The purpose of this paper is to recommend the Ministry of Defense(MOD) for revolutionizing the current defense education system. As an instructor and an education planning officer of the ROK Army College, for last dozen months, the author has been embarrassed whenever tried to figure out what would be the role, functions, and educational goals of the college. In a nutshell, there has not been any general guidance for educating field grade officers. This unbelievable defect mainly comes from the absence of a responsible organization in the MOD. Even though it has the education branch under the department of personnel affairs, it doesn't have capabilities to design and implement the consistent and valuable education policy. Therefore, the development of defense education should begin with reinforcing the organization and functions of the MOD education branch. We need more experts on education( i.e. Ph.Ds of Education) and experienced specialties on defense education so that we could develop the overall guidance for military professional education. In addition, we need to enact the "defense or military education act" in a tentative name. This will ensure the legitimacy and continuity of defense education guidance initiated by the MOD. In a conclusion, it is senseless to think the blueprint for the Army College out until the preconditions mentioned above are matured. We must begin with rectifying the higher educational system.
In this study, we developed the environmental education program focused on the communication with the exhibits at the ecological museum applicable to the environmental education for gifted students. For this study, we chose 60 gifted students attending U Institute of Education for the gifted, and classified these students into two groups, then applied newly developed program to the 30 experimental group students, and applied general environmental education program to the 30 comparative group students. Below are the study results: First, the environmental education program focused on the communication with the exhibits at the ecological museum was much effective in increasing environmental sensitivity of gifted students as compared to the general environmental education program. Second, the environmental education program focused on the communication with the exhibits at the ecological museum was much more effective in increasing the willingness to environmental act for gifted students as compared to the general environmental education program Third, the satisfaction of the gifted students about the environmental education program focused on the communication with the exhibits at the ecological museum was higher than the general environmental education program.
It is crucial to understand the characteristics of learner questioning due to the effects it has on learning. This study focuses on the effects of middle school students questioning on their academic achievement in an online inquiry learning environment. A survey of 827 middle school students was conducted; the students took part in an online math and science program offered by a center for the gifted. Throughout the survey, learner questioning was analyzed, and its correlation with academic achievement was investigated. An analysis was based on questioning categories of a low- and high-level questions from previous studies. Through the survey, it was found that the number of learner questions asked in the online environment was small, but the number of low- and high-level questions were almost equal. Secondly, the higher the academic achievement level of the student, the higher the possibility they would ask either low- or high-level questions. Lastly the group of students in both low- and high-levels of questioning earned the highest average scores on formative evaluations and inquiry tasks. This indicates that regardless of the level of questions, the act of questioning itself is highly related to the academic achievement. However, in the case of advanced learning projects, the quality of questioning and high-level questioning affected the academic achievement of students. Based on these results, implications for the encouragement of learner questioning and support for asking high-level question are suggested.
The present study employed an analytical framework that is characterised by a synthesis of quantitative and qualitative analyses with a specially designed computer software SpeechActConc to examine speech acts in business communication. The naturally occurring data from the audio recordings and the prosodic transcriptions of the business sub-corpora of the HKCSE (prosodic) are manually annotated with a speech act taxonomy for finding out the frequency of fillers, the co-occurring patterns of fillers with other speech acts, and the linguistic realisations of fillers. The discoursal function of fillers to sustain the discourse or to hold the floor has diverse linguistic realisations, ranging from a sound (e.g. 'uhuh') and a word (e.g. 'well') to sounds (e.g. 'um er') and words, namely phrase ('sort of') and clause (e.g. 'you know'). Some are even combinations of sound(s) and word(s) (e.g. 'and um', 'yes er um', 'sort of erm'). Among the top five frequent linguistic realisations of fillers, 'er' and 'um' are the most common ones found in all the six genres with relatively higher percentages of occurrence. The remaining more frequent realisations consist of clause ('you know'), word ('yeah') and sound ('erm'). These common forms are syntactically simpler than the less frequent realisations found in the genres. The co-occurring patterns of fillers and other speech acts are diverse. The more common co-occurring speech acts with fillers include informing and answering. The findings show that fillers are not only frequently used by speakers in spontaneous conversation but also mostly represented in sounds or non-linguistic realisations.
The current radiation safety management system is also applied to radiation practices at universities. The application of the law raised concerns about poor radiation practice education and hindering the development of radiology. Accordingly, the Korean Radiology Professors Association needed to grasp the reality of the management system for radiation practice education at each university and the current radiation safety management system in the department of Radiological science. So, a survey was conducted on heads of radiological science departments across the country. Through the survey, it was found that the current application of the Nuclear Safety Act to radiation safety management in the department of Radiological science is excessively restrictive and not very effective. In addition, radiology practice education for the purpose of training health and medical professionals should be controlled by the Ministry of Health and Welfare and the Korea Centers for Disease Control, but there is a problem of being supervised by the Nuclear Safety and Security Commission. Therefore, in this study, as a legal improvement plan to solve this problem, first, a plan according to a partial amendment to the Higher Education Act, second, a plan to be supervised by the Ministry of Health and Welfare through the amendment of article 37 of the Medical Service Act, third, article 20-2 of the Enforcement Decree of the Medical Service Technologists Act was newly inserted to propose three measures to be supervised by the Ministry of Health and Welfare.
The purpose of this study was to investigate the influence of the energy campaign environmental education of 3rd graders in elementary school in Seoul. The students were divided into an experiment group and a control group. A reconstructed questionnaire through Kim(2005) and Lee(2005)'s test tool was used to survey the effects of applying the energy campaign environmental education program. The i-STATistics program was used to analyze the results. The major results of this study are as follows. First, the researcher was able to develop and apply teaching-learning model for energy campaign environmental education by extracting and recreating the energy education-related contents from the lower grades(1, 2, 3 grade) in 2007 elementary school curriculum. Second, this program had a positive effect on pro-environmental altitudes of elementary school students. Third, this program had a positive correlation among the 3 subdomains of cognitive, affective and behavioral. Fourth, according to qualitative analysis, the students appear to be more concerned in the overall environmental problems containing energy problem and showed a higher will to act while participating in the environmental education through energy campaign program. In conclusion, this program is more directly effective than lectures on energy following the curriculum to improve student's pro-environmental altitudes. Therefore, more intensive research on teaching and learning activities should be highly considered.
In this study, the effects of pre-learning attitude on learning participation and academic achievement was analyzed when applying the flipped learning methodology to engineering subject education. The modified PARTN teaching and learning model was applied, and pre-class survey, assessment on learning in pre-class, and post-class survey were conducted to analyze the effectiveness of flipped learning. The results were analyzed for 24 students who took the applied thermodynamics lecture. They were asked to take the course with the videos provided in the pre-class stage, and a pre-learning assessment was conducted to measure the completeness and understanding of the learning. As a result of the study, it was found that students with relatively excellent learning ability had excellent pre-learning evaluation results and excellent final academic achievement. In addition, the lower the pre-learning completion rate within the pre-learning period or the higher the learning rate using mobile devices, the more difficult it was to faithfully complete pre-learning, leading to poor pre-learning evaluation results. Meanwhile, the survey revealed that conducting pre-learning assessments were helpful in encouraging individual learning. In addition, cases reflecting pre-learning evaluation results to course grades showed higher pre-learning evaluation results than cases not reflecting pre-learning evaluation results to course grades, and in flipped learning classes, pre-learning evaluations act as a factor that promotes pre-class learning.

It can be seen that the youth unemployment rate is the lowest in Europe due to the successful development and utilization of human resources to improve the competitiveness of companies, such as dual vocational education and training (VET) at all levels, higher vocational education at universities, and continuing vocational education programs. Vocational education in Korea will also be able to improve the unemployment rate by establishing a system that allows schools and businesses to conduct vocational education and training simultaneously. In particular, it was possible to judge the necessity of 'close consultation between labor, management, and government', which we consider the most important and should lead to in-depth discussion and cooperation for dual education between vocational schools and companies.
The purpose of this study is to check the extent to which "instruction of physician or dentist" defined in the Medical Service Technologists, etc. Act is applied in relation to radiography examination procedures for radiological technologists. There were a high perception that "the professionalism in radiation examination on radiological technologists are higher than that of a physician or dentist." They answered that the current continuing education has a great impact on maintaining and continuing professionalism and learning new knowledge in the radiology field. In addition, the radiological technologists provide a very high level of education in areas related to radiography procedure ethics such as patient care, patient safety, and patient privacy protection, as well as specialized fields such as radiation-related examination methods, radiography examination dose, and patient exposure dose. Radiological technologists replied that they were receiving it consistently. In conclusion, in the current medical environment, the 'instruction' of a physician or dentist cannot be seen as being realistically performed. The phrase 'instruction' of a physician or dentist as defined in the Medical Service Technologists, etc. Act is considered inappropriate in respect of the fact that the state recognizes the qualifications of the medical service technologist through a license. Cyberloafing is as counterproductive behavior because it is the act of using internet for personal purposes which can affect employees' productivity, especially when done excessively (more than 4 hours a week). The objective of this study was to analyze whether gender and education level had significant effect on cyberloafing among generations in the workplace. From 267 respondents, gender was not found to have impact on cyberloafing because female and male respondents had the same frequency of low level cyberloafing. However, female had higher excessive cyberloafing than male. Gen Y had significant impact on the relationship between education and cyberloafing but Gen Y with diploma degree was revealed to have excessive cyberloafing. Furthermore, Gen X had started combining professional and personal lives throughout their daily lives. Hence, organizations should foster a culture of hard work by giving challenging job with clear target and worthy incentive but still implementing internet usage policy.
