  • In this paper, we consider the broadcast switch architecture for hish performance multicast packet switching. In input and output buffered switch, we propose a new switch architecture which supports high throughput in broadcast packet switching with switch planes of single input and multiple output crossbars. The proposed switch architecture has a central arbiter that arbitrates requests from plural input ports and generates multiple grant signals to multiple output ports in a packet transmission slot. It provides high speed pipelined arbitration and large scale switching capacity.

Donor Country's Fiscal Status and ODA Decisions before and after 2008 Global Financial Crisis

  • Purpose - The purpose of this study is to empirically investigate the impact of donor's fiscal status on aid decisions before and after the 2008 global financial crisis. The effects on aid can change depending on the donor country's fiscal status and the period of financial crisis. Research design, data, and methodology - A fixed effect regression and dynamic panel GMM is conducted using a comprehensive dataset combining 31 donor and 167 recipient countries during 1996-2015. The key explanatory variable is central government debt-to-GDP ratio of donor country. Recipient countries' GNI per capita, population, governance indicators, and bilateral trade-to-GDP ratio between donor and recipient countries are included as control variables. Results - We can confirm the relationship between donor country's fiscal status and aid flow. The cyclical component of government debt is found to have a negative impact on grant decisions particularly after the 2008 global financial crisis. This effect becomes larger in the countries with high government debt-to-GDP ratio. ODA decisions from the countries with low financial constraint do not significantly affected by the recipient countries' factors such as GNI, population, and governance indicator. Conclusions - Based on the empirical results of this study, the source of aid should be diversified by incorporating private sector and innovative financing sources.

  • Purpose - This study analyzes the investment environment of South Korea by using the rating scale of Robert B Stobaugh, Jr, and draws conclusion implication. Research design, data, and methodology - The study conducted a survey on according to the political stability, capital repatriation, foreign ownership allowed, discrimination and controls, foreign vs domestic businesses, currency stability, willingness to grant tariff protection, availability of local capital, and annual inflation for last 5 years. The score of these eight aspects will be given based on the current situation in South Korea and the sum of the scores will be calculated. Result - China-Korea economic and trade relations are in a stage of transformation and upgrading, and the level of economic and trade cooperation in various fields is reaching a new level. It is hoped that Chinese enterprises will grasp business opportunities, strengthen research and analysis of the Korea market and achieve mutually beneficial cooperation. Grant-Free Random Access in Multicell Massive MIMO Systems with Mixed-Type Devices: Backoff Mechanism Optimizations under Delay Constraints

  • Grant-free random access (GFRA) can reduce the access delay and signaling cost, and satisfy the short transmission packet and strict delay constraints requirement in internet of things (IoT). IoT is a major trend in the future, which is characterized by the variety of applications and devices. However, most existing studies on GFRA only consider a single type of device and omit the effect of access delay. In this paper, we study GFRA in multicell massive multipleinput multiple-output (MIMO) systems where different types of devices with various configurations and requirements co-exist. By introducing the backoff mechanism, each device is randomly activated according to the backoff parameter, and active devices randomly select an orthogonal pilot sequence from a predefined pilot pool. An analytical approximation of the average spectral efficiency for each type of device is derived. Based on it, we obtain the optimal backoff parameter for each type of devices under their delay constraints. It is found that the optimal backoff parameters are closely related to the device number and delay constraint. In general, devices that have larger quantity should have more backoff time before they are allowed to access. However, as the delay constraint become stricter, the required backoff time reduces gradually, and the device with larger quantity may have less backoff time than that with smaller quantity when its delay constraint is extremely strict. When the pilot length is short, the effect of delay constraints mentioned above works more obviously.

BDSS: Blockchain-based Data Sharing Scheme With Fine-grained Access Control And Permission Revocation In Medical Environment

  • Due to the increasing need for data sharing in the age of big data, how to achieve data access control and implement user permission revocation in the blockchain environment becomes an urgent problem. To solve the above problems, we propose a novel blockchain-based data sharing scheme (BDSS) with fine-grained access control and permission revocation in this paper, which regards the medical environment as the application scenario. In this scheme, we separate the public part and private part of the electronic medical record (EMR). Then, we use symmetric searchable encryption (SSE) technology to encrypt these two parts separately, and use attribute-based encryption (ABE) technology to encrypt symmetric keys which used in SSE technology separately. This guarantees better fine-grained access control and makes patients to share data at ease. In addition, we design a mechanism for EMR permission grant and revocation so that hospital can verify attribute set to determine whether to grant and revoke access permission through blockchain, so it is no longer necessary for ciphertext re-encryption and key update. Finally, security analysis, security proof and performance evaluation demonstrate that the proposed scheme is safe and effective in practical applications.

The Paradox of Grant Allen's Physiological Reductionism (그랜트 알렌의 생리학적 환원주의의 역설)

  • One of central issues in the Literature and Science discourses during the Victorian era is the relation of physiology to psychology. Many thinkers tackle the question of whether or not psychic phenomena can be reducible to their physiological bases. For instance, Victorian physiologist William Benjamin Carpenter claims that there should be a boundary between physiological and psychological qualities. Yet, his contemporary writer Grant Allen contends for the reduction of psychology into physiology. In the essay, I discuss Grant Allen's work Physiological Aesthetics (1877) so as to eventually problematize his physiological reductionism. I especially highlight the paradox of his physiological aesthetics. In order to clarify my argument, I introduce two concepts: evolutionary aesthetics and physiological reductionism. On the one hand, Allen argues for the development of aesthetic appreciation. The gradual evolution from gaudy to serene colors, for instance, reflects the fine differentiation of sensory organs. He believes that the existence of varied aesthetic pleasures corresponds to the evolution of sensory nerve structures. Nonetheless, Allen ironically gives more weight to the commonality of aesthetic experiences than to this teleological ordering of aesthetic experiences. He argues that there is no fundamental difference among humans in terms of their aesthetic assessments. Furthermore, there is even no essential distinction among plants, animals, and humans in light of their aesthetic appraisals, he states firmly. Although he asserts the gradual advance of aesthetic feelings caused by the intricacy of nervous systems, he simultaneously trivializes the evolution of aesthetic appraisal. In the essay, I highlight this paradox in Allen's physiological aesthetics. It should be underscored, lamentably enough, that Allen seeks biological purity by erasing fine lines among physiology, psychology, and sociality. He estranges aesthetic experiences from subjective variations and their socio-cultural contexts. He makes great efforts to eliminate individual differences and socio-cultural specificities in order to extremely biologize aesthetic experiences. Hence, Allen's physiological aesthetics is marked as the politics of physiological purification.

Changes in the Behavior of Healthcare Organizations Following the Introduction of Drug Utilization Review Evaluation Indicators in the Healthcare Quality Evaluation Grant Initiative (의료질평가지원금 제도의 의약품안전사용서비스 평가지표 도입에 따른 의료기관의 행태 변화)

  • Background: This study aimed to determine the effectiveness of drug utilization review (DUR) evaluation indicators on safe drug use by comparing the changes in DUR inspection rates and drug duplication prescription prevention rates between the pre- and post-implementation of the DUR evaluation indicators of the Healthcare Quality Evaluation Grant Initiative. Methods: This study used DUR data from the Health Insurance Review and Assessment Service in 2018 (pre-implementation) and the evaluation results of the Healthcare Quality Evaluation Grant Initiative in 2023 (post-implementation). The dependent variables were the DUR evaluation indicators, including DUR inspection rate and drug duplicate prescription prevention rate. The independent variable was the implementation of the DUR evaluation indicators, and the control variables included medical institution characteristics such as type, establishment classification, location, DUR billing software company, and number of beds. Results: The results of the analysis of the difference in the prevention rate of drug duplicate prescriptions between the pre- and post-implementation of the DUR evaluation indicators of the Healthcare Quality Evaluation Grant Initiative showed that the prevention rate of drug duplicate prescriptions increased statistically significantly after the implementation of the DUR evaluation indicators. Conclusion: The policy implications of this study are as follows: First, ongoing evaluation of DUR systems is needed. Second, it is necessary to establish a collaborative partnership between healthcare organizations that utilize DUR system information and the organizations that manage it.

MAC Schemes for Best Effort Service in Wireless MAN: Design and Performance Analysis (무선 MAN에서 Best Effort 서비스를 위한 MAC 방식의 설계 및 성능 분석)

  • In the IEEE 802.16 Wireless MAN standard specifies the air interface of fixed point-to-multipoint broadband wireless access systems providing multiple services. Among the service classes supported between the base station and subscriber stations in the wireless MAN, the best effort service class is ranked on the lowest position in priority and is assisted by a MAC scheme based on reservation ALOHA. The wireless MAN standard, however, does not reveal every detail of the MAC scheme but only describes the skeleton of the MAC scheme. Focusing on the amount of resource that a subscriber demands by a request and the amount of resource that the base grants to a request we thus present a number of resource demand rules and resource grant rules. Also, we construct a candidate MAC scheme by implanting a pair of resource demand and grant rules into the skeleton of the MAC scheme. Meanwhile a difficult situation for the best effort service is expected wherein only scarce resource is available after most of the resource is already preempted by other services. Perceiving such a situation, we evaluate the throughput and delay performance of each candidate MAC scheme. Especially we develop an analytical method to approximately calculate the throughput in the saturated environment. From the numerical results, we observe that the candidate MAC scheme which adopts the non-gated exhaustive demand rule paired with the full grant rule attains superior performance at the expense of the fairness.

Effects of Institution of Bankruptcy Proceedings on an Arbitration Agreement and Arbitral Proceedings (파산절차에 있어서의 중재합의의 효력과 중재절차)

  • Bankruptcy proceedings serve the purpose of the collective satisfaction of the debtor's creditors through the realisation of the debtor's assets and the distribution of the proceeds therefrom. Upon the adjudication bankruptcy, the debtor's right to administer and dispose of the property belonging to the bankruptcy estate shall be vested in the administrator. If a mutual contract was not or not completely fulfilled by the debtor and the other party at the time of the adjudication of bankruptcy, the administrator has right to choose wether to fulfil or terminate the contractual relation. Legal acts that have been conducted prior to the adjudication of bankruptcy and that are detrimental to the debtor's creditors may be contested by the administrator. However, these effects of bankruptcy will have not great influence on the arbitration agreement between the debtor and another party. An arbitration agreement that has been conducted prior to the adjudication of bankruptcy is binding the administrator as an universal legal successor of debtor. Only the arbitration agreement directly disadvantageous to the debtor's creditors may be contested by the administrator. Furthermore, it is not at the discretion of administrator whether or not to submit the dispute to arbitration because an arbitration agreement does not belong under the category of Art. 50 Korean bankruptcy Act which demands a mutual contract. Arbitral proceeding upon the property of the bankruptcy estate and pending for the debtor as plaintiff or against the debtor as defendant at the date of the adjudication of bankruptcy may be taken up at the given status by the administrator. This leads to a change of the party. If a duly summoned party fails to appear in arbitration court, the arbitrator, if satisfied there is no valid excuse, may continue the proceedings and make the award as if all the parties were present. This may be disadvantagious to the debtor's creditors because the arbitral award have the same effects on the participants as the final and conclusive judgement of the court. Even if there is a change of party on side of debtor to the administrator in bankruptcy, the arbitral proceedings will not be automatically postponed or suspended. The matter of how to proceed is at discretion of administrator, when the parties haven't agree on the arbitral proceedings. He can continue the arbitral proceedings without to grant an adjournment of hearing. However, an arbitration award may be challenged by a party dissatisfied and set aside by the court based upon the misconduct that violates the basic rights of the parties to a fair hearing. The arbitrator must treat the parties equally in the arbitral proceedings and give each party a full opportunity to present his case. The arbitrator, therefore, will carefully exercise his discretion in determining whether to continue the arbitral proceedings or to grant a postponing. In the practice, the arbitral proceedings may be usually postponed to grant due process.

FPGA Implementation of a Grant Distribution Algorithm for the MAC in the ATM-PON (ATM-PON에서 MAC을 위한 승인분배 알고리즘의 FPGA 구현)

  • The MAC (Medium Access Control) protocol is needed for the OLT(Optical Line Termination) to allocate bandwidth to ONUs(Optical Network Units) and ONTs(Optical Network Terminations) dynamically in the ATM PON(Passive Optical Network). With the protocol, the OLT gathers ONUs' informations and provides grants efficiently to each ONU. Two important functions of the MAC protocol is the grant request procedure and the grant distribution algrithm. The latter has the greatest arithmetic portion in the TC(Transmission Convergence) module, occupies a relatively large portion of the overall chip area, has often been the limiting factor in terms of speed, and should be designed to guarantee the quality of service for various traffics. In this paper, we implement the MAC with the FPGA which can allocate grants dynamically according to the queue length information and the number of active ONUs and distribute grants uniformly to minimize the cell delay variation for each ONU. The structure of the MAC scheduler for the dynamic bandwidth assignment has a programmable look-up table. Also, it has a simple structure, the less chip area, and the lower delay time.
