The purpose of this study is to survey the community support program of Green Belt from 2001 to 2011 and propose the improvement of the institution. For research method, the projects were analyzed by year, area, and category using statistical data. The improvement of the institution was drawn through the opinion survey of the interest group such as residents and public servants. For 10 years, 2007 community support projects were carried out and the total amount of government expenditure was 583.9 billion won. Among the support items, life convenience projects comprise 96.7%. For area, metropolitan area comprise 32.5%. There is a bias in items and areas. According to the survey of the residents and public servants, the satisfaction for the community support program is increasing. But it is necessary to enlarge the direct life cost support, activate community involvement and develop new project type. Proposed new projects are such as making characteristic village for income creation, planning for the landscape preservation using historic and traditional resources, making leisure space for nearby residents, and projects for the aged people. And it is proposed to give incentive to the characteristic village projects through competition.
The land-use has changed rapidly during the last two decades in accordance with urbanization in the Seoul Metropolitan Region. As a result of these changes, the local climate has undergone changes as well. This study intends to define the land-use changes, and then to show how they have brought in significant changes in the local climates. Land-use changes in the study area so repidly that up-to date maps and documents are not available at present. Therefore, Landsat data for land-use classification and NOAA AVHRR thermal data for the temperature fields were analyzed. Additionary, to visualize the effect of the land-use on the local climate, computer-enhanced brightness temperatures, Green Belt and city boundaries were overlaid on land-use patterns obtained from satellite images using GIS techniques. The results of analysis demonstrate that Green Space in the Seoul Metropolitan Region decreased from 94% to 62% while urban land-use increased ten times, from 4% to 39% for the period of 1972-1992. The resulting disappearance of biomass caused by land-use changes may have implications for the local-and micro-climate. The results show that the local climate of the study area became drier and warmer. This study also suggests a need for further studies of man's effects on local climate to minimize adverse influences and hazardous pollution and efficacious ways for urban planning.

Due to climate change and urbanization, abnormally high temperatures and heat waves are expected to increase in urban and deteriorate thermal comfort. Planting of street trees and changing the albedo of urban surfaces are the strategies for mitigating the thermal environment of urban, and both of these strategies affect the exposure and blocking of radiative fluxes to pedestrians. After measuring the shortwave and longwave radiation according to the ground surface with different albedo and the presence of street trees using the CNR4 net radiometer, this study analyzed the relationship between this two strategies in terms of thermal environment mitigation by calculating the MRT(Mean Radiant Temperature) of each environment. As a result of comparing the difference between the downward shortwave radiation measured under the right tree and at the control, the shortwave radiation blocking effect of the tree increased as the downward shortwave radiation increased. During daytime hours (from 11 am to 3 pm), the MRT difference caused by the albedo difference(The albedo of the surfaces are 0.479 and 0.131, respectively.) on surfaces with no tree is approximately 3.58℃. When tree is present, the MRT difference caused by the albedo difference is approximately 0.49℃. In addition, in the case of the light-colored ground surface with high albedo, the surface temperature was low and the range of temperature change was lower than the surrounding surface with low albedo. This result shows that the urban thermal environment can be midigate through the planting of street trees, and that the ground surface with high albedo can be considered for short pedestrians. These results can be utilized in planning street and open space in urban by choosing surfaces with high albedo along with the shading effect of vegetation, considering the use by various users.

This study aims to examine the usage of and satisfaction with neighborhood parks and university campuses and compare through the RPRS analysis of them to figure out how university campuses, as substitutive green spaces, play the role of curative environment for neighboring people. This study relied on two methods: a descriptive method of researching publications and related scholastic writings and an empirical study of researching how the park and campus has been utilized and researching whether the residents are satisfied with the currently existing space and the environment or not, and finally researching how the university campus open space as a curative environment impacts the satisfaction and utilization through reliability analysis. As a result, contribution of healing environment has a relatively high average contribution of 4 or more points, respectively. These results suggest that urban people think that a relationship between man and nature is very important in the overabundance of stress in modern society. It shows that neighborhoods are higher than university campuses in the explanatory of the Attention Restoration Theory, but the campus is higher than the neighborhood park in similarity of configuration. The result of RPRS analysis shows that the therapeutic qualities of the landscape may be very useful to evaluate a college campus open space in "the Revised Perceived Restoration Scale." The results showed that, in future studies, it will be a great help by widespread use of pre-evaluation of the characteristics of restorative environments in the planning, design and other works. To study the impact of the curative features on evaluating future research locations, the location should provide a variety of purposes and motives. At the same time, it should provide specific design ideas to design-related designers by using perceived restoration scale.
The Riparian Buffer Zone(RBZ) is a sustainable social-ecological system created in the middle zone between water and land. For the RBZ, close communication with the local community is important, and it is necessary to promote it as a communicative environmental planning process. In this study, for the RBZ project, three strategies are presented as a communicative act to understand and implement planning. First, government-led projects were avoided and improved to a process in which citizens and stakeholders participated together, centered on local partnership. Second, it was intended to introduce design criterias in terms of enhancing the function of ecosystem services that citizens can sympathize with, and to increase acceptance and awareness through the planning of preferred spaces and facilities. Third, after a balanced plan for habitats, water cycle-based ecological environment, ecological experience and open space, citizens felt the restoration effect and value as an ecological resources, and a system was prepared to participate in the operation and management. This study will work as a process model based on citizens's participation. In addition, it will be possible to provide lessons for the change of the policy paradigm for the RBZ and the implementation of similar projects in the future.

In recent years, there has been an active movement toward databasing, systematizing, and unifying environmental information. Such efforts facilitate the utilization of spatial environment planning in environment conservation officially planned at the metropolitan and provincial levels. This in turn clarifies the management direction of space, thereby serving as an effective tool with which to not only conserve land, but also provide a reasonable compromise to all the related solutions at odds with one another. As such, this study forwards a method for inclusion of spatial environment planning in environment conservation plans, paying particular attention to the place, with in such a planning method, of the natural ecosystem, arguably the most sensitive arena among environmental factors. Spatial environment planning can be broadly divided as follows: first, basic direction; second, collection of spatial information; third, compilation of status of spatial environment; and fourth, management strategy for spatial environment. In particular, the second phase, namely the collection of spatial information, delineates clearly spatial information hitherto amassed by government agencies at both the national and local levels; the ensuing lists facilitate maximum utilization of the previously accumulated data. Used during the planning phase, status maps should include not only the status of land use(land cover), but also systematic data on the superior resources of the natural ecosystem as well as the status of the given spatial environment. Establishing plans for ecological networks, their conservation, and restoration areas based on the aforementioned aspects, this study sought to formulate ways in which to spatialize environment conservation plans that encompass consideration for the natural ecosystem. Devised based previous studies and examples, the compilation of status and plans as stated, applied to Gyeonggi Province, afforded an examination of the potential applicability and usability of the proposed plans. Ultimately, these will contribute not only to the establishment of plans encompassing consideration for the value and level of significance of the given natural ecosystem in spatial development planning, but also provide fundamental data for investigating appropriateness of plans and validity of location in any regional development plan.

The purpose of this study is to propose a plan that properly organizes urban close-to-nature streams by evaluating the city park functions, ecological functions and landscape functions required for urban stream and setting up space function suitable for the space. The site of this study is Hongjecheon located in Seodaemun gu of Seoul City, whose length of channel spans 6.12km in total. The plan for the construction of close-to-nature streams had been established from late 2003, and the construction was completed. Evaluation Categories and indications were deduced from 4 stages. First, based on theoretical examination, we made a list of stream and park evaluation categories and added Category about Characteristic of urban streams. Next, we set Final Evaluation Categories and indications through the process of goal-relevance, indication verification, merging similar category. Final Evaluation Categories were deduced such as usage demand, usability(city park functions), biodiversity, inhabitation potential, rarity(ecological functions), historical cultural elements, and landscape Quality(landscape functions). As a result of allotting space functions, zones 1 through 4, got high grades at usage demand, was classified as a civic resort district; zones 5 through 6, close to major green area and remained original landscape, as ecological conservation and restoration district; zones 7 through 8, get high grades at usage demand and usability, as environmentally-friendly use district; and zones 9 through 10, many historical cultural elements and view points, and high green possession rate, as stream scenic district. In addition, detail space function and construction plan for each zones were proposed. As a result of this study, proposed space function assignment considering natural characteristics, humanities and social characteristics and landscape characteristics and is expected to be utilized at reasonable spatial planning considering various functions required for urban stream.

The purpose of this study is to perform a gap analysis between public-private partnership urban parks of Korea currently in their initial stage and various foreign cases that have been established in terms of planning(formation of public-private partnership${\rightarrow}$creation of parks${\rightarrow}$operation and management of parks) and to propose improvements for each process of planning. As a result of the gap analysis on domestic and foreign public-private partnership urban parks, the future course to be followed by urban Korean parks can be summarized as follows. First, if the public-private urban parks that exist at present were led by a single or small number of partners centered on local government entities, urban parks from that point on must be created and managed based on efficient multi-sector partnerships. Since urban parks are public spaces where public benefit is more important than profit, diverse voices of public-private sectors must be reflected with a long-term perspective. Second, urban parks are not a place to be completed but a public space which continues to develop. Therefore, they must be approached with a focus on the process instead of the result. The existing concept of domestic public-private partnership is inclined to creation of urban parks. This suggests than the government had been focusing only on quantitative increase in urban parks. In order to create values as a public space for local communities, public-private partnership is also required in operation and management of urban parks. Third, public-private partnership management of urban parks can become more effective through active community participation. Participation by local communities takes long time because transition in the consciousness about values of urban parks must be presumed. Thus in Korea, non-profit organization like Seoul Green Trust should accumulate successful creation and management of small and large urban parks through public-private partnership will settle in our nation.
The purpose of this paper is exploring changes in land use pattern when considering environmental carrying capacity. A sustainable development requires a society to define sustainability constraints, environmental carrying capacity. Environmental carrying capacity can be defined as a level of human activity a region can sustain at a desired level of quality of environment. This concept of environmental carrying capacity can be applied to land use to explore sustainable land use pattern. Since land use pattern can affect environment in an important way, exploring sustainable land use pattern within the limit of environmental carrying capacity can suggest useful implications for a sustainable regional management and planning. For this purpose, this paper built the environmental carrying capacity land use model and applied it to the Metropolitan Area, Korea. System dynamics modeling methods was used to build the model. The model developed in this paper consisted of 6sectors; population, housing, industry, land, environment, and traffic sector. The model limits its main focus on the NO2 level as an indicator of quality of environment in Metropolitan Area. Box model was translated into system dynamics model and combined to urban dynamics model to estimate NO2 level, the maximum number of population, industry structure, housing and maximum amount of land use for industrial, housing, and green space that can sustain desirable NO2 level. Metropolitan area was divided into 16 areas and the model was applied to each area. Since NO2 is flowing in and out from each area, model was built to allow this transboundering nature of air pollutants. Based on the model estimation, several policy implications for a sustainable land use pattern was discussed.

The purpose of this study is to examine the effect factors in suburban rural landscape and significant factors of apartment complex which are effective to the skyline of the sloped mountains. Also it is to propose the basic resources to preserve and improve the suburban rural landscape. The target site is Young-In, which shows the typical of rural development. Sides were take in young-In City along the roads and selected for 20 pieces. This study used questionnaire about the suburban rural landscape surveying of 45 students in Kyunghee Univ.. Also we found 2 dependent variables and 8 independent variables totally. Moreover, we have analyzed the data using descriptive statistics, correlation analysis, and multiple linear regression method between the preference and physical factors, and between the vulnerability and perceptional factors. The results are as follows: 1) With the dependent variable of preference, the areas of "green space" and "agricultural productive lands" were highly influenced in the suburban rural landscape positively, but the areas of "apartment complex" and "other buildings" were negatively effected. 2) With the dependent variable vulnerability, the area "apartment complex" and cutting numbers of the "skyline of mountainous ridge" were proved as significantly positive factors, but the length of the "skyline of mountainous ridge" turned out to be a negative factor. Although this study has the difficulty to be generalized, it can be used for planning and designing of the apartment complex in suburban rural landscapes, and it will provide the basic guideline for preserving and managing of the suburban rural landscapes.uideline for preserving and managing of the suburban rural landscapes.
