EU의 IUU 어업 예비 비협력 제3국 지정에 대한 대응방안 연구 (A study on EU listing Korea as yellow-card non-cooperating third countries against IUU fishing and Korean countermeasures)

  • In the results of analyzing Korean corrective action for what are required to be improved according to EU listing Korea as yellow-card non-cooperating third countries against IUU fishing, in order to establish advanced fishery order, it is thought that the following additional improvements are required. (1) The introduction of integrated management system of fishing vessel sailing route, fishing activity, fish catch, and inshore fishing vessel must be considered. (2) It is necessary to establish a system to cross check catch transaction, catch landing, and fish catch report submitted by fishing vessel. (3) Catch transshipment approval system shall be introduced. And a system of reporting and checking catch transshipment at sea shall be reinforced. (4) Punishment shall be strengthened to the extent of making people to perceive that loss due to punishment is larger than profit made from illegal fishing. (5) It shall be so improved that more than a certain percentage of all vessels with fish and fish products caught in waters outside Korea's judicial waters shall be arbitrarily chosen and searched besides a case of being suspected to be IUU fishing. In conclusion, on being listed by EU as yellow-card non-cooperating third countries against IUU fishing, Korean fishery management system shall be generally reexamined, and it shall serve as an occasion to exterminate IUU fishing and to advance fishery management system.

지방어항개발의 투자결정요인 분석 - 충청남도 어항 중심으로 - (A Study on Decisions on Investment Factors in the Development of Local Fishing Harbors)

  • In the recent WTO/DDA negotiations, discussions are progressing to forbid fishery subsidies which have negative effect on the natural environment and the fishery resources and to lower or to eliminate the tariff/non-tariff barriers that distort trade liberalization. As a result, linking to the weak structural environment of Korea's fishing villages; such a scheme has jeopardized the livelihood of fishermen who settle down in local fishing harbors. Against this backdrop, the government is attempting to positively respond to changes in the fishing environment in a number of different ways: promotion of fishing tourism, fishing harbor reinforcement in function, developing fishing villages, and harbors. With respect to investment by priority in fishing harbor development, it is very important to appropriately select investment targets based on objective criteria. A small number of harbors are chosen and investment plans by harbor are systematically devised, economic feasibility and the effects of investment are analyzed and reviewed in relation to each target harbor. This paper is designed to review and assess objective evaluation methods and the degree of importance for the designation of target harbors, dealing with local harbors in Chung Nam Do as a model. Each local government has tried to reorganize existing harbors and develop new harbors, considering a fall in the number of fishing vessels and the expansion of maritime leisure activities. In order to overcome the limit of existing harbors in function, to raise the income of fishermen, and to activate tourism, they have shifted their focus from simple functions such as vessel evacuation and anchoring to harbor beautification, which can work as a basis for fishing tourism. This paper points out that the AHP analysis method for prioritizing local harbors in Chung Nam Do should help to be chosen target harbors in other cities and provinces. Each local government has attempted to reorganize existing harbors and to develop new harbors, taking into consideration the decline in the number of fishing vessels and the expansion of maritime leisure activities. In order to overcome the limited number of functional harbors, to raise the income of fishermen, and to boost tourism, they have shifted their focus from simple functions, such as vessel evacuation and anchoring, to harbor beautification, which can work as a basis for fishing tourism. 채낚기 어선용 수랭식 LED 집어시스템의 설계 및 성능평가 (Design and performance estimation of fish-luring system using the water cooling typed LED lamp)

  • A fishing lamp is fishing gear to gather fish in the night. But the cost of oil which is used to a light fishing lamp, goes significantly up to almost one hundred million won for 50 tonnage vessels and forty million won in case of vessels less than 10 tonnages. This cost has almost taken 30.40% of total fishing costs. As oil price increases, the business condition of the fishery gets worse and worse. Therefore, it is very urgent to develop an economical fishing lamp, to solve the problem of fishery's business difficulty. This research aims at developing a fishing lamp for squid jigging fishery and hairtail angling fishery using the LED, which has excellent efficiency and durability. One fishing lamp has about 160Watt capacity and five fishing lamps are installed one aluminium panel in which sea water flows to emit generated heat from LED to outside. Developed fishing lamp lights to an effective direction of jigging and angling operation. This fishing lamp can be controlled to light the direction of fish shoal because the aluminium panel can be controlled to up and down direction. The wave length of fishing lamp has white and blue color. White color light is to gather fish shoal of horizontal direction and blue color light is to gather fish shoal of vertical direction. After development of this fishing lamp, 60.110 units are established on the boat, and operated fishing. Consequently, in the case of squid jigging, spent energy was reduced to 39%, in the case of hairtail angling, 68% of spent energy was reduced. And the catch was more than another boat.

  • The FAO reports that IUU fishing activities have widespread economic, social, and management consequences, including depriving legitimate fishers of harvest opportunities. It affects all fisheries from small scale to industrial. It also affects the ability of governments to support sustainable livelihoods for fishers and, more broadly, to achieve food security. The complexity of IUU requires various measures to combat IUU fishing such as adoption of IUU vessel lists; stronger port State controls; improved monitoring, control and surveillance (MCS); implementation of market-related measures to help ensure compliance; and capacity-building assistance. Trade and market measures reduce opportunities for IUU fishing activities by precluding or impeding access to markets for IUU product in a manner consistent with international law. ICCAT, CCAMLR, and IATTC, have put in place trade tracking programs or catch documentation schemes, and WCPFC is considering such a program. Vessel lists assist enforcement authorities in determining which vessels are or are not authorized to be fishing or conducting fishing support activities in specified areas. A number of RFMOs maintain records of IUU vessels: CCAMLR, IATTC, ICCAT, NAFO, NASCO, NPAFC, WCPFC. Section 608 of the US MSRA calling on the Secretary of Commerce, in consultation with the Secretary of State, and in cooperation with relevant regional fishery management councils and any relevant advisory committees, to take actions to improve the effectiveness of international fishery management organizations in conserving and managing stocks under their jurisdiction. EU IUU Regulation entered into force on 1 January 2010, was intended to regulate the highly complex multi-channel fisheries supply system of the European Community (EC) in an effort to improve global fisheries sustainability.

대게 연안자망어업의 경제적 적정 어구사용량 분석 (Analyzing Optimal Economic Fishing Efforts of the Coastal Snow Crab Gillnet Fishery)

  • The Korean government is in the establishment process of plan for managing fishing effort by setting up the maximum fishing gear usage per fishery type for the recovery of fishery resources, for the settlement of disputes between fishery sectors over fishing gears, and for the stability of fishing business condition. Especially in the setting up of the maximum fishing gear usage, economic standards as well as biological standards are being considered as a significant factor to promote the sustainable and economically viable development of fisheries. This study is, thus, to analyze the optimal economic fishing gear usage ($E_{MEY}$) as the most economically efficient one for the coastal snow crab gillnet fishery, one of the most controversial sectors in establishing the maximum fishing gear usage. The data of logbooks per trip were used for concentrating on the estimation of $E_{MEY}$ per trip because it was considered there were limitations of data available for analyses. As a finding drawn from the analyses, the optimal economic trap usage ($E_{MEY}$) of coastal snow crab gillnet vessels per trip has to be decreased by about 13%. That is, reducing the trip gillnet usage up to the level of $E_{MEY}$ can lead to the reduction of trip fishing costs, thereby resulting in the increased trip profits.

소형어선 자체검사승인제도를 위한 모바일 애플리케이션 개발에 관한 연구 (A Study on Mobile Application Development for Self Inspection Approval System of Small Fishing Vessels)

  • 최근 10년간 국내에서 발생한 해양사고현황에 따르면, 총톤수 10톤 미만의 소형어선이 차지하는 비중은 전체 해양사고 중 47.51%로 높게 확인되었다. 또한 해양사고의 증가추세 역시 다른 선종/크기(총톤수)에 비해 매우 가파르게 증가하고 있어 이에 대한 대책마련이 시급한 실정이다. 한국해양교통안전공단에서는 소형어선의 선박검사제도 개선방안으로 자체검사제도의 도입을 제안한 바 있으며, 해양수산부에서는 최근 비대면 검사방법의 도입을 위해 '원격방식에 의한 선박검사 지침'을 마련하여 시행하였다. 본 연구에서는 소형어선의 해양사고 감소 방안으로서 자체검사승인제도를 제시하고, 원격방식의 선박검사제도의 정형화 방안마련을 위해 모바일 애플리케이션을 개발하여 실효성을 분석하였다. 그 결과 어선소유자의 자발적인 안전관리를 유도하기 위한 자체검사승인제도의 도입과 함께 모바일 애플리케이션 기반 선박검사제도 도입의 필요성이 확인되었으며, 자체검사승인제도는 선박소유자의 안전의식을 고취시켜 해양사고 감소에 대한 실효성이 있음을 확인하였다.

순환 신경망 모델을 이용한 소형어선의 운동응답 예측 연구 (Study on the Prediction of Motion Response of Fishing Vessels using Recurrent Neural Networks)

  • 본 논문에서는 소형어선의 운동 응답을 예측하기 위해 딥러닝 모델을 구축하였다. 크기가 다른 두 소형어선을 대상으로 유체동역학 성능을 평가하여 데이터세트를 확보하였다. 딥러닝 모델은 순환 신경망 기법의 하나인 장단기 메모리 기법(LSTM, Long Short-Term Memory)을 사용하였다. 딥러닝 모델의 입력 데이터는 6 자유도 운동 및 파고의 시계열 데이터를 사용하였으며, 출력 라벨로는 6 자유도 운동의 시계열 데이터로 선정하였다. 최적 LSTM 모델 구축을 위해 hyperparameter 및 입력창 길이의 영향을 평가하였다. 구축된 LSTM 모델을 통해 입사파 방향에 따른 시계열 운동 응답을 예측하였다. 예측된 시계열 운동 응답은 해석 결과와 전반적으로 잘 일치함을 확인할 수 있었다. 시계열의 길이가 길어짐에 따라서 예측값과 해석 결과의 차이가 발생하는데, 이는 장기 데이터에 따른 훈련 영향도가 감소 됨에 따라 나타난 것으로 확인할 수 있다. 전체 예측 데이터의 오차는 약 85% 이상의 데이터가 10% 이내의 오차를 보였으며, 소형어선의 시계열 운동 응답을 잘 예측함을 확인하였다. 구축된 LSTM 모델은 소형어선의 모니터링 및 경보 시스템에 활용될 수 있을 것으로 기대한다.

소형 레저어선의 다동체 선형설계 연구 (A Study of Multi Hull Form Design for Small Leisure Fishing Vessels)

  • 지금까지 우리나라에서 수행된 소형 다동체 레저낚시어선의 선형개발 현황을 살펴보면 배의 길이 LOA 15 m, LBP 12 m, 총톤수 9.77톤, 경하배수량 15.1톤인 쌍동선은 이미 선형개발이 완료되어 건조후 운항 중에 있는데, 이는 선박검사기술협회의 주관으로 충남대학교, 인하대학교, 서울대학교와 조선소인 (주)어드밴스드마린테크가 공동참여하여 낚시전용어선으로 선형개발한 것으로서 선체의 재질은 FRP(Fiber Reinforced Plastics)이고, 주기관은 디젤엔진 $360ps{\times}2800rpm{\times}2sets$(시제선은 $283ps{\times}2600rpm{\times}2sets$ 장착)에 워터제트(Water Jet) 추진시스템을 채용하였다. 이러한 사항을 바탕으로. 이 논문에서는 배의 길이 LOA 17 m, LBP 14m(Side Hull 6 m), 총톤수 9.77톤, 경하배수량 11.2톤인 삼동선형의 개발을 목표로 추진되었던 인하대학교 황해권 수송시스템 연구센터(CTYS)사업과 관련하여 소형 다동체 레저어선의 선형설계에 관하여 기술하고자 한다.

외끌이저인망어업에서 어로기술개발에 따른 어획성능지수 변동 (Change of relative fishing power index from technological development in the Danish seine fishery)

  • Thousands of demersal fishes inhabit in the waters around Korea and most of them are overexploited. One of reasons is technological development, which increases the efficiency of the vessels continuously. The analysis was conducted to identify the change of fishing power index to develop the vessel and gear technology that may have improved the fishing efficiency of the Danish seine fishery from 1960s to 2010s. Gross tonnage was decreased stably, but the horse power was increased annually. The length of ground rope, warp and hand rope was somewhat longer, but changed a little. Color fish finder was utilized from the mid-1960s and positioning system was used five years later. A hydraulic line hauler were introduced in the mid-1980s, and supply rate was gradually increased. Surveys on the supply and upgrading of fishing equipment utilized visiting researchers. Therefore, the relative fishing power index in the Danish seine fishery increased stably from 1.0 in 1970 to 1.0 in 1980, to 1.2 in 1990, to 1.3 in 2000 and to 1.3 in 2010. The results are expected to contribute to reasonable fisheries stock management.

연근해어업 구조개선의 의의, 문제점과 추진 방향 (The definition, problems and policy direction of structure reform in Korean coastal and offshore fisheries.)

  • This paper focused on meaning, problems and prospect of structural reform of coastal and offshore fisheries in Korea. Structural reform can be defined as effective combination of production factors in order to enhance fisheries productivity and it can be realized mainly through fleet reduction, modernization of fishing vessels and fishing gear etc. However, the structural reform alone will not be sufficient to advance Koreanl fisheries facing with severe challenges from both inside and outside. Domestically, worsening status of fisheries resources, decreasing number of fishermen, worsening financial status of fisheries businesses and severe competition cause structural problem in fisheries sector and internationally the pressure from WTO and OECD to reduce tariff and subsides in fisheries poses severe challenges. The structural reform should be carried out in relation with the general adjustment programs across coastal and offshore fisheries such as M&A among fisheries businesses, adjustment of number of fishing permits and fishing areas. And the policy to enhance the fishing productivity is needed for recovery of fisheries resources and for the reduction of fishing efforts, that is, the approach which combines economic and resources concerns is needed. For the effective implementation of the reform, effect analysis of the reform program is needed and at the same time, eradication of illegal fishing, reduction of fishing fleet and reduction of fishing cost should be realized. However, the most important thing is the will and efforts of the government for successful reform. If the government does not exert sufficient efforts for the structural reform, Korea could be degraded into a backward country in fisheries.
