The guard system in the last period of the Joseon Dynasty, established at the time of the struggle of invading world powers and the loss of the Dynasty rights, was strengthened to protect the Royal family and the Dynasty from the attacks of foreign powers. While investigating both the military system and the guard system from the beginning of King Gojong's direct royal governing to the time of Japanese annexation of Korea, we realize that the Joseon Dynasty not only lost the support of the public but also had little power to cope with the aggression of foreign countries. The reformation and strengthening by Daewongun, King Gojong's father, was made in preparation for King Gojong's direct royal rule. Nevertheless, the intervention of foreign countries in the domestic affairs of the Joseon Dynasty got worse. As opposed to their intervention, Queen Minbi had engaged in politics, which resulted in murderous attempts on her. The Joseon Dynasty had tried to reform and intensify the guard system. New names such as Muwiso, Chingunyeong, and Siwidai, had been given respectively. Such reformation and intensification had little effect because of two successive victories at the Sino-Japanese War and the Russo-Japanese War of Japan. Japan occupied the Joseon Dynasty by force after all. The guard system of Daehan-jeguk(the Empire of Korea) was eventually incapacitated; an army in the cause of justice was raised instead. However, The state of things and the guard system at that incapacitated period gives a good lesson for the establishment of a modern guard system at the present day.
Objective : The purpose of this study was to examine the therapeutic compliance and its related factors in the rural hypertensives. Method : A questionnaire survey and blood pressure measurement were performed to 3,876 residents of a rural area, and 660 hypertensives were selected as subjects of study. The study employed a hypothetical model which was composed of constructs from the health belief model and KAP model. The analysis techniques employed included contingency table analysis and structural equation modeling. Result : The proportion of those who were compliant to the treatment of hypertension was 44.2% of subjects. As the result of structural equation modeling, when patients had more favorable attitude toward treatment, higher perceived benefit, or lower perceived barriers to treatment, the therapeutic compliance was significantly higher(T>2.0). When patients had more knowledge about hypertension, or higher perceived severity of hypertension, the attitude toward the treatment of hypertension was more favorable significantly(T>2.0). And when patients had the support for treatment from family or neighbor, the attitude toward treatment was more favorable(T>2.0). When patients had experience of health education, they had more knowledge, higher perceived susceptibility of complication, perceived severity for hypertension, and perceived benefit of treatment, compare to patients without health education(T>2.0). Conclusion : In consideration of above findings, in order to improve the therapeutic compliance in the rural hypertensives, it would be necessary to change attitude, perception, knowledge about hypertension and its treatment, by various methods such as effective health education and programs for maintaining the supportive environment for hypertension treatment.
Objectives : Dementia has emerged as a leading public health problem in elderly persons, and its early detection is important for the treatment of curable cases, and in the educational support for other family members. Although dementia screening tests are available, they have not gained widespread use in community or primary care settings. Our goal was to validate the Tine and Change (T&C) Test, -including its validity and reliability in patients, and to assess it as a simple, standardized method for the screening of dementia in the rural elderly. Methods : The participants in this study comprised of 59 patients from an urban hospital and 405 persons from a rural community aged 65 years or older. The time test evaluated the understanding of clock hands indicating 11:10, and the change test the ability to make 1,000 Won from a group of coins, consisting of one 500, seven 100, and seven 50 Won coins. The T&C ratings were validated against a reference standard based on the physician's diagnosis of the patients. The convergent validity in relation to other cognitive measure, test-retest agreement, and inter-observer reliability were assessed. To assess the relationship between the Korean Mini-Mental State Exam (K-MMSE) and the T&C Test, the mean K-MMSE scores were compared with the results of the T&C Test in the elderly from a rural community. Results The T&C Test had a sensitivity and specificity of 73.0, and 90.9%, and positive and negative predictive values of 93.1, and 66.7%, respectively. The test-retest and inter-observer agreement rates were both 95%. The K-MMSE scores and T&C Test were significantly related in the elderly from a rural community (p<0.01), The T&C Test was not influenced by the educational status. The Time and Change Tests took a mean of 6.3 and 12.7 seconds, respectively, to complete Conclusion : The T&C Test is a simple, accurate and reliable, performance-based tool in the screening for dementia. Because it is quick, and easy-to-use, it is hoped the T&C Test will be used for the widespread cognitive screening of aging populations.

This study illustrates the mechanism of The Decrease of Korean population in Yanbian Korean Autonomous Prefecture (YBKAP) and some changes of regional characteristics since China's economic reforming. Due to China's Implementing market economic system, deregulating in family register system, higher mobility since establishing Sino-Korean diplomatic relations, the expansion of intermarriages and residential areas, Korean community is confronted with lower birthrate and continuous mobility of the young and women. It directly connects to a decrease in urban population and aging, causing a decline in farming production, disintegrating of Korean community, weakening the function of villagers' organization, shrinking in Korean education and leaderships. For supplementing the shorted labor, Chinese farmers from other areas flow into the YBKAP, showing some different trends, such as farming Chinesization, Chinese farmers' higher economic level than Korean, the Korean traditional paddy field transforming into dry farmland with single-crop farming and pursuing commercial production in labor management. At the moment, declining population in Korean community in rural areas means that the community could not respond the changes of farming environments appropriately and in some way it is facing with the crisis of die away from the Chinese society. It needs an unconventional support and development policies in YBKAP rural areas.

The purpose of this study was to discuss the relationship between Korean people's normative sense of the traditional filial piety and their affiliation with relatives. For this purpose, the researcher reviewed ethics books during the Chosun dynasty such as Naehoon Women's Ethics), Dongmongsonsup (Children's Cardinal Moral Principles) ,Kyokmongyokyol (Juvenile's Learning) and Gyuenyoso (Instructions for Daughters of Marriageable Age), Based on this review a questionnaire was designed. For the survey,566 returned questionnaires from married people between their 20's and 70's living in Seoul and Wonju Si were sampled The collected data were analyzed using the SAS program for means and SDs of each area in order to examine the overall tendency, and were subject to one-way ANOVA to determine the relationship between their normative sense of the traditional filial piety and their affiliations with relatives depending on their demographic variables, In addition to this correlation analysis, the data underwent regression analysis to determine the significant factors affecting the subjects' sense of filial piety and their affiliation with relatives. The results of this study can be summarized as follows ; First, the subjects were found to have a normal or higher sense of filial piety in overall terms, which suggests that the Korean morality of filial piety may be positive. In particular, the subjects' sense of filial piety was higher for living parents than for dead ones. Namely, they wanted to give more respect, honor and support to their parents than give a cordial funeral or memorial service to deceased parents. Second, older Koreans were more aware of filial piety, and men were more conscious of filial piety than women. Buddhists or atheists tended to be more faithful to their parents. Generally, those with lower academic background and living with larger families had a higher normative sense of filial piety. On the other hand, those in their 60's and 70's were most affiliated with their relatives, while youth and middle-aged people were less affiliated with their relatives. Men were more affiliated with their relatives than women, and first sons or daughters were more affiliated with their relatives. Besides, those living with larger families were more affiliated with their relatives. Third, the subjects' normative sense of filial piety, particularly for deceased parents, was highly correlated with their affiliation with relatives, and such a normative sense of filial piety was most conspicuous in their funeral rites.

Police crime statistics report that residential housing such as apartment, low rise, detached houses is the second most vulnerable to crime, which is closely followed by the number of street crimes. Also residential houses are often exposed to quality-of-life crime, e.g burglary. It threatens the basic human rights of house residents in terms of safety and comfort within the urban living environment. This study examines related precedent studies regarding the vulnerability of residential housing including studios, multi-family housing from the viewpoint of crime prevention through environment design(CPTED), extracted the elements and items suitable for the safety of residential facilities and the certification evaluation indicators and check items to be the basis for the checklist are derived. Based on these evaluation indicators and inspection items, we conducted on-site surveys of residential facilities in three areas of Seoul, Yongin and Asan, and the final draft of the checklist was revised based on the results of the field survey. There are 43 items on the 7 fields of evaluation in the final version of checklist, 11 items in the management and operation, 20 items in the surveillance, 7 items in the access control, 1 item in the territoriality, 2 items in the activity support, and 2 items in the security and safety facilities. In addition, various points of interest were added to allow the administrator of the residential facility to earn points for special measures taken for safety. This checklist can be appropriately modified and utilized in consideration of the characteristics of each facility. Korean national police agency has CPOs to check the residential facilities in their jurisdiction using checklists and to certify excellent facilities with high level of safety.
This study was aimed to investigate the motivators of smoking in 300 subjects using convenient extraction in one hospital. After informed consent, the survey that consisted of general characteristics, health behavior, stage of change, health behavior-related-perceived benefit, health behavior-related-perceived barrier, health behavior-related-family support, oral health behavior, subjective oral health and others was carried out. The smoking rate was higher in case of male (sex), high school graduates (education) and 2~3 million Korean won (KRW) (monthly income). The present smokers responded lower oral health behavior (p<0.001), lower health behavior-related-perceived benefit (p=0.021), higher health behavior- related-perceived barrier (p<0.001) and lower stage of change (p<0.001). The oral health related variables were not influenced by smoking. In logistic regression model, odds ratios in smoking were 0.378 in below average (health behavior-related-perceived barrier), 4.746 in below average (stage of change), 12.743 in male (sex) and 3.271 in 2~3 million KRW (monthly income/standard : over 3 million KRW). It was suggested that oral health related manpower should take account of not only smoking-related oral health but also motivators of smoking as to deliver effective no-smoking program.
The purpose of this research is to create a preferable corporate culture under the SmartWork environment. There is growing interests in SmartWork, which can satisfy the compatible conditions of government's carbon emission restriction policy, corporate efficient expense reduction, productivity maximization, and each individual's work and a family. Due to the interests and the rapid development of IT technology, a realistic condition for SmartWork is established but the promotion without a sufficient preparation, such as legal examination and relevant systems, created much confusion and very few companies are introducing it. This paper discusses that a social agreement should be reached through adjustments among parties interested, such as government, companies, and employees, studies the WIN-WIN plan that individuals and organization can grow together, and proposes a new corporate culture under the SmartWork environment. SmartWork has more than the simple meaning of 'remote working'. SmartWork, a method of smart working, means a transition to a new paradigm that minimizes moving for work and work & human move together, and a change from a work-oriented culture to a human-oriented culture. This paper summarized the role of government and companies for the successful introduction of SmartWork, and proposed that a government level 'SmartWork Activation Executive Committee (tentative name)' with a strong promotional power would create a new culture of SmartWork and form a civilian consultative body to support SmartWork corporate culture creation & expansion in the private corporate area, in a tuning with Ministry of Public Administration & Security, Ministry of Labor, Ministry of Gender, and Communications Commission.
