The objective of the study is to develop a GIS-based flood map. Hydraulic model (HEC-RAS) is linked with hydrologic model (HEC-HMS) for flood map. Geospatial data processors, HEC-GeoHMS and HEC-GeoRAS, are used for operating HEC-HMS and HEC-RAS. HEC-HMS was calibrated and validated at the Hwa-Ong watershed. HEC-HMS was used for calculating runoff from the Hwa-Ong watershed which consisted of Nam-Yang, Ja-An, U-Eun river sub-watersheds, and HEC-RAS was applied and validated for river flow routing at the Hwa-Ong watershed. The simulated results from HEC-HMS and HEC-RAS were reasonably good compared with the observed data. HEC-RAS and HEC-HMS were applied to simulate flooding from probability rainfall at the Hwa-Ong watershed, and the simulated result was used to develop a flood map. Flood map developed in this study will be used for mitigating and predicting the flood damages.
In April 2010, Japan Cabinet Office has published the first countermeasure report for severe flood disasters. This report showed various flood-disaster scenarios and factors that widened damages. One of important suggestions was to transmit precious information for long-distance evacuation. So far, local municipalities have made Flood Hazard Map to inform resident risk and evacuation. In this paper, cognition and effectiveness of a flood hazard map in the down ARAKAWA river Tokyo were measured by social questionnaire survey. In conclusion, there were 3 factors to effect validity of a flood hazard map. There were (1) commitment to their neighborhood organization, (2) experience of Kathleen typhoon in 1947 and (3) level of using targeted river. As results, a logical diagram about a flood hazard map perception was drawn and discussed from a view of community-based approach.
Recent floodplain data are important for river master plan, storm and flood damage reduction comprehensive plan and pre-disaster impact assessment. Hazard map, base of floodplain data, is being emphasized as important method of non-structural flood prevention and consist of inundation trace map, inundation expected map and hazard information map. Inundation trace map describes distribution of area that damaged from typhoons, heavy rain and tsunamis and includes identified flood level, flood depth and flood time from flooding area. However due to lack of these data by local government, which are foundational and supposed to be well prepared nationwide, having hard time for making inundation trace map or hazard information map. To overcome this problem, time consumption and budget reduction is required through various research. From this study, DEM (Digital Elevation Model) from image material from UAVS (Unmanned Aerial Vehicle System) and numeric geographic map from National Geographic Information Institute are used for calculating flooding damaged area and compared with inundation trace map. As results, inundation trace map DEM based on image material from UAVS had better accuracy than that used DEM based on numeric geographic map. And making hazard map could be easier and more accurate by utilizing image material from UAVS than before.
대규모 홍수가 빈발하여 홍수피해 규모가 천문학적으로 커지고 있는 현실에서 침수지역에 대한 침수흔적조사, 침수예상분석, 대피계획 수립 등 종합적인 검토 분석의 결과를 지도위에 표현하는 재해지도는 비구조적인 홍수방어 대책의 주요한 수단이 되고 있다. 특히, 태풍, 호우, 해일 등으로 인한 침수흔적을 조사하여 표시한 침수흔적도는 침수예상도, 재해정보지도 등과 유기적인 관계를 지니고 있는 방재 기본도임에도 불구하고 작성 예산 문제, 작성 시기 지연 및 침수흔적 표시 관리가 미흡하여 침수흔적도 작성이 불가능한 경우가 많다. 따라서 본 연구에서는 소방방재청에서 제시한 침수흔적도 제작 지침을 토대로 과거 홍수재해가 빈번하게 발생했던 지역을 대상으로 침수 피해정보와 3차원 정밀 지형정보(DEM)을 이용한 침수흔적도 작성을 통해 구축 정확도를 향상하는 방안을 제시하였다.
The typhoon Rusa passed through the Korean peninsula from the west-southern part to the east-northern part in the summer season of 2002. The flash flood due to the Rusa was occurred over the Korean peninsula and especially the damage was concentrated in Kangnung, Yangyang, Kosung, and Jeongsun areas of Kangwon-Do. Since the latter half of the 1990s the flash flood has became one of the frequently occurred natural disasters in Korea. Flash floods are a significant threat to lives and properties. The government has prepared against the flood disaster with the structural and nonstructural measures such as dams, levees, and flood forecasting systems. However, since the flood forecasting system requires the rainfall observations as the input data of a rainfall-runoff model, it is not a realistic system for the flash flood which is occurred in the small basins with the short travel time of flood flow. Therefore, the flash flood forecasting system should be constructed for providing the realistic alternative plan for the flash flood. To do so, firstly, Flash Flood Monitoring and Prediction (FFMP) Model must be developed suitable to Korea terrain. In this paper, We develop the FFMP model which is based on GIS, Radar techniques and hydro-geomorphologic approaches. We call it the F2MAP model. F2MAP model has three main components (1) radar rainfall estimation module for the Quantitative Precipitation Forecasts (QPF), (2) GIS Module for the Digital terrain analysis, called TOPAZ(Topographic PArametiZation), (3) hydrological module for the estimation of threshold runoff and Flash Flood Guidance(FFG). For the performance test of the model developed in this paper, F2MAP model applied to the Kangwon-Do, Korea, where had a severe damage by the Typhoon Rusa in August, 2002. The result shown that F2MAP model is suitable for the monitoring and the prediction of flash flood.
본 연구는 LiDAR 측량 데이터를 이용하여 홍수피해 지역을 예측하고자 한 것으로, 이를 위해 고정밀 DEM 데이터를 이용하여 홍수범람도를 제작하였다. 울산시 태화강유역을 연구대상 지역으로 선정하여 LiDAR 데이터와 수치지도를 이용하여 각각 DEM을 작성하였고, 홍수량과 홍수위 결정에 있어서는 HEC 모델 프로그램과 MIKE 프로그램을 이용하여 홍수 시뮬레이션을 실시하였다. 축척1/5000 수치지도를 이용하여 제작한 DEM과 LiDAR 데이터를 이용한 DEM을 이용하여 동일조건에서 홍수 시뮬레이션을 적용한 결과 상당한 차이가 발생함에 따라 홍수 시뮬레이션은 고정밀 DEM 데이터로 작성된 데이터를 적용하는 것이 바람직하다는 것을 확인할 수 있었다. 홍수지도를 작성하기 위해서는 표고정밀도가 매우 중요한 요소이나, LiDAR 데이터를 이용하기 위하여 모든 지역의 하천지역에 대하여 LiDAR측량을 하는 것은 비경제적이므로 홍수 시뮬레이션이 필요한 중요한 시가화 지역에 대하여 우선적으로 LiDAR 데이터를 적용하여 제작하는 것이 필요하다. 홍수시뮬레이션의 기대효과로는 강우량에 따른 홍수피해지역을 사전에 예측하여 대책을 수립함으로써 재해예방 및 복구예산 절감 등의 효과가 있을 것으로 판단된다.
Flood control and river improvement works are carried out every year for the defense of the flood disaster, it is impossible to avoid the damage when there is a flood exceeding the capacity of hydraulic structures. Therefore, nonstructural counter plans such as the establishment of flood hazard maps, the flood warning systems are essential with structural counter plans. In this study, analysis of the internal inundation effect using rainfall runoff model such as PC-SWMM was applied to Woo Ee experimental stream basin. Also, the design frequency analysis for effects of the external inundation was accomplished by main parameter estimation for conclusive hydraulic routing using HEC-RAS model. Finally, inundated areas for flood hazard map were estimated at Woo Ee downstream basin according to flood frequency using HEC-GeoRAS model linked by Arc View GIS.
SPECT에서 Uniformity는 균일한 방사능을 갖는 선원에 대하여 균일한 영상을 제공하는 능력이다. 영상에서 다양한 이유로 불균일이 발생하게 되고, 불균일은 artifacts를 발생시켜 임상적으로 진단하는데 영향을 줄 수 있다. Uniformity correction map은 검사에 사용되는 방사성 동위원소를 이용하여 영상에서 Uniformity의 변동폭을 최소화 시켜주는 역할을 한다. 본원에서 시행되고 있는 $^{201}Tl$을 이용한 심근 SPECT에서는 $^{99m}Tc$으로 기본 설정되어 있는 Uniformity correction map을 사용하고 있으며, 이에 따라 본 연구에서는 $^{201}Tl$과 $^{99m}Tc$ 두 가지 핵종으로 Uniformity correction map을 각각 설정하였을 때 영상의 질에 차이가 있는지 비교 분석하고, 영상의 질을 최적화 할 수 있는 방법에 대하여 모색해 보고자 한다. 장비는 GE Ventri Gamma camera, Flood phantom, Jaszczak ECT phantom을 이용하였다. 실험에 앞서 Collimator를 제거한 상태에서 Detector 표면 중심으로부터 2.5 m 떨어진 지점에 1 cc 주사기에 $^{99m}Tc$ 25.9 Mbq, $^{201}Tl$ 14.8 Mbq의 방사성 동위원소를 주입한 point source를 이용하여 장비사에서 권고하는 $6{\times}10^7count$로 $^{99m}Tc$와 $^{201}Tl$ 각각의 방사성 동위원소로 Uniformity Mapping을 실시하였다. Flood phantom에는 $^{201}Tl$ 21.3 kBq/mL, Jaszczak ECT phantom에는 $^{201}Tl$ 33.4 kBq/mL를 주입하여 phantom을 제작하였다. Flood Phantom으로 획득된 데이터는 Xeleris ver 2.05 프로그램을 이용하여 Integral uniformity, Differential uniformity을 두 가지 항목에 대하여 분석하였다. Jaszczak ECT Phantom으로 획득된 데이터를 본원에서 자체 개발한 Interactive Data Language 프로그램에 입력하여 Integral uniformity, Contrast, Coefficient of variation, Spatial Resolution을 4가지 항목에 대하여 분석하였다. Flood phantom test 에서는 $^{99m}Tc$에서의 Flood I.U값은 3.6%, Flood D.U값은 3.0%으로 나타났고, $^{201}Tl$ Flood I.U값은 3.8%, Flood D.U값은 2.1%으로 나타났다. 이를 통해 $^{201}Tl$으로 Uniformity correction map을 설정하였을 때, Flood I.U값은 감소하였으나 Flood D.U은 향상되어 Flood 영상에서는 크게 영상의 질이 개선되었는지는 알 수 없었다. 반면 Jaszczak ECT Phantom test에서는 $^{99m}Tc$에서의 SPECT I.U값은 13.99%, Coefficient of variation값은 4.89%, contrast값은 0.69, $^{201}Tl$에서의 SPECT I.U값은 11.37%, Coefficient of variation값은 4.79%, contrast값은 0.78로 나타났으며, 육안 분석을 실시한 Spatial Resolution 항목에서는 육안으로 큰 차이를 보이지 않았다. 이를 통해 $^{201}Tl$으로 Uniformity correction map을 설정하였을 때, Spatial Resolution 을 제외한 SPECT I.U, Coefficient of variation, Contrast 세 항목에서 각각 18%, 2%, 13%의 향상된 수치를 보였다는 점에서 영상의 질이 개선되었음을 알 수 있었다. Uniformity correction map이 영상의 질을 크게 좌우할 수 없으나, 개선의 효과를 가져다 준다는 점에서 임상적으로 진단에 영향을 주는지 또한 다른 검사에서 또 다른 방사성 동위원소로 Uniformity correction map을 설정했을 경우 영상의 질을 개선시킬 수 있는지에 관하여 추가적인 연구가 필요할 것으로 사료된다.
This paper presents the disaster control due to flooding through the case study of Samwhadong, Donghae city, Kangwondo, broken out at 31, August 2002. In order to assess the characteristics of flood damage one must consider social and geological conditions, the factors of flood risk were derived based on GIS. For reduction of flood damage, flood hazard map was prepared for local residents. These information will support refuge activities, it would aid the reduction of flood damage.
The objective of this paper is compare to landuse type for calculating peak flood and soil loss in rapidly expansion urban area. This study compares two landuse maps, including numerical landuse map and aerial photograph landuse map, for calculating the ratio of urban and agriculural area, curve number, time of concentration, peak flood discharge, and soil loss. It is found that flood discharge calculated using aerial photograph landuse map are larger than that calculated using numerical landuse map, and soil loss calculated using aerial photograph landuse map are smaller than that calculated using numerical landuse map. Results also indicate that landuse chage in rapidly expansion urban area significantly influences flood discharge and soil loss.
