Developing slope hazard map system with mobile PPT (모바일 PPT를 이용한 사면 붕괴 위험도 산출 시스템 구축)

  • Recently, With explosive national land developments construction fields ate increasing, and slope failures are disastrous when they occur in mountainous area adjoining highways. but public institutions and supervisors, to manage slope need GIS for managing it more quickly and correctly. For manage slope, it is nesessary to use new IT, especially wireless internet. The current domestic population using cell phones exceeded 30 million and the domestic wireless Internet environment has matured, but implementation of mobile technology for government services isnot matured enough. In this paper the author proposed a new system of mobile PPT monitoring for managing slope inspection for Ubiquitous Environment. This new system manages data in real time and reduces human power when applied to current working environments. This research was supported by a grant(NEMA-06-NH-05) from the Natural Hazard Mitigation Research Group, National Emergency Management Agency.

The Effect of Executive Safety Leadership on Workplace Hazard Levels: Focusing on the Mediating Effect of the Supervisor Role (경영진의 안전리더십이 작업장 유해위험수준에 미치는 영향: 관리감독자 안전보건 역할의 매개효과를 중심으로)

  • Executive safety leadership is essential to prevent accidents in the workplace. However, will safety be secured by emphasizing only executive safety leadership to workers? In this study, the impact of executive safety leadership on the workplace hazard level was analyzed by adding the supervisor's safety role as a mediating variable. This paper shows that executive safety leadership has no direct effect on workplace hazard levels. However, executive safety leadership was found to have a significant impact on the supervisor safety role, and the supervisor safety role was found to lower the hazard levels in the workplace. In summary, executive safety leadership was found to reduce the hazard levels in the workplace through the full mediating effect of the supervisor safety role. Based on these research results, this study seeks to present the following recommendations to the government and management: The government should ensure that a workplace safety and health system is established by strengthening the effects of other mediating factors, such as strengthening the role of supervisors who are actually responsible for workplace safety and health. Executives must grant supervisors actual authority and responsibility to properly perform their safety roles and establish personnel and performance evaluation systems.

  • The role of Customs Service has changed significantly in recent times, and what may represent core business for one administration may fall outside the sphere of responsibility of another. This is reflective of the changing environment in which customs authorities operate, and the corresponding changes in government priorities. Since the terrorist attacks on the United States in 2001, customs administrations around the world have been developing AEO programs in which they grant AEO status to operators who are well-compliant with the supply chain security standards. These programs also provide such operators with trade facilitation measures under the customs procedures, acknowledging the importance of ensuring secure and facilitated trade. Thus, this paper analysed leading countries's AEO program regime focused on the two fold : (1)provide an overview and present a implication of its AEO program ; (2)offer an appropriate proposal to Korea Customs Service's new program.

Growth and photoluminescence characteristics of ZnO nanowire depending on deposition condition (증착조건에 따른 ZnO 나노와이어의 성장 및 photoluminescence 특성)

  • By thermal evaporation method, well-aligned ZnO nanowires were synthesized on sapphire substrate at $1000^{\circ}C$ with different oxygen flow rate by using pure ZnO powder (99.999 %). The as-synthesized ZnO nanowires were characterized by field emission scanning electron microscopy (FESEM) and transmission electron microscopy (TEM). The well-aligned nanowires are single crystalline in nature and perpendicularly grown along the c-axis. Also the growth rate of nanowires, such as diameter and length, had a tendency to increase as oxygen flow rate increased. Based on the PL measurement of ZnO nanowires, we found that the near band edge of emission redshifted with the increasing intensity of the defect-related green emission in proportion to the increase of oxygen flow rate. The Impacts of R&D Capabilities of Small Companies on Organizational Competences and R&D Commercializing Performances (소기업의 R&D역량이 조직역량 및 R&D사업화에 미치는 영향)

  • Since R&D (Research and Development) of small companies is becoming more and more important, and government R&D grants are still increasing. This study aims to investigate the factors influencing R&D performance of small companies and necessary capabilities of them. Based on empirical study of 3,636 small companies which participated and completed government R&D grant project, technology innovation capability and technology commercializing capability of small companies are positively related with organizational competences, with moderating effects of entrepreneurship. In addition, their R&D capabilities are not significantly related with R&D commercializing performance directly, but mediated with organizational competences. The results of study suggest implications of measuring the R&D performance of small companies and government support policy with the importance of organizational competences as an intermediate variable of R&D performances.

  • Recently as the population of the disabled increased, interest and understanding toward them have deepened and the importance of universal design has risen. The purpose of this study is to understand the 3-dimensional body figure of the disabled by collecting a plaster figure using plaster dressing method and developing an individual nude body using FRP, with one female wheelchair user as the subject. The results of this study are as follows: First, 3-dimensional shape grasp about the figure of the obstacle person as is. Second, developing of individual nude body. Third, the presentation of the practical use idea of individual nude body. Last is the security of the basic document about the universal design. Uses the individual nude body in future and under producing boil a basic pattern and disabled person clothing.   • We have constructed three characteristic internship programs which were based on the different aspects of view by the grant in aid from MEXT of Japanese government. The most outstanding program is what we call "Market Internship", where the students directly approach the market in which the engineering technologies are utilized. Then they must find out the problems and advantages of engineering technologies from the view of consumers. The experience would result in the enhancement of motivation to study the engineering technologies. It would be substantially effective in engineering education curriculums that the engineers of private companies in which university students will get their own jobs in near future could take important roles to conduct them. We believe that this activity would effective in reducing gaps they would feel between before and after getting jobs in practical society, and lowering the ratio of unemployment after getting jobs.

Ehtiopiam Agricultural Extension System -The Past Experience, Present Status and Future Direction- (에티오피아 농촌지도사업의 현재와 미래)

  • Agricultural extension service in Ethiopia was started in early 1950s with mandate of transferring local research outputs and technologies to farmers, and importing technologies and improved practices from abroad. Extension service provided in this early time was limited to areas surrounding the experiment stations. Since then, Ethiopian Agricultural extension service has passed through at least five stages: the land grant extension system, the Comprehensive Package Programs, the Minimum Package Projects, the Peasant Agricultural Development Program, and the Participatory Demonstration and Training Extension System (PADETS). The comprehensive package extension program was initially implemented in selected pilot areas and eventually to be scaled up to cover about 90% of the farming community within 15-20 years time. The program used demonstration plots managed by development agents and used to train farmers organized through various field days. However, since all of these programs were operational in only small areas, the vast majority of the country was out of their reach. Through Participatory Demonstration and Training Extension System, the extension service in Ethiopia has come under the spotlight and government debates and external reviews are putting additional scrutiny on the system. Despite this long history, the system is still in its infancy in terms of coverage, communication and institutional pluralism. Currently in Ethiopia the Agricultural extension is provided primarily by the public sector, operating in a decentralized manner through which extension is implemented at the district level. Therefore, the main focus of this paper is to scrutinize the past, the present and the future Agricultural extension system in Ethiopia.

Comparative Study of R&D Performance by Government Funding Methods for ICT SMEs (ICT 중소기업에 대한 정부 지원방식에 따른 R&D 성과비교)

  • This paper summarizes the results of the government R&D funding for ICT SMEs over the past five years, and compares the differences in R&D performance of the government funding methods (grant and loan). Two major ICT SMEs funding programs were examined, and the data used in the comparison were based on the performance analysis report published by the MSIP (Ministry of Science, ICT and Future Planning) every year. Considering that the projects' conductors were SMEs and that the R&D stages were in development research, the comparison categories were the number of patents and employment (or jobs) positions created, and commercialization success rate and its sales. Comparative analysis results proved that the SME R&D programs were funded with grants had excellent technological achievements in terms of the number of patent applications and registrations. On the other hand, SME R&D programs that were funded by the government loans had relatively higher economic and social achievements, such as employment effects and commercialization sales. However, it was difficult to come to a comparative conclusion on the category of commercialization success rate between the two programs. As the result, this paper provides suggestions for the direction and policy of the government financial support for ICT SME R&D.

Tranquilizer-like Effects of Sanjoinine A: Possible GABA/Benzodiazepine Receptors Complex Involvement

  • Zizyphi Spinosi Semen (ZSS) has been widely used for the treatment of anxiety and insomnia in Korea and China. This experiment was performed to know whether sanjoinine A, one of major alkaloid compounds of ZSS has anxiolytic and hypnotic effects through the GABAergic systems. Our results showed that administration of sanjoinine A increased open arm entries and spent time in open arm in the elevated plus-maze and increased head dips in hole board test. Different from traditional anxiolytic, diazepam, sanjoinine A itself did not decrease locomotor activity and strength level in mice. Furthermore, Sanjoinine A (0.5-2.0 mg/kg) prolonged sleeping time and reduced sleeping latency induced by pentobarbital in a dose-dependent manner similar to muscimol, a $GABA_A$ receptor agonist. Sanjoinine A (0.25-1.0 mg/kg) also increased sleeping rate and sleeping time in the combined administration at the sub-hypnotic dose of pentobarbital and showed synergic effects with muscimol in potentiating sleeping onset and enhancing sleeping time induced by pentobarbital. However, sanjoinine A itself did not induce sleeping at the higher dose. In addition, both of sanjoinine A and pentobarbital increased chloride influx in primary cultured cerebellar granule cells. Sanjoinine A decreased the $GABA_A$ receptor ${\alpha}$-subunit expression and increased ${\gamma}$-subunit expression, and had no effects on abundance of ${\beta}$-subunit in primary cultured cerebellar granule cells, showing different expression of subunits from pentobarbital. In conclusion, sanjoinine A shows anxiolytic-like effects and augments pentabarbital-induced sleeping behaviors through the modification of GABAergic systems.
