공공플랫폼 구축사업의 거버넌스: 경기도 배달플랫폼 '배달특급'의 사례를 중심으로 (Governance of A Public Platform Project in the Context of Digital Transformation Focusing on the 'Special Delivery')

  • Recently, government agencies are actively adopting the platform model as a means of public policy. However, existing studies on the public platform are minimal and have focused on user experiences or the possibility of public usage of the platform model. Now the research concerning building governance structure and utilizing network effects of the platform after adopting the platform model in the public sector is keenly required. This study intended to ignite academic dialogue on the governance of public platforms in the context of digital transformation. This study focused on a case of the 'Special delivery,' a public delivery app established by Gyeonggi-do. In order to analyze the characteristics of the public platform and its governance structure, data were collected from press releases, policy reports, and news articles. Data was analyzed using the frame of Hagui's platform design factors and Ansell & Gash's collaborative governance model. The results of the public platform analyses showed 1) incompleteness in the value trade-off accounting, which was designed for platform business based on general cost-benefit analysis, and 2) a closed governance structure that limits direct participation of diverse user groups(i.e., service provider, customer) in order to enhance providers' utility by preventing customers' excessive online activities. The results of this study provided theoretical and policy implications regarding designing the strategy for accounting for value trade-offs and functioning governance structure for public platforms.

A Comparative Analysis of Accommodation Sharing Legislation of Platform Businesses in South Korea and OECD Countries

  • Purpose: This study investigated the legal issues and policies on accommodation sharing based on qualitative research and examined how OECD societies establish laws and regulations to legalize accommodation sharing and prevent adverse effects. The purpose of this study is to contribute to the understanding of the different laws and regulations at both the country and city levels and to help better manage accommodation sharing in our society. The ultimate goal of this study is to enhance citizen understanding of platform businesses to minimize unnecessary conflicts. Research design, data and methodology: This study conducted a qualitative research by exploring laws and regulations in OECD countries. This study performed comparative analysis of accommodation sharing business' legislation, legal definitions, and operational policies that citizens should necessarily understand for better usage. Results: Local ordinances and regulations developed differently based on the situations of local markets and communities, so they are established and improved at the city or country level. Conclusions: Each government should consider preparing better policy on accommodation sharing by considering how to secure the housing market for residents with better establishment of new platform businesses and relationships with citizens. This study suggests policy reactions to government as policymakers, guests, hosts, platforms, and communities.

전자정부 성숙도 모델의 재검토: 모델의 의의와 한계, 실증분석을 통한 제언 (Revisiting the e-Government Maturity Model: Significance, Limitations, and Suggestions)

  • 이 연구는 전자정부 성숙도 모델의 서비스 유형에 기반하여 사용자들의 이용 행태를 시계열적으로 분석하고, 전자정부 서비스의 발전을 위한 제언을 하는 것을 목표로 한다. 이를 위하여 한국의 전자정부 서비스의 변화를 1) 한국의 공공서비스에서 전자정부 서비스 사용의 비중, 2) 전자정부 서비스 유형/단계별 활용, 3) 플랫폼(웹, 모바일)별 서비스 활용, 4) 전자정부서비스에 대한 이용자들의 반응(만족도, 효과, 지속 사용 의도), 5) 전자정부 서비스 이용 방법에 대한 이용자들의 요구 등을 중심으로 분석하였다. 분석을 위하여 한국의 2012-2020년의 9년간 전자정부 이용행태 실태조사 데이터를 사용하였다. 분석 결과, 첫째, 전자정부 서비스의 비중이 지속적으로 증가하고 있으며, 둘째, 전자정부 서비스 활용에서 온라인 정보제공, 상호작용, 거래에 비해 온라인 참여의 활용이 상대적으로 저조한 것으로 나타났다. 셋째, 플랫폼별로는 서비스가 웹 중심에서 모바일과 키오스크(kiosk), SNS 등과 같은 다양한 접근 플랫폼으로 확장되어 가고 있었다. 넷째, 이용자들의 만족도는 매우 높은 편이며, 서비스 활성화를 위해 원스톱 통합서비스 제공, 인증절차 간소화 등의 개선을 요구하였다. 분석결과를 토대로 이 연구는 전자정부의 성숙 모델에서 사용자 관점의 반영, 디지털 기술 발전에 따른 다양한 플랫폼 접근성의 고려, 사용자 이용행태 등 데이터 기반 분석을 통한 전자정부 성숙도 평가와 개선의 필요성을 제안하였다.

Examining the Generative Artificial Intelligence Landscape: Current Status and Policy Strategies

  • This article proposes a framework to elucidate the structural dynamics of the generative AI ecosystem. It also outlines the practical application of this proposed framework through illustrative policies, with a specific emphasis on the development of the Korean generative AI ecosystem and its implications of platform strategies at AI platform-squared. We propose a comprehensive classification scheme within generative AI ecosystems, including app builders, technology partners, app stores, foundational AI models operating as operating systems, cloud services, and chip manufacturers. The market competitiveness for both app builders and technology partners will be highly contingent on their ability to effectively navigate the customer decision journey (CDJ) while offering localized services that fill the gaps left by foundational models. The strategically important platform of platforms in the generative AI ecosystem (i.e., AI platform-squared) is constituted by app stores, foundational AIs as operating systems, and cloud services. A few companies, primarily in the U.S. and China, are projected to dominate this AI platform squared, and consequently, they are likely to become the primary targets of non-market strategies by diverse governments and communities. Korea still has chances in AI platform-squared, but the window of opportunities is narrowing. A cautious approach is necessary when considering potential regulations for domestic large AI models and platforms. Hastily importing foreign regulatory frameworks and non-market strategies, such as those from Europe, could overlook the essential hierarchical structure that our framework underscores. Our study suggests a clear strategic pathway for Korea to emerge as a generative AI powerhouse. As one of the few countries boasting significant companies within the foundational AI models (which need to collaborate with each other) and chip manufacturing sectors, it is vital for Korea to leverage its unique position and strategically penetrate the platform-squared segment-app stores, operating systems, and cloud services. Given the potential network effects and winner-takes-all dynamics in AI platform-squared, this endeavor is of immediate urgency. To facilitate this transition, it is recommended that the government implement promotional policies that strategically nurture these AI platform-squared, rather than restrict them through regulations and stakeholder pressures.

디지털전환 플랫폼으로서의 메이커스페이스 고도화 방안연구 (A study on the advancement of makerspace as a digital transformation platform)

  • 정부주도로 설립된 기존의 메이커스페이스는 현장의 실제 수요를 반영하지 못하여 성과창출에 한계가 있다는 비판이 있었다. 이러한 문제의식에서, 본 연구는 메이커스페이스의 현황과 문제점을 진단하고, 수요에 대응하기 위한 개선방안을 제시하는데 목적을 두었다. 이를 위해 정부의 정책자료를 분석하여 메이커스페이스의 현황을 정리하였고, 해당 시설을 사용하는 ICT 디바이스 관련 중소기업을 대상으로 설문조사를 실시하여 D·N·A 기술수요, 경영 애로사항, 정부지원 정책에 대한 의견을 분석하였다. 연구결과 본 연구는 디지털전환 플랫폼으로서의 메이커스페이스 고도화 방안에 대해 다음과 같이 제안하였다. 첫째, D·N·A 기술을 도입하기 위한 기존 산업의 특성상 기업이 자체적으로 시장에 진입하기에는 한계가 있으므로 정부차원의 종합지원이 필요하다. 둘째, 신제품·서비스 개발을 위한 실증 테스트베드를 구축·확대해 다양한 형태의 메타버스 콘텐츠 발굴과 기존 사업의 디지털전환 융합 모델이 도출될 수 있도록 해야 한다. 셋째, 메이커스페이스를 정부주도의 창업지원 정책을 구현하는 플랫폼으로서 운영하고자 하는 지원방식을 수정하여, 민간에서 잘 할 수 있는 부분은 과감히 민간에 이관하고 그 안에서 산학연 참여주체가 자유롭게 아이디어를 공유하고 공동의 문제를 해결하도록 지원해야 한다. 본 연구에서 발견한 문제점과 개선방안을 고려하여, 기존의 메이커스페이스가 현장의 수요에 적합한 디지털전환 플랫폼으로 고도화되길 기대한다.

전자무역문서보관소(電子貿易文書保管所) 운영상(運營上)의 문제점(問題點)에 관한 연구(硏究) (A Study on the Operational Problems of e-Trade Document Repositary)

  • It is no unnecessary to tell the importance of foreign trade in Korea economics. Nevertheless, government's direct support is impossible owing to WTO's regulation. Accordingly, government have brought focus into trade facilitation as paperless trade. e-Trade document repositary building by government's budget and private sector's cooperation is a part of e-Trade platform and necessary function in connection with relay and certification of e-Trade document. This study examined the estimated operational problems of e-Trade document repositary as compared Licensed Electronic Document Repositary. Firstly, the operator of e-Trade document repositary undertake multiple role and function as Licensed Certification Authorities(e-sign Act), Licensed Electronic Document Repositary(Framework Act on Electronic Transaction) etc. Secondly, sufficient levy that meet operating cost of the e-trade document is the key point of e-Trade document repositary's success, because additional budget invest in that operation is too hard to do. Thirdly, the operator of the e-Trade document repositary have to keep fairness, objectivity and transparency because the operational right is exclusive.

Review of Artificial Intelligence Platform Policies and Strategies in South Korea, United States, China and the European Union Using National Innovation Capacity

  • South Korea is at an important juncture in its history to decide whether to continue its investment to become a first-mover of artificial intelligence (A.I.) platform technology or stay as a fast follower. This paper compares South Korea's A.I. platform capacity to that of the United States, China and the European Union by reviewing publicly opened documents and reports on AI platform strategies and policies using the three elements of the national innovation capacity: common innovation infrastructure, cluster-specific conditions, and quality of linkages. This paper found three major areas the South Korean government can focus on in the A.I. platform industry. First, South Korea needs to increase its investment in the A.I. field and expand its public-private collaboration activities. Second, unlike the U.S. and the U.K., South Korea lacks data protection policies. Third, South Korea needs to build a high-performance system and environment to experiment with artificial intelligence technology and big data.

Comparative Study on Autonomous Vehicle Operation Status in South Korea and China - Focusing on Xiong'an New District in China and Sejong City in South Korea -

  • Today, many countries around the world recognize the development of autonomous vehicles as a national growth engine, support technology development through various projects, and promote it as national policy. China and Korea are representative countries that are strongly promoting autonomous vehicle policies. The Chinese government's policy direction for self-driving cars focuses on support for fostering new industries. Korea has established mid- to long-term goals and plans to foster the future mobility industry as a key growth engine and is promoting these as a national task. Recently, China and Korea have established national pilot areas to test autonomous vehicle operation and are actively pursuing policies. We aim to compare and analyze the operation status of self-driving cars in China's Xiong'an New Area and South Korea's Sejong City and derive policy implications regarding self-driving cars, which are emerging as a key industry of the future. According to the analysis results, it was found that China's Xiong'an New District is ahead of Korea's Sejong City in terms of leader leadership. As a result, autonomous driving is being operated at the government-wide and national level in Xiong'an New Area. In terms of the driving force, in the case of Xiongan New Area, the policy is being promoted by companies centered on Baidu, and in the case of Sejong City, the policy is being promoted by the local government. As a result, it is estimated that Xiongan New Area will be able to reach commercialization before Sejong City. In the final policy proposal, it was proposed to break away from the existing government-led method and switch to a collaboration with the private sector and a private-led method.

Online-Based Local Government Image Typology: A Case Study on Jakarta Provincial Government Official YouTube Videos

  • The Jakarta Provincial Government utilizes the YouTube channel to interact with citizens and enhance transparency. The purpose of this study is to explore online perceptions of local government image perceived by online audiences through the YouTube platform. The concepts of organizational image and credibility in the political image are adapted to analyze online public perceptions on the Jakarta Provincial Government image. Using the video summarization approach on Three hundred and forty-six official YouTube videos, which were uploaded from 1 March 2016 to 31 May 2016, and content analysis of Eight thousand two hundred and thirty-seven comments, this study shows both political and bureaucratic image emerge concurrently in the Jakarta Provincial Government case. The typology model is proposed to describe and explain the four image variations that occurred in the case study. Practical recommendations are suggested to manage YouTube channel as one of the social media used in the local government context.

WebDG - A Platform for E-Government Web Services

  • Web services are deemed as the natural choice for deploy- ing e-government applications. Their use enables e-government to fully get advantage of the envisioned Semantic Web. In this paper, we pro- pose WebDG, a comprehensive Web Service Management System for e-government applications. It aims to improve government-citizen inter- actions through an infrastructure built around the "life experience" of citizens. WebDG provides a framework for automatically composing e- government services, optimized querying services, and preserving privacy.
