A spreadsheet is a office automation software which has been widely used in almost all areas in business. A spreadsheet is used for calculation, data analysis, model building and so on. As a result, spreadsheet is a very important tool for generating knowlege in a firm. Errors in a spreadsheet model can cause a serious financial damage in a corporation. However in Korea few researches for reducing errors have been performed. Neither serious efforts to reduce errors have been executed by corporations. In this research we provided summarized the results from a survey for spreadsheet usage, summarized researches on errors in spreadsheet up to now, and suggested a rules and structured development method for reducing errors in a spreadsheet. Errors in spreadsheets are prevalent. To solve this serious problem, we need much more attention on this problem in research area. Corporations must put more efforts on setting policies and rules. And also we need the government's concern and support.

Building Information Modeling (BIM) is a nascent technology in Korea, and currently lacks formal guidelines to assist Architectural and Engineering (AE) firms in estimating BIM service fees, while also allowing government agencies to allocate budgets for the rendered BIM services. This research provides a method to estimate costs for BIM services based on the cost-plus pricing framework. The approach requires a generalized estimate of the man hour per floor area data to calculate the direct labor costs. Man-hour data were collected from forty five projects that have implemented BIM. Interpolation of the man-hours was performed to develop a general reference table for 'Type 2' (i.e., public schools and office buildings, etc.) projects. By providing an objective approach for estimating the costs of BIM services, it allows clients and AE firms to agree upon a fair cost for BIM related services, and thus expedite its adoption in Korea.

This research studied the location and the spatial composition of Pihyang-jeong zone. Pihyang-jeong is regarded as one of the five great pavilions in Chollabuk-do. Located in Taein-myeon of Jeongeup-si, Pihyang-jeong is also called as 'the number one pavilion in Honam area'. 1. There is no record regarding the first construction of Pihyang-jeong. There is only transmitting by word of mouth that the scholar Choi Chi-won had an excursion to here and composed some poetry during the age of King Heon-gang of Shilla dynasty. However, there are records that Lee Ji-gweng had expanded the humble structure in 1618, Park Sung-go repaired it in 1664 and Yoo Geun repaired it again in 1715. 2. The location of Pihyang-jeong is 'high in north and low in south' and typical 'mountain in rear and water in front'. It has Seong-hwang Mountain(189m) in the north, Hang-ga Mountain(106m) in the south, Tae Mountain(33m) in the south and an open field in the northwest. 3. The spatial composition around Pihyang-jeong is as following. Pihyang-jeong faces 'Hayeonji'(the lower side lotus pond) in the south-south-west direction. 4. The buildings around Pihyang-jeong are; Pihyang-jeong, which was the pavilion of the government official not directly in charge of government office, Hambyeok-lu in the Hayeonji and the facility for the caretaker. Pihyang-jeong is a rectangular building with double eaves and hipped-and-gabled roof. It has five rooms in the front and four rooms in the side. Hambyeok-lu had been first built in 1918 as two-storey wooden pavilion with dancheong, traditional multicolored paintwork on wooden buildings. Then it was modified into rectangular single-storey pavilion with hipped-and-gabled roof and five rooms in 1971. In 2010, it was rebuilt as a hexagonal pavilion; therefore, the present shape is completely different one from the original shape. 5. The scenic features around Pihyang-jeong are as following. There are 21 stone monuments in Pihyang-jeong zone. The fence surrounding Pihyang-jeong is a traditional Korean style crude stone fence. There are three gates in three-gates-style, each gate made with two posts and one 'matbae'(gabled) roof. Also, a stepping stone for mounting/dismounting was found in the east of Pihyang-jeong outer perimeter. 6. The water scenic feature around Pihyang-jeong is a representative case of drawing in the water from the natural pond nearby government office and building a pavilion around the water. 7. The planting around Pihyang-jeong is as following. There are Zelkova trees in the boundary perimeter. In the southern small park, there are Zelkova trees, Crape-myrtie trees, Bushy young pine trees, Pine trees, Satuki, Purple azalea and Grass field. Around Hambyeok-lu in the Ha-yeonji, Elm trees, Zelkova trees and Pine trees are growing in good condition.
The application of the BIM for the KEPCO' new headquarters in Naju involved alternative approaches and accompanied many trials-and-errors as the project adopted new targets and purposes that were not used in Korea before. In particular, for a large BIM-based project, clearly defining the BIM-including the objective, scope and the outcome-is critical for a project owner. For a successful implementation, project owners should improve the utilization of the BIM. Against this background, this research examines the case of the BIM application for the KEPCO' new headquarters in Naju, identifies its effects and problems, and proposes how to improve application of the BIM for public projects. The improvement in the BIM application can be divided into several stages: project order, design development, construction, and post-construction maintenance. In the initial stage, it is important to fully discuss the project planning among participants, and clarify the goal, scope, expected outcomes and role of the BIM. In the design stage, the level of detail (LOD) for the 3D model should be defined in consideration of information use in the stages of estimation and construction. In the construction stage, the scope of project that is managed based on the processing and use of the BIM data should be clearly given and understood. After construction is complete, measures should be sought to use the BIM for maintenance, and corresponding requirements and outcomes should be provided. The analysis is expected to provide basic data for successful implementation of BIM-based public projects, by assisting project owners and involved parties in enhancing work in different stages of a project.
Jukseoru as an official pavilion of the government, one of the eight sceneries in Gwndong Area, is located on the cliff over Osipcheon River. This paper interprets form and space of the pavilion with restored old life by analyzing pictures of official party in 18th century in Chosun Dynasty. Every part of the space is occupied by persons by the class and duty: the pricipal guest, nobles, subordinates, gisaengs, court musicians, and guards from the high to the low and from the inside to the outside. Applying the analysis to the Jukseoru pavilion, the noblest lord takes sit on the platform in front of folded screen at main bay under checked ceiling, enclosed by low timber beam. The next northern end bay is a place for subordinates' and servants' waiting for preparation for rice wine. Southern end entrance bay is not a result of later addition but deliberately and originally made for lower place outside the railing of wooden floor: for a waiting woman gisaeng, and subordinates. Outside under the eaves on the platform with bedrock, artificial stone and soil is a place for court musicians, subordinates, and guards. The yard in front of the building is a place for preparing meals by cookers. Every detailed ornamental form is different each other by the place for the occupied class. Existing theory tells that the building, 7 bays gable-and-hipped roof, is a result of structural extention of 2 bays at the 5 bays gabled-roof. However, through the interpretation of old pictures and application to the pavilion, the present Juseoru is not a result of later structural addition, but deliberately designed creation suited to life in hierarchical traditional society.
Gyeongsangbuk-do moved its provincial office in October, 2015 and has been building a new town with a goal to construct a truly self-sufficient city with the population of 100,000 people before 2027. However, a new town tends to be dualized in terms of its administrative districts, so it is raising a lot of problems regarding from city construction up to operation. In order to solve those problems, this author has selected Si Gun Gu integration that was chosen as a major task to do in 2012 among the basic plans to revise the local administration system announced by the promotional committee to reorganize administrative districts as the range of this research and analyzed how it is going on in Andong-si and Yecheon-gun where a provincial office new town is being constructed. The main contents of this study regard the theoretical model to reform the local administration system, basic plans to revise the local administration system, and necessity and directions for reorganizing administrative districts in Andong-si and Yecheon-gun. Based on that, this author suggests integration of administrative districts as a way for a provincial office new town to establish its identity and grow as a sustainable, new growth focus city in Gyeongsangbuk-do.

The relevant ministries, including the Ministry of Environment in Korea, provided Post-2020 Long-term Mitigation Target and Implementation Plan. The plan consisted of four Business As Usual (BAU) reduction levels by 14.7%, 19.2%, 25.7%, and 31.3% until 2030. The Korean government finalized the mitigation target of 37%. But all the initial alternatives were below the goal, 30% from BAU, that has been promised to the international community as well as set out in the Framework Act on Low Carbon Green Growth. In order to achieve a specific goal, performance management should pursue "Justify doing the right things." Otherwise, performance management would not work properly. According to Kingdon's Policy Stream Framework, abnormal alternatives are difficult to be presented as scenarios because alternative building should focus on the role of the need to adhere to the basic principles and professionals. Such a result is possible only when the policy actors does not balance themselves. Performance management statistics has been analyzed by 6 years CCPI data since 2011, taking into account the impact after enactment. This study also has been complemented by a variety of sources, including the media, documents, and artifacts during the period. As a result, raising awareness about climate change was analyzed as one of the solutions because the climate change issue affects the normal performance management throughout the life of the people to stay linked to the environment.

released by IEA, 2010, indicated that Korea's GDP, of 8 countries surveyed-Korea, Frans, Germany, Italy, Japan, the UK, the USA, and Australia-was the lowest, but the electric consumption per head was third, following America and Australia. Thus, our government has been striving to reduce energy usage and especially to lessen the energy used in buildings, proposing a variety of road maps such as 'building energy efficiency rating' and 'energy saving design standards of buildings'. Accordingly, this study investigated the effect of the items of machine part among EPI items on the energy saving rate. I measured energy usage by ECO2 program, for simulation program, that is used for the building energy efficiency rating. Result showed that items concerning control of pumps and fans had much more saving rate than the ones concerning efficiency of heater and cooler that had bigger scores assigned among EPI items. Therefore, I think that grades assigned to items in energy performance index need to be corrected.
This paper aims to suggest ways of institutionally improving standards that must be applied when installing Water Reclamation/Reuse (WRR) system based on efficiency analysis. Currently, the standard for WRR system establishment requires that the system should treat more than 10% of used water in the building of over $60,000m^2$ in total area of all floors, but our research has found that it would be more effective to change the standard to $150-m^3-per-day$ reclaimed water or the total area of all floors of $30,000m^2$ ($50,000m^2$ in the case of an office building). In other words, what this paper suggests is not a one-size-fits-all standard based on the total area of all floors, but a reasonable and flexible standard that takes into account efficiency and a unit water usage according to a building's purpose. Furthermore, this paper recommends a new WRR standard that can be applied to large-scale land development for housinglots, like the New Town. The recommendation is based on the economic analysis that the WRR system will ensure efficiency only if the amount of reclaimed water is over 4,000 tons per day, which corresponds to 4 millions square meters of housinglots. Regarding the size of the established facility, this paper suggests changing the standard, which is now set at over 10% of water usage, to what is relative to the total amount of use of reclaimed water in order to ensure efficiency and promote use of reclaimed water. In addition, this paper proposes that governmental support should be offered not only to facility owners, who are recipients at present, but also to facility builders. By doing so, those who donate a facility to the government, central or local, after building it, can be provided with substantial aid. Therefore, the application of the institutional improvement suggested in this paper is expected to create environment-friendly living conditions and boost the quality of life by encouraging people to secure water resources efficiently in buildings, and in a wider range, in cities.

The purpose of this research is to build a mid- and long-term strategic plan for strengthening the status of Gangwon Metropolitan Office of Education as public libraries with the main functions of education, knowledge and culture in the community and helping facilitate the local growth. The current status and needs of Gangwon Metropolitan Office of Education was analyzed with a review of literature and websites, various library statistics, and user surveys and professional focus group interviews conducted during November and December 2019. Based on this analysis, a mission, vision, objectives, strategies, and main tasks of Gangwon Metropolitan Office of Education were established, and 4 strategic goals and 16 major projects were drawn to strengthen the strategic basis of 22 libraries, build specialized collections with a focus on education, recreate user-friendly spaces, and promote services, distinguished from public libraries under the supervision of Gangwon local government. It was necessary for Gangwon Metropolitan Office of Education to enhance and strengthen all of Hardware, Software and Human-ware, equipped with well-organized library building and facilities, collection and services, and professional librarians. In this research, the direction of a mid- and long-term strategic plan was presented for its dynamic operation and sustainable development in the future.
