본 연구논문은 지방자치단체에서 재난관리에 관한 총괄 조정업무를 담당하고 있는 일반 행정직공무원과 긴급구조업무를 담당하고 있는 소방공무원을 대상으로 설문조사를 실시하여 재난대응훈련에 관한 인식을 조사하였다. 설문조사결과 두 직렬공무원 모두 재난대응훈련에 동원되는 장비 및 훈련에 필요한 예산의 확보, 유관기관 사이의 네트워크 구축, 실제상황 및 지역특성의 반영, 훈련평가결과는 재난대응매뉴얼 및 다음 훈련에 반영, 훈련에 필요한 지휘통신 시스템의 확보 등이 필요한 것으로 나타났다.

본 연구는 소방공무원들의 지각한 현장출동 충격 경험과 외상 후 스트레스가 신체증상 및 대처방식에 미치는 영향을 규명하기 위하여 강원도 소재 소방안전센터에 근무하고 있는 소방공무원 남녀 362명을 대상으로 조사하였다. 수집된 자료는 Windows용 SPSS 19.0과 AMOS 19.0을 사용하여 빈도분석, 타당도와 신뢰도 분석을 위한 요인분석과 Cronbach's ${\alpha}$ 분석, 기술통계와 상관관계를 실시하였고, 가설 검정을 위해 구조방정식 모형을 이용한 분석을 실시하였다. 모든 통계분석은 유의수준은 p<.05로 설정하였다. 결과는 다음과 같다. 첫째, 지각한 현장출동 충격 경험은 외상 후 스트레스에 영향을 미치는 것으로 나타났다. 둘째, 지각한 현장출동 충격 경험이 신체증상에 영향을 미치는 것으로 나타났다. 셋째, 지각한 현장출동 충격 경험은 대처방식에 영향을 미치는 것으로 나타났다. 넷째, 외상 후 스트레스는 신체증상에 영향을 미치는 것으로 나타났다. 다섯째, 외상 후 스트레스는 대처방식에 영향을 미치는 것으로 나타났다. 여섯째, 신체증상은 대처방식에 영향을 미치는 것으로 나타났다. 이러한 결론으로 볼 때 충격적 스트레스를 해소하기 위한 제도적 방안으로 전 세계적으로 검증이 되어 실제 운영되고 있는 위기상항 스트레스 해소법(Critical Incident Stress Debriefing : CISD)을 소방서의 실정에 맞게 도입하여 운영하는 것이 필요할 것이다.

Even now, 119 rescue services have dissatisfactory aspects in operation, system and equipments as discussed above, It is the most urgent subject to systemize rescue services so that they can be suitable for our status, for we will make 21C welfare state come true before long. So, this author suggest that the followings have to be raised to activate 119 rescue service. 1) Bring up experts and offer high-quality rescue service 2) Prepare more up-to-date equipments 3) Operate transfer joint organizations 4) Promote the ability to meet with a press at the time of rescue service activities 5) Adjust regulations related to rescue services 6) Make up for a countermeasure to traffic accidents of ambulances 7) Adjust regulations making it mandatory to establish heliport at the target on hospitals more than a defined scale 8) Install more rescue service teams 9) Educate and train officials belonging to briefing rooms, where the officials with long experiences are arranged 10) Minimize the time for rescue team to reach fields 11) Establish legal protection system for rescue the team Nowadays, our country operates the department of fire fighting and rescue services without great difficulty, even though the circumstances are bad - insufficient members and the inferior circumstances. All of the fire fighting officials are given heavy duties in bad circumstances, and so are the team of rescue service. The rescue service team, taking charge of some emergency medical system, do a fire fighting inspection as a non-duty service, though they are scanty of sleep due to prevention and protection services of the fire fighting service team. But, they can not engage in rescue services completely and have to deal with miscellaneous duties. So they can not offer professional emergency medical services. But now, almost every fire fighting organization, belonging to National Emergency Management Agency, are separating rescue services, which shows a lot of good results. People recognize rescue services to get better and better gradually and the demands for this rescue services increase. So, this is the best time when rescue service teams should offer qualitative services rather than quantitative services. The people will recognize this rescue service team to be an organization sacrificing and serving for them. However well institutes and operation systems should be established, the rescue service team can not come true their aim without strong wills that they will serve and sacrifice themselves for people from their hearts. In addition, it is essential for the officials in charge of policies about emergency medical services to have a concernment on and practice the policy without failure.

소방공무원 조직은 전통적으로 보수적 색채가 강하며 계급적인 문화와 상명하복식 위계질서가 심화되어 있는 특정직공무원 중의 한 분야이다. 이러한 소방조직의 특수한 상황은 일반행정직 등 다른 공무원 조직보다 특별히 많은 조직갈등의 발생을 전제하는 것이라고 보아도 큰 무리가 없을 것으로 판단된다. 소방공무원의 갈등은 바람직한 조직을 만들기 위해 투입된 다양한 노력이 실무단계에 미치지 못하였거나 투입되었다 하더라도 상쇄되어 약화되었기 때문일 것이다. 따라서 본 연구의 목적은 소방공무원의 내근과 외근 간의 갈등, 즉 갈등의 원인, 갈등해소방안 등을 실증분석을 통해 소방조직의 활성화 방안을 도출하는 데 있다.

Large and complicated firefighting environment is accelerating in the early activities in the field of fire officials at the time limit situation leads to people's lives and property damage, as well as the loss of the Fire Service. Therefore, the state-of-the-art technology that can respond to rapidly changing fire environment urgently in the field of fire fighting have been introduced should be utilized. These intelligent firefighting robots build daegukmin firefighting safety net that can be used when. Other advanced technology industries, the most effective ways that can be introduced into the firefighting shall be provided in the current situation of the industry's initial firefighting robots.

우리나라는 각종 재난현장에서 석면노출에 따른 소방공무원을 보호할 수 있는 장비 및 위기대응별 진압대책이 전무한 실정이며, 공무상 재해가 인정되지 않아 법적 제도적 보호대상에서 제외되는 현실에 있다. 석면노출 기준에 의한 보호 장비 착용으로 철저한 소방 활동을 강화함은 물론 소방 활동상 유해성인자의 심각성을 인식하고 질병 피해보상에 대한 제도를 마련하여 아직까지 인정되고 있지 않은 질병에 대한 이러한 질병을 공무상 재해로 인정할 수 있는 제도적 미비점을 보완하여 소방공무원의 사기진작 및 근무환경개선에 따른 대 국민 서비스 향상을 기대할 수 있을 것이다.

The purpose of this study is to understand the impact of integrated art therapy on the life meaning of new firefighters. The subjects of the study selected 108 newfirefighters to be hired as part of the new training center in South Gyeongsang Province. Out of 108 participants, consisting of 54 volunteers, conducted an integrated art therapy program once a week, 60 minutes each, and eight sessions. Research tools carried out pre - and post-inspection testing using a scale of meaning in life. For data analysis, t-test was conducted using SPSS 22.0 program.The study found that integrated art therapy using semantic therapy had statistically significant differences in meaning in life.The experimental group has made positive changes in its pursuit of meaning, finding meaning, and discovering meaning in life rather than in control groups. In other words, the new fire fighting public officials' ability to positively change in difficult situations, adapt to the environment, and overcome difficulties was improved. In particular, he showed changes such as realizing the importance of people and life, clarity of purpose and efforts to change himself. Therefore, it is necessary to carefully review the fire school program aimed at fostering firefighters with a balanced body.

우리나라는 2000년에 65세 이상의 노인인구가 전체 인구의 $7.2\%$를 차지하여 고령화사회가 되었고, 2019년에는 2배인 $14.4\%$에 달하여 고령사회가 될 것으로 예상하고 있다. 고령자는 신체기능의 저하 등에 의해 재해발생 시에 정확하고 신속한 판단과 행동을 하지 못할 가능성이 높으므로 고령화가 진전될수록 화재 등 각종 재해로 인한 고령자의 인명피해가 증가할 것이다. 고령자의 화재 등 재해로 인한 희생을 줄이기 위해서 고령자 등 재해약자관련 소방방재대책 추진, 화재로 인한 인명피해 최소화대책 추진, 농촌지역 소방력 보강 및 소방서비스확대, 소방방재 정보제공 및 홍보기능의 강화, 새로운 연계활동 발굴(우편집배원 및 사회복지사의 119요원화), 소방공무원 보강 및 장비의 경량화 등의 정책을 제언한다.

타인의 안전을 확보하기 위하여 자신의 안전을 먼저 확보해야 한다는 것은 당연한 논리임에도 우리는 항상 이 말을 간과해 왔다. 각종 재난으로부터 국민의 생명과 재산을 보호하는 소방공무원에게 무엇보다도 필요한 말이지만 이를 외면한 댓가는 매년 증가추세를 보이고 있는 소방력 손실과 근무의욕 저하로 나타나고 있다. 그동안 안전을 위하여 많은 시책들을 추진해오고 있지만 도외시되었던 근본적인 문제점은 무엇인지 돌아보고 반성하고자 한다.

연구목적: 본 연구에서는 재난관리의 주체인 소방공무원들을 대상으로 정부의 재난대응역량과 재난관리체계의 법·제도적 적절성이 재난관리 운영성과에 미치는 영향을 검증하였다. 연구방법: 소방공무원을 대상으로 설문조사를 수행하였으며, 조사자료는 SPSS 25.0 프로램을 이용하여 통계적 분석을 수행하였다. 연구결과: 본 연구를 통해 나타난 주요 결과는 다음과 같다. 첫째, 정부의 지진 재난대응역량은 재난관리 운영성과 요인인 재난 사전예방준비 뿐만 아니라, 재난 사후대응관리에도 유의미한 정(+)의 영향을 미치는 것으로 나타났다. 둘째, 지진 재난관리체계의 법·제도적 적절성은 재난관리 운영성과 요인인 재난 사전예방준비 뿐만 아니라, 재난 사후대응관리에도 유의미한 정(+)의 영향을 미치는 것으로 나타났다. 결론: 본 연구를 통해 국내 지진대비 재난관리의 운영성과를 향상시킬 수 있는 중요한 정책적 시사점을 얻을 수 있었다.
