A Study on the policy of disaster prevention using integrated database - Focused on The Policy for Housing welfare - (통합데이터베이스를 활용한 방재정책에 대한 연구 - 주거복지를 위한 정책을 중심으로 -)

  • Korea, old buildings do not currently have earth-resistant facilities, and disaster prevention facilities have some limitation in responding properly to damage arising from natural disaster as they do not reflect recently occurring climatic changes. Accordingly, it is necessary to select vulnerable districts by taking into consideration the possibility of disaster occurrence and the current situation of infrastructures for disaster prevention in order to responding efficiently to future unexpected disasters. For this purpose, national government has recently formed the DB linkage council for disaster prevention under the participation of related agencies and constructed integrated database. But local governments have not properly provided it with basic data necessary to construct database, resulting in the delay of the project. Therefore, it is thought that national government needs to provide them with manpower and financial support.

  • The history to have used lime in building construction was much long without distinction of the East or the West. The ancient nations of korean peninsula had used lime as construction material. The witness was discovered in the kings' tombs of fifth century. In the Joseon dynasty(15~19c), what applied several developed lime compounds to the kings' tombs have been recorded in 'Sanleong-Uigwe(山陵儀軌)' & 'Yeonggeon-Uigwe(營建儀軌)' of those days documents. Therefore, this paper is to examine the whole procedures from the product and provision of lime to its application through those days documents. Following conclusions have been reached through the study. Three lime compounds to be developed for the kings' tombs was extendedly applied to residential government buildings step by step within the current of time. These compounds to be used in the kings' tombs of the Joseon dynasty had been correlated to those of the ancient nations, which were nations of korean peninsula in narrow range, chinese and orient nations in broad range. These compounds have possibilities of development as the environmental-friendly building material. And these compounds should provide a standard specification for conservation & restoration of the traditional and cultural properties. I could confirm that the whole procedures had not been developed within limited space-time of the specified nation & period, but within interactions of the nations & periods. In the periods which disturb its interaction, the expansion of productivity in building construction was interfered.

Resource Cyclical Dynamics Focused on the Waste of Electric and Electronic Equipment

  • As a practical means to upgrade urban sustainability, this paper focuses on resource cyclical systems concerned with the waste of electric and electronic equipment (WEEE) in Korea. Borrowing System Dynamics concepts and approaches, it examines behavioral changes of WEEE dynamics to observe whether the existing management methods can be readjusted. The measurement is based upon both reuse and material and thermal recycle simulation works in the individual stage of WEEE discharge, collection, and treatment, going beyond the traditional recycle-only customs. This research estimates that the newly introduced Extended Producer Responsibility (EPR) system would definitely exert a significant impact on the final stage of WEEE treatment, decreasing the final treatment volume in the first half of the research period. The trend, nonetheless, would be reversed in the second half, mainly owing to the additional waste volume originated from the local government and recycling center. Sensitivity analysis poses, among others, that the local government-supported reuse center should take charge of a pivotal role in the long run. The research also shows that sufficientand necessary conditions for the WEEE management and treatment should be given to the combined efforts, both from the private sectors and the public domains. Based on these research findings, the paper recommends that key stakeholders including the producer and the public organizations should devise how to jointly carry out specific agenda centered around partnership or network buildings.

  • Since 2002, Korea Government has introduced Green Standard for Energy and Environmental Design Certification for reducing GHG emission in building area. However, total number of G-SEED Certification is only around 1% of total number of approved apartment buildings despite the various boosting policies. In this situation, most boosting policies and policy improvement researches are leaning toward the supplier's aspect. However, comprehensive relation and dynamics between consumer and supplier has to be considered because housing market is operated by market participants' mutual interaction. Therefore, this research presents system dynamics models based on decision making analysis of consumer and supplier in G-SEED Certification apartment building market. Then, this research evaluate the validity of boosting policies using the model. The proposed analysis can assist government to make next G-SEED Certification boosting policy.

  • The supply rate of renewable energy has been increasing under the influence of an energy scarcity. Government has supported the use of renewable energy by government subsidies. The operation of renewable may not been operating appropriately, although increasing the use of renewable energy. We found out some problems of the operation of renewable energy and offered some improvements. This research proposes the efficient operation method for the solar thermal system, and proposed operation method was compared and evaluated with existing operation strategy after selecting one building installed solar thermal system. Recently, the interest to renewable energy has increased because of the environmental issues and energy crisis. However the utilization of the renewable energy system is low because of the use of renewable energy system and existing renewable energy system independently, although supply rate of renewable system is increasing. Especially, in the case of solar thermal system heating load is not responsible for the load of hot water supply in many cases. Therefore, suggesting efficient operation plans and evaluations of the energy consumption and efficiency of a solar thermal system is needed.

  • Geothermal-energy has been getting popular as a natural energy source for green buildings these days. As a result Geothermal Source Heat Pump System (GSHPs) was being recognized effective alternative systems to conventional heating and cooling systems owing to their higher energy utilization efficiency. But GSHPs has not been popularized thereby the large amount of initial cost of the system and insufficiency of studies for economic estimation. Therefore GSHPs are being developed to make up for the weak points that are the large amount of initial cost of the system and much annual electricity consumption. In this paper, economic estimation was conducted by payback period method and it shows that the pay back period of Heat Storage Type GSHPs was calculated 6.8 years compared with the absorption Chiller-Heater system and 8.2 years compared with the Ice storage-Boiler system. Heat Storage Type GSHPs also has the lower annual source energy consumption than the conventional heating and cooling systems because of using nighttime electricity.

  • This is the urban design master plan for the Public Administration Town. The project proposes a newly configured city, where environmental and democratic principles are expressed in the shape of the urban fabric. To achieve the goal, the concepts of 'Flat City, Link City, and Zero City' were introduced. These concept show "Space fabric arrange, connection and material circulation and flow from ecological landscape". 'Flat City' shaped the government buildings into an iconic plane, and democratic society. The iconic plane's surface extends across the whole city, creating an expansive public park, which is easily accessible, and open to nature. 'Link City' connects governmental agencies to enhance their function and interactions. Government facilities, parks and green spaces, cultural facilities, commercial zones, and residential districts areas create an interconnecting network. 'Zero City' has integrated infrastructure systems to reuse waste, reduce pollution, and provide essential city functions. It creates a new wildlife habitat, making 'Zero City' a good neighborhood. This proposal was made to integrate historical, regional, nature experiences with various approaches in architecture, city, and landscape architecture.

  • The Swedish Fire Research Board was established in 1979 to initiate and fund relevant fire research efforts. The Board is responsible for a long term research programme revised every third year, and the Board is one of two major Swedish sponsors of all fire research. Beside the Board we also have the Swedish National Rescue Services, funded by the government. BRANDFORSK gives very high priority for the industry and the insurance company and the need they express for fire research. Research that the Rescue Services Board are funding is mainly focusing the need for the fire department. The Swedish Fire Research Board, BRANDFORSK, is the joint agency of the Swedish government, the insurance industry and the business sector, for the initiation, funding and supervision of different kinds of fire research. Work is directed by a Programme Board and is performed in the form of projects at universities, research institutes, state authorities and private firms. The Secretariat of BRANDFORSK shares the premises of the Swedish Fire Protection Association, SFPA, and the SFPA is the principal and the party which enters into agreement with the State. The programme for the period 1997-1999 has been drawn up on the basis of both damage development and the trends in society which can be noted, and the evident fire problems of the interested parties and their need for fire research. The inputs in the programme have been broken down seven problem areas. In every problem area different project areas are set out, and these primarily specify the aim of the work. Effects of Network Density on Gridded Horizontal Distribution of Meteorological Variables in the Seoul Metropolitan Area (관측망 밀도가 기상 자료의 격자형 수평 분포에 미치는 영향)

  • High-quality and high-resolution meteorological information is essential to reduce damages due to disastrous weather phenomena such as flash flood, strong wind, and heat/cold waves. There are many meteorological observation stations operated by Korea Meteorological Administration (KMA) in Seoul Metropolitan Area (SMA). Nonetheless, they are still not enough to represent small-scale weather phenomena like convective storm cells due to its poor resolution, especially over urban areas with high-rise buildings and complex land use. In this study, feasibilities to use additional pre-existing networks (e.g., operated by local government and private company) are tested by investigating the effects of network density on the gridded horizontal distribution of two meteorological variables (temperature and precipitation). Two heat wave event days and two precipitation events are chosen, respectively. And the automatic weather station (AWS) networks operated by KMA, local-government, and SKTechX in Incheon area are used. It is found that as network density increases, correlation coefficients between the interpolated values with a horizontal resolution of 350 m and observed data also become large. The range of correlation coefficients with respect to the network density shows large in nighttime rather than in daytime for temperature. While, the range does not depend on the time of day, but on the precipitation type and horizontal distribution of convection cells. This study suggests that temperature and precipitation sensors should be added at points with large horizontal inhomogeneity of land use or topography to represent the horizontal features with a resolution higher than 350 m.

A Study on Public Effect of Rural Tourism Development Project on the Rural Community (농촌관광개발정책이 농촌지역사회에 미치는 공익적 효과에 관한 연구)

  • Rural tourism has been identified as providing opportunities to revitalize the rural economies since early 2000s. During last decade in South Korea, government has enacted many policies aiming to establish tourism support programs as well as instigating activities between rural and nearby urban districts. In particular, the promotion of the rural tourism has been actively sought in various forms of products and services, such as green tourism village, village festival, one-company one-village campaign and etc. However, in order to prepare effective policies, it is very crucial to identify measureable evaluation criteria that can be used to assess socio-economic situations of the rural districts. Such criteria should be objective, timely and provide insights about living conditions of local residents and relevant properties. They can also be used to evaluate if progress is being made after the policies are implemented. While considerable efforts and resources have been invested to aid the tourism programs in South Korea, we still lack such systematic means to quantify and evaluate its impact on rural districts. In this work, we have applied regional deprivation analysis on well-established community experiential and recreational business in rural villages throughout the country based on three criteria (i.e., population, local commerce, and buildings). Surprisingly, the result shows that the implementation of the community experiential and recreational businesses did not bring any noticeable changes to at least one of the evaluation criteria. We concluded that the current government policies on revitalization of rural tourism at the village scale is insufficient for bringing meaningful socio-economic impacts to rural districts, with rare exceptions.
