Development of a training program to strengthen the competency of training designers in the era of artificial intelligence (인공지능시대 연수디자이너 역량 강화 연수프로그램 개발)

  • The purpose of this study is to develop a competency strengthen program with the aim of training designers who respond to changing national policies in the era of artificial intelligence. To this end, this study was conducted through a total of five steps. First, through literature research and analysis of prior research and literature related to the role of training designers and HRD managers was investigated and analyzed, and based on related prior research, theoretical and academic grounds for training designer competency modeling were prepared. In the second stage, a draft training program was developed to strengthen the competency of training designers based on the needs analysis of stakeholders and advice from education experts. In the third stage, a pilot program was conducted based on the draft training program. In step 4, the effectiveness verification was confuted and the deficiencies of the training program were derived from the pilot program. Finally, the final draft of the training program for strengthening the competency of training designers in the era of artificial intelligence was developed. The final training program consisted of 10 modules and was designed to run for three days. The details of specific training program are presented in the article.

A Case Study on Item Analysis and Standard Setting of the Physics Basic Ability Test for Engineering College Students (공학계열 대학생 물리 기초학력평가 문항분석 및 성취수준 설정 사례연구)

  • This study is to examine the validity of assessing basic-level proficiency in physics among incoming engineering freshmen through item analysis and standard setting. For empirical analysis, we examined the physics subject taken by the freshman class of 2021 at K University, considering its significance for engineering students. In this study, we initially performed item analysis utilizing both classical test theory and item response theory. Subsequently, leveraging the item and test information, we employed a modified Angoff method and the Bookmark method for standard setting. Consequently, the difficulty level initially set during item development was found to be higher than the actual performance level exhibited by the students. This study highlights a discernible disparity between the expected university standard and the real proficiency level of incoming freshmen in terms of basic academic ability in physics. Based on these research findings, a comprehensive discussion on the fundamental academic competence of engineering students was conducted, underscoring the necessity for formulating a tailored learning approach leveraging the outcomes from the basic ability test.

Evaluation of Public Information Security Training Programs : A Case Study (공공부문 정보보호 교육과정의 평가 : 사례 연구)

  • It is very important to evaluate training because it can systematically grasp the current status of training. Evaluation includes getting ongoing feedback from the learner, trainer and learner's supervisor, to improve the quality of the training and identify if the learner achieved the goals of the training. It also provides a justification for the implementation of training. Nonetheless, there is a lack of studies that attempt to evaluate information security training programs. In this study, we utilize the Philips model to evaluate the public training programs for the people who are in charge of the information security duties in the public sector and propose the training improvement plans. Research result has shown that it is necessary to evaluate the level of the trainees in advance and conduct training programs according to the information security skill level. In addition, it needs to conduct training according to duties such as information security management, information security operate and maintain. The limitation of this study is that each education program was not assessed individually because this study had developed an evaluation tool that could be used comprehensively.

  • 본 연구는 공공부분에서 수행한 정보통신분야 인력양성사업을 평가하기 위하여 산업연관분석방법론에 최근 내생적 성장이론의 이론적 배경을 결합하여 정보통신산업관련 인적자본을 9개 산업으로 분류한 뒤에 정보통신분야에서 인적자본의 후방승수와 전방승수라는 두 가지 관점에서 분석하였다. 본 연구의 결과는 첫째, 예산의 투입에 따라 인적자본형성이 매년 증가함에 따라, 정보통신분야 인력양성사업은 경제적 외부성이 존재하고 있음을 뒷받침하고 있다. 둘째, 정부의 IT인력양성사업 중에서 전략적인 부분으로 후방연관효과가 큰 분야는 연구(R&D)분야로 나타나 인력양성(HRD)은 연구분야(R&D)와 연계해야 효과가 높은 것을 반증해 주고 있다. 또한 다른 산업에 유발효과가 높은 분야는 정보통신 서비스 부분(IT응용기술 교육)으로 나타났다. 셋째, 인력양성사업으로 인한 부정적인 효과인 가격상승효과도 존재하는데, 사업규모도 적고 일회성 사업 등에 대한 정책적 고려가 필요하다. 마지막으로, 인력양성사업이 유발하는 경제적 파급효과를 자체 부분의 직접효과와 다른 부분에 미친 간접효과를 합하여 계산할 경우, 전체적으로 정보통신분야 인력양성사업의 경제성은 매우 좋은 것으로 나타났다.

Looking at Organizational Socialization from the Developmental Network Perspective

  • Paying close attention to those new to an organization, whether fresh or experienced, whose primary interest is in (re)socialization, the current study intends to (1) further the concept of mentoring from a bilateral relationship to a community and culture fostered by developmental networks, (2) propose an integrated conceptual framework for organizational socialization, and (3) suggest implications for practice and future research. This study reviews, analyzes, and integrates research assets and subsequently re-conceptualizes the aggregate information as valid propositions and a conceptual framework. The findings include (1) 11 propositions regarding the relationships among network characteristics (embeddedness, diversity), developmental functions (career support, psychosocial support, and role modeling), and socialization outcomes (learning and attitudinal outcomes); and (2) an integrated conceptual framework that depicts a comprehensive mechanism through which developmental networks conduce to organizational socialization of newcomers. Implications are that developmental networking must be an individual's fundamental competency and an essential part of organizational onboarding processes, and imperative for both members' career development and innovative organizational culture. By integrating research assets on the developmental phenomenon into conceptualizations, this study furthers the concept of mentoring to organizational culture and stimulates a substantive discourse for theory-building towards organizational socialization from the developmental network perspective.

In particular, this study reviewed the assessment framework and exemplary CBA items which was developed for OECD PIAAC(Programme for the International Assessment of Adult Competencies).

  • In this study, we investigated the effect of the modification of the system for vocational education and training support in 2009 has on the e-learning industry in South Korea, and diagnosed the problems associated with it. And we proposed on the direction of policy promotion that can contribute to the realization of creative economy by presenting improvement alternatives of the legal system on the vocational education and training that smart learning and creative convergence HRD are included.

Community Economic Development Policy of the USA Local Governments and its Implication to Korean Local Community Economic Development (미국 지방자치단체의 지역사회 경제개발 정책변화가 우리 나라 지역사회 경제개발에 주는 정책적 함의)

  • The purpose of this paper was to draw implications for community economic development policies of Korean local governments by investigating the community economic development policies of the USA local governments. Those policies can be segmented to first wave(1950s-1970s), second wave(1980s), and third wave(1990s) of development policy. First two policies entailed some expense to community residents by providing low tax rates, tax abatement, tax reliefs, industrial revenue bonds, and direct state loans for potential companies. These policies brought ‘clawback’ and ‘drawbacks’ to the local residents. The third wave of community economic development policy includes capital market programs(predominantly government-financed loan programs and government support for predominantly privately financed loan or equity programs), providing information and education for small business in the communities, supporting small business by providing high technology and research, and export assistance-providing information/training opportunity how to export, sending trade missions, and export financing. Local government authorities in Korea should learn the community economic development policies administrated by the USA local governments so that they can avoid the potential try-and-errors in establishing, planning, and administrating their economic development policies.

  • The impact of a single wave generated by a dam break with a tall structure is modeled with a three-dimensional version of the Moving particle semi-implicit (MPS) method. The particle method is more feasible and effective than methods based on grid connection problems involving violent free surface motions. In the present study, the Tsunami impact load and the change of longitudinal velocity component around the structure, which are obtained from the numerical simulation, are compared to those from experiments.

  • A particle method, recognized as one of gridless methods, has been developed to investigate non-linear free-surface motions interacting with structures. This method is more feasible and effective than conventional grid methods for solving flow fieldswith complicated boundary shapes. The method consists of particle interaction models representing pressure gradient, diffusion, incompressibility, and the free-surface boundary conditions without grids. In the present study, broken dam problems with various viscosity values are simulated to validate the developed method.
