For the commercial development of deep-sea mineral resources, the International Seabed Authority is engaged in wide ranging discussions to establish the Regulations on Exploitation. The core issue of the Regulations on Exploitation is how to protect the marine environment along with the royalty system that distributes the profits from such development. The United Nations Convention on the Law of the Sea stipulates the protection of the marine environment in Part 12 (Articles 192-237) for the preservation of the marine environment, and in the 1994 Implementation Agreement, the protection of the marine environment at the stage of application for approval of the plan of work together with the Regulations on Exploration for the protection of the marine environment. For this purpose, certain obligations are imposed on the applicants. In the Regulations on Exploitation, financial systems such as environmental performance guarantee, insurance, and environmental compensation funds, which were not found in the Regulations on Exploration, are added to further specify the measures for marine environment protection generally stipulated in the 1982 Law of the Convention or 1994 Implementation Agreement. Regarding the financial system for marine environment protection, the Marine Environmental Protection and Conservation Informal Working Group meeting is revising the purpose of the environmental compensation fund. Among these financial system elements, it is judged that there is a possibility that the environmental performance guarantee and insurance may overlap considerably, and it is also thought that the establishment of the environmental compensation fund can also provide a substantial sum of money that will meet the purpose of the compensation fund in terms of securing its financial resources. In this paper, the question is posed as to whether or not this can be accomplished. In this respect, this paper examines the environmental performance guarantee, insurance, and environmental compensation fund, which are necessary for the protection of the marine environment of the deep seabed, but which can impose appropriate obligations on contractors for the commercial development of deep seabed mineral resources. At the same time as figuring out how it is operated in relation to relevant domestic laws, I would like to propose a plan to reflect the implications derived from the domestic law operation process in the Regulations on Exploitation.
Current compensation schemes for medical malpractice based on negligence is absolutely malfunctioning in Korea. Focussing on the reform of present tort systems for resolving medical malpractice disputes, this paper discusses the alternative models of the Social Relief Schemes for Medical Malpractice (SRSMM). Alternative models of SRSMM should fundamentally be based on either negligence or nofalult compensation principle. On the foundation of the previous relief principle, the SRSMM should be equupped with three major components-the preventio/reduction of the sharp increasing medical malpractice, the effective and efficient resolving process for malpractice disputes and the proper social financing scheme for compensation. The paper deals with pros and cons of the possible alternative models for reform centering on the three major components of the scheme. As conclusions, administrative arbitration machinaries and a compulsory fund for compensating the injured under the negligence principle are proposed to resolve the current problems Korea has faced.
Technology financing is different from other forms of corporate financing such as equipment purchase or facility related financing in terms of its riskiness. It is, therefore, difficult for innovative entrepreneurs to access any fund even though there are various ready-made funds available for implementing their technology development projects. The objective of this paper is to suggest a new means of financial support, entitled "stepwise Financing Mechanism" and to introduce credit based financing program. The Stepwise Mechanism will alleviate riskiness of technology development greatly by dividing the process of the development. Also, a credit based financing will make market interest rate decline and may have the same result as increasing the supply of money.

In Malaysia, diagnosis and treatment of patients with mucopolysaccharidoses (MPS) is mainly localized at Hospital Kuala Lumpur, which is the national referral center for rare diseases. To date there are 83 patients diagnosed with MPS in our center, with MPS II being the commonest. The Malaysian National Medicines Policy second edition has a specific section on the orphan drugs which includes recombinant human enzyme for enzyme replacement therapy (ERT) in MPS. So far, National Pharmaceutical Regulatory Agency Malaysia has approved recombinant human enzyme for MPS types I (Loranidase), II (idursulfase), IVA (elosulfase alfa), and VI (Galsufase). Access to Idursulfase beta (another recombinant human enzyme for MPS II) and vestronidase alfa-vjbk (MPS VII) required special authorization on named patient basic. Currently there are 25 patients receiving ERT, 70% of the funding are from Ministry of Health (MOH), the remaining 30% are from various charitable funds and humanitarian programs. Thirteen newly diagnosed patients have to queue for an additional fund. Four patients have been treated with Hematopoietic stem cell transplant. MOH has also published guidelines regarding the patient selection criteria for ERT and treatment monitoring schedule.

우리는 현대 사회에서 중요한 역할을 하는 소상공인의 성공 요인을 깊이 있게 조사하고 분석하여, 그들의 경영 성과에 미치는 요인들을 명확하게 이해하려는 노력을 기울였다. 우리는 소상공인의 경영 역량, 정부 지원 서비스, 그리고 정책 지원 자금의 이용 여부를 주요 변수로 설정하였다. 우리의 연구 결과, 소상공인의 경영 역량과 정부 지원 서비스는 그들의 경영 성과에 긍정적인 영향을 미치는 것으로 나타났다는 사실을 발견하였다. 이는 소상공인들이 자신의 역량을 강화하고, 정부의 지원 서비스를 효율적으로 활용함으로써 경영 성과를 향상시킬 수 있음을 의미한다. 정책 지원 자금의 이용 여부는 정부 지원 서비스가 재무 성과에 미치는 영향에만 조절 효과를 보일 뿐, 다른 경영 성과에는 영향을 미치지 않는 것으로 나타났다. 정책 지원 자금의 이용이 필요하긴 하지만, 그 자체만으로는 충분하지 않으며, 다른 변수들과 복합적으로 작용해야 효과를 볼 수 있음을 시사한다. 우리의 연구는 소상공인의 성공을 위한 새로운 방향성을 제시하였다. 이 연구를 통해 소상공인 및 관련 정책 결정자들은 어떤 요인들이 소상공인의 경영 성과에 영향을 미치는지, 그리고 어떻게 이러한 요인들을 효과적으로 관리하고 활용할 수 있는지에 대해 깊은 통찰을 얻을 수 있을 것이다. 이 연구는 기업 경영 및 소상공인에 대한 학문적 연구에 중요한 기여를 하였다. 소상공인의 성공 요인에 대한 깊은 이해를 통해, 이들의 경영 성과를 향상시키는 데 도움이 될 수 있는 새로운 연구 방향성과 전략을 제시하였다. 이러한 노력은 소상공인의 사회적, 경제적 가치를 높이는 데 한걸음 더 나아가는 계기가 될 것이다.
본 연구는 우리나라 종합병원을 대상으로 직·간접보조금이 수익성에 미치는 영향을 살펴보고자 하였다. 자료는 의료기관 회계정보공시시스템을 이용하여 2016년부터 2018년까지 270개 종합병원 회계정보를 수집하였다. 분석지표는 수익성으로 사업수익에 대한 순이익, 보조금지표는 사업수익에 대한 보조금(시설투자 목적의 국고보조금, 고유목적사업 관련 비용, 연구수익, 기부금수익) 비율을 사용하였다. 연구결과, 직접보조금인 국고보조금 비율은 공립기관이 57.30%로 매우 높았다. 간접보조금으로 세금감면 효과인 고유목적사업 관련 비용 비율은 사립대학교병원이 6.69%로 가장 높았으며, 결손 또는 운영보조 목적인 연구 수익 비율은 국립대학교병원이 2.8%로 가장 높았고 기부금수익 비율은 공립기관이 36.4%로 가장 높았다. 보조금이 수익성에 미치는 영향을 살펴본 결과, 국립대학교병원은 사업수익 대비 고유목적사업 관련 비용의 비율과 연구수익 비율이 낮을수록 사업수익 순이익율이 높았으며, 의료법인과 재단법인은 사업수익 대비 고유목적사업 관련 비용 비율이 높을수록 사업수익 순이익율이 높았다는 것을 알 수 있었다. 이러한 결과는 고유목적사업과 관련된 자금의 활용에 따라 수익성이 변동될 수 있다는 것을 의미한다.
Purpose - This paper's aim is to investigate whether or not gross profitability explains the cross-sectional variation of the stock returns in the Korean stock market. Gross profitability is an alternative profitability measure proposed by Novy-Marx in 2013 to predict cross-sectional variation of stock returns in the US. He shows that the gross profitability adds explanatory power to the Fama-French 3 factor model. Interestingly, gross profitability is negatively correlated with the book-to-market ratio. By confirming the gross profitability premium in the Korean stock market, we may provide some implications regarding the well-known value premium. In addition, our empirical results may provide opportunities for the fund distribution industry to promote brand new styles of funds. Research design, data, and methodology - For our empirical analysis, we collect monthly market prices of all the companies listed on the Korea Composite Stock Price Index (KOSPI) of the Korea Exchanges (KRX). Our sample period covers July1994 to December2014. The data from the company financial statementsare provided by the financial information company WISEfn. First, using Fama-Macbeth cross-sectional regression, we investigate the relation between gross profitability and stock return performance. For robustness in analyzing the performance of the gross profitability strategy, we consider value weighted portfolio returns as well as equally weighted portfolio returns. Next, using Fama-French 3 factor models, we examine whether or not the gross profitability strategy generates excess returns when firmsize and the book-to-market ratio are controlled. Finally, we analyze the effect of firm size and the book-to-market ratio on the gross profitability strategy. Results - First, through the Fama-MacBeth cross-sectional regression, we show that gross profitability has almost the same explanatory power as the book-to-market ratio in explaining the cross-sectional variation of the Korean stock market. Second, we find evidence that gross profitability is a statistically significant variable for explaining cross-sectional stock returns when the size and the value effect are controlled. Third, we show that gross profitability, which is positively correlated with stock returns and firm size, is negatively correlated with the book-to-market ratio. From the perspective of portfolio management, our results imply that since the gross profitability strategy is a distinctive growth strategy, value strategies can be improved by hedging with the gross profitability strategy. Conclusions - Our empirical results confirm the existence of a gross profitability premium in the Korean stock market. From the perspective of the fund distribution industry, the gross profitability portfolio is worthy of attention. Since the value strategy portfolio returns are negatively correlated with the gross profitability strategy portfolio returns, by mixing both portfolios, investors could be better off without additional risk. However, the profitable firms are dissimilar from the value firms (high book-to-market ratio firms); therefore, an alternative factor model including gross profitability may help us understand the economic implications of the well-known anomalies such as value premium, momentum, and low volatility. We reserve these topics for future research.
최근 국내에서는 "특별회계 및 기금 정비방안"에 관한 공청회가 열리는 등 공공기관에 의한 기금 및 적립금의 목적과 운용 행태에 대한 관심이 촉발되고 있다. 그러나 공공경제학을 공부하는 이들에게 중앙은행의 적립금은 별 관심의 대상이 아니었다. 다분히 실험적 연구의 성격을 띤 본 논문은 61개국 자료를 이용하여 각국 중앙은행이 내부 유보한 적립금이 통화정책 당국의 재량권확대 유인과 밀접한 관련이 있음을 보인다. 구체적으로 통화정책에 있어서 통화당국 관료의 재량권 여지가 큰 중앙은행 대출이 적립금과 직접적인 관계가 있음을 실증분석을 통해 검증한다. 한국의 경우, 이미 김인배 외(2001)에서 중앙은행 적립금이 중앙은행 대출과 관련이 있음을 보였던바, 이를 국제자료를 통해 확인함으로써 중앙은행 적립금의 성격과 의미를 재고하며 동시에 가설의 일반화를 시도한다.
본 연구는 조선산업과 해운 발전을 위해 한국과 중국의 선박금융제도에 대해 비교하고 이를 바탕으로 문제점을 도출하고, 우리나라 선박금융제도의 발전방안 제시하였다. 2008년 글로벌 금융위기 이후 리먼브라더스의 파산 이전까지만 하더라도 유럽의 주요선진국이 독점하던 선박금융이 한국, 일본, 중국 등 상대적으로 강력한 금융시스템과 저금리를 바탕으로 아시아 지역으로 중심이 변화되고 있는 실정이다. 본 연구는 동북아 3국 가운데 가장 먼저 선박금융을 도입한 한국이 오히려 중국의 도전에 직면하고 있는 현재의 상황을 극복할 수 있는 대안이 무엇인지 연구하였다. 본 연구에서 한국의 선박금융의 문제점을 선박금융 조달의 한계, 전문 인력의 부족, 환리스크 상존, 관계자의 이해 부족을 제시하였으며, 이러한 문제점을 해결하기 위한 대응방안으로 선박금융전문기관의 설립, 금융산업에서의 전문인력 양성, 원화의 대외신임도 상승, 이해당사자간의 지속적 협의 등을 제시하였다. 우리나라는 아시아 최초의 선박펀드 도입국가이지만, 해운과 조선 및 선박금융의 유기적인 연결 속에서 중국 선박펀드의 성장과정을 눈여겨봐야 할 것이다.
