After 1910, Japanese Imperialism adopted the western wooden building system which main structure was made with combination of small pieces of timber for building the modern governmental facility because of the political and financial intention. So, all facilities were designed similarly by the structural module and the facade was finished by the feather boarding in the same with the 'sitamitakei-giyohu' in Japan. the functional requirements of each facility was not revealed. Such an western wooden building system was used until 1920s with the change of the facade by the mortar coating. But, in 1920s-1930s, the building system have begun to change. • Even though attempts are made to transform from 2D CAD to BIM representation for building design and construction, it were not so successful for practical implementation until recently in construction industry in Korea. However, there is a dramatic change for the use of BIM by collaboration among government, independent organizations as well as industry itself. Government reckons that BIM is an important tool for environment friendly construction and industry competitiveness. The government not only makes national BIM standards and push policies in order to make market environment. Independent organizations such as BuildingSMART Korea does active role to stimulate the transformation process successfully. They act as opinion leaders for the Government to consider BIM implementation for industry competitiveness issue. They make roadmap as well as technical standards and guidelines. It also leads technical developments and supports for its implementation. Government supports researches for the implementation of BIM. The research includes BIM standards, guidelines, linking with existing Architectural Administrative Information Systems, making libraries as well as education. Government makes policy for BIM as a compulsory data for bidding process of newly designed government buildings. Private sector not only agrees BIM as a tool to adapt but also essential methods for its survival in domestic and foreign construction market. Architectural design companies and constructions companies currently develop technical skills and implement BIM for new projects such as Dongdaemoon Plaza that cannot be successfully drawn by conventional methods.

  • The purpose of this study is to investigate the symbolic meaning of pattern designs attached on the main building of Chungcheongnam-do Provincial Government (CPG). While most of researches mainly focused on the value and evaulation of the CPG building in terms of architectural history, relatively little insight has been gained on the symbolic meaning and mature of the pattern designs. What king of connections are related between the emblem of Governor-General of Chosun(Korea) and those of CPG? What symbolic meanings are engraved on the pattern designs? The researcher then took up the task of elucidating symbolic meanings of patterns and their relation to the building. The existing pattern of the outer wall of the CPG building consists of the symbol of sun(太陽輪), mums(菊花輪), and angle of stairs(雁大角). According to the Japanese Studies of emblems, these visual elements symbolize 'the sun of Japan'((日の丸) or 'the emperor', 'the royal family', and 'rays of the sun'. Based on these preliminary findings, the researcher considered the following in-depth connections: (1) relations with the emblem of Governor-General of Chosun, (2) relations with the emblems of local autonomous entity, Kyoungsung in Chosun. (3) relations with the emblem designs of the local provinces in Japan etc. In conclusion, patterns of the main building were not just an architectural decoration, but they had significant meanings utilizing design elements and methods adopted by local autonomous entities in Japan, The patterns found at the ceilling and floor of hall in the CPG building were associated with the emblem of Governor-General of Chosun. Therefore, all the patterns of the CPG building are powerful symbols that have meanings for the colonial rule by using the shape and method of city identities that Japanese local provinces had enacted. That is, it came out into the open that they were designed for special meanings that Korean and Japanese are united as a single body(內鮮一體) for a subject of the Emperor of Japan(皇國臣民).

  • The study on the government office building in Chungcheong Suyeong(忠淸水營) is very rare. How were the Gaeksa(客舍) and Dongheon(東軒) which are representative government office buildings in Suyeong, maintained and what was the aspect of it, while passing through the upheaval period of the end of Joseon(朝鮮)? And where was the original place and was there any change in use? It is so regrettable that these subjects were not figured out yet. So I thought it is very important task to figure out its actual aspect by investigating the maintain state of the Gaeksa and Dongheon and the change of their places. So this study examined the related historical records and, based on it, analyzed "Ocheon GoonJi(鰲川郡誌)" in various view points. Through this analysis, this study could figured out the maintain aspect of the gaeksa and dongheon and the change of their places, and be able to deduce the other change of the government office building. This study could assume the places of each government office buildings by comparing this investigated result and the analyzed result of the original cadastral map in various view points. As the result of the study done by this method, this study confirmed the maintain state of the Gaeksa and Dongheon in Chungcheong Suyeong while passing through the upheaval period of the end of Joseon. And this study figured out the places of the Gaeksa and Dongheon, and be able to confirm their places by the lot number on the original cadastral map. Along with this, this study could estimate Jo(趙) family's confliction with the residents at that time by verifying the lot numbers of the Sapaeji(賜牌地) which this family received from the government. And among the names of the government office buildings, for the Jangkyocheong(將校廳) which is in dispute because of the name, this study figured out that the author of "Ocheon GoonJi" made a mistake in writing Dongheon.

  • This paper investigates the characteristics of preservation of Korean modern architecture through Western historic preservation theories and philosophies. This research focuses on the Japanese Government-General of Korea (1926-1995) which was built in 1926 and used as the chief administrative building in Seoul (Keijo in Japanese) during the Japanese colonial period (1910-1945). After Korea was liberated from Japanese rule in 1945, this building was used until 1995 for the South Korean National Assembly, the United States Army Military Government in Korea, and the National Museum of South Korea. Although it served a variety of roles, this building was the most controversial case of historic preservation in Korean modern architecture. To analyze the peculiarities and characteristics of Korean modern architecture and its preservation, this research applied Western historic preservation theories, not exclusively from classical historic preservation theories developed by Viollet-le-Duc and John Ruskin, but also from modern historic preservation theories by Theodore H. M. Prudon, Daniel Blunstone, and Frances A. Yates. This cross-cultural and comparative study of historic preservation helps identify Korean modern architecture's characteristics. It can also be a useful reference in finding the origins of Korean modern architectural identity.

  • This study examined the efficacy of development control in the monitoring of building developments in Kenya, a case study of Kisii Town. It focused on the extent to which the 1968 Building Code was enforced by the County Government of Kisii in an attempt to promote quality assurance. The target population comprised 7,430 residential developments from where a sample size of 364 was proportionately and randomly drawn. Research findings indicated that 39% of developers were unaware that their developments should have been inspected during construction. Similarly, awareness of building inspection significantly predicted if developers issued Notices of Inspection to the planning authority to facilitate inspections. Consequently, developers who were unaware that their building constructions required inspection were 99.9% less likely to issue such notices. Moreover, developers who did not obtain development permission were correspondingly 99.9% less likely to issue Inspection Notices. As a result, those who did not issue Notices of Inspection were 99.8% less likely to have their buildings inspected during construction due to lack of records indicating when such constructions had commenced. The study concludes that although the County Government of Kisii is lawfully mandated to monitor building developments in Kisii Town, the function is not well executed. This gap affords developers with an opportunity of not conforming to the approved building plans.

Nu-Gak buildings have a lot in common, since they had been constructed under the influence of the then time period and for the common reasons. Several records about Hee Kyeong Ru can be found in the old literatures, poetries, pictures and atlases. Also, we can see the shape of the building and the location through the mark in the old map. So we can draw the common points of the existing old official buildings and could assume the original form of Hee Kyeong Ru. In conclusion, we need to restore Hee Kyeng Ru as the historical meaningful building and use it as a representative cultural building in Gwangju.
