The purpose of this study is to find out the policy alternatives for the activation of the local culture industry in Korea. The research methodology is content analysis into law articles of local culture promotion act and framework act on the promotion of culture industries and some related acts, to review the relations between local culture promotion and the promotion of culture industries. The results of this study are the followings: Firstly, the policies for the promotion of culture industries should connect to the policies of local culture promotion. 1) Local culture industries are related with the facilities like living cultural centers and the activities of the arts organizations or clubs of residents. 2) The industrial condiitions should be considered in the process of designation of cutural city and cultural area. 3) The local cuture industry policies should be connected to raise the funds for local culture promotion. 4) The local culture industries should be connected to the cultivation of professional personnel for local cultural promotion. Secondly, for the activation of the local culture industries, the obstructive factors should be eliminated and the facilitating factors should be utilized. 1) The purpose of the culture industries should be defined as concrete and clear through the clearly prescribing the range of culrure industries. 2) The roles which have been dispersed to various agents should assigned as designated clealy and the cooperative system should be construced. 3) In designating cultural cities and cultural area, conceptual elements should be considered and the brand of the local culrure industries should be presented. 4) The background industries such as tourism industries should be utilized. 5) Governance systems should be constructed and utilized.

Recently, as the domestic job problem has become serious, government ministries are investing a lot of budgets to encourage startups by prospective entrepreneurs. What is important to the success of startups is the recognition of various startup opportunities before starting a startup, and the experience through trial. However, in reality, prospective entrepreneurs recognize and seek various startup opportunities through support such as startup education and initial commercialization funds through various government supported projects, but it is difficult to actually start a business. Previous studies have revealed that the recognition of entrepreneurial opportunities affects entrepreneurial intentions by various variables such as gender, but research is insufficient on what kind of black box exists between the recognition of entrepreneurial opportunities and entrepreneurial intentions. The purpose of this study is to emphasize the importance of positive psychological capital as a major method for improving the entrepreneurial intention, and to analyze exploratorily whether positive psychological capital plays a mediating role between the recognition of entrepreneurial opportunities and the entrepreneurial intention. As a result of the study, it was confirmed that the recognition of startup opportunities affects the intention to start a business, and positive psychological capital has a mediating effect between the recognition of the startup opportunity and the intention to start a business. This means that positive psychological capital is important in order to lead to actual entrepreneurial intentions after recognizing a startup opportunity. Therefore, in order to revitalize the startups of prospective entrepreneurs in the current startup ecosystem, it is necessary to prepare a plan to improve the recognition of startup opportunities and positive psychological capital.

Altmetrics is an alternative impact evaluation index that evaluates the social interest in the research performance of individuals or institutions in universities, research institutions, and research fund support institutions. This study empirically analyzed what kind of attention a papers of domestic library and information science researchers published in an international academic journal was receiving in the international community using Altmetric explorer. As a result of the analysis, 230 papers were tracked. The average Altmetric Attention Score (AAS) was 6.63, but there were 2 papers that received overwhelming attention (over 170 points) as they were mentioned in news report and Twitter. Second, there was a tendency for high AAS to appear in cases where a domestic researcher participated as a co-author and the main author belonged to an overseas institution, and in the case where the research funds were supported by foreign government agencies. In addition to the field of the library information science or information system, the papers classified as the field of public health service and education showed high AAS, and it was confirmed that these papers were published in the journals of various fields such as life science. Finally, it was confirmed that there was a weak correlation of r =0.25 between the AAS and the number of citations of the analyzed paper, but a strong correlation of r =0.68 between the number of Mendeley readers and the number of citations.
A blockchain bridge (hereinafter referred to as "bridge") is a service that enables the transfer of assets between blockchains. A bridge accepts virtual assets from users and delivers the same virtual assets to users on other blockchains. Users use bridges because they cannot transfer assets to other blockchains in the usual way because each blockchain environment is independent. Therefore, the movement of assets through bridges is not traceable in the usual way. If a malicious actor moves funds through a bridge, existing asset tracking tools are limited in their ability to trace it. Therefore, this paper proposes a method to obtain information on bridge usage by identifying the structure of the bridge and analyzing the event logs of bridge requests. First, to understand the structure of bridges, we analyzed bridges operating on Ethereum Virtual Machine(EVM) based blockchains. Based on the analysis, we applied the method to arbitrary bridge events. Furthermore, we created an automated tool that continuously collects and stores bridge usage information so that it can be used for actual tracking. We also validated the automated tool and tracking method based on an asset transfer scenario. By extracting the usage information through the tool after using the bridge, we were able to check important information for tracking, such as the sending blockchain, the receiving blockchain, the receiving wallet address, and the type and quantity of tokens transferred. This showed that it is possible to overcome the limitations of tracking asset movements using blockchain bridges.
For the commercial development of deep-sea mineral resources, the International Seabed Authority is engaged in wide ranging discussions to establish the Regulations on Exploitation. The core issue of the Regulations on Exploitation is how to protect the marine environment along with the royalty system that distributes the profits from such development. The United Nations Convention on the Law of the Sea stipulates the protection of the marine environment in Part 12 (Articles 192-237) for the preservation of the marine environment, and in the 1994 Implementation Agreement, the protection of the marine environment at the stage of application for approval of the plan of work together with the Regulations on Exploration for the protection of the marine environment. For this purpose, certain obligations are imposed on the applicants. In the Regulations on Exploitation, financial systems such as environmental performance guarantee, insurance, and environmental compensation funds, which were not found in the Regulations on Exploration, are added to further specify the measures for marine environment protection generally stipulated in the 1982 Law of the Convention or 1994 Implementation Agreement. Regarding the financial system for marine environment protection, the Marine Environmental Protection and Conservation Informal Working Group meeting is revising the purpose of the environmental compensation fund. Among these financial system elements, it is judged that there is a possibility that the environmental performance guarantee and insurance may overlap considerably, and it is also thought that the establishment of the environmental compensation fund can also provide a substantial sum of money that will meet the purpose of the compensation fund in terms of securing its financial resources. In this paper, the question is posed as to whether or not this can be accomplished. In this respect, this paper examines the environmental performance guarantee, insurance, and environmental compensation fund, which are necessary for the protection of the marine environment of the deep seabed, but which can impose appropriate obligations on contractors for the commercial development of deep seabed mineral resources. At the same time as figuring out how it is operated in relation to relevant domestic laws, I would like to propose a plan to reflect the implications derived from the domestic law operation process in the Regulations on Exploitation.
This study is to examine the causes of research misconduct such as plagiarism, forgery, redundant publication, unfair author expression, and incapacitation of the research ethics system of university researchers and to suggest improvement plan. It basically relied on literature research. In order to supplement the deficiencies in literature research, I sought advice from an expert professor who had experience working in a research-related field in university or who is currently in a position related to research ethics through the delphi-method. As a result of the study, from the perspective of individual researchers, the complacent attitude, dishonesty, and greed for research funds were identified as the main reasons. In terms of organization, it was analyzed for reasons such as lack of detail and application of regulations, lack of verification system, and performance-oriented research environment. In order to overcome research misconduct caused by the researcher's personal reasons, regularization, increase in the number of research ethics education, and strengthening personal penalties were suggested. As a way to overcome irregularities arising from institutional reasons, the reinforcement of the verification system, the reinforcement of the whistle-blower's personal protection system, the omission of promotion, and the quality and quantitative balance of research evaluation was suggested.
The purpose of this study is to present factors and strategies for successful rewarded-crowdfunding of companies. For this, rewarded-crowdfunding based on the extended theory of planned behavior(E-TPB) by adding individual innovation and risk preference as extended variables, in addition to the basic variables of the theory of planned behavior(TPB), including attitude, subjective norm, and perceived behavior control. In addition, the moderating effect of rewarded-crowdfunding experience was confirmed. In addition, the moderating effect of the rewarded-crowdfunding experience was confirmed, and exploratory factor analysis and multiple regression analysis were conducted for questionnaires who were aware of the concept of rewarded-crowdfunding. As a result of testing the hypothesis, it was found that attitude, subjective norm, perceived behavioral control, and risk preference affect the intention to invest in rewarded-crowdfunding. Also, we could find that perceived behavior control and risk preference were moderately influenced by investor who had experience in rewarded-crowdfunding. Based on the research results, it has academic and practical value by presenting the direction of enhancing the success of rewarded-crowdfunding that companies can use as a way to raise funds and boost sales.

Recently, due to the nature of blockchain that guarantees users' anonymity, more and more cases are being exploited for crimes such as illegal transactions. However, cryptocurrency is protected in cryptocurrency wallets, making it difficult to recover criminal funds. Therefore, this study acquires artifacts from the data and memory area of a local PC based on user behavior from four browser extension wallets (Metamask, Binance, Phantom, and Kaikas) to track and retrieve cryptocurrencies used in crime, and analyzes how to use them from a digital forensics perspective. As a result of the analysis, the type of wallet and cryptocurrency used by the suspect was confirmed through the API name obtained from the browser's cache data, and the URL and wallet address used for the remittance transaction were obtained. We also identified Client IDs that could identify devices used in cookie data, and confirmed that mnemonic code could be obtained from memory. Additionally, we propose an algorithm to measure the persistence of obtainable mnemonic code and automate acquisition.
Recently, not only in Korea but also around the world, we have been experiencing constant disasters such as typhoons, wildfires, and heavy rains. The property damage caused by typhoons and heavy rain in South Korea alone has exceeded 1 trillion won. These disasters have resulted in significant loss of life and property damage, and the recovery process will also take a considerable amount of time. In addition, the government's contingency funds are insufficient for the current situation. To prevent and effectively respond to these issues, it is necessary to collect and analyze accurate data in real-time. However, delays and data loss can occur depending on the environment where the sensors are located, the status of the communication network, and the receiving servers. In this paper, we propose a two-stage hybrid situation analysis and prediction algorithm that can accurately analyze even in such communication network conditions. In the first step, data on river and stream levels are collected, filtered, and refined from diverse sensors of different types and stored in a bigdata. An AI rule-based inference algorithm is applied to analyze the crisis alert levels. If the rainfall exceeds a certain threshold, but it remains below the desired level of interest, the second step of deep learning image analysis is performed to determine the final crisis alert level.

This study was conducted for the purpose of suggesting ways to improve KMLA's support programs to strengthen the capabilities of domestic medical librarians. To this end, after investigating the roles of professional associations, common roles were extracted and categorized into five areas, and then the support programs of MLA and KMLA were compared and analyzed. As a result, six suggestions can be made as ways to improve KMLA's support program. First, policy development is needed to officially and continuously support medical librarians. Second, in the area of (continued) education and training programs, educational support in professional areas required in the medical field is needed, as well as education for the role of the IRB committee. Third, in terms of research and publication support, various support for research funds and training programs is required. Fourth, in terms of network and cooperation support, mentoring, leadership, and fellowship programs are needed, and improvements to domestic and international partnerships and support for various awards should also be planned. Fifth, in terms of professional certification and various certificate systems, it is necessary to provide support for obtaining degrees in related fields and to issue certificates through support for various courses. Sixth, KMLA's active internal and external promotion and activities should be carried out to attract donations.
