  • This study presents problems and improvement measures for the supply rate of single-alarm detector and fire extinguisher installed in households. Statistics from the NFDS show that 18 percent of all fires and 45 percent of deaths occurred in residential buildings over the past eight years. It was less than 60% that households be equipped rate of basic fire-fighting systems by 2019. In this study, I analyzed the law and statistics of fire to devise a method for fire safety. I proposed that the basic fire-fighting systems is be equipped in households. Like this : First, a free distribution policy for the over 60 years of age and Areas where is fire engine difficult to enter. Second, the policy of adopting safety pay in disaster. Third, the policy of expanding supply through the revision of the Licensed Real Estate Agents Act. Fourth, the policy of self-regulating installation by safety education and set up a data base system. Fifth make a law of household's National Fire Safety Standards.

To achieve the purpose, 553 Daegu citizens in Daegu city were interviewed from Oct. 2 to 15, 2003. The results of this study are as follows; Citizens had thought little the recognition of our society on fire safety and Daegu subway fire accident caused very big effect in citizens' fire safety recognition. Citizens did not trust about fire fighting facilities that is established in the building. Method to elevate recognition for citizens' fire safety recognition appeared by TV, newspaper, etc public information reinforcement (30.7%), establishment and operation of the fire safety experience center (24.6%), fire safety education reinforcement in school (20.8%).

  • This study suggests a solution regarding the effects of apartment facility maintenance and fire safety facility maintenance on the residential satisfaction of residents. The results are as follows. Firstly, facility maintenance had a negative effect on residential satisfaction. Analysis revealed that residential satisfaction decreased the more breakdowns there were in the facilities. This revealed that when maintenance staff neglect the residents' complaints due to the repetitive aspect of their jobs, there was a negative effect on residential satisfaction; therefore, residential satisfaction must be increased by maintaining the facilities well and training support for maintenance staff. Secondly, fire safety facilities had a negative effect on residential satisfaction. Analysis revealed that residential satisfaction decreased the more malfunctions there were in the fire safety facilities and the more replacements there were in fire fighting equipment. This revealed the importance of safety and the fact that the apartment heavily relies on fire safety facilities because there may be a low awareness regarding safety; therefore, maintenance staff must lower the damage from fire safety facilities and to increase the residential satisafaction of residents. Lastly, there needs to be repetitive training and education for residents regarding fire fighting and evacuating in accordance with the fire fighting plan as a means to strengthen residents' safety awareness.

  • The purpose of this study is to suggest the development direction of fire safety through the analysis of previous researches in the field of fire fighting. To this end, 929 papers published in the Journal of Korean Institute of Fire Science and Engineering have been sorted by field of study and analyzed for frequency. Accordingly, it was confirmed that researches were conducted in the order of fire chemistry and physics, detection and extinguishing system, fire safety design and management, evacuation and human behavior. In contrast, very little research has been conducted on human behavior, fire safety education, or training. This result is discussed in the article, and suggestions for future research objectives are made.

  • This study is aimed to increase the fire-fighting manpower utilization and the increasing of its services in aging society. Due to continuous improvement of living standards and development of medical technology, the elderly population rate is being increased and it brings rapid progresses of aging society. Therefore, as a fire-fighting organization which is responsible for safety from various disasters, they should grasp comprehensively and systematically exact status of weak person from disaster in perspective of it with conjunction of all concerned department and at the same time proceed to speedy move as well as determine the appropriate emergency measures. In order to do this, safe life education for elderly people and the comprehensive measures of home security should be taken by transforming the policy from particular object-oriented policy to demand-driven policy. And through the expansion of one one nine services such as using grandeur of powerful IT nation out of old-fashioned promotion way, they should provide fire-fighting service for convenient and comfortable life of elderly people after retirement. A consideration of the elderly people is the best way to penetrate a advancement fire-fighting in aging society.

  • Korean Volunteer Fire Departments are the representative disaster-related civilian organizations which are based on "Firefighting Framework Act Article 37"and ordinance for complementing the lack of fire-fighting personnel and volunteer and they play a part as community safety keepers. They are operated by the National funding, but cannot be defined as the organization in governmental sources completely or pure volunteer organization in terms of its founding purpose and activities. In these special characteristics, some Volunteer Fire Departments play an important role in Civilian Volunteer Disaster Prevention by being managed effectively, but the others do not. There can be many cause-analyses about this difference. They aren't profit-making organizations and are groups which have no compulsion. So it is important that who the leader is, and what type of leadership he has. By solving this bias by considering these characteristics, in this study we make them perform the center role of community safety network through analyzing the existing status and problems of volunteer fire department education and customized training program reengineering to meet class-specific and regional level.

  • In order to foster rapid disaster response and public life protection, National Emergency Management Agency has been trying to spread 'Emergency Rescue Standard System' on a national scale since 2006. The agency has also intensified management of firefighter's safety on disaster site by implementing danger predication training, specialized training and education and safety procedure check as a part of safety management officer duties. Nevertheless, there are limitations for effective fire fighting steps, such as damage spreading and life damage due to unawareness of illegal converted structure, structure transformation by high temperature and nearby hazardous material storage as well as extemporary situation handling endangered firefighter's life. In order to eliminate these limitations there is a need for an effort and technology application to minimize human errors such as inaccurate situational awareness, wrong decision built on experience and judgment of field commander and firefighters. The purpose of this study is to propose a new disaster response model which is applied with geospatial information. we executed spatial contextual awareness map analysis using fire-fighting vulnerable zone model to propose the new disaster response model and also examined a case study for Dalseo-gu in Daegu Metropolitan City. Finally, we also suggested operational concept of new proposed model on a national scale.

  • The purpose of this article is to search stakeholders' recognition related to Fire Construction Surveillance system; a client(order), fire fighting officer, supervision company, construction company, design company, other. The paper provides 4 important things. Firstly, a client(order) suggested the lowest recognition in the needs about the need of separation order, that of contract for any construction work limited registered companies, and that of standard price for engineering.. Secondly, the design company is lowest recognition in guidance and control participating in construction-design phase. Thirdly, the design company is lowest in adjustment about manpower-allocation according to allocation criteria of technical manpower. Fourthly, a client(order) and supervision company are relatively lower than other stakeholder in necessity on special education and training system for auditor in fire protection construction. • The purpose of this study is to investigate the perception of fire safety education in middle and high school teachers. The results of this study provide basic data necessary for future school safety education. The research was carried out using a questionnaire given to 317 school teachers. The frequency of the questionnaire was calculated from frequency analysis using SPSS version 19.0. A chi-square test was conducted to verify the analyzed questionnaire data. Cronbach's alpha for fire safety awareness in the respondents is 0.845, which is very reliable. According to the results of the survey, fire safety education currently conducted in schools is aimed at having a safe lifestyle and respect for life. The training is conducted once every six months, on average, and training time is 30 to 45 minutes. Fire safety education in schools is conducted in the form of experience-oriented education in cooperation with fire-related organizations following the plan of the school. Educational texts are used and utilized through the Internet and in related publications. Under the present circumstances, it is necessary to secure sufficient space to run an experience-related education program and to actively participate in the students' fire safety education at the school.
