The Objectives and Governance of Science and Technology Diplomacy: A Preliminary Comparative Analysis

  • Science and technology diplomacy has become an important policy agenda because of its diplomatic utility and enhancing of international science networks. However, different countries possess different objectives and governance of S&T diplomacy. In this context, this paper seeks to answer the following questions: what are the similarities and differences of S&T diplomacy in countries and what shapes these characteristics? To answer these questions, this paper conducts a comparative case study with five countries - Switzerland, Germany, Japan, the United Kingdom, and the United States - whose S&T diplomatic programs are highly recognized and benchmarked by other countries. A useful typology is devised to conduct a systematic comparison. For S&T diplomatic objectives, this paper suggests five types by elaborating concepts from the previous literature: access diplomacy, promotion diplomacy, public aid diplomacy, functional diplomacy, and global leadership diplomacy. Also, in terms of a governance model for S&T diplomacy, three models - a sciencecentered model, a science-outsourcing model and a top-down coordinating model - are suggested based on leadership organization. This paper reveals the different characteristics of the selected countries in S&T diplomacy. While the selected countries pursue almost every type of S&T diplomatic objective, the US and the UK tend to conduct influence-based diplomacy more than other countries do. In addition, different countries each have unique governance models for S&T diplomacy. While more research is necessary for vigorously testing the causes of different objectives and their relationship with governance models, this paper suggests more general policy implications throughout. The strength of the country's S&T base is fundamentally important for the success of S&T diplomacy. However, domestic S&T assets need to be transferred to its diplomatic capabilities. In this sense, the appropriate governance that fits best with the country's S&T mission should be established, while S&T communities should increasingly play a leadership role in evolving global S&T networks.

  • Today, as railways increase their capacity and speeds, it is more important than ever to be completely aware of the state of vehicles fleet's condition to ensure the highest quality and safety standards, as well as being able to maintain the costs as low as possible. Operation of a modern, dynamic and efficient railway demands a real time, accurate and reliable evaluation of the infrastructure assets, including signal networks and diagnostic systems able to acquire functional parameters. In the conventional system, measurement data are reliably collected using coaxial wires for communication between sensors and the repository. As sensors grow in size, the cost of the monitoring system can grow. Recently, auto-powered wireless sensor has been considered as an alternative tool for economical and accurate realization of structural health monitoring system, being provided by the following essential features: on-board micro-processor, sensing capability, wireless communication, auto-powered battery, and low cost. In this work, an original harvester device is designed to supply wireless sensor system battery using train bogie energy. Piezoelectric materials have in here considered due to their established ability to directly convert applied strain energy into usable electric energy and their relatively simple modelling into an integrated system. The mechanical and electrical properties of the system are studied according to the project specifications. The numerical formulation is implemented with in-house code using commercial software tool and then experimentally validated through a proof of concept setup using an excitation signal by a real application scenario.

  • In weapon systems development, live fire tests have been frequently adopted to evaluate the performance of the systems under development. Therefore, it is necessary to ensure safety in the test ranges where the live fire tests can cause serious hazards. During the tests, a special care must be taken to protect the test and evaluation (T&E) personnel and also test assets from potential danger and hazards. Thus, the development and management of the range safety process is quite important in the tests of guided missiles and artillery considering the explosive power of the destruction. Note also that with a newly evolving era of weapon systems such as laser, EMP and non-lethal weapons, the test procedure for such systems is very complex. Therefore, keeping the safety level in the test ranges is getting more difficult due to the increased unpredictability for unknown hazards. The objective of this paper is to study on how to enhance the safety in the test ranges. To do so, an approach is proposed based on model-based systems engineering (MBSE). Specifically, a functional architecture is derived utilizing the MBSE method for the design of the range safety process under the condition that the derived architecture must satisfy both the complex test situation and the safety requirements. The architecture developed in the paper has also been investigated by simulation using a computer-aided systems engineering tool. The systematic application of this study in weapon live tests is expected to reduce unexpected hazards and test design time. Our approach is intended to be a trial to get closer to the recent theme in T&E community, "Testing at the speed of stakeholder's need and rapid requirement for rapid acquisition."

A Development Method of Web System Combining Service Oriented Architecture with Multi-Software Product Line (서비스지향 아키텍처와 멀티소프트웨어 프로덕트라인을 결합한 웹 시스템 개발 방법)

  • As software systems become more complex and larger, software systems require a way to reuse software components or modules to provide new functionality. This paper designed a development method of web system combining SOA(Service Oriented Architecture) with MPSL(Multi-Software Product Line). According to provides SOA and MPSL, this paper suggested to service providers and service users to provide and reuse variable services. From the viewpoint of service provider, the suggested method identifies and implements reusable variable services as features by syntax-based, functional-based, and behavior-based methods applying feature identification guidelines and manages them as reuse assets. From the user's point of view, it is possible to develop a web system by constructing a service by workflow model as a method of structure and reconfigure services. As a result of measuring the reuse of the web system constructed in this paper by the function point, the cost reduction effect was verified by applying it to the similar project with the increase of reuse.

  • At the time when interest in the use of big data is rising in the face of the technological paradigm shift of the 4th industrial revolution, interest in the use of patented big data is increasing, especially as the proportion of intangible assets of companies increases. In addition to quantitative information, patent data contains various information such as unstructured text such as title, abstract, claim, citation and citation relations, drawings, and technology classification. It is judged that the use of treatment is important. Therefore, in this study, in order to systematically operate the innovative patent strategy framework and to secure a competitive advantage by strengthening the fundamental technological competitiveness of the company, we propose a method of using patent big data centering on the case of Company A, and verify its validity. I would like to suggest some implications. Through this, it is intended to raise awareness of the use of patent big data, and to suggest ways to use patent big data in connection with the company's company-wide strategy, business strategy, and functional strategy.

  • The recent conflict between Russia and Ukraine underscores the significant of military logistics support in modern warfare. Military logistics support is intricate and specialized, and traditionally centered on the mission-level operational analysis and functional models. Nevertheless, there is currently increasing demand for military logistics support even at the engagement level, especially for resupply using unmanned transport assets. In response to the demand, this study proposes a task model of the military logistics support for engagement-level analysis that relies on the logic of ammunition resupply below the battalion level. The model employs a decisions tree to establish the priority of resupply based on variables such as the enemy's level of threat and the remaining ammunition of the supported unit. The model's feasibility is demonstrated through a combat simulation using OneSAF.

  • This study aims at investigating the possible effects on the tax accounting practices stemming from adopting the IFRS in financial reporting process. It also seeks for policy implications to help alleviate practical conflicts likely to arise from the inconsistencies between the existing tax law and the tax related IFRS provisions. The results of the survey analysis are summarized as follows: firstly, majority opinion is opposed to the fair value based revaluation of property assets as well as the application of immediate recognition of foreign currency translation gains/losses. It favors the existing provision on asset securitization which adopts sales transaction view. Secondly, most of the respondents oppose the proposed amendments which allows dual classification of lease contracts on the ground. Third, functional currency appears acceptable on a conceptual level, even though a deep concern is expressed regarding the practical feasibility of computing taxable income using financial statements translated on the basis of functional currency on a practical viewpoint. Fourth, many respondents support the existing convention of recognizing depreciation expenses for taxation purposes and are in favor of the separation of accounting and tax books on a long-term basis. Fifth, the majority opinion approves the maintenance of existing tax reconciliation system and the recognition of expenses related with the doubtful accounts on reporting basis. Finally, a concern is raised with regard to the added burden of practical job loads needed to comply with the proposed amendments.

A Study on the Design Improvement of Street Facilities in Jeollabuk-do Province (전라북도 가로시설물의 디자인 제고를 위한 연구)

  • This study reveals the absence of standard design guidelines by region through investigation and analysis centered on public design cases by region in Jeollabuk-do and design elements that can reflect the integration, identity, and diversity of public design in each region by five regions. Through this, the following conclusions could be obtained. First, to improve the quality of street facilities in Jeollabuk-do, the design elements (design motif, color, pattern) applicable to the standard design were analyzed by dividing them into five regions. As a design motif, it was possible to extract patterns containing straight lines, sophistication, dignity, and smartness. In the Northeast region, it is comfortable with the motif of the mountain ridge reflecting geographical characteristics, and it can be extracted elements that contain warm and natural colors. In the southeastern region, patterns that reflect design elements were extracted by applying safe, lively, and peaceful colors with the design motif of curves that blend nature and agriculture. In the southwestern region, design pattern elements that highlight nature, history, and culture were extracted with various cultural assets and natural greenery as motifs. Lastly, in the Saemangeum region, the ocean flow and greenery could be used as a design motif to reflect a positive, clear, future-oriented image in the design spot zones by region. Second, based on the standard design elements (design motive, color, pattern) by region extracted for the standard design development of street facilities in each region in Jeollabuk-do, an integrated zone(Form, structure, material, color, functional element) to which regional design guidelines can be applied. Third, an integrated zone (form, structure, material, color, functional elements) was composed. In addition, design spot zones (patterns and colors in city and county units) that can contain the diversity and identity of each region were designated. A Study on the Pavement Status and Improvement Directions of the Viewing Road in Royal Tombs of Joseon Dynasty (조선 왕릉 관람로의 포장현황과 개선방향)

  • The Royal Tomb of the Joseon Dynasty, which was listed as a UNESCO World Heritage site in 2009, is a cultural resource recognized for its 'outstanding universal value' around the world. The royal tomb of Joseon has been managed with an emphasis on the preservation of cultural assets since it was designated as a historical site in the 1970s, but it has received many visitors as a valuable historical and cultural resource and haven that connects the past and the present in today's bustling city. In order to investigate and analyze the current status of pavements in the royal palace in terms of quality and quantity, and to suggest the direction of improvement, this study conducted a complete survey of 53 royal palace viewing roads in 18 regions, and the results are as follows. First of all, problems are found in both the early Masato pavement of the creation, which was introduced with an emphasis on the preservation and protection of cultural assets, and the hardening pavement(KAP), which began to be used in the 1990s for the convenience of maintenance. In other words, the Masato pavement used to create a more environmentally friendly atmosphere of the Joseon royal tombs is showing a high percentage of use, but it lacks support for walking activities, such as the slippage of the pavement and water pooling during the rainy season or during the ice season. Also, hardening pavement introduced for convenience of maintenance, such as the movement of repair vehicles, is not functioning properly as it is damaged by physical deformation after construction. In addition, in awe zones such as parking lots, although the first image of the Joseon royal tombs is determined, the formation of the functional landscape centered on the carriageway does not harmonize with the traditional landscape, and, because of its lack of walking and environment-friendly features, there is a need for improvement, such as the experimental introduction of relevant pavement materials developed afterwards and continuous monitoring.

  • The security requirements identification in the software development has received some attention recently. However, previous methods do not provide clear method and process of security requirements identification. We propose a process that software developers can build application specific security requirements from state transition diagrams at the security threat location. The proposed process consists of building model and identifying application specific security requirements. The state transition diagram is constructed through subprocesses i) the identification of security threat locations using security failure data based on the point that attackers exploit software vulnerabilities and attack system assets, ii) the construction of a state transition diagram which is usable to protect, mitigate, and remove vulnerabilities of security threat locations. The identification Process of application specific security requirements consist of i) the analysis of the functional requirements of the software, which are decomposed into a DFD(Data Flow Diagram; the identification of the security threat location; and the appliance of the corresponding state transition diagram into the security threat locations, ii) the construction of the application specific state transition diagram, iii) the construction of security requirements based on the rule of the identification of security requirements. The proposed method is helpful to identify the security requirements easily at an early phase of software development.
