the basic data to establish the standards and design guidelines for the driver-centered CNS design.

The Effects of Human Resource Factors on Firm Efficiency: A Bayesian Stochastic Frontier Analysis

  • This study proposes a Bayesian stochastic frontier model that is well-suited to productivity/efficiency analysis particularly using panel data. A unique feature of our proposal is that both production frontier and efficiency are estimable for each individual firm and their linkage to various firm characteristics enriches our understanding of the source of productivity/efficiency. Empirical application of the proposed analysis to Human Capital Corporate Panel data enables identification and quantification of the effects of Human Resource factors on firm efficiency in tandem with those of firm types on production frontier. A comprehensive description of the Markov Chain Monte Carlo estimation procedure is forwarded to facilitate the use of our proposed stochastic frontier analysis.

Comparision Between Noise Levels of Hospital Wards and the Nurses Efforts for Noise Management in Selected General Hospital (종합병원 병동별 간호사실의 소음정도와 간호사실들의 소음인지도 및 소음관리노력 비교)

  • This study was performed to find out the differences between noise levels of hospital wards and the nurses efforts for noise management in some general hospitals. The hospital wards selected were the intensive care unit(ICU), the emergency room(ER), the nursery room(NR), the internal medicine(IM), the general surgery(GS) among the 5 general hospitals located in Seoul. The data were collected from August 3 to September 13, 1999 through questionnaire survey and noise measurement in each nursing station of hospital wards. Data analysis was done by SPSS 8.0 package among the 305 questionnaires and 24 hours monitored noise levels. Frequency, Chi-square and ANOVA test were used. The study results were as belows: 1. The noise level measured by 24 hours monitoring survey were exceeded on the standard limit in all the hospital wards. Data also showed that noise levels were significantly different in each ward among the three shifts working duties. 2. The subjects were all female nurses. They were mostly working in the ICU ward(28.9%). They were 26~30 years old (43.9%), junior college graduates(57.0%), working for 1~5 years(55.1%) as staff-nurse(85.6%). There were no significant differences between hospital wards and general characteristics of nurses. 3. The noise levels perceived by nurses were regarded as 'Highly noisy'(56.4%), especially during the 11:30 and 15:30 (30.2%) o'clock. Data also showed that noise education was not ever given to nurses(89.9%). Nurses also responded that they hardly put an effort to reduce noise level(54.8%). However, there were significant differences between wards and noisy working time, experience of noise education and level of effort for noise reduction. 4. Nurses also perceived the ventilator alarm and EKG-alarm as the most disturbing sounds in the ICU, human voice and telephone ringing in the ER, human voice and EKG-alarming in the NR, human voices and telephone ringing in IM and GS both wards respectively in order. There were significant differences between hospital wards and noise making factors. 5. Nurses were shown that they regarded highly 'Sound reduction of the human voice', 'Careful handling on medical instruments', and 'Immediate appliances on alarming materials' as the practical method for noise management. There were significant differences between hospital wards and behavioral practical efforts for noise management. According to that results, the statistical differences were shown in the 24 hour monitored noise levels in each ward. Also, nurses perceived the noise severity differently and they approached variously on the practical efforts for noise reduction in each ward. Thus, author thinks that concrete and systematic endeavor will be necessary for noise reduction and management in hospitals for better working and healing environment for both of patients and staffs.

A Study on the Actual Condition of Temporary Workers in Hospital (병원의 비정규직 실태조사)

  • In 1997, in the course of overcoming economic crisis caused by the shortage of foreign currency there was a significant phenomenon, the irregularization of human labour resources. There was no exception in hospital, either. Most hospitals put a lot of thought to solve the problem about irregular workers. Between employee and employer the problem of irregular workers has been raised as a main topic of all. The objectives of this study were to inspect the actual state of irregular workers and to understand the positive effect of protecting irregular workers, recently established and revised, on the human resources management of hospitals. After enacting irregular labours protection acts there were many opinions that the labour rules of hospitals would be changed.(56.7%). The plan to solve irregular worker's wage issues would he carried out step by step, but some hospitals have not examined the plan yet,(81.9%). Many hospitals had a plan that irregular worker's wage would be actualized in two or three years.(78.3%) The method, to solve the problem of irregular workers arc as follows: 1) the introduction of functional wage system, 2) the convert from automatic rising wage system to annual wage system, 3) the incentive grade system according to management result, 4) lower functional group wage system, 5) non-term contract wage system. From the point of the opening medical market and securing competitive power of hospitals, it is prospected that irregular works would be increased also in future. So to manage irregular workers effectively would be essential in maintain hospital's competitive power and improve medical service. The result, of this study were a, follow: (1) In hospital, the ratio of irregular workers in hospitals was lower than that of all irregular workers in Korea. (2) In hospital, the wage level of irregular workers was higher than that of irregular workers in Korea. (3) In hospital, the social insurance application ratio of irregular workers was higher than that of all workers in Korea. (4) In hospital, there seems to be no appropriate and active measures to improve labour condition of irregular workers, yet. (5) In many hospitals, the policy of irregular workers would be expected to revised for the law standards. In this study the actual conditions and problems of irregular workers were proposed and it was expected to contribute decisions-making in hospital management, especially when using human resources.

  • A fast foot of information communication technology is appearing as expansion of prompt administrative service desire and national participation desire regarding administration. This is following again by government innovation and demand of customer-oriented governmental implementation with information technology. The Ministries of Education and Human Resources Development proceeded with National Education Information System(NEIS) for the aim of educational informatization at a highest global level. NEIS that was operated from 2003 established a system in Educational Offices in 16 cities/province and the Ministry of Education and Human Resources Development, and connected all educational administration organizations and primary and middle schools with Internet. Thus, NEIS processes electronically the general administration affairs in educational administration organizations each unit school. The NEIS school affairs business system that is newly enforced is producing an important documentation (of semi-permanent level) such as personal information and grade of students including School Human Document with electronic methods. However, we need to guarantee authenticity, integrity, reliability and usability of documentation because school affairs business system is producing important documentation under poor circumstances. According to this necessity, school affairs business system analyzed how many a record management function includes by the ISO 15489 that was an international record managerial standard. On the basis of these analyses, I will present a plan for management of a school documentation in this study. These researches are meaningful in electronically analyzing a record management function of the National Education Information System(NEIS) and in documentarily approaching management plan. I expect theses researches to be able to used as useful data for documental management plan preparations regarding a productive documentation of all kinds of business systems using in public institutions as well as National Education Information System(NEIS).

Effect of Quality Management on the Performance: Focusing Manufacturing Companies Awarding Korean National Quality Awards (품질경영 활동이 기업의 경영성과에 미치는 영향 : 국가품질상 수상 제조기업을 중심으로)

  • Purpose: This paper study the effect of the quality management on the performance among the manufacturing companies awarding the Korean National Quality Award(NQA). Methods: The data for 34 manufacturing companies are surveyed by the 7-point Likert scale and empirically tested. Results: Even among the companies awarding NQA for their excellent quality management level there are significant differences in their performance by their quality management levels. In particular, leadership and human resources categories have greater impacts on the performance. Conclusion: Even though the company awarded NQA(KQMA: Korean Quality Management Award) for its excellent quality management level, it is necessary to improve the quality management level continuously. This result supports the necessity of KQGA(Korean Quality Grand Award) which is awarded for the companies which improve quality management levels significantly after awarding KQMA.

  • Improving the quality and level of the research of institutional household management is one of major issues in the field of study on family resource management and human ecology In this context the purposes of this study were to develop the scheme for the theoretical reconstruction of the subsystem in the institutional household management and to present the applicational contents focused on the marketing management. This study reached a conclusion that the marketing management has to include more practical contents such as PR(public relations), the development and management of supporters and volunteers in order to enhance the useful community resources.
