This study aims to investigate the awareness and experiences of domestic researchers regarding data publishing, which has been recognized as a new channel of data sharing as scholarly communication evolves in the open science environment. A survey is conducted among researchers from five government-funded research institutes in the field of science and technology and members of the GeoAI Data Society to confirm the awareness of data publishing. As a result of the study, domestic researchers recognized providing explanations for data, stable access to data, citation, and quality assurance through peer review as the advantages of data journals. On the contrary, a low level of recognition for data paper as one of the research outputs was presented. With regard to the properties of data publication, the respondents answered that the data description, metadata description, and permanent identifiers are highly related, however, their recognition of the relation between the properties of data publication and the data submission to a repository and data peer review was relatively low. Finally, to expand the data publication, the need for the development of an editorial system that supports data paper peer review and cross-linking to a data repository as well as the development of a repository that supports data citation was identified. This study on the domestic researchers' experience and awareness of data publishing can provide insights for the implementation of data publishing services and infrastructure in the future.

Recently, with the diffusion of a new paradigm named as the creative economy, the government's interests and efforts regarding support of SMEs' R&D have been concentrated. In particular, due to the dominant perception that the fundamental science and original technology from government-funded research institutes can further enhance the capabilities of SMEs' R&D, the importance of performance's diffusion on national R&D is further emphasized. In fact, the domestic SMEs don't have enough budget and workforce, so that all of self-contained technologies, product's competitiveness as well as the R&D capabilities, are very vulnerable, and thereby SMEs' commercialization is very likely to fail. For this end, SMEs need to adopt the concept of open innovation as the use of external R&D resources by licensing. In this study, we conducted a survey on a total of 286 domestic IT SMEs, and analyzed empirically to compare the degree of their acceptance on technological innovation between two groups divided by open/not-open innovation. As a result, we drew some of the key factors influencing the acceptance of the SMEs' open technological innovation, and found a variety of implications through them.
This study aims to investigate the research equipment establishing relationship by looking at research equipment information transfer that follows the network's structural and positional characteristics and the research institute's responsibilities to increase the possibility of research equipment usage by using the SNA(Social Network Analysis) method. Consequently, with the given structural characteristics of research institute, it can be concluded that because of its low density, it appears to be difficult to transfer research equipment information within the network. Government-funded research institutes that can effectively deliver research equipment information within the network system through comparison positional characteristics are ETRI, KITECH, KRICT, Sungkyungwan University, and Kyungbook National University. In addition, a virtualization node not only invigorates the network system but also acts as an intermediary factor to effectively deliver research equipment information. As results, there can be three conceivable alternatives to increase the possibility of research equipment usage. Those includes: 1. policy to encourage relationship building among research institutes 2. utilizing suitable institutes for effective delivery of research equipment information and lastly, 3. establishing a virtual intermediary institute for information sharing and utilization of isolated institutes' research equipments.
This study analyzed the effects of TLO's organization size, expertise, and economic compensation on technology transfer performance using the panel data of Government-Funded Research Institutes in 2013-2016. First, the size of TLO personnel and budget have a positive effect on the technology transfer performance. However, in the case of TLO manpower, the statistical significance of the effect on the number of technology transfers was only 90%, and it did not affect royalty. Second, TLO expertise has a strong impact on technology transfer performance. It shows that the number of professional license holders, such as patent attorney or a technology valuer, has a statistically significant effect on the increase of the technology transfer number and the royalty under the 99% confidence level. However, unlike expected, the size of the Ph.D. did not seem to have any effect on technology transfer performance. Finally, the economic compensation for TLO does not affect both the number of technology transfers and the royalty. It does not seem to work as an appropriate incentive system, because the absolute size of the compensation is too small. The results of the above analysis suggest that it is important to secure expertise in order for the TLO organization to play a substantial role, and it is necessary to improve the economic compensation system to attract TLOs to technology transfer.

The purpose of this study is to examine users' perceived importance for service attributes and performance in research libraries, and further to suggest the improvement strategies for research libraries. The survey was conducted for the library users of 14 government-funded research institutes. The questionnaire for this research was developed from the standard LibQUAL+. Statistical analyses were conducted to identify the relationship between service quality and users' satisfaction, and the gap between perceived importance and performance by user groups. According to the result of statistical analyses, the priority of service improvement strategies of research libraries were suggested.
A variety of approaches are being applied to improve the existing ex-ante evaluation by expert panels in publicly funded R&D. While the objective evaluation criteria are constantly being improved to screen and select the superior projects, alternative approaches such as random prioritization and logical modeling are also underway to overcome the conservative bias of reviewers and to secure disruptive innovation. This study intends to find critical implications for ex-ante evaluation of public R&D system from the comparison of Indonesia and Korea. For the comparative analysis, literature review and expert in-depth interviews are conducted on the national R&D system and the selection evaluation process. In Korea, the selection criteria of projects are legally promulgated for establishing an objective evaluation system, and at the program level, the major considerations in the planning process are specified by Presidential Decree. On the other hand, while Indonesia conducts R&D in 47 strategic fields largely by public research institutes (PRI) based on the non-competitive government contributions. This study draws out implications of institutionalizing the planning process at the level of program, and of increasing the ratio of contract-based competitive funding at the level of project in the national R&D portfolio.
Recently, R&D policy has importantly emphasized the creation of economic values added through the research performance developed by public research institutes. However, the research performance hasn't been still used and diffused effectively in Korea (Republic of Korea). This empirical study analyzes the effects of performance management & application capabilities and activities on technology transfer from public research institutes in Korea. Our dataset consists of total 84 Korean universities and government-funded research institutes in 2011. Performance management & application capabilities include dedicated organization, researcher-to-professional ratio, technology transfer and commercialization budget, and performance management & application activities include regular conduct of 3P analysis, pre-adjustment, post-management. The results show that performance management & application capabilities (except researcher-to-professional ratio) and activities are positively related to technology transfer. The results of this study contribute to the establishment of R&D policy to promote management & application of the research performance.

The consultation with building energy experts working at domestic government-funded research institutes and enterprises on performance set, element technology, and policy for the realization of low-energy and the survey with construction workers on the relevance of climate change in building construction, government support policy, and methodologies for the construction of low-energy house were carried in the study. In addition the public element preference survey on the low-energy house and awareness research on the low-carbonization of building were carried and presented for the development of affordable low-energy house. There was a big difference in the recognition of building energy performance setting and setting for the construction cost to realize it between experts and ordinary citizens in the study. To fill this gap education and promotion of zero energy house and securing economic feasibility through the commercialization of element technology will be needed. The satisfaction in government's zero energy house policy was normally low. To improve this low satisfaction administrative and technical support are considered to be expanded. Common high cost of construction was the top priority to resolve the problem, and enhancing renewable energy grants, tax relief, and substantial cost support could be as detailed solutions.

This study is to confirm whether SMEs can manage production facilities well and receive help in establishing new product development strategies if they actively engage in external networks. And under this influence, it is to check whether sales growth and financial performance improve. After reviewing the literature and theory, an empirical analysis using the questionnaire method was conducted to verify the research model. To verify statistical significance, programs 'SPSS 20.0' and 'Smart PLS 2.0' were used. The results of the study are summarized as follows. First, the higher the level of technical cooperation external networking of SMEs, the higher the level of management of their production facilities and new product development strategy was confirmed. Second, it was confirmed that the higher the level of production facility management and new product development strategy of SMEs, the higher their financial performance. Third, among the external networking levels of SMEs, the factor that has the greatest influence on management level of production facilities was identified as degree of participation in human network activities to secure technology. And the factor that had the greatest influence on level of new product development strategy was identified as participation in joint research and commissioned research.

The Swedish Fire Research Board was established in 1979 to initiate and fund relevant fire research efforts. The Board is responsible for a long term research programme revised every third year, and the Board is one of two major Swedish sponsors of all fire research. Beside the Board we also have the Swedish National Rescue Services, funded by the government. BRANDFORSK gives very high priority for the industry and the insurance company and the need they express for fire research. Research that the Rescue Services Board are funding is mainly focusing the need for the fire department. The Swedish Fire Research Board, BRANDFORSK, is the joint agency of the Swedish government, the insurance industry and the business sector, for the initiation, funding and supervision of different kinds of fire research. Work is directed by a Programme Board and is performed in the form of projects at universities, research institutes, state authorities and private firms. The Secretariat of BRANDFORSK shares the premises of the Swedish Fire Protection Association, SFPA, and the SFPA is the principal and the party which enters into agreement with the State. The programme for the period 1997-1999 has been drawn up on the basis of both damage development and the trends in society which can be noted, and the evident fire problems of the interested parties and their need for fire research. The inputs in the programme have been broken down seven problem areas. In every problem area different project areas are set out, and these primarily specify the aim of the work.
