연안 어장에서의 불법 조업 어선의 탐지, 식별 및 감시 시스템 개발 (Detection, Identification and Surveillance System Development of Illegal Fishing Vessels in Inshore Fishing Ground)

  • A real-time surveillance system of the inshore fishing ground was constructed to identify and detect discrete targets, such as illegal fishing vessels. This paper describes measurements made with a combination of sensors, such as radar, CCTV camera, and GPS receivers, for monitoring the fishing activity of small vessels within the fishing limit zones of the inshore waters. The CCTV camera system was used to confirm detection and to classify the type of target. The location of legal vessels distributed in coastal waters was acquired from each GPS system of ships connected to commercial satellite communication network. The surveillance system was networked via LAN to one host PC with the use of electronic navigational charts (ENC) and a radar link. Radar Target Extractor (RTX) for radar signal processing can be remotely accessed and controlled on existing PC via the internet, from anywhere, at any time. Results are presented that demonstrate the effectiveness of the newly constructed fisheries monitoring system for conducting continuous surveillance of illegal fishing vessels in the inshore fishing ground. The identification of illegal fishing vessels was achieved by comparing radar positions of illegal fishing vessels exceeding the warning limits in the surveillance area with GPS position reports transmitted from legal fishing vessels, and the illegal fishing vessels were marked with red symbols on the ENC screen of a PC. The methods to track the activities of all vessels intruding or leaving the fishing limit zones also were discussed.

국내 MCS 시스템 현황 및 발전 방향 (Survey on the Korean MCS Systems and Development Issues)

  • 해양안전 제고를 위해서 국내에서 운영 중인 MCS(Monitoring, Control and Surveillance) 시스템으로는 AIS(Automatic Identification System)와 LRIT(Long-Range Identification and Tracking) 기술에 기반을 둔 VMS(Vessel Monitoring System)와 RFID(Radio Frequency IDentification) 기술을 활용하고 있는 선박프리패스 시스템, 수협중앙회의 어업정보통신이 있다. 본 논문에서는 각 시스템의 기반 기술 현황을 정리하고, 각 시스템들의 역할과 기능을 비교하며, 각 시스템의 진화 방향과 이들을 유기적으로 연동하기 위해 수행되어야 하는 과제들을 정리하였다.

불법어업 단속제도에 관한 연구 (A Study on the Unlawful Fishery Control System)

  • The fisheries resource in waters under the jurisdiction of Korea is being endangered by unlawful fishery. The Korean government exerted great efforts to establish the public order of water, but the number of the exposed unlawful fishing violations has increased for last 10 years. The system to guide fisheries regulatory noncompliance of Korea is limited to the use of fishing guidance patrol boats. For strength of monitoring and surveillance systems, the government needs to phase in Vessel Monitoring System. But there are some studies for that. The defects of present monitoring practice can be drawn from the facts described above. The qualification of the fishery control official one of most important element of fishing control system, is defined as any officer who is charging on fishing. For clear law enforcement the qualification should require considerable experience and knowledge. Korean coast guards have problems on guiding unlawful fishing violations because of the absence of administrative authority by comparison with the fisheries guiding officer, who has both authorities on administration and jurisdiction. To draw some judicial problems this research presents a analysis on the fishing control system. The research suggests the improvements to compensate the defects.

하이에크(Hayek)의 자생적 질서와 수산규제개혁 (Hayek′s Spontaneous Order and Korean Fisheries Regulatory Reform)

  • This paper seeks to find out possibility of introducing market order into Korean fisheries regulatory system. Hayek tells us that market order is equivalent to spontaneous order, while regulations are man-made order created based on incomplete knowledge. He also sees market competition as a discovery procedure of knowledge and information. From this perspective is discussed Korean fisheries regulatory reform-particularly issues of establishing property right on fishery resources. It appears that there is quite a large room for substituting market functions for the regulations regarding fishery resources management, even though fishery resources have a very nature of common pool. Advanced fisheries suggest that successful regulatory reform require a well-prepared strategic plan and check list. In addition, the government should be able to secure sufficient monitoring and surveillance power and to play an important role as a fair supervisor.

  • 어장 보호 시스템(FSS)은 어장 도적을 방지하기 위한 시스템이다. FSS를 개발하기 위해서는 실제 어장의 다양한 자연환경에서 작동할 수 있는 특수한 실험 시스템이 필요하다. 이 연구에서는 이러한 실험 장치로서 소형 밴 차량과 상업용 레이더, 레이더 스캔 컨버터(RSC), 컴퓨터 시스템을 이용한 레이더 측정 차량 구현에 관해서 최근 도출된 몇 가지 연구결과를 기술하였다. 레이더 차량을 이용하여 레이더 스캐너의 높이와 레이더 스캐너 양 측면에 특수한 부엽억제 물질을 부착하는 경우 등의 해면반사 영향을 측정할 수 있다. 또한, RSC의 디지털 레이더 신호에 대한 후처리를 검토한 후, 새로운 RSC를 설계하고 개발하였다.

한.중어업협정의 평가 및 향후과제 (Evaluation and Future Tasks of the Korea-China Fisheries Agreement)

  • Fisheries Agreements among Korea, China, and Japan, for the effective management of fisheries resources and protection of fisheries disputes, have been processed in a manner to conclude interim arrangements those are effective prior to the final demarcation of the maritime delimitation which often requires much time to settle among the relevant states, Based on this understanding, Korea, China, and Japan, had proceeded their mutual fisheries agreement ; and, two fisheries agreements, between Korea-Japan and China-Japan, have already entered into force on 22 January 1999 and on 1 June 2000, respectively. Lastly fisheries negotiation between Korea and China has been concluded in order to make it effective on 30 June 2001. As Korean fisheries have already experienced the impacts after the entry into force of Korea-Japan Fisheries Agreement, it is inevitable that the likewise will also be true for the Korea-china Fisheries Agreement. The results of fisheries negotiation should minimize the loss by ensuring Korean flagged vessels' fishing rights to the maximum level in the counterpart's waters, and to maximize our counterpart's loss by restricting its vessels' fishing rights to the minimum level in our waters. However, such goals are almost unreachable in an intergovernmental negotiation. On this ground, regardless of the results, the negotiation is highly criticized from all the interested realms of the society. First, this study reviews the negotiation process ana subject matters of the fisheries agreement, and then evaluates the disputed items issued by academic, political, and industry areas in an international law and fisheries perspective. After the entry into farce of fisheries agreement, various activities should be accommodated as future tasks, such as the adjustments of the domestic fisheries structure, the reorganization of the resource management based fisheries structure, the construction of EEz large surveillance system, and the construction of the multilateral fisheries cooperation system Through an earlier implementation of those tasks, the Korean fisheries will be better prepared in minimizing the predicted impacts once the Korea-China Fisheries Agreement becomes effective.

다중플랫폼을 이용한 해양영토 광역통합감시 시스템 (Wide Integrated Surveillance System of Marine Territory Using Multi-Platform)

  • 국가 해양영토에 대한 해양 불법행위, 영해 침범 등 안보위협사항과 해양사고, 해양오염에 따른 피해저감 대책을 마련하고, 안전하고 깨끗한 해양 이용 및 효율적인 해양자원 개발을 위한 해양 감시체계 구축이 필요하다. 해양감시를 위해서는 시공간성, 정확도, 운용성의 정보 특성이 요구되며, 가능한 광역에 대한 실시간 정보가 상시적으로 제공되어야 한다. 본 특별호는 각 플랫폼의 특성을 파악하여 광역감시망 체계 구축을 위한 활용 가능성을 평가하고, 향후 다양한 플랫폼 간 융복합 연구 방향을 제시하기 위하여 발간하였다. 2015년부터 한국해양과학기술원과 협동연구기관에서 준실시간으로 위성, 무인항공기와 HF 해양레이더를 이용한 선박과 적조탐지를 위한 "국가해양영토 광역감시망 구축 기반연구" 사업을 수행 중이다. 이번 특별호의 목적은 해양감시에서의 통합시스템의 중요성을 소개하고, 해양재해, 오염과 사고 감시에 대한 원격탐사 기술과 활용에 대한 최근 연구에 대한 토론의 장을 만드는 것이다.

  • 해양을 관측하는 작업 중에서 무인자율수상체계를 활용한 관측은 장거리 원거리 이동하여 해양재난, 재해 발생 해역 관측 및 악천우에서도 관측이 가능해졌다. 그리고 제한된 관측 영역 외 광역의 해역에서 발생한 현상을 연계하여 종합적으로 분석하는 융합기술들이 개발되고 있다. Wave Glider는 대표적인 무인자율수상체계 중 하나로, 파도에 의한 상하 움직임으로 전진하며 장거리 기동이 가능하고 위성통신을 통하여 자율적으로 이동하는 이동형 부이체계로 기존 관측의 한계를 극복하는 차세대 관측체계로 부각되고 있다. 본 연구에서는 2016년과 2017년 두 차례 중국 기원 저염분수 영향이 발생하는 하계에 제주를 포함하는 동중국해에서 관측을 수행하였다. 하계 동중국해 해역에서 발생한 고수온 현상과 저염분수와의 관계를 파악하기 위해서 광역(위성) 감시망과 국지적(Wave Glider) 감시망을 이용하여 관측을 수행했다. 그리고 동중국해에 영향을 준 태풍 또한 두 감시망에서 실시간 영향을 관측했다. 이것은 최근 개발되는 무인수상체계가 높은 내구성과 자율무인 체계로 인하여 다양한 해양환경에서 장기간 관측이 가능해지면서 다른 감시망과 연동하여 종합적이고 효율적인 관측체계를 구축하게 되었다.

CCTV 카메라 시스템에 의한 ARPA 레이더 추적선박의 자동식별 (Automatic identification of ARPA radar tracking vessels by CCTV camera system)

  • This paper describes a automatic video surveillance system(AVSS) with long range and 360$^{\circ}$ coverage that is automatically rotated in an elevation over azimuth mode in response to the TTM(tracked target message) signal of vessels tracked by ARPA(automatic radar plotting aids) radar. This AVSS that is a video security and tracking system supported by ARPA radar, CCTV(closed-circuit television) camera system and other sensors to automatically identify and track, detect the potential dangerous situations such as collision accidents at sea and berthing/deberthing accidents in harbor, can be used in monitoring the illegal fishing vessels in inshore and offshore fishing ground, and in more improving the security and safety of domestic fishing vessels in EEZ(exclusive economic zone) area. The movement of the target vessel chosen by the ARPA radar operator in the AVSS can be automatically tracked by a CCTV camera system interfaced to the ECDIS(electronic chart display and information system) with the special functions such as graphic presentation of CCTV image, camera position, camera azimuth and angle of view on the ENC, automatic and manual controls of pan and tilt angles for CCTV system, and the capability that can replay and record continuously all information of a selected target. The test results showed that the AVSS developed experimentally in this study can be used as an extra navigation aid for the operator on the bridge under the confusing traffic situations, to improve the detection efficiency of small targets in sea clutter, to enhance greatly an operator s ability to identify visually vessels tracked by ARPA radar and to provide a recorded history for reference or evidentiary purposes in EEZ area.

한국의 원양어업 IUU어업지수 개선방안 연구 (A study on improving the IUU Fishing Index of Korea's distant water fisheries)

  • The IUU Fishing Index is composed of 40 indicators. These indicators were grouped by state responsibilities (flag, coastal, port, and general including market) defined in the FAO IPOA-IUU (2001) and then by type into vulnerability, prevalence, and response. A total of 152 coastal nations was surveyed. Korea's total combined IUU Fishing Index was 2.49 in 2019 and 2.91 in 2021, indicating a drop in the ranking to the third worst out of 152 countries followed by China and Russia in 2021. The indicators that increased the IUU fishing risk in 2021 compared to 2019 included seven indicators of prevalence and two indicators of response while those reducing the risk included one prevalence and one response indicator. The IUU Fishing Index revealed that many fisheries observers and monitoring, control and surveillance (MCS) practitioners active in the waters of RFMOs jurisdiction where Korean distant water vessels operate have mentioned concerns about the compliance with RFMO conservation measures or fishing practices. It suggested that strengthening management intervention in the fishing sector is needed. The primary tool for management is the MCS system. Given the logistical difficulty of oversight from land, air and at-sea, there is a need to enhance MCS strategies through logbook data, at-sea observer and electronic monitoring program. It also suggested that MSC fisheries certification and fisheries improvement projects, which are widely used for improving fishing sector performance, could contribute to the eradication of IUU fishing and the promotion of sustainable distant water fisheries.
