In this research paper, the analysis, and improvement, of conditions of fire investigation related to products were derived. The results of the research showed that the main entity that plays the role of coordinator on the scene of fire investigation is unclear, systematic devices to protect the rights and interests of fire victims are inadequate, there are limitations in deriving the cause of fire due to the lack of fire appraisal organizations in fire departments, and the product companies are passive in their initial actions. As for improvement measures, it was found that the adoption of the system in which fire departments can play the role of mediator on the scene of fire investigation, the establishment and operation of fire appraisal organizations and research institutes in fire departments, and the establishment of network between fire departments and product companies are needed.

Nowadays contents of crimes are complicated and diversified because of differentiation and specialization of society. For this reason, special judicial police officer system that each special field officers investigate crimes related to their special fields is introduced to produce high quality private law service. Nevertheless, special judicial police officers who deal with fire crimes show many problems because they have less experiences and ability about investigation than general judicial police officers. Then, purpose of this study is deduction problems by analyzing cases of fire crimes and suggesting improvements which are ways to improve special judcial police officers's who investigate fire crimes efficiencies and professionalisms. Problems about investigation of fire crimes are absence of professional investigation agency, a shortage of professional workforce, absence of professional investigation officers education system. Improvements are creation professional investigation agency, securing experts, developing professional investigation officers education system, construction professional techniques manage system, introduction fire crime cases manage system.

This study focused on the review of the korean fire investigation system and will provide the means for having the legal investigation right. The most important thing is to give fire department a perfect legal investigation right on fire including police areas(seeking and examining the case at first stage). And it should be stated in criminal law. With the joint effort between Fire department and Police department, we can develop the reformation, enlightening programs for the arsons or fire related criminals. Through this, it systematically have to be good for fire prevention and can be helpful to enhancing professionalism of fire examination.

The recent changes in the judicial system in South Korea, including the stronger trial-centrism and legal market opening, have made fire investigations seek more scientific evidence and structure. The collection of physical evidence is very important to prove the substantial truth of a fire at the court. Without the appropriate physical proof, the credibility of a fire investigation is lost as evidence in a court. Therefore, the fire investigation team needs to carefully handle the fire site and fire initiation evidence because evidence of a fire incident can be destroyed easily by chemical and physical damage. In addition, the fire investigation team also needs to carefully record the collections of any evidence including pictures and their analysis. This study proposed the needs of the procedure manual and guidelines that can provide a step-by-step process of fire investigations in South Korea. This study also helps fire investigation agencies to secure fire-scene evidence to distinctly investigate the facts of fire. The guidelines and manual can eventually improve the ways for the fire investigation processes in South Korea.

Under the Act amended on August 4, 2011, a special fire-fighting investigation was conducted by the relevant person (owner, manager, oil refineries), and the responsibility was also given to the relevant person. Instead of directly entering all existing fire-fighting targets and investigating the maintenance and management status of fire-fighting facilities, the fire-fighting agency selects and visits some targets every year, checks the maintenance and management status of fire-fighting facilities, corrects them, and imposes fines, etc. Reasons for the introduction of the system were the establishment of a private autonomous correction system by strengthening the responsibility of officials, lack of firefighting professionals, possible corruption due to frequent public contact, and responsibility of fire agencies. However, many problems arose even after the introduction of a special fire investigation system. A special fire investigation, one of the fire safety systems, checks whether related public officials and especially fire officials are properly installed, maintained and managed in accordance with relevant laws. Special firefighting investigations were introduced as firefighting inspections at the time the firefighting law was enacted in 1958, and have undergone a revised process more than 30 times until recently. Firefighting Facility Installation, Maintenance and Safety Management Act", the existing firefighting inspection was changed to a special firefighting investigation and accepted. At the time of enactment of the Fire Service Act in 1958, a special firefighting investigation was introduced as a firefighting inspection, and until recently, more than 30 revisions have been made. In 2003, as the existing fire fighting system was divided into four laws, it was approved by changing the existing fire fighting inspection to a special fire fighting investigation in the "Fire Fighting Facility Installation, Maintenance and Safety Management Act".

Today, fires are becoming so catastrophic and complicated due to the industrialization and diversification of energy sources that it is getting more difficult to define the survey items in order to find out the causes and processes of the fire. As an organization of prevention, vigilance and putting out of the fire, Fire Fighting authorities are ultimately pursuing the system of fire fighting administration to protect human lives and their properties through establishment and performance of fire prevention policy based on the fire-related statistics they have gathered and prevention of future fires of the kind which can promote the safety of structural space. Thus, to facilitate the fire detection, it can be said that good understanding of the tasks of both investigation and putting out of the fire as being two axes has the greatest significance. For this study, textbooks from the organization of fire fighting and police, which are designed for the literature study on the investigation and putting out of fire, are used and for the demonstrative study, the conclusions have been reached by the analyses of the 64 questionnaires of three parts which were divided by fire investigation and fighting for three hundred and six governmental employees engaging in the above fields.

In this study, a fire cause of setting fire to one's own car to collect the insurance is analyzed. Through a close examination of causes of this car fire, it is suggested to improve current practices and institutions: (1) A collection system of fallen vehicle parts or fire debris in the fire site should be established; (2) A system of providing fire site information in detail should be established when a police station requests National Institute of Scientific Investigation (NISI) to examine causes of vehicle fires; (3) When a burned car is suspected of arson, a fire station and a police station should maintain a mutual cooperation system; (4) Procedures of examining the causes of vehicle arson in National Institute of Scientific Investigation (NISI) should be improved; and (5) Recognition of the examination of fire causes and correlation with analysis equipment should be changed.

When enforcing fire investigation, duty for basic principles, responsibility of investigation, report deadline, and all sorts of standard forms are based on fire investigation report regulation which is internal instructions. This study has a purpose to prepare alternatives that are absent in Korea or have to be strengthened by comparing and examining Japanese and Chinese fire investigation report regulations with Korean one. As a result, it appears that Korea needs to standardize the report deadline of urgency fire and general fire into 30 days when additional investigation is needed, have investigators draw delays reports up when they exceed the deadline not to make work vacuum, and found and organize forms of certificate of custody and return for all fire related materials when investigators require data from fire-related people, to improve whole systems.

This paper describes a cause of fire accidents on power system fire DC electric traction vehicles. We investigated fire scene of power line for DC electric traction vehicles. From analysis results, the cause of fire on power line turned out line to ground fault between a feeder of electric power services(pantagraph) and DC electric traction vehicle roof. Fire accident of DC electric traction vehicles be assumed that electric sparks had been produced between the pantagraph and the power line conductor by repetitively making contact and separation, maybe if some material like branches get in between connecting rod it makes progress line to ground fault. ZnO arresters are widely used to protect DC electric traction vehicles against overvoltages caused by lightning or switching surges. However, the arresters are deteriorated by commercial overvoltages and/or lightning one. The deteriorated arresters could lead power failures, such as line to ground fault by a thermal runaway resulting from the increases in leakage current even in a nominal power system voltage. Finally, the power failures would be causative of the fire accident.
