A Study on Securing Safety for High Rise Building Fires - Applying Active Fire Escape Systems -

  • Under the Korean Enforcement Decree of the Building Act, all high story apartment houses more than 5 stories high are mandated to install a fire evacuation system to ensure safe evacuation from fire accidents and providing quick and easy bidirectional escape route when main entrance is blocked by flame or toxic smoke. However, the current fire evacuation system shows a lack of understanding from residents and thus is widely ignored for having insufficient safety functions, especially vis-à-vis fire emergencies. Studies have found that an alternative evacuation method, the escapable fire evacuation system, has been analyzed for safety evaluation compared with the conventional passive fire escape system and can bring efficient and safer solutions, providing high rise residents escape from fire accidents. Evaluation for safety evacuation has been performed by the Fire Dynamics Simulation and applying Pathfinder simulation. This resulted in providing appropriate escape routes within the safety escape time and allowed for people in high rise building fires to get to safety.

  • Because of not accepted on escape using elevators in fire emergency has some background. In the background elevator hoistway has turn into smoke spread route in fire. The escape that used an elevator was not able to make ends meet; of the big confusion is expected that cannot control the escape adequately, and do that elevator facilities breakdown possibility by the fire water, the escaper shut in car. Therefore ban on elevator service in fire time as a general rule. Recently, a few company promote super high-rise architecture in the country, a fire disaster prevention and human life safety measures preparation for PBD(A Performance Based Fire Protection Design) are studied concretely. And there is the escape example in fire time that used an elevator in the foreign country. You must promote it so that the escape measures that used enclosed stairway and an elevator in charge of a function of the mutual supplement. The result of this research can be used for establishing the standard and regulation for using elevators in fire emergency.

방탈출카페의 성능위주설계에 의한 피난안전성 확대 방안 (Measures to Increase Evacuation Safety through Performance-Based Design of Escape Room Cafes)

  • The purpose of this study is to propose measures to increase evacuation safety by calculating the habitable time using a fire and evacuation simulation program for the Room-escape cafe currently in operation, and comparing and analyzing it with the evacuation required time. Assuming a fire due to overheating of electric heaters in use in front of the warehouse, the habitable time was calculated through fire simulation, and the occupant's evacuation time calculated through evacuation simulation according installation of safety facilities, etc. was compared and analyzed with the habitable time. In the case of escape room cafes with safety facilities installed, evacuation safety was satisfied, but in escape room cafes without safety facilities, the evacuation safety was not secure. As a result of analyzing evacuation safety for each scenario based on the ASET analyzed in the fire simulation, it was found that in scenario 1, evacuation safety was secured and everyone successfully evacuated, while in scenario 2, no one succeeded in evacuation. These results can be said to confirm that the installation of safety facilities is very important in business establishments such as escape room cafes, which become enclosed structures when games are started.

공동주택 대안적 화재 피난방식에 대한 건설전문가 평가조사 (Analysis on Field Professionals' Assessment of Alternative Fire Escape Methods in Apartment Building)

  • In apartment buildings, casualties, especially fatalities have occurred in balcony areas in fires if residents fail to escape to the main entrance. Potential consequences of a particular infrequent event should be considered. In attempting to design apartment buildings for fire safety, alternative escape methods such as vertical penetration could be considered. The purpose of this study is to investigate present building regulations regarding apartment buildings and examine pros and cons of the current escape method and alternative escape methods. Focus group interview was conducted to discuss problems of fire escape methods. In addition, questionnaires were distributed to field professionals working in architecture, construction and related industries. Among 500 questionnaires distributed, 192 questionnaires were collected. Usable 162 questionnaires were analyzed using SPSS 15. Regarding alternative fire escape methods, several concerns were mentioned. Safety, privacy, security, effectiveness of escape, water proof problems were raised. Based on the opinions, vertical penetration between apartment unit appeared more safe, secure, effective than horizontal penetration. However, both methods have its own pros and cons under specific contexts. Alternative escape methods need be considered for a selective options for residents in case of fire.

Evaluation of Escape Safety Depending on the Number of Users of Residential Convenience Facilities in the Apartment Complex and the Kind of Elevators

  • This study wants to provide basic data on effective escape safety plans when residents of apartment complex use residential convenience facilities. The findings of the analysis are as follows. First, when this study applied the actual number of users (No=54) of those facilities, the existence of elevator for escape reduced the escape time by 189.0 seconds. Second, when the number of users was calculated on the standard of the number of people who can be accommodated for performance based design (No=316), the existence of the elevator for escape reduced the escape time by 173.5 seconds. Finally, when the number of users was calculated on the standard of installing fire-fighting facilities (No=122), the existence of the elevator for escape reduced the escape time by 159.2 seconds. As a result, it was found that elevator for escape reduces the escape time from fire. Accordingly, it is necessary to revise the construction law to make it obligatory for residential convenience facilities to be equipped with elevator for escape. Currently, apartment buildings lower than 30 stories have either elevator for passengers or elevator for escape. Thus, in future studies, it is necessary to compare escape times in fire depending on the kinds of elevator, and identify the usefulness of elevator for escape.

아파트 피난계단에 적치된 장애물의 실태와 입주민의 피난계단 관리에 대한 인식에 관한 연구 (A Study on the Actual Condition of the Obstacles on the Apartment Escape Stairs and the Perception of Residents)

  • 본 논문은 아파트 화재에서 재실자의 피난안전성을 제고하기 위한 목적으로 수행되었다. 이를 위해 대전광역시 유성구에 위치한 183개 아파트 단지의 3,056개 피난계단 층을 대상으로 현장 조사를 실시하였으며, 입주민 183명을 상대로 소방안전교육경험, 피난계단에 대한 안전관리인식, 그리고 소방안전인식에 대한 설문조사하였다. 조사결과, 연구대상물 3,056개 피난계단 층 중 1,916층에 장애물이 방치되어 62.7% 장애물 형성율을 나타내었다. 소방안전교육 경험은 연구대상자의 83.10%가 있는 것으로 나타났다. 연구대상자의 피난계단에 대한 안전관리인식은 평균 $3.84{\pm}0.75%$를 보였으며, 소방안전인식은 평균 $3.49{\pm}0.61%$을 나타냈다. 결과적으로 연구대상자는 대부분 소방안전교육을 받았고, 피난계단의 안전관리에 대한 방법은 이해하고 있지만, 안전관리에 대한 행동의 실천은 낮은 것으로 나타났다. 본 연구결과를 바탕으로 한 정책적 제언은 피난계단의 안전관리에 대한 인식이 행동의 실천으로 이루어질 수 있도록 소방안전교육을 정기적으로 받을 수 있는 사회적 제도와 그 교육에서 피난계단의 관리에 대한 교육내용이 강조되어야 한다.

This paper deals with the characteristics of high-rise office buildings in the fire safety aspects, the basic principles for the fire safety of high-rise office building design, and this study is focused particularly on the location of the escape route of core plan for fire safety in high-rise office buildings.

  • A guideline to complement safety problem of escape code at the fire controlling design stage was shown by comparing & analysing developed fire controlling countries such as US, UK, Japan, and etc. and appropriateness of improving legislations for building standard of escape code was examined by comparing & analysing escaping time with escape code simulation(SIMULEX, EXDOUS) as the guideline.

학교건물에서 피난훈련과 시뮬레이션을 통한 피난안전성 평가 (Safety Assessment of the Evacuation at School Building by Escape Training and Simulation)

  • 본 연구는 청주소재 OO 고교 교직원 휴게실에서 화재상황을 가정하여 FDS와 CFAST 화재모델을 이용하여 화재특성을 분석하였으며, 전교생을 대상으로 실제피난훈련을 실시하고, 피난프로그램 Simulex를 수행한 자료와 비교하여 피난안전성을 평가하였다. 그 결과, 실제피난훈련은 8%가 피난에 실패하였고 Simulex에서는 40%가 피난에 실패한 것으로 평가되었다. Simulex는 피난경로, 피난집결지 둥 실제피난훈련의 특성을 반영하지 못한 것으로 나타났다.
