구조방정식 모형을 활용한 과학기술 연구회제도의 정책변동 관리방안 (Discussion for Policy Change of the Research Council System in Science and Technology adopting Structural Equation Model)

  • 본 연구는 연구회제도의 정책변동 관리방안에 관한 논의를 통하여 구체적인 제도의 발전방향을 도출하고자 하였다. 출연(연)의 수월성 확보라는 연구회제도의 정책목표를 달성하기 위하여 정책수단인 연구회 기능들의 변화를 분석하였으며, 그 기능 및 역할에 대한 출연(연) 구성원들의 인식조사 결과를 같이 분석하였다. 이를 통해 연구회제도의 구조 변화방안, 정책목표를 이루기 위한 정책수단의 조정방안 및 하위 정책수단으로서의 연구회 기능 재설계 방안을 도출하였다. 본 연구의 연구방법은 출연(연) 구성원들을 대상으로 한 설문조사를 기반으로 하여 구조방정식 모형(SEM, Structural Equation Model)을 설정하고 분석을 수행하였다. 더불어, 정책수단의 변화과정을 함께 분석함으로써 정량적인 연구방법의 한계를 보완하고자 하였다. 이러한 연구회제도의 정책변동 관리방안은 출연(연)이 자율성을 기반으로 한 역할강화와 독립성을 확보하는데 필요한 정책방안의 모색과 연구회제도 운영의 발전방향 설정에 대해서 기여를 할 수 있을 것으로 기대하고 있다.

  • The Swedish Fire Research Board was established in 1979 to initiate and fund relevant fire research efforts. The Board is responsible for a long term research programme revised every third year, and the Board is one of two major Swedish sponsors of all fire research. Beside the Board we also have the Swedish National Rescue Services, funded by the government. BRANDFORSK gives very high priority for the industry and the insurance company and the need they express for fire research. Research that the Rescue Services Board are funding is mainly focusing the need for the fire department. The Swedish Fire Research Board, BRANDFORSK, is the joint agency of the Swedish government, the insurance industry and the business sector, for the initiation, funding and supervision of different kinds of fire research. Work is directed by a Programme Board and is performed in the form of projects at universities, research institutes, state authorities and private firms. The Secretariat of BRANDFORSK shares the premises of the Swedish Fire Protection Association, SFPA, and the SFPA is the principal and the party which enters into agreement with the State. The programme for the period 1997-1999 has been drawn up on the basis of both damage development and the trends in society which can be noted, and the evident fire problems of the interested parties and their need for fire research. The inputs in the programme have been broken down seven problem areas. In every problem area different project areas are set out, and these primarily specify the aim of the work. The role and behaviour of people and organizations Fire In buildings Fire in underground facilities Rescue operations fire in industries Fire and the environment. 중국의 해양생명공학 연구개발 최근 동향 (Recent Trend of Research Activity on Marine Biotechnology in China)

  • Research activities on the fields of marine biotechnology becomes active not only in developing countries but also in Asian countries. Among those countries China recently initiate the national marine biotechnology R&D program. Since 1996, marine biotechnology has been approved to be a subject of the National High Technology Research and Development Program of China as 863 program. In the first five years from 1996 to 2000 and successively in the second five years from 2001 to 2005, Marine Biotechnology R&D 863 program has been funded by Chinese government with 97.5 million RMB and then more than 200 million RMB, respectively. Under this program there are mainly six R&D subjects of marine biotechnology; 1. Breeding engineering, 2. Control of the disease, 3. Production system and culture facilities, 4. Marine drug and bioproducts, 5. Functional genes and genomics, 6. Breeding of the saltresistant plants. In this paper the research activities and results of 863 program were introduced, and from chinese cases we could leam how we plan and perform the marine biotechnology program of Korea in future.

과학기술계 정부출연연구기관의 과학문화 프로그램 실태조사 - 대덕연구개발특구 소재 기관을 중심으로 - (A Case Study of Scientific Culture Programs of Government-Funded Research Institutions in Science and Technology; Focusing on Institutions Located in Daedeok Innopolis)

  • 대덕특구 소재 13개 과학기술계 정부출연연구기관(과기출연(연))의 최근 3년간(2017~19년)의 과학문화 활동프로그램을 활동방법과 운영주체에 따라 구분하여 조사하였다. 과기출연(연)이 운영한 총 프로그램 수는 150개이며 기관 당 연평균 11.5개의 과학문화프로그램을 운영하였다. 과학문화 활동방법으로는 과학축제와 견학이 전체 프로그램 수의 72%이고 운영주체는 '자체(PPOI)' 프로그램이 68개(45.3%), '협력(PCPI)'프로그램이 82개(54.7%)로 조사되었다. 또한 참가 대상의 87.2%가 초·중·고 및 대학생이며 성인대상의 프로그램은 없었다. 우리는 본 연구의 결과로 대중의 연구이해(PUR)를 위해 첨단과학기술을 포함한 현재 진행 중인 연구내용중심으로 각 과기출연(연) 주관·주최의 열린 과학축제와 일반 성인을 대상으로 과학콘서트 등의 과학문화 활동 프로그램을 제안한다.

  • This paper presents the development and performance of a power conditioning system (PCS) for application to a 100kw Molten Carbonate Fuel Cell. (MCFC) generation system. The MCFC generation system is a part of a four year government funded research project that began in 2001. This paper presents the results of operation connected to an actual fuel cell stack at a field demonstration site. and this paper shows various tests and performance verification of the 100kW PCS using a simulated DC source.

  • This paper presents the development and testing of a power conditioning system(PCS) for application to a 100kW Molten Carbonate Fuel Cell(MCFC) generation system. The MCFC generation system is a part of a four year government funded research project that began in 2001. This paper presents the results of various tests and performance verification of the 100kW PCS using a DC power system that simulates the DC output of the MCFC fuel cell. Performance of the DC/DC, DC/AC converters were verified, and basic control functions such as grid connection, protection and characteristics of each components were tested. The tests were performed under light load and rated load conditions to verify the operation efficiency, power quality effects, and stability of the PCS.

  • In this paper, we propose a vision based passenger monitoring system for passenger's safety in railway station. Since 2005, Korea Railroad Research Institute (KRRI) has developed a vision based monitoring system, funded by Korean government, for passenger's safety in railway station. The proposed system uses various types of sensors, such as, stereo camera, thermal-camera and infrared sensor, in order to detects danger situations in platform area. Especially, detection process of the system exploits the stereo vision algorithm to improve detection accuracy. The paper describes the overall system configuration and proposed detection algorithm, and then verifies the system performance with extensive experimental results in a real station environment.

  • By thermal evaporation method, well-aligned ZnO nanowires were synthesized on sapphire substrate at $1000^{\circ}C$ with different oxygen flow rate by using pure ZnO powder (99.999 %). The as-synthesized ZnO nanowires were characterized by field emission scanning electron microscopy (FESEM) and transmission electron microscopy (TEM). The well-aligned nanowires are single crystalline in nature and perpendicularly grown along the c-axis. Also the growth rate of nanowires, such as diameter and length, had a tendency to increase as oxygen flow rate increased. Based on the PL measurement of ZnO nanowires, we found that the near band edge of emission redshifted with the increasing intensity of the defect-related green emission in proportion to the increase of oxygen flow rate. Incorporating Ex-Ante Risk in Evaluating Public R&D Programs: A Counterfactual Analysis of the Korean Case

  • R&D is inherently an uncertain endeavor, yet now more than ever those performing R&D with public funding are called upon to clarify the utility of their research. Calls for public accountability are mounting with the increase in constraints on government budgets due to the recent worldwide economic recession, in response to which both policymakers and researchers pay much more attention to rigorously assessing publicly funded R&D. A key issue complicating R&D evaluation in these circumstances is how to adequately account for the nature and degree of risk involved in a given R&D program or project. This study deliberates on certain issues involving the measurement of ex-ante risk in public R&D evaluation: (i) information asymmetry between R&D sponsors and performers, (ii) ambiguity in the measurement of returns in both prospective and retrospective evaluation, and (iii) the dilemma between measurement error and omitted variable bias for empirical estimation of R&D performance. The study then presents an analysis of hypothetical evaluation results that apply risk-relevant weights to the annual evaluation outcomes of South Korea's national R&D programs funded during 2006~2012. In this counterfactual re-evaluation of public R&D program performance, high-risk R&D programs turn out to receive higher evaluation than non-high-risk programs. The current study suggests that R&D evaluation ignoring ex-ante risk is not only conceptually invalid since R&D activities are intrinsically uncertain endeavors, but unfair as R&D performers are asked to be accountable for the results that were in fact out of their reach.

과학기술 출연(연) 연구자의 경력개발 현황과 개선방안 (Status and Improvement Plan of Career Development of Researchers at Government Research Institutes of Science and Technology)

  • 이 연구의 목적은 지식의 융합 및 교류와 연구자의 성장이 더 중요해지는 최근 연구개발 활동의 특징을 반영해, 연구자 경력개발(전문성 심화) 및 경력 유동성(핵심연구주제 변화) 지원체계 구축으로 우수 연구자의 성장을 촉진하는 데 있다. 정부출연 연구기관 연구자 548명을 대상으로 설문조사한 결과를 활용해, 경력개발 및 경력 유동성이 연구성과에 미치는 효과를 계량적으로 검증한 후, 연구자 성장에 적합한 경력개발을 촉진하는 연구환경 요소에 대한 분석을 시도하였다. 분석결과 안정적인 경력개발이 이루어진 후 경력 유동성이 강화되는 게 더 바람직하나 출연연구기관의 인적자원 및 경력개발 지원체계가 미흡한 것으로 나타나, 연구자 경력개발과 유동성을 지원하는 정책방안을 4단계로 제언하였다.
