An Empirical Study on the Impact of the Policy Lags and Policy Direction in the FDI inflow (외국인직접투자 유치정책의 정책시차 및 정책방향에 관한 연구)

  • The time-lag effect of the policy was analyzed focusing on the financial subsidies which are the incentive for attracting the foreign direct investment for the Korean industries from 2007 to 2012. The analysis results show that Korea's policy for attracting the foreign direct investment has the time leg of 2 or 3 years after the implementation of the policy. If the goal is to attract the foreign investment or introduce the advanced industrial technologies, the tax reduction system would be better. However, if the goal is to get the short term effects such as job creation or regional development, the direct subsidy or the financial support (financing) or the lexicographic characteristics of the policy for foreign investment would be more effective for attracting the foreign investment. Accordingly, the Korea's policy for attracting the foreign direct investment should be focused on the realistic policies such as direct subsidies or financial support (financing) rather than the tax reduction system.

  • Korean Journal of Sport Biomechanics(KJSB) is facing down by a great challenge. Following the long-term plan of the Korean Society of Sport Biomechanics, the KJSB has entered a new era in 2010 in the sense that the some papers are published in English. Immense efforts are needed to accomplish the original goal of KJSB becoming an internationally recognized journal. The 2009 Spring International Conference of the KSSB was held in this connection with the subject of the vitalization of the KJSB. A special topic were presented at the Conference and vigorous discussions followed. The Editor-in-Chief of KJSB presented strategies to improve the number of suggestion to the KJSB. The Manager of Thomson Reuter gave a presentation on how KJSB can grow into the SCI-expanded journal. This manuscript is presented on the basis of the presentations and the discussions at the meeting for the purpose of finding the way in aiming the direction of the long-term goal of the KJSB. Other evaluation criteria such as journal self-citation rate. SCI citation rate and SCI impact factor need to modify the score ranges.

  • Any theme of human being has its own goal, process, and means. In this respect, the subsystems of society comprises of ideology, norm and customs, and technology and economy. Similarly, culture has its subsystems like value, norm, and tool. These three cultural subsystems have relationships with design in terms of symbolic value, aesthetic form and functionality respectively. The society is now experiencing structural changes, getting out of industrial society md, accordingly, design is extending its scope to new domain out of the past physical concept. These changes are not just from design itself but they are from supra-system of design like changes of culture and society. In these respects, the study focuses on identifying the future direction of design education with the emphasis on the relationships between changes in design and society.

  • In this paper. we design and evaluate a cooperating model that increase problem solving ability by selecting proper cooperating partners under changing situation. In this model, to decide cooperation direction and extent, we have used a payoff function and then divided the group into two parts, cooperation part and non-cooperation part. To control these reconfigured groups at group level, group intention is used as a control media instead of existing data and goal. Group intention is abstractive and comprehensive and represents collection of strategies. Group intention is changed based on resources, information, and cooperation situation on group intention hierarchy. Two layered control is possible : first constraint with group intentions(group level) and then select a strategy under the constraint. These approaches are tested and evaluated on pursuit game testbed.

  • Journal of the Korean Meteorological Society (JKMS) is confronted by a huge challenge. Following the long-term plan of the Korean Meteorological Society (KMS), the JKMS has entered a new era in 2006 in the sense that the all papers are published in English. Tremendous efforts are needed to accomplish the original goal of JKMS becoming an internationally recognized journal. A forum was held in this connection with the subject of the vitalization of the JKMS at the Spring Meeting of the Korean Meteorological Society held at Gwangju, 2006. A number of special topics were presented at the forum and active and vigorous discussions followed. Professor Dong-Kyou Lee presented strategies to increase the number of submission to the JKMS. Professor Seon Ki Park gave a presentation on how JKMS can grow into the SCI journal. The Editor-in-Chief of JKMS, professor H. Joe Kwon introduced the on-line review system of JKMS which had launched in 2006. This manuscript is presented on the basis of the presentations and the discussions at the forum for the purpose of finding the way in aiming the direction of the long-term goal of the KMS.

  • This research deals with generating via points for autonomous navigation on a roadway for unmanned vehicles. When a vehicle plans a path from a starting point to a goal point, it should be able to map out which lane on which road it passes by. For this purpose, we should organize positional information of roads and save it as a database. This paper presents methods to save the database and to plan a shortest path to the goal by generating via points in consideration of the moving direction and the lane directions. Then we prove that the proposed algorithm can find the optimal path on the road through simulations.

  • A point-wise car-like robot moving in the plane changes its direction with a constraint on turning curvature. In this paper, we consider the problem of computing a shortest path of bounded curvature between a prescribed initial configuration (position and orientation) and a polygonal goal, and propose a new geometric proof showing that the shortest path is either of type CC or CS (or their substring), where C specifies a non-degenerate circular arc and S specifies a non-degenerate straight line segment. Based on the geometric property of the shortest path, the shortest path from a configuration to a polygonal goal can be computed in linear time.

An Empirical Study to Rethink the Goals and Components of Teaching Korean Language Pronunciation (한국어 발음 교육 목표와 교육 내용 재고를 위한 실험연구)

  • Intelligibility has been widely regarded as an appropriate goal for second language pronunciation teaching. Yet there are few empirical studies that focus on the intelligibility of Korean learners' pronunciation. Therefore, this mixed-methods study examined the relationship among native-like pronunciation, intelligible pronunciation, phonological fluency and comprehensibility. Furthermore, this study investigated how native-like pronunciation and intelligible pronunciation are measured differently in terms of actual pronunciation skills. In addition, this study examined how these two pronunciation styles mutually influence each other. The results of this study show that achieving native-like pronunciation is a much more difficult goal than achieving intelligible pronunciation. It further shows that foreign accented pronunciation has little to do with comprehensibility while better intelligibility is needed for clearer comprehensibility. To achieve better intelligibility, this study recommends pronunciation teaching based on segments, suprasegmentals and fluency as the focus on suprasegmentals and fluency teaching are more important to achieve a native-like pronunciation. Besides the focus on phonology, there are other social factors which could influence the evaluation of native-like pronunciation, but are not part of this study. These findings are expected to contribute not only to a better understanding of pronunciation, but also to a more comprehensive reevaluation and informed direction of pronunciation teaching and research.

Direction Of Trade Of Major Agricultural Commodities From India

  • This study pertains to direction of exports direction of major agricultural commodities viz., rice, maize, bengal gram, chillies and cotton from India. In the ensuing next decade during 21st century, India is likely to witness changes in the export pattern of these commodities due to both internal and external constraints. One of the major internal constraints is mounting cost of production. Similarly, one of the most important external constraints include excessive subsidization by importing countries that makes Indian commodities less competitive in the international market. So, the important research question is to analyse the direction of exports of major agricultural commodities from India during post-WTO regime. The dynamic nature of trade pattern of the selected commodities was analyzed by employing the first order Markov process by examining gains and losses in respect of export shares of major Indian agricultural commodities to different countries. During the post-WTO regime, it was found that Saudi Arabia for rice, Bangladesh for maize, Pakistan for bengal gram, Malaysia for (dry) chillies, China, mainland for cotton are the loyal destinations for the commodities. The increasing demand for the selected commodities in countries like Saudi Arabia, Côte d'Ivoire for rice; Malaysia for maize; Pakistan and Algeria for Bengal gram; USA and Sri Lanka for (dry) chillies and Vietnam, Pakistan and Indonesia for cotton need to be explored for augmenting the exports. In order to achieve this goal, it is essential that consumer preferences in newer markets, market intelligence and impediments for augmenting exports need to be researched. It is also high time to analyze the export competitiveness of selected commodities across these importing countries.

  • This paper proposes a technological solution for improving the recognition direction of target objects for automatic vision inspection by machine vision. This paper proposes a technological solution for improving the recognition direction of target objects for automatic vision inspection by machine vision. This enables the automatic machine vision inspection to detect the image of the inspection object regardless of the position and orientation of the object, eliminating the need for a separate inspection jig and improving the automation level of the inspection process. This study develops the technology and method that can be applied to the wire harness manufacturing process as the inspection object and present the result of real system. The results of the system implementation was evaluated by the accredited institution. This includes successful measurement in the accuracy, detection recognition, reproducibility and positioning success rate, and achievement the goal in ten kinds of color discrimination ability, inspection time within one second and four automatic mode setting, etc.
