응급구조과 학생들의 장애인에 대한 태도 (EMT-Paramedic Student's Attitude to the Disabled)

  • Purpose: The purpose of this study is to examine the EMT student's attitude to the disabled and provide the basic materials of educational program to make them have right awareness and attitude of the disabled. Methods: The subjects of this study were 348 of 339 emergency medical students at three departments of emergency medical in G metropolitan city who gave consent to take part in the research and the data were collected for 10 days from Mar. 2 to 11, 2011. It used DFS (Disability Factor Scale) developed by Siller (1967) and revised and complemented by Lee Jong Nam (1997) after validity and reliability test. Data collected were analyzed with technical statistics, t-test and ANOVA using SPSS/ PC 12.0 Results: The results of this study are summarized as follows. 1. On the question that there are the disabled around the subjects, 74.7% of the respondents answered 'none', and on the question of having concerns on the disabled problems, 61.5% of the respondents answered 'they have no concerns on them'. In addition, on the question of effective methods for improving a negative awareness of the disabled, many of subjects responded the governmental support must be a priority. 2. The subjects' attitude to the disabled scored average 3.13 and they have positive attitude to the disabled. In six sub-areas of attitude to the disabled, tension in contact with the disabled scored 2.90, inferred emotional disorder 2.79, unconditional repulsion 2.78, refusal to friendly relation 2.74, limitation of other functions undamaged 2.66 and distorted identification 2.65. 3. Variable showing a significant difference in the results of analysis according to general characteristics of subjects was age and those who are over '21' showed more positive attitude to the disabled than those who are below '20'. 4. In the results of analysis according to the subjects' disability related characteristics, those who have the disabled in their friends or family and have concerns on the disabled problems have a positive attitude to the disabled. Promotion and education through mass communication for changing the awareness of the disabled into a positive attitude will be most effective. Conclusion: Consequently, positive attitude of EMT student's to the disabled can be fostered by continuous contact with the disabled and their participation in voluntary services in the dimension of individual or school will be important and also the various practical methods such as enlightenment movement and supply of right information through mass communication should be sought.

일부 대체세정제 제조업체의 물질안전보건자료의 실태와 그 화학물질의 유해성 평가에 관한 연구 (Survey of Actual Conditions of Material Safety Data Sheet and Quantitative Risk Assessment of Toxic Substances : Substitutes for Degreasing Agents)

  • Since the regulation of MSDS (Material Safety Data Sheets) had started from July 1996, employers were required to furnish MSDS for the chemicals in use in their workplace. However, many MSDS did not contain upright information for the chemicals, and they were not updated regularly, and were not written in the standard format required by the Industrial Safety and Health Act (ISHA). The purposes of this study were 1) to examine the reliability of MSDS for mixed solvents, 2) to provide reliable MSDS to employers or employees, 3) to find out any difficulties in implementing MSDS after the initiation, and 4) to promote regular MSDS updating and to ensure the reliability of MSDS for chemical manufacturers. To check the reliability of MSDS of mixed chemicals, 21 samples of mostly degreasing solvents were collected along with their MSDS from the work place. The samples were analyzed by gas chromatography-mass selective detector(GC-MSD). Their components were classified as saturated hydrocarbon, cyclic hydrocarbon, aromatics, and halogen containing hydrocarbon, and the amount of each class were measured. Manufacture's MSDS were compared with the actual composition of the collected samples, and further examined the reliability by checking whether the chemicals analyzed were included in the MSDS correctly. Finally, each item of MSDS was evaluated whether the MSDS correspond to the regulation required by ISHA. The results were following: 1) most of the degreasing solvents in MSDS were incorrect in their composition and contents, 2) the information in the MSDS including hazard classification, exposure level, toxicity, regulatory information were incorrectly provided, and 3) some MSDS did not disclose carcinogens in their MSDS. Continuous monitoring of MSDS was required to ensure reliability of MSDS. The Chemicals containing hydrocarbons from C10-C15 need to be tested to provide toxicity data. In addition, governmental support for providing correct MSDS was recommended to ensure reliability of MSDS. The MSDS regulation relating to the confidential business information may need to be revised to ensure reliability of MSDS.

미국의 정보통신 표준화 법체계 연구 (The U.S. Legal System in Telecommunication Standardization)

  • 그동안 미국은 세계시장경제질서에 있어서 우위를 점해오면서, 탈규제, 민간자율과 공개경쟁을 강조해 왔으며, 이는 표준화활동에 있어서도 다양하고 통합되지 않은 표준화체계로 이어졌다. 그러나, 1990년대 이후 WTO 무역장벽협정(TBT)의 체결로 국제표준의 위상이 강화되고, 세계정보통신시장에서 선도적 표준화 활동이 국가경쟁력 우위로 이어진다는 인식이 확산되었으며, 특히 EU의 통합과정에서 EU공동체간의 단일화된 기술규격의 제정과 이의 WTO를 통한 제외국에의 강요로부터 미국의 경제상 타격이 계속되자 기존의 민간중심 표준화활동에 정부지원의 필요성을 느끼게 되었다. 따라서 미국은 국내뿐만 아니라, 국제사회에서의 우위를 계속하여 유지하기 위한 하나의 방법으로 표준화활동의 강화 특히 정부의 표준화활동 지원을 통한 국가차원의 접근에 중점을 두게 되었다. 이에 따라 1996년 2개의 법률이 개정되었는데, 그 하나가 연방 전기통신법(Telecommunication Act of 1996)이고, 다른 하나는 NRC(National Research Council)의 1995년 보고서 "Standards, Conformity Assessment, and Trade into the 21 Century"에 따라 개정된 NTTAA(National Technology Transfer and Advancement Act)이다. 본고에서는 미국의 표준화활동의 제도적 기반으로서 이상의 법률 기타 이들의 실행계획을 검토하고 우리나라 정보통신 표준화에 있어서 정부의 적극적 제도적 정비의 필요성을 제언하고자 한다. 제언하고자 한다.

한국 줄기세포연구정책 거버넌스의 특성 - 황우석 사태 이후 R&D 투자 변화를 중심으로- (Stem Cell Governance in Korea After Hwang's affair - Change in Governmental Fiscal Expenditure for R&D Investment -)

  • 이 논문은 황우석 사태 이후 줄기세포연구의 정책변화에 대한 기술을 통해 한국의 과학기술정치와 거버넌스 특성을 분석하였다. 황우석 사태 이후 한국의 줄기세포연구가 위축되었다는 일반적인 통념에도 불구하고, 2015년 현재 한국은 세계 최초 최대의 줄기세포치료제 개발에 성공하였다. 하지만 한국의 줄기세포연구 역량과 기술경쟁력이 개발성과에 비해 상대적으로 낮게 평가되고 있다는 점을 고려할 때 이 같은 성과가 도출될 수 있었던 원인에 대한 설명이 요구된다. 이를 위해 이 연구는 첫째, 정부의 R&D 투자 변화에 대한 분석을 통해 황우석 사태 전후의 정책 변화를 분석하였다. 이를 통해 황우석 사태 이후 줄기세포연구에 대한 정부 지원의 축소에 따른 '줄기세포연구의 위기'가 실제 하였는가를 확인하였다. 둘째, 정부의 정책보고서 및 뉴스보도 등의 문헌분석을 통해 줄기세포연구에 대한 정책적 담론의 변화과정을 기술함으로써 줄기세포연구를 둘러싼 과학기술정치와 거버넌스의 특성을 분석하였다. 이를 통해 한국의 줄기세포연구의 개발성과 는 기술 경쟁력 보다는 한국 정부의 줄기세포연구에 대한 투자 및 규제 정책이 중요한 역할을 했음을 주장한다. 더 나아가 기술관료중심으로 이루어지는 줄기세포연구에 대한 정책결정과정은 '황우석 사태'를 통한 정책학습 결과를 적극적으로 반영하기보다는 기존의 전문가 중심으로 구성되는 정책과정을 답습함으로써 우리나라가 여전히 과학기술에 대한 민주적 거버넌스가 작동하기 어려운 정책환경에 있음을 주장한다.

한국 시민과학의 현황과 과제 (The Current State and Tasks of Citizen Science in Korea)

  • 정부 기관 혹은 과학협회에서 비전문가 시민으로 하여금 대량의 데이터를 수집하도록 하는 활동에서 유래하고 있는 시민과학은 현재 프로젝트마다 과학자와의 협력 내용에서 차이를 보이고 있다. 생물종 개체수 조사 등 생태, 환경과학 영역에 집중되고 있던 시민과학 연구 내용은 천문학, 분산 컴퓨팅, 강입자물리 영역까지 확장되어갔다. 시민과학은 시민 자원 봉사자들에 의한 데이터 수집으로 비용 효과적으로 과학 연구를 수행할 수 있게 해주어 과학 연구 진전에 기여할 수 있었다. 또한 시민과학은 프로젝트에 참여한 시민들의 과학지식을 증진시키며 대중의 과학 이해를 향상시켜주는 것으로 나타났다. 이밖에 공동체 주도 시민과학 프로젝트는 지역 환경 이슈에 대한 공중의 인식을 향상시키고 환경 문제 해결에의 시민 참여를 장려하는 역할을 했다. 지역 시민들의 경험지에 근거하는 시민과학 프로젝트는 지역 환경 정책 결정 및 실행에 직접적인 도움을 주고 있는 것으로 나타났다. 이와 같은 시민과학의 교육, 사회 정책적 가치로 인해 각국 정부들에서는 시민과학 활성화를 위한 다양한 정책들을 수립하고 있다. 국내에서도 시민과학의 사회적 역할에 주목하여 정부 주도의 시민과학 프로젝트들이 기획, 실행되고 있다. 시민의 자발적인 참여에 의해 다양한 프로젝트들이 실행되고 있는 국외와 달리 국내에서 진행되는 시민과학 활동은 아직 주제 영역이 제한적이며 활동의 주체로서 과학자나 시민 참여가 아직은 낮은 수준에 머물고 있는 것으로 나타났다. 공공주도의 시민과학 프로젝트를 통해 시민 참여가 늘어나고 또한 과학자들도 시민과학의 가능성을 인지할 수 있도록 하는 것은 중요해 보인다. 과학자에 대한 평가제도를 개선하여 시민과학 참여를 증진하는 방안도 모색되어야 할 것이다. 공공 주도 시민과학 프로젝트 운영을 시민 참여 강화에 맞추어 세밀하게 기획할 필요가 있다. 시민단체 주도의 자연조사 활동이 시민과학으로서 실질적으로 과학 연구, 나아가 환경 정책에 기여할 수 있도록 오픈 데이터 정책이 마련되어야 할 것이다. 시민과학 프로젝트 경험을 공유, 확산할 수 있는 시민과학 네트워크 구축에도 노력할 필요가 있다.

영유아보육이 아동의 정신건강에 미치는 영향 : 국내 영유아보육 정책의 실태와 전망 (Influence of Early Childhood Care and Education on Children's Mental Health (I) - Status and Prospects of Child Care and Education Policies of Korea -)

  • Most preschool children in Korea attend kindergarten (KG) or a child care center (CCC). CCCs, which focus on caring for the child, belong to the ministry of health and welfare. On the other hand, KGs are responsible for education, and belong to the ministry of education, science and technology. In order to resolve the decline in population due to low birthrates, the government is expanding the free child care and education policies. CCCs and KGs are combined together to form the 'NURI curriculum' and supporting funds have been increased in both governmental departments. In addition, economic support is provided for homeschooling households. Because this is a nationwide policy and applies to every single household, thorough preparation regarding the effect and side effects must be made. This policy is currently being implemented, and as child and adolescent psychiatrists, great consideration should be given to the influence on the population. Therefore, the Korean Academy of Child and Adolescent Psychiatry intends to investigate the effects and problems of the nationwide policy by analyzing the current condition of Korea's free child care and education and foreign policies. In the current paper, we reviewed the developmental process of Korea's free child care and education policy, as well as suggested future directions.

建全家庭 育成을 위한 家族福祉 프로그램 開發에 관한 硏究 - 家族生活 敎育을 中心으로 - (A Study on the Development of Family Welfare Program for Strengthening Family Life - Special Reference to Family Life Education -)

  • The purpose of this study was to develop Family Welfare Program for strengthening Family Life, especially focused on the Family Life Education. In order to perform the above research purpose, this study was organized three sections. First, conceptualizing strong family second, measurement the degree of strong family third, is about the Family Life Education. I defined that the concept of strong family is functional family that is family members(husbands & wives)perform successfully internal family functions. I measured the strong family by means of family function performance scale which is composed by 54 questionnaires. Through the survey study with the family function performance scale. I recognized the necessity of Family Life Education for strengthening family function. Family Life Education(FLE)is an educational specialty which was originated in reaction to changing social conditions, industrialization, and urbanization. It deals with the perceive inadequacies of families to cope with these changes, thereby reducing social problems involved with, and improving family life. With and assumption that the studies about FLE have not been so active in Korea, the present thesis examines the FLE in Korea : i.e., the defintion, the objectives, the scope, the approximation of family life education, and the necessity of marital education in Korea based upon the published theories of FLE in the United States of America. Also, it attemps to formulate tentative plan for the promotion of a FLE program in Korea. The concept of FLE in Korea was mainfested itn the social educational law and lifespan institutional, governmental attention. It is defined as "the family life education to enhance the quality of human life, to solve family problems, to develop and individual's potentiality, and to strengthen the family interaction." Of the FLE program, the marital education is considered one of the crucial subjects because it is the core of the family life. With this premise, FLE tries to support the healthy marital relations, subsequently helping to explore the family potentiality and to strengthen family ties. Considering the seemingly dual characteristics of the contents of marital educations, and effective expressions of mutual affection. In addition, reciprocal understanding and cooperation of the married couples to overcome the differences of value, personality, hobby, and religion, the educational methods in child rearing kids, and the effective management of home economics should be included. The objects of the FLE program are unmarried, pre-married, and married persons. For the married persons, the FLE program should be arranged in accordance with their marital status classified by the family life cycle so that they amy prevent possible family problems t each stages of the family life. Also, to prevent the problems incurred in the course of carrying out family functions, the FLE program should be provided with on the basis of a family unit, there by improving the quality of the family functions.

Economic Evaluation and Budget Impact Analysis of the Surveillance Program for Hepatocellular Carcinoma in Thai Chronic Hepatitis B Patients

  • Background: The incidence rate and the treatment costs of hepatocellular carcinoma (HCC) are high, especially in Thailand. Previous studies indicated that early detection by a surveillance program could help by down-staging. This study aimed to compare the costs and health outcomes associated with the introduction of a HCC surveillance program with no program and to estimate the budget impact if the HCC surveillance program were implemented. Materials and Methods: A cost utility analysis using a decision tree and Markov models was used to compare costs and outcomes during the lifetime period based on a societal perspective between alternative HCC surveillance strategies with no program. Costs included direct medical, direct non-medical, and indirect costs. Health outcomes were measured as life years (LYs), and quality adjusted life years (QALYs). The results were presented in terms of the incremental cost-effectiveness ratio (ICER) in Thai THB per QALY gained. One-way and probabilistic sensitivity analyses were applied to investigate parameter uncertainties. Budget impact analysis (BIA) was performed based on the governmental perspective. Results: Semi-annual ultrasonography (US) and semi-annual ultrasonography plus alpha-fetoprotein (US plus AFP) as the first screening for HCC surveillance would be cost-effective options at the willingness to pay (WTP) threshold of 160,000 THB per QALY gained compared with no surveillance program (ICER=118,796 and ICER=123,451 THB/QALY), respectively. The semi-annual US plus AFP yielded more net monetary benefit, but caused a substantially higher budget (237 to 502 million THB) than semi-annual US (81 to 201 million THB) during the next ten fiscal years. Conclusions: Our results suggested that a semi-annual US program should be used as the first screening for HCC surveillance and included in the benefit package of Thai health insurance schemes for both chronic hepatitis B males and females aged between 40-50 years. In addition, policy makers considered the program could be feasible, but additional evidence is needed to support the whole prevention system before the implementation of a strategic plan.

체육공원내의 야외공연장 건립에 관한 법제(法制) (Legislation of Building Outdoor Performance Hall with in Sports Park)

  • 본 연구에서는 야외공연장과 관련된 공연법, 도시공원 및 녹지에 관한 법률 그리고 건축법에 대하여 살펴보았다. 그 결과, 공연과 관련된 산업은 그동안 국가의 큰 정책과 법의 테두리에서 보호받지 못하고 독자적으로 성장해 왔다. 공연법제적인 측면에서도 공연예술의 자유나 공연활동의 진흥보다는 법제를 세분화 시켜가며 문화예술에 대한 규제 일변도의 정책을 취했다. 1999년 1월 각본심의제 폐지를 포함한 총 17건의 규제가 전면 폐지되었고, 6건의 규제도 대폭 완화하였다. 또한 문화예술의 중요성이 인식되어 정부 차원에서 육성 및 지원하기 위하여 공연예술 스태프 인력양성, 공연장에 대한 국가보조 등 실질적인 공연예술정책 제도가 도입되었다. 공연예술에 있어 무대조명, 음향, 무대기계 등 전문인의 참여의 필요성이 각인되었다. 이로써 정부수립 이후 50여년만에 공연예술에 대한 많은 규제가 공공질서 유지를 위한 최소한의 사항만 제외하고 모두 폐지되었다. 2002년엔 '공연'의 정의에서 '영화'를 제외시킴으로써 일제시대부터 제도적으로 남아있던 공연신고 제도가 영원히 폐지되었다. 이후 공연법이 규제위주의 법에서 공공복리 증진에 기여해야 하는 시대적 상황을 반영한 지원 육성 정책의 법제로 전환되었다.

Quality of Life and Psychological Well-Being of Breast Cancer Survivors in Jordan

  • Introduction: Breast cancer is the most common cancer among Jordanians. Breast cancer patients suffer from several negative consequences after treatment and these include pain, fatigue, sexual problems, appearance and body image concerns, with psychological dysfunction. This could affect the patient quality of life and psychological well-being. To the best of our knowledge, there is no published quantitative data on the quality of life and psychological well-being of breast cancer patients in Jordan. The objective of this study was to obtain such data and assess predictors with calculated scores. Methods: In this cross-sectional study conducted among breast cancer patients in Jordan diagnosed in 2009 and 2010, assessment was performed using the European Organization for Research and Treatment of Cancer Quality of Life Questionnaire (EORTC QLQ-C30), the Breast Module (QLQ-BR23) and the Hospital Anxiety and Depression Scale (HADS). Clinical, demographic and psychosocial indicators that could predict patient quality of life scores were collected. Results: The number of patients interviewed was 236 (mean age=$50.7{\pm}10.7$ years). The mean Global Health score for the QLQ-C30 was $63.7{\pm}20.2$ SD. Among functional scales, "social functioning" scored the highest ($mean=78.1{\pm}28.6$ SD), whereas "emotional functioning" scored the lowest ($mean=59.0{\pm}SD\;33.5$). For the QLQ-BR23, the worst scores within the functional scales were for "body image" ($mean=52.1{\pm}36.8$ SD) and "future perspective" ($mean=52.9{\pm}38.5$ SD). The worst symptom was "upset by hair loss" ($mean=69.8{\pm}43.0$). The mean HADS scores was $18.{\pm}9.0$ SD. Out of study participants, 53% scored abnormal on the anxiety scale and 45% on the depression scale. Severe depression and severe anxiety were detected among 8% and 14% of study participants, respectively. Statistically significant predictors for individual scores were similar to those reported in published studies, such as the presence of recurrence since baseline, family history of cancer, low educational status, current social problems, extent of the disease, presence of financial difficulties, and employment status. Conclusions and Recommendations: Breast cancer survivors in Jordan have overall good quality of life scores when compared with patients from Western countries. However, their psychological wellbeing is more impaired. There is an urgent need for psychosocial support programs and psychological screening and consultation for breast cancer patients at hospitals of the Ministry of Health in Jordan.
