  • Presently, prefabricated concrete panels are extensively employed in diverse construction projects across the globe due to their exceptional quality. To maintain the overall quality of these construction projects, it is crucial to ensure that the dimensions of precast concrete panels align with their designated design specifications. Therefore, it is essential to develop a methodology capable of quickly and accurately measuring the dimensions of precast concrete panels. Currently, there are many advanced technologies used to examine the dimensions of prefabricated concrete panels such as terrestrial laser scanning, which is prone to time consuming and cost inefficiencies. To address these limitations, this study suggests a computer vision-based approach that utilizes April Tag markers and images taken from a mobile phone to measure and evaluate the dimensions and quality of precast concrete panels. The proposed algorithm operates as follows: Initially, the RGB image coordinates are converted to the world coordinate systems using April tag markers. Following, the masks of the precast concrete components are extracted using the state-of-the-art Segment Anything Model (SAM). Finally, an algorithm based on image processing technique is developed to estimate the dimensional properties of precast concrete panels. The effectiveness of the proposed method is validated through preliminary experiments conducted in the field-scale precast slabs, and the result is evaluated by comparing to the manual measurement result.

  • Purpose: Based on the salutogenetic model, the purpose of this study was to identify the levels of health-related information-seeking behavior, and the level of the health locus of control (HLC), sense of coherence (SOC), and self-rated health (SRH) among Korean patients with colorectal cancer, and to identify the factors influencing SRH. Methods: Using a correlation study design, 122 patients with colorectal cancer were recruited. A self-reported questionnaire was used to assess the participants' health-related information-seeking behavior, HLC, SOC, and SRH. Results: Most participants reported health-related information-seeking behaviors. The most frequently sought information included cancer diets, how to improve overall health, therapy methods, and carcinogenesis or metastasis. Throughout the process, participants were concerned about the quality of the information. Patients with information-seeking behaviors reported lower scores in powerful and chance HLC. SRH scores were influenced by being male, not being in a metastasis state, not having a colostomy, and higher SOC scores. Conclusion: Subjective health among patients with colorectal cancer is better if patients are male, have not had a colostomy, and have higher levels of SOC. Further studies need to explore the impact of information-seeking behavior on the health status of these patients in a longitudinal study design.

  • Developed countries have set seed industry as a new growth engine, which demands strong support from the government. Multinational seed companies such as Monsanto and DuPont have made huge financial investment to secure their major roles in the global market. To spur domestic seed industry performance, Korean government laid out the foundation for developing seed industry through policy promotion in the late 2000s. In this paper, I look at the current state of the domestic and international seed market to provide information for improving the efficiency of the propulsion of the Golden Seed Project (GSP) along with its vision. The increasing size of global giant companies has been regarded to monopolize the world seed industry wherein ten renowned companies occupy 73% of the overall global market. In effect, this causes a price hike due to limited seed choices. Domestic seed market has been stuck in a range due to a sustained low agricultural production resulting in decreased seed demand and market size. Though breeding technologies for rice and vegetables are world-class, the technologies for top global crops such as cabbage, paprika, and forage are insufficient therefore professionals in this field are not easily employed. Moreover, there is a lack in appropriate infrastructure set up in the universities which adds to ineffective training of professionals. Being a key-supporting industry for agriculture, seed industry should be granted with strong and sustainable investment support from the government. In view thereof, GSP, which started in 2012, ambitions to spur researches outlined by excellent professionals in universities and seed companies aimed to drive seed export volume and quality and attain domestic seed self-sufficiency through adoption of export- and import-substitution seed types (10 varieties each) development strategies. To develop Korea's seed industry excellent achievement of GSP's goals should be drawn successfully and to do this beside development of high quality seeds, support programs for promotion of seed exports are also needed.

  • Shipping activities have become possible in the Arctic Ocean due to melting ice by global warming. An increasing number of vessels are passing through the Arctic Ocean consequently bringing concerns of ship-iceberg collisions. Thus, most classification societies have implemented regulations to determine requirements for ice strengthening in ship structures. This paper presents the simulation results of an ice-strengthened polar class ship after an iceberg collision. The ice-strengthened polar class ship was created in accordance with the Unified Requirements for a Polar-Ship (IACS URI). An elastic-perfect plastic ice model was adopted for this simulation with a spherical shape. A Tsai-Wu yield surface was also used for the ice model. Collision simulations were conducted under the commercial code LS-DYNA 971. Hull deformations on the ice-strengthened foreship structure and collision interaction forces have been analysed in this paper. A normal-strength ship structure in an iceberg collision was also simulated to present comparison results. Distinct differences in structural strength against ice impact forces were shown between the ice-strengthened and normal-strength ship structures in the simulation results. About 1.8 m depth of hull deformation was found on the normal ship, whereas 1.0 m depth of hull deformation was left on the ice-strengthened polar class ship.

  • Despite that Korea has tried radical efforts in the global flow of regulatory reform in the past twenty years, the result was not radical at all, but rather disappointing. One examines the possibility of paradigm shift in regulatory reform based on new theoretic perspectives. Regulatory reform, one argues, is not just a neo-liberal approach to cut off overflowing regulation. It is a highly conflictual struggle in state order to move from industrial age paradigm to service age paradigm. In the process of the great shift states become integrated into the world of life constructed by the exercise of civil rights. The relation between the civic socio-economic life and the state apparatus became totally different. Past effort for deregulation missed this point without correct recognition of the role of civil freedom and rights in service economy. One treats three typical forms of regulation whereby conventional rules and regulations effectively damper the development of services: reciprocal perspective in contract management, industrial mind in urban and spaces design, and old way of human capital management. According these analyses a new initiative of regulatory reform is proposed to take place at the National Assembly.

  • This paper analyzes herd behavior observed in the loan market from 2001 to 2014 using a panel data on commercial banks including state-owned banks, domestic private banks, foreign banks, and Islamic banks. The paper finds evidence that herd behaviors of domestic private and foreign banks have been pronounced and long-lasting around the 2008 global financial crisis when state-owned banks did not show such a behavior. This result shows that since private banks tend to be keen on maximizing profits and avoid financial risks exposed by lending during a financial crisis, their lending decisions are not independent but dependent on whether other banks increase loans or not. On the other hand, Islamic banks do not show herd behavior during the financial crisis. This finding is consistent with earlier studies that Islamic banks have different characteristics, such as profit and operation mechanisms, from other private banks. Another interesting finding is that when it comes to rural loans, all the banks' herd behavior is short-lived and the herding indexes are quite volatile. This finding is attributable to distinct features of rural loans. Usually maturities of rural loans are shorter than city loans and related to the cycle of farming. Agricultural production is heavily dependent on unpredicted factors, such as floods and droughts, not previous year's production. Lastly, the paper finds a herding across bank type that state-owned, foreign, and Islamic banks follow domestic private banks'lending decisions.

  • Limit state design (LSD) and allowable stress design (ASD) are two main types of soil nailing design methodologies. In the LSD method, stability is determined by applying individual coefficients to ground strength, working load and etc. The ASD method calculates the safety factor and compares it with the minimum safety factor to determine the stability. The global design trend of soil nailing system is changing from the ASD method to the LSD method. The design method in Korea still adopts the ASD philosophy while others mostly do the limit state design. In this study, four soil nail design methods, 'FHWA GEC 7' in U.S. (2015), 'Clouterre' in France (1991), 'Soil nailing - best practice guidance' in U.K. (2005), 'Geoguide 7' in Hongkong (2008), and 'Design guide for slope in construction work' in Korea (2016) were applied to the evaluation of the stability and the results were analyzed comparatively in brief. It is revealed that the design method of 'the overall stability of soil nail walls' in Korea is the most conservative and next those by FHWA, Clouterre and CIRIA become more conservative in order. However, the difference of results obtained from FHWA and Clouterre is negligible. Also, this study found out that efforts to improve domestic design criterion are needed.

  • The global process of transition from industrial to information society, as well as socio-economic changes taking place in Ukraine, require significant changes in many areas of state activity. It is especially connected with the reforms in the sphere of education. Today, national programs provide for the development of education on the basis of new progressive concepts, the introduction of the educational process of new pedagogical technologies and scientific achievements, the creation of a new system of information education, entrance of Ukaine into the transcontinental computer information system. Information technologies are qualitatively changing the key resources of development: this is no longer a space with fixed production, but primarily mobile finance and intelligence. They have a direct impact on the formation of personal growth, professional content and self-organization, emotional and psychological maturity and consciousness, and so on. One of the main factors in ensuring the stability and social education of the country's citizens is the culture of security, the formation and development of which is an urgent problem today. Comprehensive and systematic development of security culture will significantly increase the readiness of the population, the level of environmental, labor and patriotic education, reduce human losses, material damage from emergencies. Ecological education can be carried out more successfully only gradually and in accordance with the socio-psychological periods of one's development: kindergarten - school - college - university. The creation of such a system of environmental education should be enshrined as the basis of state environmental policy as a constitutional norm with the usage of information technology. Graduates of universities, who are the future of our country, after mastering the skills of basic environmental education must have a high level of environmental culture, which is, in turn, part of general human culture, and investigate environmental issues from the standpoint of their profession. It is known that with the help of environmental education the collective intelligence of society is formed, which can predict human activities and processes occurring in nature, and in some way to help with the elimination of crises. It is through environmental education that another system of human values is being formed, which places great emphasis on intangible wealth and solidarity, and great responsibility of humanity for the ecological state of the native country; provides a higher standard of living as a result of sustainable development, through the introduction of information technology in this system. To improve the quality of life, we need better knowledge, which must be implemented through information technology at the international level.
