The motion of a small boat in seas is affected in relatively higher degrees than the case of a larger ship by the specific characteristics of sea waves, i.e., the wave length and height. Ship's motion caused by sea waves is a matter of special importance to small fishing boats, because they carry out fishing job in rough seas frequently. This is an experimental study on the rolling and pitching motions of full scale ship. In the experiment, the ship's motions were measured for head, how, beam, quarter and following seas. The experiment were carried out on board the training ship Pusan 404(160 GT) in the adjacent waters off NAM HYENG JAE DO on Dec. 13th 1994. The sea condition during the measurements was that wave height 2.5m, no swell and the wind velocity of 12 m/sec. Some statistic considerations were given to the observed data by the series analysis methods and discussed in this paper.

This paper reports the results of a comparative study on rudder performance between the steel rudders that have been used in coastal angling fishing boats in the 20-GT class and the newly developed FRP composite material rudders. In order to compare the rudder performances of these two types, a sea trial test was carried out to investigate the speed performance, fuel consumption, and ship's turning ability. The results showed that the sea trial performance of the FRP composite rudder was better than that of the steel rudder type in terms of the sea speed, fuel consumption rate, and turning ability.

We conducted a questionnaire survey to analyze the current status of the coastal composite fisheries, as well as the improvement point in designing a new type coastal composite fishing boat suitable for Korean fishing environments from April to August 2017. The questionnaire composed of 20 questions about the features of the coastal composite fishing boat and fishing work. The survey sites were selected to cover all parts of the country by considering the geographical position. The significance testing for the response results was accessed by ${\chi}^2$ test and ANOVA. The results revealed that more than half (59.1%) of the fishermen operated one day per voyage and operating alone topped with 22.5% in the number of crews, followed by 2 persons (20.3%) and 5 persons (22.1%). The navigation devices had a high rate of installation and GPS plotter ranked first in the devices. In addition, fish finder ranked first in fishing equipment, followed by net hauler. The most inconvenient work that they felt during the fishing operation was fish handing at 49.8% and other general fishing works like setting and hauling line, deck cleaning accounted for about 25%. The hardest work was the accident by ropes wrapped around propeller and the engine trouble came in second. The most inconvenient facilities to the present design of fishing boat was wheelhouse (76.7%), followed by fish hold (38.5%), and deck (35.1%). Furthermore, inconvenient points related to the movement of fishing gear, noise and vibration of engine, slippery deck and small fish hold exceeded 50%.

According to the statistics of marine accidents occurring in Korea since the past 10 years, the proportion of small fishing boats having a gross tonnage of less than 10 tons was confirmed to be as high as 47.51% of the total marine accidents. Additionally, the trend of marine accidents involving small fishing boats has been increasing steeply compared with that of other ship types/sizes (gross tonnage); hence, countermeasures must be prepared urgently. The Korea maritime transportation authority proposed the introduction of a self inspection system to improve the ship inspection system of small fishing vessels. Futhermore the Ministry of Oceans and Fisheries recently prepared and implemented the 'Remote Method of Vessel Inspection Guidelines' to introduce non-face-to-face inspection methods. In this study, a self inspection approval system was presented as a method for reducing marine accidents of small fishing vessels. Moreover, a mobile application was developed to prepare a standardized remote method, and its effectiveness was analyzed. Resultantly, the necessity of introducing a mobile application-based ship inspection system was confirmed with the introduction of a self inspection approval system that could induce voluntary safety management in fishing vessel owners. Additionally, we confirmed that the self inspection approval system could effectively reduce marine accidents by raising the safety awareness of ship owners.

The reason of the loss for the plastic sea-eel pots were estimated as crew's mistake, strong current, bad weather, rough seabed, artificial reef and other boats' fishing. Especially, pot loss happened on the fishing could make some additional catch, loss of the catches and ghost fishing because there are baits and alive fish in the lost pot. Quantity of the lost pots was estimated as 2~4 times of the ordinary usage. On the result of investigation to analyze the possibility of sustainable ghost fishing for the lost pot to feed the fishes at anytime because there were blenny, silver whiting, bar-tailed flathead and shrimp including sea-eel in the lost pot. In the bioeconomic point, ghost fishing is competitive with the general fishing. Accordingly, usage of biodegradable plastic material for the plastic sea-eel pot will be better to reduce ghost fishing
With the restriction of foreigners' entry into Korea due to the COVID-19 pandemic, the fishery industry faced significant challenges in supplying migrant workers. In response to this, there is growing interest in methods that could facilitate the stable employment of migrant workers. This paper investigates whether the current system used for the employment of migrant workers in the fishery industry, which is highly dependent on them, adequately performs its function of providing a stable and skilled workforce amid the intensified labor shortage resulting from decreasing numbers of households with employment in the fishery and the aging Korean fishermen. To this end, past studies and government documents pertaining to the current system were analyzed, and a survey targeting the owners of offshore fishing boats that employ migrant workers was conducted. A total of 147 owners of fishing boats responded to the survey, and the data of 499 migrant workers employed by them were used for the analysis. The analysis indicated that the migrant fishermen had difficulty in acquiring minimum scores for the change of visa status according to the criteria for the Skilled Worker Points System. Furthermore, distinct differences were found between the characteristics and working conditions of migrant workers employed through the Employment Permit System (EPS) and the Foreign Seamen System. Based on this result, this paper suggests the reorganization of the skilled migrant worker system in the fishery industry and the expansion of the regional specialized visa pilot project.

The purpose of Maritime Safety Tribunal is that experts about ship operation investigate and reveal causes of marine disasters and suggest plans to prevent recurrence in Korean Maritime Safety Tribunal which is a kind of administrative court. Despite the fact that 72% of marine disasters is fishing vessel accidents and 75% of collision accidents between vessels which most occur is related to fishing boats, it is the very serious problem that there is no any person with licenses of marine technicians for fishing vessels in judges and investigators of Korean Maritime Safety Tribunal. The operational characteristics of fishing vessels, their sizes, and shift patterns of duties in wheelhouses are completely and incommensurably different from those of merchant vessels. By the way, if the investigators and judges who just consist of merchant vessel experts investigate and judge marine accidents about fishing vessels, there could be errors in establishment of policies to investigate and reveal their causes and prevent recurrence of accidents. Especially, in case of collision accidents between fishing vessels and merchant vessels, it is thought that the marine accident interested provides causes which can be doubtful about fairness of judges. Therefore, it is thought that the ratio of judges and investigators is most desirable to compose it to be similar to the occurrence frequency of marine accidents. For this, the following solution plans are suggested. First, qualification for appointment requires first class marine technicians. But there is the only one vessel which needs the first class in fishing vessels. Therefore, it is thought that the provisory clause should be added so that the second class marine technicians can be used instead of the first class ones. Second, the marine accidents of fishing vessels reach 72% but the fact that there is no any judge and investigator with licenses of marine technicians for fishing vessels is thought to go against the purpose of establishment of Korean Maritime Safety Tribunal. Therefore, it is thought that there is, at least, one more judges and investigators in the central and local Korean Maritime Safety Tribunals. The same method should be applied to judge assistants and investigation assistants.

A survey on the fishing gear for octopus drift-line fishing was done in Gangwon-do, Sacheon, Gyeongnam and Hokkaido, Japan, while a survey on the environments of fishing grounds used data from January to August from the Korea east coast farming forecast system of Donghae Fisheries Research and Development Institute. The present situation of fishing was examined with boats engaging in drift-line fishing from March to August in the coastal waters along Gangneung. The fishing tackle for octopus drift-line fishing was made manually, and the size, shape, and weight of the hook and number of shooting used vary according to the fishing time and region. Lead is used as the material for sinkers. As bait, pork fat with skin is mostly used in Gangwon-do. The temperature of the bottom water layer in the coastal fishing ground of Gangneung from April to June ranges from $3.2-12.4^{\circ}C$, which is the optimal temperature for octopuses. During July and August, the temperature ranges from $5.0-20.6^{\circ}C$. The maximum difference between day and night temperatures reached up to $9.2^{\circ}C$. Salinity is generally stable at $33.2-35.324.6%_{\circ}$, which does not affect the inhabitation of octopuses. The octopus catch reached its peak from May to July, while most octopuses weighed less than 1 kg (76.7%). The results show that it is effective to carry out octopus drift-line fishing up to a depth of 40 meters; and that the maximum number of octopuses per line is obtained with an operation time of six hours.

Anchovy, EngrauEis japonica scoop nets are used in the coastal of Southern and Cheju of Korea. Especially in the Cheju, the fishing gear of scoop nets consists of upper boom, lower boom, pressing stick and bag net. They are operated by fishing boats of 6 to 10 ton class and 8 persons on board. The booms are controlled by side drum, and the net and pressing stick are hauled by only human power in operating. Therefore this fishery needs to large labor and heavy human power and has much risk. Three kinds of hydraulic winding device which controls two booms was designed and manufactured to reduce heavy labor force of scoop nets, and trial in the sea was carried out to test their performances using the commercial fishing boats of 6 ton class. The proper capacity of hydraulic pump and motor were determined by model test of boom 1/5 scale. The results obtained are as follows, 1. Tension of boom which is being drawn was the strongest and 187.5kgf when the boom's end is in the depth of 4m under the water. 2. The hydraulic motor of the fittest kind of winder has the least leakage per time than the other kinds. 3. In the best type of several winder devices, when the pressure difference was fixed $130kg/^2$ for the safe fishery, the winding velocity of boom line was 2m/sec, is faster 0.48/sec than traditional fishing method and this winder can catch the anchovy of 1.6 tonnage. 4. As a result, the crew were decreased from 8 to 6 and the problem of heavy human power and risk on fishing operation were solved by using the this winder.

Decoys for automatic jigging machines, the body part of a squid hook, have been developed in small and existing sizes in consideration of squid food, color blindness, and retinomotor responses and in utilization of pearl pigment, PP of high transparency, and combined mixture. In comparison of the developed silver-white decoy and existing decoys, the optical characteristics were examined, and the fishing performance of small size silver-white squid hooks was assessed in application of 4 fishing boats with the squid automatic jigging machine and metal halide fishing lamp in July, 2012. The luminances of the three squid hook colors-green, dark green and silver-white-increased as the intensity of illumination increased. Among these, the increase of silver-white was particularly distinguished. As to the average contrast of squid hooks, that of silver-white was 10.33, which was the highest, and then green 1.86 and dark green -0.10 in the order. As to the fishing performance of the silver-white hook, that of the 202 Geumyeong-ho and 101Yongjin-ho which caught squids were similar to that of the existing green hook and was relatively low in the case of the Dongbu-ho. However, that of the Haengbok-ho which caught relatively small squids whose average length was 19.9cm and installed silver-white hook in all automatic jigging machines was significantly excellent. In order to enhance the fishing performance of small size silver-white hooks, therefore, it would be effective to install in every automatic jigging machines of fishing boat and to start fishing before July by which small squids are caught.
