Capital inflows have a strong presence that influences destination countries' development of institutions, which can in turn help resuscitate a stopped economy and re-attract capital that was lost during crises such as the recent public health crisis. While the previous literature emphasizes the mechanism that foreign investors press or even threaten the local government for change, this paper explores empirically whether institutional improvement can be achieved through the channel that host countries voluntarily reform institutions in anticipation of potential investments predicted by the exogenous geographical and cultural characteristics of the recipient countries. Given that countries with better institutional quality can accumulate larger FDI stocks, we still find that the need for more FDI, in contrast to FPI and debt, gives higher incentives to host countries to strategically improve their institutions before seeking capital overseas. Moreover, the predicted FDI exerts more prominent impacts on institutions on constraining elite than those involved in launching a business, enforcing contracts, and protecting properties. The results imply that a long-run plan for upgrading elite constraint institutions is crucial for a post-pandemic FDI reboot.
Since the establishment of the Gyeongnam provincial archives in 2018, the researches for establishing local archives has been steadily conducted by many other provincial or municipals. Compared to other countries, cloud computing in Korea is not popular especially in the government sector. One of the reasons for the current not-fully-blossomed situation is partly by early investment in huge government datacenters under Korea's e-government initiative; let alone, there was no strong control tower as well as no enforcing law and ordinances for driving such cloud computing initiative. However, in 2015 March 'Cloud Computing and Privacy Security Act' (hereinafter, Cloud Act) had been passed in the Parliament and from September 2015 Cloud Act was deployed in Korea. In U.S., FedRAMP (Federal Risk Assessment and Management Program) along with Obama Adminstration's 'Cloud First' strategy for U.S. federal institutions is the key momentum for federal cloud computing adoption. In 2015 January, U.S. Congressional Research Service (CRS) has published an extensive monitoring report for cloud computing in U.S. federal institutions. The CRS report which monitored U.S. government cloud computing implementation is indeed a good guideline for Korean government cloud computing services. For this reason, the purpose of the study is to (1) identify important aspects of the enacted Korean Cloud Act, (2) describe recent U.S. federal government cloud computing status, (3) suggest strategy and key strategy factors for facilitating cloud adoption in public organizations reflecting SDLC strategy, wherein.
Research records are a type of record with a range of controversies over the core elements of management, such as the definition and scope of research records, and who manages research records, despite the critical need for their management. Research records have been neglected in blind spots because it is difficult to manage them, but if well managed, they are evaluated as records with a highly potential value that can be used infinitely later. In particular, government-funded research institutes, as both research institutes and public institutions, take responsibility for systematic management of these research records. Therefore, as this study noted the necessity of research records appraisal for the systematic management of research records in government-funded research institutes, and conducted interviews with 11 records managers working at government-funded research institutes in Korea, the current status of research records management and appraisal of government-funded research institutes was identified. As a result, improvement measures for research records appraisal was suggested as follows. First of all, in the light of the current public records appraisal system, there is a problem of effectiveness in applying it to the research record appraisal system as it is. Therefore, this study suggested that an appraisal system appropriate for research records was needed, and proposed plans for improving the research records appraisal system in terms of purposes, authority, methods, time point, tools and criteria for appraisal.
This paper presents how Korea succeeded in developing an indigenous nuclear power plant model over fifty years. Long-lasting national R&D for technical progress and the Korean government for managerial process were the two pillars in the build-up of indigenous Nuclear Power Plant (NPP) technological capabilities. The concept of technological capabilities is used to examine its evolutionary process with a qualitative and longitudinal approach. The government had a developing country ambition to formulate a strategic plan for technical self-reliance on nuclear power plant while establishing the country’s institutions and organization structure for the plan. Under the government leadership, it was national R&D that led to the resolution of a good number of technological problems, efficiently, by absorbing imported technologies and effectively adapting them to local circumstances.

The objective of this research is to search for measures to properly respond to the greatly increasing demands of complex information disclosure. At present, South Korea makes the deployment of records managers at public institutions mandatory through the Records Act. Records disclosure goes beyond simply deciding on the revelation and private usage of records, and requires the professionalism of institutions such as task knowledge and law-related knowledge. However, most records managers lack professionalism in the task of records disclosure despite achieving such in their regular work of managing records. As a countermeasure for such issues, this research is proposing the introduction of a series of exclusive charges in records disclosure named the Government Information Specialist, which professionally manages the records disclosure of the US government. In addition, to understand the demand of such, surveys and interviews of records managers who undertake both records management and records disclosure tasks at a South Korean public institution was also conducted.
