Government's Roles in Public Private Partnership Toll Road Projects

  • This research aims to investigate critical factors of the government's role in achieving success in Public Private Partnership (PPP) toll road projects in Indonesia according to government and private sectors' perceptions. A preliminary interview Subsequently a questionnaire survey was also conducted involving 143 respondents across the two sectors from eight operating toll were five critical factors of the government's roles in achieving success in PPP toll road projects, namely; "Active involvement in overall project stage activities", "Establishment of good bureaucracy", "Provision of conducive environment", "Appropriate project planning and competitive tendering" and "Provision of appropriate government support and supervision". This research finding is expected to assist the government in defining clear roles and underlying responsibilities in development of PPP toll roads in Indonesia.

  • The purpose of the study for this thesis is to look into the status and issues of government office buildings since the self-government policy through comparing and analyzing government office buildings, between domestically and to provide improvement plans of the citizen cultural space and with the self-government budget, enhance the utility and efficiency of the government office buildings and to take a role of a reference in the future when citizen cultural space is formed in the government office buildings. As the result of the study, the space planning characteristics of government office building's citizen cultural space in terms of cultural administration is as follows. First, percentage of room to strengthen the sense of community is small. Therefore, the place where residents can argue there is a need. Second, it is necessary to expand the venue and art collection that are missing in public government buildings. Third, since the lecture room for lack of civic education, it should be taken into account when making cultural space for the citizens. Fourth, thread observatory and souvenir shops, providing information is not enough, it is to be further expanded. Fifth, rented facility for public is hall be provided with a diversity.

  • The purpose of this study is to propose the reasonable method for effective public building construction process. Public building service administration is necessary to make efficient public building supply and demand program. As a result, current public building precess need four steps(organize public assets, various process, establish public building service administration, design criteria). 1. Planning phase : Participation of Private Experts is guaranteed to enhance public building's function such as welfare, entertainment. 2. Design Phase : Detailed design review makes efficient and user oriented public building. 3. Construction Phase : Public Architect solve various problems among the participator especially in case of government local building construction. In conclusion, well formulated design criteria and Public building service administration make public building efficient in various field.

  • Managing of local government public service business is innovation strategy of local government public service business using choice and competition principle. Managing strategy of local government public service business is new paradigm for innovating public service business and role structure of government. It is important to understand properly substance and characteristics of local government public service business. Accordingly, the purpose of this study find bottleneck of local government public service business and take out improvement plan and suggest policy plan of Seo Gu District Office in Gwang Ju City in the future.

Assessment of Public Engagement Approach in Various Project Stages: The Case Study of Central Market, Hong Kong

  • The present research evaluates the public engagement approach in various project stages. Hong Kong had long been criticized as top-down and executive-led jurisdiction by overlooking the importance of cultural heritage and public concerns on public projects. It was suggested to the government to engage public and provide sufficient public consultation. Thereby, the government announced a series of revitalization and conversion measures in Policy Address in 2008. To carry out the measures, there were voices, because of diverse and sometimes conflicting interests, over the effect of revitalization project. On the other hand, studies reveal that there are benefits of revitalization and enhancement of public engagement approach. In pursuit of the subject, the present research aims at studying the Central Market as a case study pilot project. In October 2009, the Policy Address announced that the Central Market be revitalized. Tasked to implement the project, Urban Renewal Authority (URA) continued to adopt the people-oriented approach as the guiding principle in its core business and in heritage preservation and revitalization so as to create a sustainable development. Between government and the public, URA acts as a bridge for communication. As between URA and the public, URA conducted public consultation, set up an ad-hoc committee in January 2016 to be in charge of the project and will continuously inform the government and public with the updates and project progress. The main objectives of the present research are to assess the advantages and challenges in different stages of public engagement approach, to evaluate the engagement system, to give a comprehensive view for participation of stakeholders, and to find out effective strategies to enhance civil engagement. Research was achieved through interviews to key persons in the project, questionnaire that was distributed to community and experts in the field. Case Study of the Central Market was studied and investigated using different sources, such as newspapers, journals, etc, to evaluate the degree of public engagement in the project. Both detailed qualitative methodological approaches of interview, questionnaire, and case study, act as a synergy to demonstrate the research objectives and provide the comprehensive perceptions on the revitalization project. The results show that public participants in revitalized project have generated considerable value enhancements to social-cultural, environmental, political and economic aspect. This study provides valuable insights that the public participation can make positive contribution to sustainability in the city. The findings indicate that no any single system is flawless therefore seeking both public opinions and professional advices are also important as a comprehensive approach to achieve higher sustainability of the building.

Reference Architecture and Operation Model for PPP (Public-Private-Partnership) Cloud

  • The cloud has already become the core infrastructure of information systems, and government institutions are rapidly migrating information systems to the cloud. Government institutions in several countries use private clouds in their closed networks. However, because of the advantages of public clouds over private clouds, the demand for public clouds is increasing, and government institutions are expected to gradually switch to public clouds. When all data from government institutions are managed in the public cloud, the biggest concern for government institutions is the leakage of confidential data. The public-private-partnership (PPP) cloud provides a solution to this problem. PPP cloud is a form participation in a public cloud infrastructure and the building of a closed network data center. The PPP cloud prevents confidential data leakage and leverages the benefits of the public cloud to build a cloud quickly and easily maintain the cloud. In this paper, based on the case of the PPP cloud applied to the Korean government, the concept, architecture, operation model, and contract method of the PPP cloud are presented.

A study on the Maintenance and management of Dongnaebu Government Office building as seen through Official Documents in the mid-19th century (19세기 중엽 동래부 관아(官衙)의 유지와 관리)

  • This study investigated the maintenance and management of government office building in Dongnaebu, Gyeongsangdo in the mid-19th century. In the late Joseon Dynasty, Dongraebu was an important point of national defense and a place of trade and diplomacy with Japan, so it had many government facilities. There are very few government facilities remaining today, and no structure remains. Therefore, it is possible to grasp information about the government facilities through the old materials. Currently, there are public documents related to the local government offices such as Eupji, Eupsarye, and Junggi. Through comparison between public documents, we will examine the maintenance and management of Dongnaebu government facilities in the mid-19th century. As a result of the research, Dongnaebu government facilities were supervised by department and managed like articles. In addition, the name, size, and changes were all recorded in the management of the goods, and the authority of responsibility was clearly stated. This result is because the remaining material has the purpose of preparation as an accounting book. As a result, it was found that the government facilities in the late Joseon Dynasty were managed by a systematic department with clear authority.

  • Recently the renewable energy has been used widely and the importance of renewable sources is bigger than before. So the government enforced a law to the public buildings to install the renewable energy facilities. The capacity of facilities is 5% of total construction cost until April 13, 2011. Since then, the government changed the law from 5% of total construction cost to 10% of predicted energy usage because of the practical use of the renewable energy facilities. So, in this study, the comparative analysis is conducted according to the law to the building installed PV system through the EnergyPlus simulation.

  • Recently, the twenty-first century is called "the age of localization and regionalization" in Korea. So, local government should need to keep balance between the existing administrative management and new management strategies based on CEO's mind in order to deal with the situation of such that(the age of localization and regionalization) and improve efficiency of public service. In addition, they build public buildings after that they should operate and maintain them regularly. However, Korea local governments have tried to run many projects to expand insufficient local finance that was only for profit oriented public projects without considering management. Therefore, this paper is a basic study to establish and suggest the reasonable operation plan for local government by examining and reviewing actual operation condition in the public buildings. With the evaluation method which is demanded from public construction management to introduce a civil management technique manages an investment mind standard and management basis of assessment, proposes 8 sides of financial affairs, real estate maintenance and facility management, achievement evaluation, environmental safe crisis management, judiciary and explanation responsibility with base.

AN ANALYSIS ON FACTORS AFFECTING SCHEDULE PERFORMANCE OF PUBLIC HOUSING PROJECTS: CASE OF SINGAPORE

  • With the increasing demand for public housing, the Singapore government decided to reduce the waiting time of future public housing owners, which requires these projects to be completed on time. As a result, this study aims to identify the frequent and impactful factors affecting schedule performance of public housing projects in Singapore. The survey conducted with 36 industry experts revealed that "site management", "coordination among various parties", "design changes by owner during construction", "availability of laborers on site", "availability of material", and "availability of staff to manage projects" were the six factors that should be emphasized to assure the schedule performance of public housing projects. In addition, there was statistically significant agreement between public housing projects and other building projects on both the frequency and impact ranks of the factors. The findings from this study will help practitioners involving public housing projects to take measures to assure the achievement of project schedule objectives.
