Maritime Confidence-Building Measures and Crisis Management Systems Between Korea and China: Is it the Best Practice for Region? (한·중 해양신뢰구축 및 위기관리방안 : 역내 표준사례인가?)

  • Leaving the legacies of the Cold War and other difficulties behind them, South Korea and China are building up their successful strategic cooperative partnership, moving forward toward through the development of new economic exchanges and diplomatic cooperation between the two countries, and this process is expected to gain momentum during 2015. 2015 is the third year since President Park of South Korea and President Xi of China came into office, and also the first year they have begun to implement the many declarations and promises which they have made within the context of the strategic cooperative partnership. The two nations share a common cultural heritage, and their governments should take this opportunity to leverage their partnership to enhance their economies and to improve their people's quality of life, especially for the younger generation. At a summit held in July 2014, the two leaders agreed to launch a working-level group on maritime boundary delimitation. The first meeting took place on January 29, 2015, and addressed issues of Exclusive Economic Zones (EEZs) and continental shelves in the Yellow Sea, which has an area of about 380,000 ㎢. It is greatly to be hoped that the 2015 maritime boundary delimitation meeting between South Korea and China will not impair the future of bilateral relations, but rather will improve their prospects. South Korea and China must take the opportunity to secure a definitive delimitation of their maritime boundary; their strategic cooperative partnership is in good order and China is currently taking a somewhat more flexible stance on the ECS and the SCS, so an agreement on boundaries will serve as a useful model for regional maritime cooperation.

An Investigation on the Quality of High-Strength Shotcrete and the Long Term Durability using Combined Deterioration Test (고강도 숏크리트의 품질평가와 복합열화시험을 통한 장기내구성 검토)

  • In this study, Field test was performed using high-quality additions and accelerators to obtain the improvement of the strength on domestic shotcrete and quality test based on EFNARC was performed. In addition, Deterioration test that combined the Freezing-thawing and Carbonation was also performed in order to investigate a long-term durability of high-strength shotcrete. As a result of field test, a promotion ratio of early strength is $90\sim97%$ in case of using alkali-free accelerators. And a compressive strength of shotcrete using Micro-silica fume was $45.2\sim55.8MPa$ and the flexible strength was $5.01\sim6.66MPa$, so a promotion ratio of strength was $37\sim79%$, $17\sim61%$ respectively. It was showed that increment effect of strength by the Micro-silica fume replacement of $7.5\sim10%$ for cement mass was remarkable. It was also realized that application of Micro-silica fume to shotcrete reduced deterioration and improved a long-term durability of shotcrete.

Multi-Functional Furniture Design in Small Living Space

  • This study intended to present a new direction of differentiated and innovative furniture design for small living space overcoming the uniformity of conventional small living. In order to achieve these goals, a new piece of furniture with multi functions useful for such small space has been designed and explained in this study. This new type multi-functional furniture can be utilized as kitchen, dining table, home bar or office stand depending on the user's necessity. In particular, it provides more adaptability to changing life and spatial availabilities for small living space in terms of space division, separation and fusion features. Based on the needs of small living space brought by social changes, the conventional concept of small living space, which divides space by partitions or walls, should be changed into flexible perception of space. Also, this research proposed the features of furniture design for functional shifts in terms of its functional, structural, and systematical aspects. In this respect, space can be regarded as a variable place and the image of space can be differently appreciated by means of shift, functional transition and mobility. That is, small living space can be perceived as kitchen, living space or working space at the same time. In conclusion, the versatile use of limited space can be a solution to the issues related to small living space; the convertible and movable furniture called F4 Island presented in this study can transform such spatially limited space into a space with multiple functions to meet the requirements of its residents.

An Institutional Improving Standards for Water Reclamation/Reuse(WRR) System Establishment to Buildings (건축물의 중수도 설치기준에 대한 제도적 개선방안)

  • This paper aims to suggest ways of institutionally improving standards that must be applied when installing Water Reclamation/Reuse (WRR) system based on efficiency analysis. Currently, the standard for WRR system establishment requires that the system should treat more than 10% of used water in the building of over $60,000m^2$ in total area of all floors, but our research has found that it would be more effective to change the standard to $150-m^3-per-day$ reclaimed water or the total area of all floors of $30,000m^2$ ($50,000m^2$ in the case of an office building). In other words, what this paper suggests is not a one-size-fits-all standard based on the total area of all floors, but a reasonable and flexible standard that takes into account efficiency and a unit water usage according to a building's purpose. Furthermore, this paper recommends a new WRR standard that can be applied to large-scale land development for housinglots, like the New Town. The recommendation is based on the economic analysis that the WRR system will ensure efficiency only if the amount of reclaimed water is over 4,000 tons per day, which corresponds to 4 millions square meters of housinglots. Regarding the size of the established facility, this paper suggests changing the standard, which is now set at over 10% of water usage, to what is relative to the total amount of use of reclaimed water in order to ensure efficiency and promote use of reclaimed water. In addition, this paper proposes that governmental support should be offered not only to facility owners, who are recipients at present, but also to facility builders. By doing so, those who donate a facility to the government, central or local, after building it, can be provided with substantial aid. Therefore, the application of the institutional improvement suggested in this paper is expected to create environment-friendly living conditions and boost the quality of life by encouraging people to secure water resources efficiently in buildings, and in a wider range, in cities.

  • The purpose of this study is to analyze the success and failure of the movie made by the original game by comparing the box office environment of the movie made by the original game and to derive the necessary elements to make a good original movie. The specific analytical content studied the specific successes and failure factors of the remake of the game with , , and . Analyzes of the research show that the audience can be divided into game fan and non - game fans, and how to reflect the expectation on both sides of the movie is an important factor in making the movie. Also, games of different styles and genres from other themes can not be created in the same way as remixing movies, but flexible diversity and management are needed. Unconditional scenarios of games or game switching of movies can not be popular among the public, and it is very important to analyze specific target audiences.

A Study of Unregistered Manufacturing Plants: Their Problems and Alternative Policies (首都圈 無登錄工場 問題와 對策에 관한 硏究)

  • The purpose of this study is to examine the increasing number of unregistered manufacturing plants and related problems, and to recommend alternative solutions to the problems. Data are obtained from a field survey of randomly selected small scale manufacturing plants in Seoul and its suburban cities. A total number or respondents are 533, and 416 of them are unregistered plants. The Capital Regional Planning has had a goal during last three decades to lead a balanced regional economic development by restriction manufacturing plants in the Capital Region and by encouraging them in other regions in the nation. It was 1984 when a comprehensive planning was established to achieve this goal. Sets of various regulations, by-laws and codes have been implemented to regulate manu-facturing activities in the Capital Region to achieve the goal. The region is divided into three sub-regions, and a different degree of regulations is applied to each sub-region. Only a certain types of industries are allowed in a particular sub-region. For instance, a plant manufacturing high-technology products could be allowed in the most urbanized sub-region. All manu-facturing plant in the Capital Region which has ares size of larger than 200"\;"$m^2$ is compulsory to register to the local government office. In practice, however, it is not common or sometimes almost impossible to get approval for many applicant manufacturers because of strict regulations. There have been increasing number of plants in the Capital Region during last several decades, despite the strict regulations. Many of those newly established plants are without formal registration at the local administration office. howerver. These are so called 'unregisterd' plants. Surveyed data and many government official data show that many of unregistered plants have been established in recent years. which indicate that current regulations are no longer effective. The number of unregistered plants are increasing tin the Capital Region because of many locational advantages in the region for plants, particularly those in small scale. Unregistered plants are the source of many problems, such as local water pollution or noise pollution in residential areas. There are also many administration problems, bed\cause they are not registered. The central government has attempted to cure the problems of unregistered plants. For example, the government allowed a unregistered plant to remain at present site for three ydars, if it met certain conditions in three years. However, this program was unsuccessful because many of those plants were not able to meet the concitions. Three times the government renewed the term for those which did not meet conditions since 1989, but it was afraid to be without success. There are many evidences that current policies to control manufacturing plants are not effective. The Capital Region must face mounting problems if ploicies are not reformed soon. This study suggests that the policy of the Capital Regional Planning has to be reoriented to provide more favorable policies for manufacturing plants in the Capital Region than current regulations which is aimed to restrict manufacturing activities. It is time to improve many existing problems in the region through reforms and of current regulations to foster unregistered plants. This study also proposes many smaller-area sub-divisions instead of current three large area sub-regions which is too broad to apply single kind of regulation, or codes. Flexible regulations and codes can be applied to such a small-area sub-divivisions based on location and industrial characteristics of the individual sub-divisions. It is necessary to provide decent industrial environment in the Capital Region, which is best equipped to provide many favorable industrial locational factors in the nation, thus this nation can be further prepared to compete in an inter-national market at an era of globalization in manufacturing.

Ambient Vibration Testing and System Identification for Tall Buildings (고층건물의 자연 진동실험 및 시스템판별)

  • Dynamic response measurements from natural excitation were carried out for three 18-story office buildings to determine their inherent properties. The beam-column frame system was adopted as a typical structural form, but a core wall was added to resist the lateral force more effectively, resulting in a mixed configuration. To extract modal parameters such as natural frequencies, mode shapes and damping ratios from a series of vibration records at each floor, the most advanced operational system identification methods based on frequency- and time-domain like FDD, pLSCF and SSI were applied. Extracted frequencies and mode shapes from the different identification methods showed a greater consistency for three buildings, however the three lower frequencies extracted were 1.2 to 1.7 times as stiff as those obtained using the initial FE models. Comparing the extracted fundamental periods with those estimated from the code equations and FE analysis, the FE analysis results showed the most flexible behavior, and the most simple equation that considers the building height as the only parameter correlated fairly well with test results. It is recognized that such a discrepancy arises from the fact that the present tests exclude the stiffness decreasing factors like concrete cracking, while the FE models ignore the stiffness increasing factors, such as the contribution of non-structural elements and the actual material properties used.

  • Today organizations are making considerable efforts in order to maintain excellent talent, and in particular, they are focusing on understanding their intentions of changing jobs which are most highly correlated with job turnover. In the case of architectural design firms, its intensity of work is very high unlike industrial settings, and it not only takes much time to cultivate new men of talent and but also is characteristic that employees can change livery easily because of the flexible labor market. The turnover rated by National Statistical Office indicates that specialized, scientific and technical service industry including the architectural design firm has a relatively high turnover rate compared to the average of the turnover rate of the overall industries. However, studies on intentions of changing jobs until now were conducted focused on employees engaged in other industrial areas, and it is true that studies regarding intentions of changing jobs of practitioners of architectural design firms are very insufficient. In this context, the present study aimed to draw determinants affecting intentions of changing jobs of practitioners of architectural design firms, to objectively understand the practitioners' intentions of changing jobs through importance analysis by each factor based on this and to make a comparative analysis of differences between the large scale architectural design firms and the small and medium sized architectural design firms.

A Study on the Application of the Pattern Language in 'Standard Rural-Houses Design' (농촌표준주택의 패턴언어 적용 관계성에 관한 연구)

  • Rural houses are losing their original shape as they mimic the spatial composition of urban houses. Therefore, the purpose of this study was to extract the design elements needed for rural housing by applying Christopher Alexander's "A PATTERN LANGUAGE" to Standard Rural-House Design (SRHD). The scope and method of research was to compare and analyze the standard designs (SD) produced and distributed by the 'Korea Rural Community Corporation' from 2009 to 2014. The research result is summarized as follows. 1) The housing layout in the SD ignored the site conditions of various rural areas. 2) Most of the houses were not actively planned, considering that they contain various activities of rural life. 3) There was no room for children and the kitchen was planned to integrate the interior into a flexible space in the form of L.D.K. 4) There was no space plan that could be used as both a leasable annex and office space for the farming community. 5) Many small area plans were made because of the SD plan for couples only in 2014. Although the rural environment and living patterns were ignored in the SD, the diverse pattern language provided by the pattern language was developed as a SD element for rural houses, which is the most suitable housing plan for the farmers' livelihood pattern.

U.S. Commercial Remote Sensing Regulatory Reform Policy (미국의 상업적 원격탐사활동에 대한 규제개혁 정책)

  • The current U.S. remote sensing act was made in 1992 and has been criticized for being outdated and inappropriate in view of the modern technological development. In order to enhance the American competitiveness and leadership in the world, President Trump announced Space Policy Directive (SPD) - 2 on May 24, which is designed to modernize the regulations related to commercial space activities including private remote sensing system operations. It should be noted that the regulatory reform efforts are made within broader terms of the National Security Strategy on Dec. 17, 2017, pursuing the enhancement of national security and economic prosperity as well. A legislative support in Congress has also been added to the Administration's efforts. The proposed regulatory reform on the licensing of commercial remote sensing system operations outlines the features of lessening administrative burden on applicants by simplifying the overall application process and of limiting the operations only when there is an impact upon the national security with clear and convincing evidence. But, due to a different regulatory system of each country, such a movement to expand an individual's freedom to explore and utilize outer space may result in an international dispute or a violation of international obligations, so there should be a merit in paying attention to the U.S. commercial remote sensing regulatory reform, and it is desirable to establish international norms as flexible and appropriate to the level of space technology and space industry.
