An Empirical Study of the Sido.Saeol System Service Quality : Local Government User Satisfaction and Job Satisfaction (시도행정·새올행정시스템 서비스 품질이 지방자치단체 사용자 만족도 및 직무 만족도에 미치는 영향에 관한 실증연구)

  • The Sido.Saeol system, a local government information system cost too much for having been designed and developed during last four years but the effectiveness of this system is still open to doubt. Also maintenance cost is still too high and become increasing year by year. To find out the reasons and to suggest how to solve these problems, a service quality of an Sido Saeol system and the public servant's job satisfaction were investigated based on the Delone and McLean's updated IS success Model(2003). To investigate of the effectiveness of the Sido Saeol system, 8 variables are analyzed to test 3 main hypothesis. After all the analysis, we found that Sido.Saeol systems have many aspects to be improved for system use and job satisfaction and have to be revise in the aspects of system qualities.

  • This article aimed to investigate problems relating to medical tourism based on a review of medical tourism reports and statistics in the global healthcare industry. To be a leading nation in the global healthcare industry, the needs and culture of many peoples, including Muslims, should be considered. Qualified medical services by JCI certification, including nutrition services, will provide opportunities to participate in the international and Asia medical tourism markets. In this article, the definitions of medical tourism, medical service, Halal and Haram, nutrition service for inbound Muslim patients, and Halal food supply in Korea were examined for medical service improvement. Mutual assistance between the government and private enterprise, sharing of medical service information, and construction of a cooperative network system are needed and should be supported by the government.

  • One of the important components of this administrative reform is customer satisfaction. Every public enterprises introduced the Service Charter and Korean government took Customer satisfaction as the key index of public sector performance assessment. Most public enterprises introduced customer satisfaction management in an attempt to improve the quality of customer service. The government granted high incentives to excellent business innovative enterprises and developed additional indices, which are related to CS. From now on, every Korean enterprises must embody feasible customer satisfaction management and improve the quality of customer service In this research, we proposed a quality evaluation standard model which is suitable for the public enterprise based on the Service Quality Criteria, and examined the model. A 7-Point Likert Scale was used based on the five categories within the Service Quality: responsiveness, convenience, tangibility, sympathy and reliability, we analysed the validity and causal relationship among the factors within the model.

  • The transformation of the processes of governance using the Information and Communication Technologies is aimed at bringing in faster and transparent service delivery, accountability, information sharing and people participation in the decision-making and government processes. The implementation of e-Government requires a comprehensive strategy that is not only sensitive to existing political and economic conditions and realities but is also benchmarked on global best practices. The article reviews the handbook E-Government and Governance Efficiency that provides an insight to research that is being undertaken in the e-Government area, gives an in-depth understanding of critical issues involved in e-Government, and provides expert opinion and recommendations for the Republic of Belarus to augment its potential. It studies the Korean experience on e-Government with special focus on such concepts as e-Government benchmarking, mGovernment, Smart Government and u-Government.

  • The Purpose of this research is to perform survey on employees of Non-Government Consumer Organization and interview with ADR personnel from Korean Consumer Protection Board to have thorough grasp of problems among consumer ADR. Also come up with plan that will activate Non-Government Consumer organization ADR. Result of this research states following remarks as solution First, consumers from Seoul and Gyeonggi area is the only people who use ADR in Non-Government Consumer organization, so other local governments need to concentrate on consumers from rural area to take advantage of the service. Second, low activity of ADR and legal procedure support compare to other services provide from Non-Government Consumer organization. Third, statistic shows that employees from Non-Government Consumer organization recognize importance of consumer's ADR and government's support as well as enforcement of law. Forth, the preparation of Consumer ADR in Non-Government Consumer organization, selecting committee is the most important procedures are reinforce human resource, improvement of organization structure. Fifty, order to establish Consumer ADR in Non-Government Consumer organization, recruit professional manpower is the priority and financial support is also important. All these result would help improve the activity of ADR in Non-Government Consumer organization, which will lead the organization to be more professionalize, globalize and able to segment the market. Further more, Non-Government Consumer organization would develop better ways to take itself to another level to provide better service. Also, create an institution that will help consumer's dispute and legal procedure. It will prevent future victims and protect consumer's right.

  • Under the influence of a paradigm shift for administrative service of public institutions in around the world, the 'Government Affairs Assessment Act' has been enacted in Korea in March 2006. By the law, each local governments have been obligating to conduct self-assessment and resident's satisfaction survey for improving administrative service. Thus, the purpose of this study is to evaluate the administrative service quality of district offices(in seoul) in order to meet the government's efforts, and to derive improvement point of administrative service quality in district office. Consequently, this study shows administrative service quality factors affecting resident's overall satisfaction degree, service value maturity and positive image maturity of district office and then, will explore improvement ways of each district office through attribute analysis of administrative service quality.

Major Factors Influencing on the Financial Performance of Local Government Hospitals (지방의료원의 흑.적자 구분별 경영성과요인)

  • The purpose of this study is to analyze the internal factors that influence the performance of local government hospitals in Korea. Out of 34 Local Government hospitals, 6 hospitals were selected as sample hospitals. Then hospitals were divided into two groups(3 hospitals each), one of which was profit-making and the other loss-making. The criteria in selecting profit or loss-making hospitals was Normal Profit to Total Assets. The major findings of this study were as follows : The headcount per 100 bed of the profit-making hospitals was 8.8 persons less than the loss-making hospitals and the ratio of payroll expenses to total revenue 14.7% less. Inpatient bed occupancy ratio of the profit-making hospitals was 92.8%. This result is higher 21.8% than loss-making hospitals.

  • We investigated the residues of ${\beta}-agonist$ (zilpaterol, ractopamine and clenbuterol) using LC-MS/MS in raw meat in Seoul. The recoveries ranged between 76.7~89.9% in beef respectively. The limits of detection were $0.01{\sim}0.09{\mu}g/kg$ and the limits of quantification were $0.03{\sim}0.28{\mu}g/kg$ respectively. Residues of ${\beta}-agonist$ drugs which exceeded maximum residue limits (MRL) were not exceed in any of the 267 samples.

  • Decision-making in the crisis management happens in dynamic, rapidly changing, and often unpredictable distributed environments. Crisis management Decision Support Systems (DSSs) in E-Government are challenged by the need to use it availably at anytime, from anywhere, and even under any-situation. In this paper the reasons of developing distributed architecture for crisis management Decision Support Systems (DSSs) in E-Government are analyzed. Consequently, a distributed architecture for crisis management Decision Support System (DSS) is proposed in this paper. Finally it is implemented by Web Services. If crisis management Decision Support System (DSS) based on distributed architecture is implemented by Web Service, then it can provide decision support for decision-makers to deal with crisis at anytime, from anywhere, and even under any-situation.
