Implementation of the Urban Development Projects in Ulaanbaatar (도시개발 여건을 고려한 울란바타르 건설사업 참여방안)

  • The efficient business scheme were suggested with the consideration of the local development condition at Ulaanbaatar. Major findings of the study were presented as follows. First, high level of education and the underground resources are presented as the merits of Mongolia. On the other side, the defects are limited domestic demands of 2.6 millions of population and the insufficiency of the infrastructure. The improvement of the infrastructures like roads, water & sewage, electric power, and heating is urgent while the development pressure of Ulaanbaatar is expected to be high due to the continuous inflow of population. Secondly, the Mongolian land system consists of the right of ownership, lease and use, therefore there are some differences among the right of land. Thirdly, definite business scheme to sell land in lots and to sell buildings in lots are suggested which are actual methods to participate in the development project in Ulaanbaatar. Moreover, enhancing the possibility to sell the lands, fixing the proper sale price to secure the profit, finding the proper buyer for the profitable lands, investing of quota and guaranteeing of granting the principal and interest by the Mongolian government, etc. are presented as consideration when participate in projects.

A Study on the Problems and New Strategy of the Development Policy for Under-developed Region: Focused on the Awareness of the Officials in Charge of Regional Development (낙후지역 개발정책의 문제점과 개선방향에 관한 연구: 지역개발담당 공무원의 인식도를 중심으로)

  • This paper examines the characteristics and status of the major development policies for under-developed region by ministries and studies how the awareness or perspective of public officials on such policies impact the policy environment. This paper aims to redefine the goal and strategy of regional development policy so that it can effectively contribute to enhancing the quality of life of residents and improving competitiveness of the region. The problems and improvement direction found out through a documentational and practical research on the development policy for underdeveloped region can be summarized as follows: Firstly, more streamlined and integrated policies which are currently fragmented being implemented by different ministries are needed to enhance the effectiveness of policy execution. Secondly, improvements on the process of securing government funding and operating systems are needed to guarantee the rational standard of providing state subvention, the expansion of comprehensive subsidy and the independence of policy execution. Thirdly, amendments on the policy measures are needed to support the development and execution of the customized projects, strengthen cooperation among those projects by establishing a system for effective regional development project.

  • Automobile-oriented urban transport system, continued from the past in Korea, is giving rise to inefficiency and social costs in transport sector. With revitalizing usage of bicycle, human-powered transport mode, it is possible to enhance sustainable green growth, improvement of the city-competitiveness, and the quality of life. In this study, the possibility of bicycle usage promotion in Korean cities is examined at 7 points of views. As a result, though the bicycle usage is low now, we figured that there are many positive signs to increase bicycle usage in Korea. Also, we draw a diverse key policies for building green urban transport system that bicycle have a most important role on transport system. So policies to promote bicycle usage are reviewed to analyze on bicycle-oriented 5 cities, in which have high bicycle mode share. By this review, this study could draw 41 key effective policies to 3 aspects (bicycle infrastructure, safety and promotion, and policy sustainability). In addition to, importance of 21 key effective policies about bicycle infrastructure is suggested as considering city's characteristics.

A Study on Changes in the Space Composition of Each Room in Bukchon Hanok - Focused on Open-Hanoks and Publicly Puhased Hanoks - (북촌한옥 각 실의 용도 및 공간변화 특성에 관한 연구 - 개방한옥과 공공매입한옥을 중심으로 -)

  • The purpose of this study was to examine the characteristics of change in the composition of indoor spaces in Korean-style houses which have been repaired and improved extensively through the 'Bukchon Improvement Project' and are being utilized for public purposes. For this, we conducted a field survey through visiting the house sites from the 5th to the 26th of May, 2006. Conclusions drawn from this study are as follows. Bukchon Korean-style houses maintain centripetal space composition, in which the rooms surround the court. Centering on the court, the hierarchy of spaces is determined, and the hierarchy of spaces and the composition of internal layout are restructured centering on the court and the main hall without change in direction and position. The main hall is sometimes converted to a room, but it maintains an open space relation with other spaces centering on the court, and therefore, even after its use has been changed, it is still the most Korean-style space. In addition, with floor heating, the common sitting-style life is maintained continuously although the rooms have been converted and standing-style furniture is used. In this way, publicly promoted policies for Korean-style houses are allowed within the limit that the appearance is maintained and the internal spaces do not change the overall structure. However, in order to maintain the tradition of Korean-style houses and utilize them as various spaces, the following supplementations are necessary. First, the main hall and the inner court of a Koreanstyle house should be utilized actively. The court sometimes keeps individuals' privacy or expands the space by extending the view to outdoor spaces, and is sometimes used as an open space through interconnection between the inside and the outside of the house. Second, consideration should be given to vertical spaces. Horizontal expansion causes a change of floor plan. Thus, space should be secured using various cross-sectional changes, such as a kitchen and a loft over the kitchen. Third, structure should be changeable in order to adjust the size of spaces. Thus, through research on traditional windows, we need to develop changeable walls that can be installed and removed easily according to the use of spaces.

A Study on the Improvement of Measuring Methods in Land Suitability Assessment: Focused on the Distance Measurement and Threshold Definition (토지적성평가 평가방법 개선방안 연구 : 거리측정 및 임계치 설정방안을 중심으로)

  • This study proposes an approach to improve the accuracy of land assessment result focused on the Land Suitability Assessment. The detailed analysis processes are; (a) that they are analyzed considering resistance in distance measurement on the space characteristics of location, and; (b) that an assessment result is measured according to the threshold definition of membership function, which is applied in estimating conservation suitability. The assessment results are; firstly, the method considering resistance better reflects the local characteristics of area with worse accessibility including rivers and mountains than one by linear distance; secondly, the existing method that the maximum value of a target area is defined as the maximum threshold may draw a value evaluated lower than a threshold definition considering the distribution of measured indices. Finally, satellite images are overlapped with the assessed results, the applicability level from the approach proposed by this study is more coincident with the present status. The assessment method proposed by this study can be meaningful in view of that it improves the accuracy of Land Suitability Assessment. Furthermore, it can be applied as SDSS, which can support effective establishment of urban policies, in case of complementing the problems in executing the assessment system.

A Study on Collaborative Management in a Complex Boundary New Town: On the Case of Wirye New Town (복합경계 신도시의 협력적 관리 방안에 관한 연구: 위례신도시를 사례로)

  • Recently new town development projects are increasing including more than one local government such as provincial government new town and Wirye new town. Institution improvement for the development and management of complex boundary new town is necessary because present urban development institution is based on the new town of single local government. The concept of multi-level governance provide good conceptual frame in recognizing conflict issues and searching for a collaborative solution in Wirye new town. The purpose of this study is recognizing the conflict issues in the process of development and management and providing the collaborative management method using the conceptual frame of multi-level governance in Wirye new town. For this, we did interviews for the related persons and experts, reference research and professional forum. We drew some implications from the references about urban development and similar cases such as free economic zones. The main results of this study is as in the following. First, we categorised the main conflicts in the development and management in Wirye into 4 sectors, such school, administrative service, utility facilities and urban infrastructures. Then, we analysed the conflict issues of each categories and composed a conflict-structure of Wirye new town. Second, the structure of conflict in Wirye new town is composed of the confrontations between separated management and integrated management and between wide area management and local management. Third, for the cooperative management of Wiyre, we should construct multi-level governance in three dimensions of administrative council, local government association, and special management organization.

A Comparative Study of Landscape Design Competitions' Guidelines and Entry Plans -The Case of Winning Design Proposals for Urban Infrastructure of the Hangdong Bogeumjari Housing District- (조경현상설계지침과 출품작의 내용관계 비교 -항동 보금자리주택지구 도시기반시설공모 입상작을 중심으로-)

  • This study is aimed at the improvement of administrative operations of landscape design competitions and qualitative enhancement of design quality by mutually comparing the guidelines and entry plans. The case targeted for the current study is landscape design proposals for the Seoul Hangdong Bogeumjari Housing District recently launched within a greenbelt zone in the outskirts of Seoul. The study examines from a critical perspective the design guidelines and the contents of the three winning design proposals with a focus on whether or not they have reflected the guidelines. It was observed that many provisions of the principles and conceptual guidelines which serve as clues to the designs for winning designs proposals show the direction in which the project is to be headed It was also observed that the provisions and the way they are expressed are intertwined, while, at the same time, the guidelines were not organized or developed in an orderly manner. Such a structural pattern of the guidelines is linked to the aspects of the contents of the winning design proposals as described in the following. It is observed that guidelines related to the direction in which the design to be headed are so regulatory and lengthy that they are overly standardized. This could make it difficult to read the possibility of the alternative shifts in the winning design proposals. At the same time, the attributes of winning design proposals themselves, which require observable discriminatory superiority, could serve as a factor causing excess of meanings by jumping on the bandwagon of naming. On the contrary, where autonomy of design is guaranteed or no guidelines are provided for the winning design proposals, discriminatory differences were observed, thereby making it easy to measure them This illustrates well that guidelines and structural format should be provided through a separate undertaking that has taken into careful consideration environmental traits of the site in question, objectives required and so forth.

BIM-Based Quantity Takeoff and Cost Estimation Guidelines for Reinforced Concrete Structures (철근콘크리트골조 BIM기반 수량산출 및 견적 가이드라인 수립)

  • The object of this research is an establishment of BIM-based quantity takeoff(QTO) and cost estimation guidelines for reinforcement concrete structures focused on improvement of field applicability in transition period from 2D drawing-based environment to 3D BIM-based environment. Preliminary studies on existing guidelines and standards for BIM modeling, QTO and cost estimation of reinforcement concrete structures are performed, and then a standardization of BIM-based cost estimation process is proposed through comparative analysis between 2D drawing-based cost estimation process and 3D BIM-based. In addition, modeling, QTO, and cost estimation processes of cost-BIM model for RC structures are conducted. The contributions of this research and the guidelines suggested by this research are 1) lowering barriers to entity to the new BIM-based environment for small size companies, 2) reducing construction cost by a close estimate, 3) establishing the foundation for integrated management of informations through construction project life cycle, 4) and ultimately, developing the BIM ecosystems.

Improvement of Soil Quality for Artificial Planting's Ground with Large Integrated Underground Parking Lot in Apartment Complex (대규모 지하통합주차장을 갖는 공동주택 인공식재지반 토양품질 개선방안)

  • Most landscape areas in apartment complex have been changing. Increasing the area of underground parking lots have an effect on apartment's circumstance. Natural ground was decreased so that the most space in apartment complex were converted into an artificial ground. To suggest the soil quality management, this study examined the actual situation about the soil quality of planting ground such as the quality standard as artificial soil, the difference of natural ground, and the difference of soil quality according to the work classification. As a result, the soil quality of the apartment complex with a large underground parking lot had low quality of soil. Soil physical properties were relatively fine but soil chemical properties needed the quality control. The soil quality of natural ground and artificial ground was not statistically significant and the soil quality by the work classification also had no statistical significance. Therefore, we established improvements about standards of the chemical properties for quality management, the soil quality in the natural ground and applying the equivalent standard according to the work classification.

Issues on a Large-scale Enlargement of Urban Area and their Implications for a Management Plan (도시관리계획에 의한 대규모 도시지역 확장의 실태와 시사점)

  • The purpose of the paper is to research issues and implications on a large-scale enlargement of urban area in city management plan. This study investigated laws and regulations in force and carried out case study for three cities such as Yangju-si, Gimpo-si, Whaseong-si. As a result of analysis, three points at issue were abstracted and improvement ideas for each of them were suggested as follows. First, to set up adequate size of urban area, it is necessary to consider resonable planning for population, spatial structure, zone of life and land use in city comprehensive plan and city management plan. Second, to decrease arguments about scope and bounds of urban area, it is important to make general and specific guidelines to set up them. Third, to manage new urban area and its surroundings efficiently, it is necessary to subdivide zoning of non-urban area strictly, to restraint individual location of factories or cattle sheds, to make a proper infrastructure plan in advance, to administer strongly the permission of development behavior and to control strictly consecutive and joining development in non-urban area.
