Since the introduction of the Riester Pension Scheme, the controversy has continued in the policy studies and the political debates. This study evaluates the achievements and limitations of the German Riester pension scheme and tries to derive policy implications for South Korea. As a result of the analysis, the most worthwhile achievement of the Riester Pension is to strengthen the role of the private pension schemes. Unlike other private pension schemes, it included a large part of lower income households. It also opened a new perspective of utilizing private pension schemes to accomplish the goals of the family policy. Despite these attainments, it does not reach the promised coverage rate. It also was revealed that the higher income households have concluded more Riester Pension Contracts than the targeted lower-income households. Due to high administration fee and incomplete information problems, benefit levels are supposed to be much lower than expected. It concludes, above all, despite some achievements, the Riester Pension Scheme will not fill completely the gap of old age income security caused by the reduction of the public pension system. The German case provides fruitful lessons for Korea. The introduction of a subsidized personal pension scheme in South Korea can be realized only when some prerequisites would be satisfied such as the consolidation and maturing of public pension schemes and the strengthening of the transparency in the private pension market.

Objectives : The goals of the study are how to establish the cohort systems for the children and adolescents victims with sexual abuse in Korea and to identify the risk and protective factors that influence mental health in child sexual abuse (CSA). This is initial assessment data based on the analysis of cohort variables for baseline evaluation of subjects. Methods : We constructed the cohort systems for CSA victims recruited by Seoul Sunflower Children Center, CSA victims protection center. The initial assessment data which consisted of demographic and psychological inventories of CSA victims and their parents/families, psychiatric diagnoses were the results of statistical analysis of 65 subjects under 19 years old for 3 years 7 months. Results : The initial data were followings : female participants, N=56; mean age, 11.6 (SD=4.5); the most sexual assault, molestation 71.8%; victims, family and acquaintance 87.1%; 61.5% of the subjects diagnosed with psychiatric disorder; 29.2% diagnosed with PTSD and 23.1% diagnosed with depression. Mean duration for abuse to report is 1.5 years. Mean score of IES-R-K, TSCYC-avoidant and CBCL-problematic behavior were increased above clinical cut-off. Conclusions : CSA victims tend to have high risks in mental health problem. The cohort study could provide the risk and protective factors of CSA in mental health, and construct the predictive model for mental illness in Korea.
The purpose of this study is to provide basic data for the development of pre-parent education program by grasping parent role recognition, educational needs and readiness of unmarried men and women. The subjects were 196 unmarried male and female students from K-do. Data were collected from November 1st to 20th, 2018, and analyzed using IBM SPSS WIN/21.0 to get frequency, percentage, average, standard deviation, t-test, ANOVA, sheffe-test, paired t-test, and IPA matrix. The average score of recognition of social pre-parent role was $3.41{\pm}0.27$ (out of 5 points), educational needs was $3.48{\pm}0.41$ points (out of 4 points), and educational readiness was $2.65{\pm}0.57$ points (out of 4 points). educational needs being higher than educational readiness. Through IPA matrix analysis, the area to be strengthened was 'family relation or parent role', and 'self understanding' was the area to encourage putting effort into other evaluation attributes. The area where no further effort is needed and needs improvement in the future was 'spouse selection and marriage', and 'pregnancy and childbirth' and 'child rearing' were the areas to intensively improve. Therefore, there is a need for establishing a standardized strategy in the area A, which has high degree of readiness and needs. Also, it is necessary to take strategies and countermeasures to raise the readiness of area C with low degree of readiness and needs, rather than accepting it as an unnecessary area of further effort input.
The aim of this study was to distinguish 3 concepts(capacity, capability, and performance) for the motor activities of children with cerebral palsy(CP) and examinate relation between capacity(can do in a standardized environment), capability(can do in daily environment), and performance(does do in daily environment). Cross-sectional analysis with a assessment record of children with CP (n=40; 19males, 21 females; mean age 6y 6mo, SD 3y 8mo) was performed. Levels of severity according to the Gross Motor Function Classification System(GMFCS) included level1(13%), level2(10%), level3(43%), level 4(33%), and level 5(3%). Motor activities capacity was assessed by the Gross Motor Function Measure (GMFM-66). Capability and performance were assessed using 2 scales(functional skill, caregiver assistance) of the Pediatric Evaluation of Disability Inventory(PEDI). Correlations between capacity and capability was 0.811(p < .05), and between capability and performance were high(r=0.711, p < .05). And the correlation between capacity and performance is the lowest(r=0.711, p < .05). Motor performance levels are only partly reflected by the motor capacity and motor capability levels in children with CP. Because performance is influenced by Contextual factors (particularly, social factors such as family function). This study suggests that it is necessary to distinguish and evaluate the capacity, capability, and performance in children with cerebral palsy.
Recently, the nation has been suffering from a variety of problems, such as the rapid aging of the population and the weakening of the family's role due to rapid industrialization, such as the problem of supporting the elderly or the decline in the quality of supporting them. Among them, the issue of supporting the sentiment of the elderly is a major issue in terms of the quality of the stimulus. The best solution would be to resolve this issue of emotional support through various physical and human support. However, due to various limitations, access to efficient utilization of resources is being sought, among which support efforts through the convergence of digital technologies need to be noted. In this study, we took note of the problems of aging population shortage due to aging phenomenon and the problems of the emotional side of the problem of declining quality of the service, and analyzed the types of digital technology applied to support the emotional side through the convergence of digital technology. Among them, the Commission proposed emotional support through smart speakers, confirming the possibility of supporting the elderly through smart speakers. In addition, the Commission proposed guidelines for smart speaker communication systems to support the sentiment of older adults by conducting an in-depth interview with the In-Depth interview with the evaluation of the usability of smart speakers for older people. Based on the results of this study, it is expected that it will be the basic data for designing a communication system when developing smart speakers to support the emotions of the elderly.
Angelica gigas Nakai (AGN) is a perennial herb belonging to the family Apiaceae. Its root has been utilized as a traditional medicine in Korea. Also, it contains decursin (D) and decursinol angelate (DA) as major active components. This study was performed to compare the change in content of active components and antioxidant activity between bolting and non-bolting AGN. Bolting AGN (B1) and non-bolting AGN (NB1) were harvested in the end of August. Additional non-bolting AGN (NB2) was harvested in the end of October. The total weight of B1 was 728.7 g, which was 98.5% of NB2 weight. Next, the AGN root (B1, NB1 and NB2) was divided into main root and lateral root. And the AGN aerial part (B1, NB1) was divided into flower, leaf and stem. The two active components, D and DA, and antioxidant activity were analyzed. The D content of B1 was 0.35-1.33% according to the plant parts and the DA content was 0.29-1.07%. In addition, B1 flower and leaf showed higher antioxidant activity than NB2 roots. The results show that B1 contained 15-56% of total major components compared with NB2 main roots, suggesting that B1 could be used as a potential material.

Small libraries have continued to be extended since 2013 enactment of regulations requiring establishment of small libraries in multi family housing complex not less than 500 households and the 'Living SOC Project' of national government. Gwangmyeong city designated the year of 2020 as the 'year of citizen autonomy' sharing the authority with citizens and publicly announced its plan to rapidly extend the living and cultural spaces as a part of that extension. Likewise, as the social environment and the need of users are expected to change, it seems that the small libraries in Gyangmyeong City must prepare a plan for practicing a long and mid term practices in responding to that change. Thus, this Study tries to make a suggestion for a plan for the policy for revitalization of small libraries in order to handle those changing social environment and the need of users. For this, a survey and in-depth group interview were conducted for the operators of the small libraries in Gyangmyeong City. As a result of this Study, the following policies are suggested: first, improvement of support system for improving operational system, strengthening of cooperative system of public libraries, and strengthening of role of public small libraries, strengthening of public characters of private small libraties and differentiated support through evaluation based on abilities; and second, it is necessary for utilization of circulating librarians and professional volunteers, sharing of materials through mutual lending of books, associate librarians having term of office and revitalization of small library conference by regions.

The Moon Jae-in administration insisted on reforming the prosecution for the reform of power institutions, and also tried to control the power of the prosecution through the establishment of a high-ranking public officials criminal investigation office. Then, what is the direction of the legal prosecution reform? Above all, it is a logic to drastically reduce the power of the prosecution. How to shrink it? First, it is necessary to control or check the power of prosecution and investigation that the prosecution has. Second, the key to the reform of the prosecution is perhaps to separate personnel rights from power. In order to exclude external pressure from the prosecution's personnel rights, there must be no instruction or intervention from the attorney general. To do this, the prosecutor general must go through various personnel evaluations, such as multi-faceted evaluation. Third, the essence of the High-ranking Officials Criminal Investigations Act is to deal with crimes of prosecutors, judges, police, and members of the National Assembly. It is also the core of the institutional mechanism to cover the corruption of one's family members while holding all the right to investigate, prosecution, and warrant claims, and to check the omnipresent prosecutors who have abused their right to investigate for political purposes. Then, what is necessary for the success of the high-ranking officials criminal investigation office? Above all, We think political neutrality is very necessary. The Ministry of Airborne has a very high authority of the Director. This paper intends to examine the functions and roles of the prosecution and high-ranking officials criminal investigation offices to prevent corruption. We analyzed the contents of the prosecution and the public officials criminal investigation office, and examined the limitations and problems, and the measures to control corruption in public offices.
In this study, the radiation dose rate was measured by time and distance and evaluated whether radiation dose rate was suitable for domestic and international discharge criteria. In addition, the radiation dose emitted from the patient was measured with a glass dosimeter to evaluate the exposure dose if the caregiver stays in the isolated ward by placing a humanoid phantom instead of the caregiver at a distance of 1 m from the patient, on the second day of treatment. After 23 hours of isolation, the radiation dose rates at a distance of 1 m were 20.54 ± 6.21 µSv/h at 2.96 GBq administration and 27.94 ± 12.33 µSv/h at 3.70 GBq administration. The radiation dose rates at a distance of 1 m were 25.90 ± 2.21 µSv/h when 2.96 GBq was administered and 34.22 ± 10.06 µSv/h when 3.70 GBq was administered after 18 hours of isolation. However, if the isolation period is short may cause unnecessary radiation exposure to the third person. The reading of the attached dosimeter from the morning of the second day of treatment until removal was 0.01 to 0.95 mSv, which is a surface dose determined by the International Commission on Radiation Units and Measurements. And the depth dose was 0.01 to 0.99 mSv. On the second day of treatment, even if the patient caregivers stayed in the isolation ward, the exposure dose of the patient family did not exceed the effective dose limit of 5 mSv recommended by the ICRP and NCRP.

As high-performance quantum computers are expected to be developed, studies are being actively conducted to build a post-quantum security system that is safe from potential quantum computer attacks. When the Grover's algorithm, a representative quantum algorithm, is used to search for a secret key in a symmetric key cryptography, there may be a safety problem in that the security strength of the cipher is reduced to the square root. NIST presents the post-quantum security strength estimated based on the cost of the Grover's algorithm required for an attack of the cryptographic algorithm as a post-quantum security requirement for symmetric key cryptography. The estimated cost of Grover's algorithm for the attack of symmetric key cryptography is determined by the quantum circuit complexity of the corresponding encryption algorithm. In this paper, the quantum circuit of the SCHWAEMM algorithm, AEAD family of SPARKLE, which was a finalist in NIST's lightweight cryptography competition, is efficiently implemented, and the quantum cost to apply the Grover's algorithm is analyzed. At this time, the cost according to the CDKM ripple-carry adder and the unbounded Fan-Out adder is compared together. Finally, we evaluate the post-quantum security strength of the lightweight cryptography SPARKLE SCHWAEMM algorithm based on the analyzed cost and NIST's post-quantum security requirements. A quantum programming tool, ProjectQ, is used to implement the quantum circuit and analyze its cost.
