In this study, the problem of child care gaps has arisen due to the expansion of women's entry into the workforce and the increase in working couples, and the care cliff phenomenon after children enter elementary school has been identified as one of the causes of women's career disconnection and low birth rates, and child care services have been initiated to solve care problems and balance work and family. The importance of childcare services to the safety and well-being of children has been highlighted by the restrictions on school attendance and the absence of caregivers during the COVID-19 pandemic. The government has been making policy efforts to reduce the gap in child care, but problems with the effectiveness and efficiency of the child care system have arisen due to unstable target selection and delivery systems by ministries and projects in the implementation of child care services. Therefore, this study examines the child care services implemented by each ministry to reduce the blind spots of after-school care services in the community and prepare efficient operation plans for various delivery systems, and seeks directions for the development of child care services.
With continuous advancements in industry, science, and technology, there is a steady increase in the number and utilization of new chemicals. The growing societal emphasis on chemical safety management is paralleled by an increasing public demand for robust safety measures. While various ministries at the government level oversee the safety management of chemical substances, the occurrence of accidents related to chemical substances remains frequent each year due to problems such as aging facilities and careless handling. Upon analyzing domestic chemical accident cases, incidents occurred predominantly in the sequence of leakage, explosion, fire, and others. The main causes of these accidents were examined, revealing facility defects and non-compliance with safety management as the primary contributing factors. In this study, Hazard and Operability Analysis (HAZOP) was employed to identify hazardous risk factors associated with the handling of hydrofluoric acid in workplaces, and a risk assessment was performed using Bow-Tie method. Based on the results of this study, it is expected to enhance safety management plans aimed at preventing chemical accidents in workplaces dealing with similar facilities. Ultimately, these insights contribute to the development of an advanced chemical safety management system, capable of proactively preventing potential chemical accidents.
T-50 exportation to Indonesia embodied an objective of governmental policy and became a catalyst accelerating the exportation of domestic defense industries. Defense industry exportation is recognized as a new growth engine creating economic interests and it became an important policy of the government. This study will suggest an effective direction for the support policy of the defense industry exportation through analysis on factors behind the success of the T-50 exportation to indonesia in the view of policy network. Policy network theory has its efficacy and workability in analyzing what kind of results are yielded from each policy actor's attributes and their interaction during the execution and establishment of the support policy for the defense exportation. The type of policy network of the T-50 exportation to Indonesia was a policy community. Many governmental ministries, defense industry which is the group of interest, and experts from the research institutes have established the Korea Defense Trade Support Center(KODITS) for accomplishing common policy goal with mutually shared sentiment, and sought for a strategy for the success of the defense industry exportation having official and unofficial meeting centering around the KODITS. Although there were oppositions and conflicts among major actors, though forming a cooperative relationship among majority of the actors, policy-wise decision making for the exportation of the T-50 to Indonesia was efficiently carried out. The cooperative relationship was the key in the success of the T-50 exportation. Considering that the policy community from cooperative mutual interaction is efficient in reaching the goal of the defense industry exportation support policy, this study suggests operating government-wise temporary Task Force(TF) to succeed in big exportation projects such as the T-X exportation to the U.S. In addition, institutional and procedural supplementation such as regular meetings among the head of related governmental ministries and etc. are required in order to enhance the mutually cooperative relationship withing the TF.

Recently, the government provided about 35 trillion won to start-ups through a large amount of start-up support funds from the Korea Credit Guarantee Fund and the Korea Development Bank, and more than 100 trillion won to start-ups over the past three years.(2015-2018) The Ministry of SMEs and Startups announced that a total of 1.4517 trillion won will be supported by 16 ministries (90 projects) after surveying start-up support projects by ministries in 2020 to create a start-up country. Indeed, among the budgets supported by the Ministry of SMEs and Startups, startups accounted for 85%, while scale-ups (growth and maturity) were only 15%. However, the survival rate of Korean start-ups was far lower than that of developed countries. The survival rate for the three years after the start-up was 39.1 percent, with only about 4 out of 10 surviving, with 27.5 percent surviving for five years, and only 3 out of 10 surviving. On the other hand, overseas start-ups have a survival rate of twice as high as that of Korea for five years. Accordingly, this study aims to empirically analyze and examine the need for research on nascent entrepreneurs, which have recently been actively supported by the government, as well as the impact of start-up motivation and start-up preparation on the intention to continue business. The survey was conducted from April 1 to May 15, 2020 for nascent entrepreneurs nationwide, and 222 of the total 245 copies were analyzed, and the questionnaire was measured using the Likert 5-point scale. As a result of the analysis, first, all factors constituting start-up motivation were adopted by significantly affecting start-up satisfaction. In addition, among the sub-factors of nascent entrepreneurs' preparation, item preparation was adopted as a significant influence on start-up satisfaction. Second, the nascent entrepreneurs' satisfaction level was adopted by having a significant impact on the business continuity. Third, some of the motivations for self-realization of the motivation for start-ups were adopted by having a significant impact on the business continuity. In addition, the preparation of items for the start-up preparation of nascent entrepreneurs was partially adopted as they had a significant impact on the business continuity. Fourth, it was adopted by the mediation effect of start-up satisfaction between the motivation of the nascent entrepreneurs' preparation and the business continuity. Based on the results of these studies, it is intended to draw practical implications, and to provide useful policy implications to increase nascent entrepreneurs' satisfaction and continue to carry out their start-ups.
As science and technology which the society requires become highly advanced and complicated, the need of so-called Convergence Technology(CovT) is getting more significant. The major developed countries are presenting their own vision and strategies of CovT to take the lead of future society and global economies. In Korea, each ministries and government offices are suggesting their own directions of promoting CovT and supporting the related programs. This paper investigates the overall status of national and international R&D activities related to CovT in order to invigorate the related national R&D programs and maximize their effectiveness. It also purports to realize the growth potential and a ripple effect of CovT, such as new business creation and fulfillment of public needs, so that secure new CovT in an early stage. Based on the analysis of the overall status of national R&D programs, we redefine and re-categorize the CovT, which is especially oriented to the development of government support policy, and present the customized strategies to each categories.
This research intends to explore services, programs or policies for supporting married immigrant women to qualify themselves for being employed from the professional point of view on the assumption that their desire to get a job is high. To achieve this purpose, a delphi survey was conducted with a panel of 13 experts related to multi cultural family support in three sessions from December 20, 2013 to June 5, 2014. To analyze the collected data, descriptive statistics, including frequency, percentage, the mean, and standard deviation, were implemented, and Kendall's W for the internal reliability test on the survey instrument was carried out for statistical processing. The results are as follows : from the first session, services, programs, and policies in the level of married immigrant women themselves, children, parents in law and/or husband, organizations, and government were suggested. The highest item in average is systematization of levelwise Korean teaching program. The next higher items in average are daycare service during job training, parents in law and/or husband's consideration, parenting support services, program development of the organizations, linkage and integration system among the government ministries. As a result of the Kendall's W performed for the internal reliability test of the Delphi research, it has been concluded that the professionals' view on the supportive measures' important contents was statistically identical. According to the results of the Delphi research, systematization of levelwise Korean teaching program most required for the furtherance of the married immigrant women's entering the workforce, followed by provision of the services to draw family support, a grounding teaching of Korean corporate culture, and reconsideration of the policies.
The national R&D performance evaluation system in Korea has been influenced by 'New Public Management' since the 1980s. The 1997 IMF crisis in Korea has necessitated the overhaul of S&T policy strategies in Korea. Reflecting this, effective distribution and utilization of S&T investment and resources has emerged as a crucial policy agenda, while expansionary investment in S&T maintained. During the period of 1999-2005, the R&D evaluation has been more focused on the input side and execution processes than on the results of R&D. Evaluation results were to be reflected in the budgeting of national R&D, but there were some disputes over how to make use of evaluation results between the budgeting ministry and the evaluation agency partly because they were two separate entities. After the advent of the new government(1998-2003) which advocated 'science and technology-oriented society', the national R&D evaluation system has evolved through a new legislation, the Performance Assessment Act, and the establishment of Science & Technology Innovation Agency to build up the unique framework for national R&D evaluation differentiated from the assessment system for general government investment programs. Most recently, due to 'Comprehensive Improvement Plan' in 2013, various components of national R&D evaluation seem to move on a new evolutionary track. For example, different types of evaluation are being developed and tried in accordance with differing evaluation goals, and the individual ministries and the research councils has got more enhanced autonomy and responsibility regarding R&D evaluation. So-called 'tailored' evaluation methods, taking into consideration the characteristics of programs and institutes / organizations to be evaluated, are now being tried. Competences of evaluation experts and agencies has also to be improved and strengthened.
The Korean Army has to construct a system that will enable it to cope immediately with the flexible military relationships in Northeast Asia by systematizing and improving the efficiency of operations. These improvements include building a smart and strong army, concentrating on cost-effective combat skills, maximizing the utilization of private resources, and establishing a military structure based on information and technology. Accordingly, this study proposes solutions to solve the problems affecting the success of outsourcing in the defense industry. Unlike outsourcing in other government ministries, outsourcing in the national defense sector may be unrealistic because this strategy is related to the renovation project of the Ministry of the National Defense. In general, the objective of outsourcing in the defense industry, similar to other businesses, is to improve efficiency and not to reduce troops and national defense budget. Several factors, such as identification and security guarantee, risk reduction, cost saving, quality improvement, the reliability of enterprise, and professional technology, are necessary to ensure outsourcing success in the national defense sector. In terms of effectiveness, the improvement in service quality significantly influences outsourcing success in the national defense sector. Eventually, the national defense forces must be strengthened to prevent the provocative actions of North Korea and other threats by improving identification, sense of national security, and quality unlike the current outsourcing of the government, as well as emulating German GEBB or PMC, which utilizes social capital.

This study had begun about the conflict between a lack of social adjustment and integration program for resident foreigners in Korea and a duplication of multicultural service in a specific area. This study was implemented through literature review and interview for analyses of the current status and problems of multicultural policy, subdivided into 3-stages model to reach the multiculturalism as multicultural policy process. The first stage suggested the unification of a channel for establishing a policies, reinforcing the functions of government ministries and the cooperation between the branches of the government. The second stage attempted to build the multicutural institutes network in a specific area unit, considering of the geographical and administrative environments. The third stage focused on the activities of individual organizations and proposed collaboration with library, school, support center for multi-cultural families, social service center, sport center, community center, and cultural facility. Additionally, 3-stages model emphasized on civic organization's role. This study was offered a meta-platform leaded by library community for sharing the information about planning and managing of multicutural programs and also mentioned significances for formulating multicutural policies. As a result, this study was presented and specified the 3-stages model to reach the multiculturalism, and verified the various considerations which have influenced the refinements of the multicultural policies as the demographic and geographical characteristics.
When issuing forecasts and alerts for agricultural drought, the relevant ministries only rely on the observation data from the reservoirs managed by the Korea Rural Community Corporation, which creates gaps between the drought analysis results at the local (si/gun) governments and the droughts actually experienced by local residents. Closing these gaps requires detailed local geoinformation on reservoirs, which in turn requires the information on reservoirs managed by local governments across Korea. However, installing water level and flow measurement equipment at all of the reservoirs would not be reasonable in terms of operation and cost effectiveness, and an alternate approach is required to efficiently generate information. In light of the above, this study validates and calibrates the parameters of the TANK model for reservoir basins, divided them into groups based on the characteristics of different basins, and applies the grouped parameters to unmeasured local government reservoirs to estimate and assess inflow. The findings show that the average determinant coefficient and the NSE of the group using rice paddies and inclinations are 0.63 and 0.62, respectively, indicating better results compared with the basin area and effective storage factors (determinant coefficient: 0.49, NSE: 0.47). The findings indicate the possibility of utilizing the information regarding unmeasured reservoirs managed by local governments.
