Decision Support Model for Selection Water Resources Facility Improvement Projects (수리시설개보수사업 선정을 위한 의사결정지원모델)

  • More than 80 % of agricultural reservoirs are old facilities over 50 years old, and safety and function declines occur. As a result, safety accidents such as the collapse of the reservoir have occurred. Precise safety diagnosis is conducted in advance to prevent accidents such as reservoir collapse, and Water resources facility improvement project are implemented based on priority. However, the priority of the business is selected based on the subjective judgment of the facility manager. In this study, we set 80 hypotheses based on the results of precision safety diagnosis and decision-making examples of existing Water resources facility improvement project and selected 45 variables using correlation analysis and significance test. Using logistic regression analysis, the final 21 variables were selected and a decision support model was presented, and the classification accuracy of the model was 86.8 %. In this research, the part that presented the quantitative index for decision support when selecting the Water resources facility improvement project has important significance.

  • The Special Act on Safety Control for Infrastructure was enacted in 1995 to contribute to ensuring the public safety and welfare improvement of Korean people. In addition, the FMS has been developed and operated to manage facilities effectively. However, several problems of the FMS have also occurred. Thus, this study aimed to analyze the FMS and related systems scrutinizingly to suggest improvement directions such as (1) extension of the FMS into the national facility information management system including small-size facilities other than Types 1 and 2 facilities, (2) development and promote standardized inspection and diagnosis systems as per facility type, (3) development of the database utilization system including decision making support function for management body, and (4) providing the FMS performance improvements and stable operating environment utilizing latest information technologies. If the improvement directions suggested in this study are adopted, they can improve services for Korean people by providing facility safety and maintenance work parties with optimum information services.

  • The purpose of this study is to investigate installation status of information facilities and condition of walking road influencing to psychological safety of walking tourists. For this purpose, four roads for walking tour are selected; the course no. 16 of Jeju Olle Trail, Sarabong Byeoldobong walkway in Jeju and the course no. 8 of Bougil, Gyeongpo Lake walkway in Gangneung. Facilities installed on roads for walking tour are classified into four facilities; safety facility, information facility, amenity facility, local cultural facility. In order to consider installation status of information facilities and condition of walking road influencing to psychological safety of walking tourist, a field experiment was conduced focusing on the course no. 16 of Jeju Olle Trail. Thirteen cases were happened as confusing situation while walking tour. Of the 13 cases, the situation of being lost and wandering on the trail accounted for six cases. In contrast to the expectation that the situation of being lost and wandering would occur only at a crossroads, it is not that such situation took place at specific places like a crossroads or where direction signs were inaccurate. Walking tourists of this field experiment also confronted situations of having lost confidence about continuing the ongoing direction, of having anxiety over walking a walking trail, of feeling discomfort caused by walking and of being offended by uncomfortable or messy areas of walking trial. These confusing situations are happened inappropriate installation of direction sign, so direction sign is needed to install more carefully and detailed.

FMEA for CNS Facility and Cause Analysis of Shutdown Events to Improve Reactor Availability (원자로 이용률 향상을 위한 냉중성자원 시설의 고장모드영향분석 및 정지이력의 원인분석)

  • From 2009 when the CNS facility was installed, the number of reactor failures due to abnormal CNS facility system has increased significantly. Of the total of 19 nuclear reactor shutdowns over the six years from 2009 to 2019, there were 10 nuclear reactor shutdowns associated with the CNS facility, which are very numerous. Therefore, this report intends to analyze the history of nuclear reactor shutdowns due to CNS facility system failure in detail, and to present the root cause and solution to problems. As a result of FMEA implementation of CNS facility system, a total of 76 SPVs were selected. In addition, 10 cases of reactor shutdown history due to CNS facility system abnormalities were analyzed in detailed, and improvement plans for solving the root cause and problem were suggested for each trip history. The results of this study are expected to be able to operate the domestic research reactor and CNS facilities more stably by providing effective measures to prevent recurrence of CNS facilities and reactor trips.

A Study on the Reconfiguration in the Regulation of Electric Safety Management for the Guarantee of Safety (안전성 확보를 위한 전기안전관리기준의 재설정에 관한 연구)

  • This study is to prepare a reasonable basis for the improvement of the electrical safety management regulation. The standards in domestic and foreign countries for the application of new and renewable energy facilities and other devices are analyzed. Other regulations excluding the electrical safety fields and wide surveys are also carried out. Consequently, it is asked that the classification between normal and self electrical facilities should be clear and deregulation for small businesses has to be followed. This study is showed that standards investigates of receiving equipment below 600V above 75kW, eletrical safety manager employment of manufacturing industry and Mid-night electric power. And, it is showed that consignment permission and Consignment inspection periodic relaxation about wind development equipment below 1,000kW, consignment of Technical Development equipment for new and renewable energy below 250kW.

Safely Improvement Program for High-Rise Office Building Management (고층건물 관리자의 안전관리 개선방안)

  • In the construction industry, most safety related researches have been focused on the safety matters in construction job site while the safety issues regarding facility management have been received limited attention. Hence, this research aimed to uncover the problems of current safety management practices then suggest improvement plans. Through the questionnaire suey and analysis, following conclusions were drawn. Regarding the safety mindset, participation rate in safety prevention activities is average at most. Therefore, the extra attention and effort by property owners and managers are required. Examination of accidents indicated that 88% of them were stemmed from unsafe activities, 10% from unstable mentality and 2% from unavoidable natural disasters. Therefore, 90% of these accidents could be prevented by eliminating unsafe activities. In addition to the above findings, several other facts and suggestions are detailed.

The Study on the Actual Condition about Facility Accident Case and PL Recognition of the Safety Manager in Electric Installation for Private Use (수용가 전기설비 관리자의 PL인식 및 설비사고사례에 관한 실태연구)

  • In this paper, we investigated electric safety manager's PL recognition and accident occurrence of electric power facilities(power cable, transformer, circuit breaker) in electric installation for private use. The target of questionnaire survey is 450 electric installations for private use, 154 responded the questionnaire among these and it occupied 35.8%. Most of receiving voltage were 22.900kV. The questionnaire survey says that 58% of electric safety manager knew well about PL contents and 42% of them did not recognize about PL contents, About the PL application of electrical facility accidents, 82.4% of them must applied PL law, 5.8% of them did not need the PL law. Reason of PL application occupied 64% for stability of electrical facility and product, 19% for prevention of same accident. The accident of transformer occupied most and the power cable accident were much next. The questionnaire survey results, electric safety managers are interested in PL content. thev expected necessity of PL application about electrical accident strongly.

A Study on Development of Crash Cushion (도로 충격흡수시설의 개발에 관한 연구)

  • The crash cushion has drawn a great attention because of its versatility, efficiency and simplicity in reducing the mortality and damages from traffic accidents. However, the existing cushion systems are high priced or have limited functions. The purpose of the study was to devise an improved crash cushion which can offer higher safety compared to the available ones at present. In addition, the conformity of the cushion with the facility standards was assessed through computer simulation for collision with vehicles. The novel cushion system adopts the used tires as shock absorber, which can not only secure cushioning effect but also reduce the production cost. Moreover, it is highly durable and easy to maintain and repair the damaged parts. According to the simulation using BARRIER VII program, the novel cushion system showed PHD of 17.4 g and 10.1 g for a frontal collision and a side collision, respectively. Based on the results, it could be concluded that the novel cushion system met the test standards in the guideline for road safety facility installation and management.

Preliminary Post-closure Safety Assessment of Disposal System for Disused Sealed Radioactive Source (폐밀봉선원 처분시스템 예비 폐쇄후 안전성평가)

  • An optimum disposal plan of disused sealed radioactive sources (DSRSs) should be established to ensure long-term disposal safety at the low- and intermediate-level radioactive waste (LILW) disposal facility in Gyeongju. In this study, an optimum disposal system was suggested and preliminary post-closure safety assessment was performed. The DSRSs disposal system was composed of a rock cavern and near surface disposal facilities at the Gyeongju LILW disposal facility. The assessment was conducted using GoldSim program, and probabilistic assessment and sensitivity analysis were implemented to evaluate the uncertainties in the input parameters of natural barriers. Deterministic and probabilistic calculations indicated that the maximum dose was below the regulatory limits ($0.1mSvyr^{-1}$ for the normal scenario, $1mSvyr^{-1}$ for the well scenario). It was concluded that the DSRSs disposal system would maintain environmental safety over a long-time. Moreover, the partition coefficient of Np in host rock, Darcy velocity in host rock, and density of the host rock were the most sensitive parameters in predicting exposure dose in the safety assessment.

Preparation and Management of the Input Data for the Safety Assessment of Low- and Intermediate-level Radioactive Waste Disposal Facility in Korea (중·저준위 방사성폐기물 처분시설 안전성평가를 위한 입력데이터 설정 및 관리에 대한 고찰)

  • The systematic quality assurance activities on documents of the safety assessment are required for the safety case of the low- and intermediate-level radioactive waste disposal facility. In this paper, quality assurance system focused on the input data including the site characterization, groundwater flow, system design and monitoring are prepared and discussed. Rule for the input data selection is suggested and applied for the safety assessment which is based on the in-situ/experiment observations, final facility design and waste pileup plan, engineered barrier, field monitoring, recent biosphere, and radionuclide inventory. The reduction of data uncertainty will be expected to contribute to the safety of disposal facility further.
