  • Estimating flood discharge is important because a very large scale of damage on people's lives and wealth is occurred by downpour for the unusual weather change recently.   • This study proposes rainwater infiltration retention blocks as a solution to the flooding problems caused by recent climate change and developed a flood prediction simulation program to select the optimal site for installing rainwater infiltration retention blocks that can minimize damage from floods. By applying the existing 2D flood analysis model G2D and adding a reservoir function, the volume of water before and after installation can be determined through simulation results.

  • Owing to climate change, the annual precipitation in Korea has increased since the 20th century, and it is projected to continue increasing in the future. This trend of increasing precipitation will raise the possibility of floods; hence, it is necessary to establish national adaptation plans for floods, based on a reasonable flood risk assessment. Therefore, this study focuses on developing a framework that can assess the flood risk across the country, as well as computing the flood risk index (FRI). The framework, which is based on IPCC AR5, is established as a combination of three indicators: hazard, exposure, and capacity. A data-based approach was used, and the weights of each component were assigned to improve the validity of the FRI. A Spearman correlation analysis between the FRI and flood damage verified that the index was capable of assessing potential flood damage. When predicting scenarios for future assessment using the HadGEM3-RA based on RCP 4.5 and 8.5, the flood risk tends to be lower in the early and mid-21st century, and it becomes higher at the end of the 21st century as compared with the present.

A Study on the Behavior of Floating Debris in a Flood Control Dam Using the Lagrangian Particle Traking Method (라그랑지안 입자 추적기법을 이용한 홍수조절용댐 내 부유쓰레기 거동 모의에 관한 연구)

  • After large-scale flooding damage occurred along the Imjin river in 1996, 1998, and 1999, the Hantan river flood control dam was planned, and it has since been under construction. Unlike existing dams in Korea, the Hantan river flood control dam will remain fully open except during high floods, when the dam will store flood water temporarily to reduce flood peaks and flood water volume downstream. During past flooding seasons, floating debris has caused difficulties in the management of large-scale dams. Most of the existing multipurpose dams in Korea have installed nets to collect floating debris based on many years of experience with and data about inflow and distribution of floating debris in the dams. For the Hantan river flood control dam, however, collection of data about inflow and distribution of floating debris is not possible as the dam is located near the border area between North and South Korea. In order to devise a preliminary plan to collect floating debris in the Hantan river flood control dam, an EFDC hydrodynamic model was used to analyze the behavior of floating debris during high floods. The Lagrangian particle tracking method was utilized to simulate the behavior of floating debris in the dam. Based on the analysis of paths and final destinations of the particles, seven collection points were selected where it seemed to be effective to collect floating debris, as debris is likely to accumulate there in high density.

Evaluation of an Applicability of HEC-RAS 5.0 for 2-D Flood Inundation Analysis (2차원 홍수범람해석을 위한 HEC-RAS 5.0 적용성 평가)

  • Recently, the flood frequency and magnitude have increased due to heavy rainfall. Considering the present condition, a flood risk map has been published in many countries to raise awareness about flood damage to people. A flood inundation analysis model, which is used to publish the flood risk map, can be classified as river and inland inundation models according to the inundation cause. Although a variety of flood inundation analysis models are utilized both domestically and overseas, their usability is limited by the expensive price, except for the HEC-RAS model developed by U.S. Army Corps of Engineers (USACE). In the situation, the USACE has developed a 2-D HEC-RAS model that can be linked to the existing 1-D model. This model has been released as a beta version under the name, HEC-RAS 5.0. In this study, the HEC-RAS 5.0 model's features, usability, applicability, and accuracy were evaluated by comparing the performances on Gokgyo-cheon with the FLUMEN model, which is used for domestic flood risk mapping. The results of this study will contribute to river inundation analysis in many different ways after the HEC-RAS 5.0 model is stabilized.

  • 최근 기후변화에 따른 전 지구적인 지구온난화는 단시간의 집중호우와 돌발홍수의 증가로 기존의 기후특성을 변화시키고 있다. 이로 인해, 자연재해의 강도가 강해지고, 재산피해가 커지고 있다. 특히, 내륙에 위치한 도시지역 보다 해안 도시지역은 조위에 따라 홍수위가 크게 영향을 받기 때문에 강우에 따른 피해규모는 더 크게 영향을 받는다. 본 연구에서는 기후변화로 인한 자연재해에 대비하기 위하여 미래 기후변화를 예측하고 해안 도시지역에 미치는 영향을 파악하고자 하였으며, 대상지역으로는 2012년 태풍 산바(Sanba)으로 인해 상당한 인명피해와 홍수피해가 발생한 마산(창원시) 일대를 선정하였다. 본 연구에서는 마산(창원시) 대상으로 빈도-지속기간별 강우와 조위의 영향을 고려한 침수모의를 실시하고자 한다. 또한 2004년도에 개발된 다차원법(다차원 홍수피해 산정방법(Multi-Dimensional Flood Damage Analysis))을 이용하여 조위와 홍수위의 영향을 받은 해안 도시의 경제성 분석을 실시하고, 침수에 따른 피해액을 산정하고자 한다. 본 연구의 결과는 향후 마산(창원시) 일대의 홍수피해 산정과 침수피해 관련 방재 정책을 수립하는데 기초자료로 활용할 수 있을 것으로 기대된다.

  • The uncertainty or imprecision associated with vague parameters and weighting sets, reduces the ability to decide what alternative is better for a particular location. To efficiently reduce the effect of imprecision frequently arising in available information, fuzzy theory has been used to improve consideration of imprecision in a Multi-Criteria Decision Analysis (MCDA) problem. Fuzzy logic offers a way to represent and handle imprecision present in continuous real world applications. A GIS implementing fuzzy set theory, (referred to in this paper as the "Spatial Fuzzy Approach") enables decision makers to express imprecise concepts associated with geographic data and provides decision makers the ability to have even more definition and discrimination in terms of the best alternatives for a particular spatial location. This study is focused on addressing questions pertaining to the methodology of floodplain analysis using GIS and Spatial Fuzzy MCDA to evaluate flood damage reduction alternatives. The issues will be examined in a case study of the Suyoung River Basin in Pusan, Korea.

Analysis of Potential Flood Damage and Damage Priority Using Flood Hazard Map in Nakdong River Basin (낙동강권역 홍수위험지도를 이용한 홍수피해잠재성 및 피해 우선순위 분석)

  • 우리나라는 현재 개발되어 적용되고 있는 홍수피해잠재능(Potential Flood Damage, PFD) 산정방법은 잠재성요소(인구, 자산, 사회기반시설, 도시화율)와 위험성요소(홍수피해액, 확률강우량, 외수방어능력, 댐 및 저수지, 내수방어능력)로 산정 후 지역평가를 통해 그룹(A,B,C,D)별로 평가하고 있다. 하지만, 홍수피해잠재능(PFD) 산정인자가 많아 자료조사 및 구축에 많은 시간이 소요 되며, 인자별 다양한 공간적 범위로 인해 실무 적용에 어려움이 있다. 또한, 소구역 단위 평가로 인해 하천의 침투 특성을 반영하지 못하여 하천 주변의 중요도 평가가 미흡한 실정이다. 이를 위해 본 연구에서는 중요도 분석 인자 단순화를 통해 자료 조사 및 구축 시간 단축과 더블어 위험성요소를 내포하는 홍수위험지도 사용을 통해 작업을 간소화하고, 하천 주변까지 고려하여 중요도 평가하는데 목적이 있다. 본 연구에서는 낙동강권역을 대상으로 홍수위험지도 및 중요도 분석 인자(인구, 자산(공시지가), 시회기반시설(도로,철도), 도시화율(시가화지역)) 공간정보를 구축하였고, 점수할당법에 의한 인자별 중요도 분석 및 상관성 분석을 통해 피해우선순위를 분석하였다. 분석결과, 인구·자산(공시지가) 인자가 높은 구역이 대체로 사회기반시설 연장 및 도시화 면적이 높게 나타났으며, 하천의 치수단위 구역별 중요도 분석시 인구·자산(공시지가) 두가지의 인자로도 치수안전도 결정에 활용이 가능할 것으로 판단된다.

  • Recently, local heavy rain for a short term is caused by unusual changing in the weather. This phenomenon has, several times, caused an extensive flash flood, casualties, and material damage. This study is aimed at calculating the characteristics of flash floods in streams. For this purpose, the analysis of topographical characteristics of water basin through applying GIS techniques will be conducted. The flash flood prediction model we used is made with GCIUH (geomorphoclimatic instantaneous unit hydrograph). The database is established by the use of GIS and by the extraction of streams and watersheds from DEM. The streams studied are included small, middle and large scale watersheds. For the first, for the establishment or criteria on the flash flood warning, peak discharge and trigger runoff must be decided. This study analyzed the degree or aptitude of topographical factors to the trigger runoff calculated by GCUH model.

Real-time flood prediction applying random forest regression model in urban areas (랜덤포레스트 회귀모형을 적용한 도시지역에서의 실시간 침수 예측)

  • Urban flooding caused by localized heavy rainfall with unstable climate is constantly occurring, but a system that can predict spatial flood information with weather forecast has not been prepared yet. The worst flood situation in urban area can be occurred with difficulties of structural measures such as river levees, discharge capacity of urban sewage, storage basin of storm water, and pump facilities. However, identifying in advance the spatial flood information can have a decisive effect on minimizing flood damage. Therefore, this study presents a methodology that can predict the urban flood map in real-time by using rainfall data of the Korea Meteorological Administration (KMA), the results of two-dimensional flood analysis and random forest (RF) regression model. The Ujeong district in Ulsan metropolitan city, which the flood is frequently occurred, was selected for the study area. The RF regression model predicted the flood map corresponding to the 50 mm, 80 mm, and 110 mm rainfall events with 6-hours duration. And, the predicted results showed 63%, 80%, and 67% goodness of fit compared to the results of two-dimensional flood analysis model. It is judged that the suggested results of this study can be utilized as basic data for evacuation and response to urban flooding that occurs suddenly.
