Technical Proposal based Bidding System Applying the Concept of the Lowest Total Combined Bid Price for Supplying Affordable Housing (최저통합환산가격 개념을 적용한 기술제안 기반 입찰제도)

  • Recently, resettlement problems of low income groups in the urban regeneration area have been issued in Korea because they have no capability to purchase (or lease) redeveloped housing (or apartment). There are several approaches for supplying affordable housing and one of these is the bidding system which can reduce construction cost. However, the lowest bidding system has many problems such as dumping and substandard quality. In this context, this study proposed bidding system based on technical proposal applying the concept of the lowest total combined bid price for optimization of bid price, reduction of construction cost and period, and maintenance of suitable quality. This bidding system embraces the best value and cost plus time concept on the basis of an improved lowest price bidding system. It consists of the following components: work unit based, project unit based, and period reducing technical proposals. The proposed bidding system for determining bidders are designed to evaluate the adequacy of each technical proposal in the order of the combined minimum price in an effort to effectively optimize bid prices and reduce the construction periods, as well as to maintain a minimum appropriate quality.

A Comparative Analysis of Supplier's Profitability According to the Different Sales Timing in Apartment Housing (공동주택의 분양시기 변화에 따른 공급자의 수익성 비교 분석)

  • It has been five years since the Post-Construction Sale System of Housing was introduced. The purpose of this study is to identify objectives and effects of the Post-Construction Sale System of Housing and analyze change of profitability at different sales time from a supplier's point of view. Apartment buildings construction projects performed in Seoul are used for the case study. The present value of sales revenues, sensitivity and the present value of expected sales prices are analyzed. According to the findings, first, profits made from a Pre-construction sales system was 5.1%~6.2% higher than those from a Post-construction sales system. Among four plans of a Pre-construction sales system (A, B, C and D plan), sales revenue from the A plan, which takes a deposit at the time of starting construction, was the greatest. Second, increase of the rate of discount and decrease of sales revenues are in direct proportion. The bigger rate of discount leads actual reduction of sales revenues. Third, for the present value of sales revenues reflecting change in basic model construction cost, a Pre-construction sales system showed a little higher than that of a Post-construction sales system by approximately 2%. It should be known that this study suggests profitability of Pre-and Post-construction sales system by clearly measuring them in the supplier's point of view and calculates sales revenues, considering change of a sale price following change of sales time.

  • Apartment houses are now a popular form of general housing, and the construction techniques and materials quality used to construct apartments are also continuously evolving as if they were representative. However, issues concerning flaws are constantly being reported in the press. This study attempts to analyze the trend of conflicts related to defects and to analyze the types of defects received in the apartment building, to suggest the development of the integrated defect management system, and to develop the construction based on the development of the system.

  • In Korea, a series of noise-reduced aluminum forms are being recently used in apartment housing construction. However, their complicated and time-consuming work processes, and the noise which is still generated due to the inherent property of aluminum when especially installing and dismantling them are have been pointed out as a problem to be certainly solved for increasing their practical use in construction sites. The primary objectives of this study are to propose a conceptual design of a newly designed noise-reduced aluminum form in which the noise can be enormously decreased during form works. The conceptual design in this study improved problems of conventional system aluminum forms, and, later, a system aluminum form developed based on this conceptual design will be able to ensure noise-reduction and safety as well as excellent applicability.

A Study on Development of Residential-linked Pension Insurance for Rural Living after Retirement - Decisive insuring factors and the service demand of potential consumers - (은퇴 후 농촌거주를 위한 주택연동형 연금보험 개발에 관한 기초연구 - 잠재 수요자의 보험가입조건 및 서비스 요구도 분석)

  • The purpose of this study was to provide the valid data about residential-linked pension insurance development. The development was a part of national housing projects, which was an incentive for rural living of retired people, in order to relieve residential issues of elderly and revitalize rural communities by residents moving from cities. The insuring intent, decisive insuring factors and the residential service demand degree of people preparing retirement were analyzed. Data was collected in October, 2007. 364 Sample Subjects lived in Seoul Metropolitan area. Firstly, more than 90% of respondents had intention to purchase a residential-linked pension insurance and about 50% of them necessarily desired receiving premium for moving in. This indicated that it could be developed as an insurance which helped to meet housing expenses by housing-linked system, and in the mean time, it met the original purpose of pension insurance as the pension benefit could be guaranteed for all the insurance subscribers. Secondly, the respondents, whose income and private assets were higher, were able to pay more for insurance compared to average. Therefore, It was necessary to regulate monthly insurance bill and the payment period according to asset states of insurance subscribers after establishing certain amount of total insurance payment. Thirdly, by and large, it indicated the tendency that the less they prepare for older age the later they wanted to move into the pension insurance residence. It was inferred that in the case of insufficient preparation for older age, people preferred preparing behind time by postponing move in to moving in early to enjoy retired life, due to uncertainties. lastly, the respondents understood the significance of health, medical treatment and emergency management service and these two services were preferred as essential provided services. Because of the necessity of developing residential-linked pension insurance was found to be positive, further research to find the real cost, directives for operation and institutional support for this type of pension insurance might be needed.

  • After the completion of an apartment housing project, deterioration of building materials will commence over time. Building maintenance consists of short-time and long-term repair projects. A long-term repair plan for organized maintenance management should be developed and implemented to maintain the longevity of the building. When forming such a plan, one should carefully predict when each part of the building will need repairs and how often subsequent repairs of each part will occur. The plan should be based on these predictions. Many apartment buildings in Korea have poor long-term maintenance management plans. This is because many of these plans are developed as mere legal formalities rather than as serious attempts to maintain the longevity of buildings. In this study, the materials used in the construction of each part of an apartment building we selected are taken into account to predict when the repairs will be required and how frequently subsequent repairs will be required. Furthermore, We suggest a long-term maintenance management plan for elongation so that apartment house managers can use to periodically check, diagnose, and replace old or malfunctioning parts using a web-based maintenance calender.

  • Unsold new houses have increased before the financial crisis, and have steadily accumulated since domestic diffusion ratio of house exceeded 100%. From a long term point of view, it is important to liquidate unsold new houses and raise funds from the capital market till the housing market recovers because the accumulation of unsold new houses is a financial burden to the construction company and for that reason, the housing policies to support the liquidity of unsold new houses must be consistently available means. Therefore, the purpose of this study is to analyze the effectiveness of government's policy to support the liquidity of unsold new houses using CR-REITs from among these policies with system dynamics. Using the system dynamics model, this study finds the significance and limitation of the policy to liquidate unsold new houses using CR-REITs and suggests the measures to improve the policy.

  • The purpose of this study is to set up disaster prevention plan and risk assessment system considering combustion velocity at traditional housing zone. The combustion velocity analysis could contribute to build in disaster prevention technique through the potential risk analysis of the area, such analysis also able to set up comprehensive disaster prevention management system. Following results have achieved through the combustion velocity calculation. \circled1 The combustion velocity was calculated in order of the below winds, the above winds and the side winds. \circled2 It must be careful to set up disaster prevention plan in case of the below winds. \circled3 The combustion velocity was calculated at the density Bone where neighboring Distance and Length was small. \circled4 It proved that factors of each parameter not mostly effect to analyse the combustion velocity in limit of the 30 minutes after ignition. \circled5 At the density zone where Distance and Length is small the duration of transfer to neighboring house takes up to 4 minutes, it is required to set up of emergency response plan to minimize the fire dispersion.

Action Research: the Use of Enterprise Resource Planning System in Construction Engineering and Project Management

  • Although information communication technology (ICT) is long regard as very useful tool in today's construction engineering and project management environment, organizations must not only operate based upon its original setting, but also requires on-going observation, additional features and fine-tuning actions before the desirable outcome can be achieved. However, it is a very common phenomenon that organizations purchase the licensed "off-the-shelf-software" package and customize it to suit their own business need. Due to the incapability of such software and inefficient customization, the possible result is making that ICT tool not user-friendly and sometimes the whole system becomes obsolete. The purpose of this paper is to review and report those actions taken (between February 2006 and December 2010) by a construction organization to enhance the performance of its Enterprise Resource Planning (ERP) system launched in December 2002. Such actions include: improving data inputting method; removing the transition bottleneck; introducing crystallization function; revising the organization's "Delegation and Limits of Authority"; publishing the "League Table" amongst users; integrating the 3D Mode into the system and upgrading hardware. Whilst the ultimate goals of such system are well beyond the time limit of this research study, an obvious interim result, achieved by this case studied organization, was winning a landmark project worth US$500 million after the ERP system was functioned properly and effectively. Their experience and success becomes an exemplar which can be borrowed by those companies, from managerial perspectives and as a roadmap, planning to adopt information technology (IT) strategy and use ICT tool in the construction engineering and project management framework. Singapore, where public housing provisions have been a major concern of their citizens as the building stock gets older.
