Innovation is broadly defined as the creation or adoption of new ideas and technologies, which has become an instrumental tool to determine the success and development level of a country as it leads to competitiveness and productivity of companies. Innovation is influenced by many factors including geographic and socio-economic factors as well as a political framework. In fact, innovation is systemic in nature, and it focuses on interactions amongst a nexus of processes such as Research and Development (R&D), production, business, and education, amongst other factors. However, not all innovation ecosystems have the same architectural models or internal collaboration. This paper aims to review the structure of the National Innovation Ecosystem by highlighting the different actions taken by the Government of Mauritius over the years. The multipronged approach of the government will be demonstrated through the different lines of actions to boost the innovation culture and offers a foundation for other small island developing state to follow to be at par with other innovative economies.

The Swedish Fire Research Board was established in 1979 to initiate and fund relevant fire research efforts. The Board is responsible for a long term research programme revised every third year, and the Board is one of two major Swedish sponsors of all fire research. Beside the Board we also have the Swedish National Rescue Services, funded by the government. BRANDFORSK gives very high priority for the industry and the insurance company and the need they express for fire research. Research that the Rescue Services Board are funding is mainly focusing the need for the fire department. The Swedish Fire Research Board, BRANDFORSK, is the joint agency of the Swedish government, the insurance industry and the business sector, for the initiation, funding and supervision of different kinds of fire research. Work is directed by a Programme Board and is performed in the form of projects at universities, research institutes, state authorities and private firms. The Secretariat of BRANDFORSK shares the premises of the Swedish Fire Protection Association, SFPA, and the SFPA is the principal and the party which enters into agreement with the State. The programme for the period 1997-1999 has been drawn up on the basis of both damage development and the trends in society which can be noted, and the evident fire problems of the interested parties and their need for fire research. The inputs in the programme have been broken down seven problem areas. In every problem area different project areas are set out, and these primarily specify the aim of the work. This study investigates the issues in relation to the introduction of the fund-based Korean occupational pension, examining the development plans in the members' perspective. The strong drive from Korean government to introduce the fund-based governance seems to be a sort of strategy to expand coverage in occupational pension. It is not logical that the introduction of the fund-based scheme is likely to cause increase in earning rate and, what is more important is to set the conditions to implement the active investment decision. Also, because the introduction of the fund-based scheme may increase possibility of insolvency, it is necessary to strengthen beneficiary protection or funding rule but, in the short term, it is better to focus on funding rule rather than protection scheme. The introduction of the fund-based scheme suggests the direction that members can actively participate in occupational pension, which means that it is possible to operate occupational pension in the direction of intent of the system.
Following principal-agent relationship between government and funding agency effects on efficiency and management of project, this paper suppose that project management cost rate variable on outsourcing and administration of institution, applies multiple regression analysis and logit analysis by using factors that procurement status of institutional operating expenses and each subordinates scale (Budget, subject number) and method (Top-down/Bottom-up), not a total amount, for examining factors following project efficiency analysis and way of commission. The major variables which effect on efficiency of institution are management cost scale (0.36), institutional operating expenses ratio (-0.47), way of outsourcing, the factors that affect way of outsourcing are portion of project management cost (-38.5) and institutional operating expenses rate (-11.7). This means both legal and financial stability are necessary and it is avoidable moral hazard and adverse selection on principal-agent problem.

The development of rural areas is expected to be holistic covering all essential infrastructure. Community information centres (CICs) are agen- cies that should be part of the infrastructures for rural development. Unfortunately, these centres are hardly seen in rural communities in Nigeria, including Afikpo in Ebonyi State. Thus, this study was conceived to explore the perceptions of citizens towards the establishment of CICs in the locality. It adopted survey research method with questionnaire as instrument for data collection, which was self-developed and validated by experts with a pre-texted reliability index of 0.72. A total of 399 copies of the questionnaire were distributed, out of which 267 copies were properly completed, representing 67% and were used for analysis. Findings revealed that the citizens have overall positive perception to- wards establishing the CICs; they are also knowledgeable of the benefits of such centres. Furthermore, there are workable suggestions on ways of establishing, funding and managing CICs in Afikpo. In addition, about 65% of the respondents indicated interest to assist and support the funding and management of the CICs when established. However, the challenges of inadequate funding and support as well as the possible politics of where to site/locate the CICs in Afikpo, are likely impediments to the project. The study concluded that citizens have strong and positive disposition towards establishing CICs in Afikpo. The implications of such CICs for technological innovations were analysed. The study recom- mends, among others, that government should see the establishment of CICs as priority projects that would significantly contribute to the growth and development of rural communities in Nigeria; communities in Afikpo should explore self-help approach to development; and political representatives from Afikpo should take advantage of establishing CICs as constituency projects for the citizens.
The purpose of this study is to infer how is the effect of a governmental funding project to graduate schools by taking an example of World Class University Project's potential impact on the change of world university rankings in an international university ranking survey. Systematic results show that WCU contributes to improving academic peer reviews for both individual and institutional standings and discipline-based rankings. The potential effect of improving world rankings of participating universities could be ascribed to relatively higher weight of the survey to international peer review and invitation of world class scholars to the participating universities, which is a core device of the project. This implies a need to affirmatively utilize WCU foreign scholars over the course of facilitating international academic networking. The results should also be taken into consideration by universities and the government when developing evaluation systems and restructuring the project.

Since various R&D projects about technology convergence was conducted by the government of Korea, the lack of liaisons among the projects has been accepted as serious issues related on the duplicated funding. In this article, we propose a research framework to analyze the relationship among national R&D projects about technology convergence. In detail, the projects have been sorted and categorized with the data collected from National Science and Technology Information Service (NTIS) in order to analyze the current state of national R&D projects. The linkages among projects are then established using the results of analysis on national R&D projects. Finally, the relationship maps have been developed. It is expected that the result could be applied to identify the relations among projects and handle problems on the duplicated funding.
The public broadcasting in Korea are currently financed primarily through license fees paid by anyone who holds a TV set. This paper aimed for other options; How can we have a stable cash flow for public broadcasting account for right incentives, lack of sufficient government intervention, efficiency and quality? As this paper shows, bringing taxes more efficient and fairer, while a solid foundation for the public broadcasting finance; combined with an incentive based payment system this may be a sensible alternative to the forthcoming poll tax.

Home-based business (HBB) is one of the fastest growing form of business start-ups where the business is conducted from home. In develop economies, the HBB industry is an engine for economic growth that has proven its viability through significant contribution to the national GDP. In view of its importance, the Saudi Ministry of Commerce and Industry encourage local women to start and develop their own HBB as it gives them the flexibility while still contributing to the national economy. Although various initiatives have been taken place, little information is available about Saudi HBB. This study therefore aims to determine the factors that contribute to the growth as well as the challenges of female HBB in Saudi Arabia. The study was based on qualitative approach which adopted an in-depth interview with eleven Saudi females who run HBB. The findings revealed that HBB contributing factors comprised of access to funding, sufficiency of savings and the influence of the intrinsic and extrinsic motivation in starting the business. Meanwhile, the obstacles are government regulations and policies, culture, and home design. The study recommendations include improving banks and service institution policy and procedures to enable HBB to have access to funding and services and to develop legal policies to protect the right of the HBB operator and customers. Finally, the study also suggests future research on managerial factors that can contribute to HBB female success, the stress coping mechanism of HBB and the factors contributing to the difference between HBB in growth strategies.

The purpose of this study was to make a mid- and long-term development plan on the business incubator center after interviewing five startups that currently being occupied in or already left the center and reviewing benchmark on business incubator centers in developed countries such as USA, Sweden, and Israel. For the interview, the three startups currently being occupied in the center and the two companies already left the center were participated. The main strengths of the center from all of these five companies were easy accessibility to the equipment and space and at the same time trustworthy from the outside vendors and/or government, etc. USA is a leading country who has long history for the startups but mostly the private companies/organizations/individuals have supported the startups in terms of funding or consulting. Also, there are countless local governments nationwide who provide funding, education, and/or space for the small businesses. Mainly based on the interview and the benchmarking, the mid- and long-term development plan for the business incubator center was made. All six themes such as consortium for investment or a local network plan were derived for the development plan which was described in this study.
