A Study on the Defense Standardization Policy Roadmap (국방 표준화 정책 로드맵에 관한 연구)

  • Many advanced countries including the U.S. consider defense standardization as a critical task for the efficient acquisition and effective operation of weapon systems and have implemented the appropriate standardization policy by synchronizing the defense acquisition strategies and nation standardization policy with defense standardization. It is required to develop the long-term defense standardization policy that can cope with the future domestic and international defense environmental changes. Therefore, it is an inevitable task to investigate the standardization trends and strategy in the domestic and international perspectives. The study aims to provide the vision of defense standardization policy, act/regulation, organization/personnel, education/training and information system.

A Study on Applying EINSTein Model to guerrilla warfare (EINSTein모형의 비정규전 적용에 관한 연구)

  • This paper deals with complex system theory to describe guerrilla warfare situation using EINSTein (Enhanced ISAAC Neural Simulation Tool) simulation model. EINSTein model is an agent-based artificial "laboratory" for exploring self-organized emergent behavior in land combat. Many studies have shown that existing Lanchester equations used in most guerrilla warfare models do not describe changes of combat units, real guerrilla warfare situation and qualitative factors in combat. Future warfare will be information warfare with various weapon system and complex combat units. We have compared and tested results with Lanchester models and EINSTein model. And the EINSTein model has been applied and analyzed to guerrilla warfare model (C4I facilities, coastal, urbanized terrain critical facilities defense). The results show that the EINSTein model has a possibility to apply and analyze guerrilla warfare more properly than Lanchester models.

ROK Army War-Game Simulation System Development (한국 육군 제대별 워게임 모의체계 개발사례)

  • In the late 1990s, ROK Army started developing a simulation model(ChangJo21) for division/corps level battle command training and finished it successfully. The CJ2l model provides realistic representation of Korean characteristics in doctrine, weapon systems, terrain, and climate etc. The successful development of CJ2l implanted us with confidence on high-technology model development and this has been our motive for development of JeonToo21 for battalion/regiment level battle command training and other war-game models like Hwarang21 (Rear Area Ops. Model) and Vision21 (Division Combat Analysis Model). Eventually, ROK Army was able to establish M&S system by echelons, from battalion to corps. Moreover interoperability between ROK-US simulation systems are on the progress. In this paper, we introduce recently developed 3 war-game simulation models and mention on the future directions of ROK Army Modeling & Simulation.

  • The future warfare will universalize the operation of a combined weapon system that utilizes this technology and create an operational environment that is centered on a network requiring a high level of interoperability between combat elements as well as a high level of operation speed. In this kind of operational environment, future combat will take on the aspects of network centric warfare, which is capable of realizing a real-time sensor to shooter cycle by horizontally connecting operation elements. Therefore, the study attempts to draw out a Korean measurement plan concerning battlefield environment changes in the future by investigating and analyzing all problems occurring during the mass acquisition and processing of battlefield information in battlefield situations of network centric warfare currently conducted by the US military in Afghanistan and Iraq.

  • The fourth industrial revolution based on the intelligent revolution has revolutionized the society as a whole, and it has also affected the defense sector. Various aspects of the war have been changing with the development of technology. In particular, various strategies such as research and development of core technology related to defense unmanned system field and infrastructure are being established based on the fourth industrial revolution technology. In this paper, we have conducted a study to select the technology required for maritime unmanned systems, which can be considered as a priority consideration for the future development of the core technology to be secured prior to the development of the weapon system. First, the core technology prioritization model for the marine unmanned system was established, and the technology fields of the unmanned robot were reclassified and integrated in the related literature such as the classification of the defense technology standard. For the empirical analysis, a questionnaire survey was conducted for 12 specialists who are engaged in the planning of weapons systems, and the importance of technical fields that require development in the development of marine unmanned systems was analyzed. As a result, it was possible to identify the key technology areas that should be considered in selecting the key technologies proposed by the military groups, research institutes, and companies. This could contribute to the establishment of the technology roadmap to develop the marine unmanned system from the future point of view.

  • An electronic attack (EA) system is an essential weapon system for performing electronic warfare missions that contain signal tracking and jamming against multiple threats using electromagnetic waves, such as air defense radars, wireless command and communication networks, and guided missiles. The combat effectiveness can be maximized, and the survivability of militarily protecting combat power can be enhanced through EA mission operations, such as disabling the functions of multiple threats. The EA system can be used as a radio frequency jamming system to respond to drone attacks on the core infrastructure, such as airports, power plants, and communication broadcasting systems, in the civilian field. This study examined the criteria for classification according to the electronic attack missions of foreign EA systems based on an aviation platform. The foreign R&D trends by those criteria were investigated. Moreover, by analyzing the R&D trends of domestic EA systems and future battlefields in the domestic security environments, this paper proposes technological development plans of EA systems suitable for the future battlefield environments compared to the foreign R&D trends.

The Development of Artificial Intelligence-Enabled Combat Swarm Drones in the Future Intelligent Battlefield (지능화 전장에서 인공지능 기반 공격용 군집드론 운용 방안)

  • The importance of combat drones has been highlighted through the recent outbreak of the Russia-Ukraine war. The combat drones play a significant role as a a game changer that alters the conventional wisdom of traditional warfare. Many pundits expect the role of combat swarm drones would be more crucial in the future warfare. In this regard, this paper aims to analyze the development of artificial intelligence-enabled combat swarm drones. To transform the human-operated swarm drones into fully autonomous weaponry system our suggestions are as follows. Developments of (1) AI algorithms for optimized swarm drone operations, (2) decentralized command and control system, (3) inter-drones' mission analysis and allocation technology, (4) enhanced drone communication security and (5) set up of ethical guideline for the autonomous system. Specifically, we suggest the development of AI algorithms for drone collision avoidance and moving target attacks. Also, in order to adjust rapidly changing military environment, decentralized command and control system and mission analysis allocation technology are necessary. Lastly, cutting-edging secure communication technology and concrete ethical guidelines are essential for future AI-enabled combat swarm drones.

  • South Korea should not be in subordinate position in international relationships like the past. As the status of middle power. South Korea achieves peaceful unification through overcoming North Korea's nuclear and conventional threats, and builds military power in Northeast Asia as a 'balancer'. This can firstly be achieved by constructing "attack systems triad". 'attack systems triad' can be established through integrating the C41SR as a common strategy for the purposes of preemptive deterrence and retaliatory deterrence against the dangers of the present and the future. Second, denial deterrence can be achieved by establishing "defense system triad" by combining common military power and defensive weapon system. Finally, development of independent advanced technological strategies can be achieved by building defense industry and combination of research and development through constructing "Infra triad". As for constructing and reinforcing the future of the ROK military, a unilateral principle and policy efforts to achieve the aforementioned force construction models are needed. This can only be achieved through the government's national vision to take on the role of mediator and a basis founded upon the consensus of the public.

A Study on OMS/MP for Establishing Target RAM Values of New Weapon System in Precedent study : Focusing on the case of unmanned combat vehicle (선행 연구단계에서 신규 무기체계의 RAM 목표값 설정을 위한 OMS/MP 작성 연구 : 무인전투차량의 사례를 중심으로)

  • RAM analysis determines the range of resources to be invested by presenting the development goals of the weapon system. If the RAM analysis is not performed properly, it can cause a huge increase in business costs. While the cumulative cost ratio in the concept study is less than 1% of the total cost, 65-70% of the total lifecycle cost is determined and can't be reduced later. Therefore, RAM analysis is crucial in precedent study. When calculating the target RAM value by writing an existing OMS/MP, new functions and the future missions are hardly considered and reflected. Therefore, this paper proposes a method to establish OMS/MP by deriving arguments based on Delphi and Bayesian theory focusing on unmanned combat vehicle.
