A Study on the Development of Human Resource Factors in the Service Economy Era (서비스경제시대 인재상요소 개발에 관한 연구)

  • With the advent of the 4th Industrial Revolution, the modern economy is transforming into a service-oriented economic society, and there is a growing need for companies to reorganize organizational culture, values, and human resources to suit the changing environment. Especially, even when times change, human capital is the most important factor in maintaining sustainable development and Corporate value, since all work is done by people. Therefore, in this study, in order to recognize the importance of human resources and verify the appropriate human resources for the changing service economy era, we reviewed the literature and that drew the human resources suitable for the recent service economy era Based on this, an empirical study was conducted on whether the suggested human resources factors were useful. To this end, a feasibility analysis, reliability analysis, correlation analysis, confirmatory factor analysis, and reference validity were conducted by dividing into a preliminary survey and a main survey. As a result, it was finally drawn with 30 items, 7 factors. The results of this study are expected to be used as basic data in various fields of research on human resources in the service economy era, and in-depth empirical studies are needed in the future.

Exploration of Enterprise Innovation Sources through Patent Analysis : Comparison of High-Tech Industries and Mid-Tech Industries (특허출원을 통한 기업 기술혁신 원천분석 : 고기술산업과 중저기술산업의 비교)

  • This study attempts to explore the difference of innovation sources between high-tech industry and mid-tech industry through patent analysis. After extracting 119 corporates, commonly surveyed in 2007 HCCP(Human Capital Corporate Panel) and 2005~2006 Korea Innovation Survey, their patents applied for the Korean Intellectual Property Office in 2007~2012 are analysed mainly through negative binomial regression model. Analytical results shows that external information source could be opposite effects to technological innovation depending on technological level and industrial characteristics. The current results are still bounded in the statistical significance, mainly due to the limited observations and information.

  • Silicon Valley's legal foundation in recent years has surfaced on the radar of policy planners who model Silicon Valley's information and communication technologies (ICT) industry. Precisely, the prohibition of covenants not to compete (CNCs) is linked to firm-to-firm knowledge spillovers by way of mobile workers positioned as nodes in a system of innovation. Meanwhile, traditional frameworks support enforcement of CNCs as a way to encourage R&D activities to the worker and to prevent the worker's tacit knowledge and know-how from fleeing. Amidst the battle for the restraint or release of human capital, we present an industrial approach to reconcile the ostensible strife between enforcement and prohibition frameworks. Theoretically, we contend an industrial approach can maximize the policy tools of discorded planners. Moreover, this article newly compares the ICT industries of Silicon Valley and Route 128 to argue that California's law is a unique factor in the greater success of Silicon Valley firms.

  • To understand South Korea's economic success several contending paradigms have emerged, ranging from a neo-classical explanation to a statist perspective, and Schumpeterian structuralism. The Korean miracle can be seen as a product of multiple factors involving the strategic choice of export-led growth, timely and active human-capital investment, business activism, and individual innovative ideas. However, South Korea needs more complex and innovative ideas to continue its both economic growth and S&T Development. The ideas of Schumpeterian structuralist needs to be more emphasized. Changing state-society relations and subsequent policy choice are greatly influenced by the industrial life cycle. The industrial life cycle is closely related to the historical sequencing and diffusion of technology. The complex mixture of statist-market-Schumpeterian structuralist perspectives could lead more technologically advanced society in South Korea.

  • On the job training is useful : a part of on the job training has increased the marginal productivity of future and rate of wage. Investment in a human capital depends on character of investment and market conditions. The innovation role of small and medium firms has recently received increasing attention in newly industrializing countries as they attempt to transform their industries from labor intensive to technology intensive. It also suggests some implications to the small and medium firms' strategies and public policies accelerating research and development. Lack of qualified scientists and engineers often inhibits the small and medium firms' ability to access and assimilate external technical information. Such technical personnel are particularly scarce in NICs. Therefore, how to employ these technical staff should be an important issue for small and medium firms seeking to acquire distinctive competences. Small and medium firms must invest further education and training to its labor.

Accordingly, advanced nation including the United States of America enforce product liability law and is protecting consumer more actively from danger of product defect. Our country(Korea) may enforce product liability law since July, 2002, and if business does not grope effective confrontation way about PL, capital strength weak smaller enterprise and venture business corporation's competitive power may affect much corporation's competitive power enfeeblement and survival. This research supplement based on induction and operating QMS in smaller enterprise essential factor that corporations must equip according to product liability law enforcement. And we present integration quality management system model of Product liability to do so that smaller enterprises may can cope effectively at force of Product liability law.

  • Wind energy, as an alternative to fossil fuels, is plentiful, renewable, widely distributed, clean, and produces no greenhouse gas emissions during operation. However, the construction of wind farms is not universally welcomed because of their visual impact, competing land use, comprising human health impacts, building and crop damage, loss of amenities and ecological impact, impact on wildlife, danger to birds, safety hazard, aesthetics and noise. Offshore wind power, in particular, offers a huge potential to generate clean energy. However, the envisaged massive expansion of wind farms in oceans is already causing severe environmental conflicts. Wind farms cause further harm to already threatened oceans. Wind power has negligible fuel costs, but a high capital cost. The expansion of climate-friendly wind energy use both onshore and offshore can only be successful it the legal and organizational conditions undergo some clear improvements.

Factors Influencing on the Progress of Information and Communication Technologies (정보통신기술 발전에 영향을 미치는 요인분석)

  • This paper empirically traces out the determinants of Information and Communication Technologies (ICT) progress. Using cross-national evidence, it is found that a country's income level and its distribution affect the ICT progress, through their influences on home market demand pattern. This result holds even when controlling for other variables that affects ICT progress and a sub-sample of less developed countries. Based on the findings, it is possible to conjecture that ICT progress can be a plausible reason for the income polarization in the world. In addition, a country with higher levels of human capital accumulation and financial development is positively associated with the ICT progress, although the effects depend on the sample and model specifications. However, these results are based on crude theoretical backgrounds and estimations, which require for further studies in the future.

Analysis on the Determinants of International Competitiveness in OECD Service Industries (OECD 국가의 서비스산업 경쟁력 결정요인 분석)

  • Our study aims to investigate the determinants of international competitiveness and international specialization in services, using OECD service trade data. Real exchange rates, world demand, economies of scale, diffusion of IT, human capital, R&D expenditure and institutional variables are introduced as explanatory variables in regressions for 29 OECO countries over $1996{\sim}2003$. Some of major findings from the study can be summarized as follows. First, economies of scale play important role in transport and business services. Second, the index of freedom to trade measured by Faster Institute has a positive and significant impact on international competitiveness in telecommunication, finance and insurance and business services. Third, IT provides favorable condition to build international competitiveness in finance and insurance and business services. Fourth, R&D expenditure contributes to the amelioration of international competitiveness in transport services, while investment in new equipments contributes to increasing the competitiveness in telecommunication services. Thus, our results show the importance of the industrial base for developing a competitive service economy.

  • Hai Phong is the important transportation hub of the northern Vietnam with many advantages. Hai Phong can connect with orthers provinces by road, railway, airport, seaport system and inland waterway. So far, Hai Phong is develop so fast However, Hai Phong's logistics services are still low level and less competitive. The human resources are lacking of experiences and also low quality, the logistics enterprises are small, low capital and they can not compete with foreign companies. Further more, the infrastructure are invested but there are still have some problems inside. This paper has assessed and systemized the situation of development of Hai phong.
