Noise Analysis of New Runway at the Gimhae International Airport using Aviation Environmental Design Tool (AEDT) (AEDT (aviation environmental design tool)을 이용한 김해 국제공항 신 활주로 소음 분석)

  • The number of international passengers at Gimhae International Airport, the fourth-largest airport in Korea, is gradually increasing. This raised the need for a new airport in southeastern region, and Ministry of Land, Infrastructure and Transport decided to build a new runway for Gimhae International Airport. In this study, to predict the noise generated by a new runway, the noise analysis using the aviation environmental design tool (AEDT) of Federal Aviation Administration (FAA) was performed. In this paper, when a new runway was built at the Gimhae International Airport, an area of noise damage that is increasing than the present was predicted using arrival and departure data of airlines in a day.

  • This paper addresses legislation status of air route design standard of Korea. Korea Ministry of Construction and Transportation's Order Number 300 (March 28, 2001) prescribes that firstly, the design of air routes in Korea should be in accord with International Civil Aviation Organization(ICAO)'s recommendations published in Annex 11: Air Traffic Service and Procedures for Air Navigation Services: Aircraft Operations (ICAO Doc 8168-OPS, 1986), and secondly, United States Federal Aviation Administration(FAA)'s Terminal Instrument Procedures (FAA, 1976). An investigation on the current air route specifications of Korea reveals that they are in accord with neither ICAO's recommendations nor FAA's standards in that the width of Korea's air routes are narrower that the international recommendations and standards. As a member state of ICAO, it is imperative for Korea to follow the international standards. In that purposes, Korea should legislate and regulate the detail standard for air route design. For the legislation, FAA regulations are to be followed because FAA rules contains more detail specifications while ICAO recommendations includes allows a range of policy decisions, which may result in a confusion in practice.

Study on Flight Test Safety Management Operations and Processes (국내 비행종합시험을 위한 비행시험 및 안전관리 운영·절차에 관한 연구)

  • As demand for best practices relative to flight test safety management operations and processes in the aviation industry grows, standards for such aspects of the industry in Korea should be examined. Therefore, in this paper, we conducted flight test operation processes and safety management program development studies based on documents related to flight tests of the Korean civil aviation KC-100, the military aircraft T-50, the FAA (Federal Aviation Administration), and CAAC (Civil Aviation Administration of China) for performance validation, test evaluation and safety certification for aircraft under development and remodeling. In addition, we introduced and analyzed best practices of the FTSC (Flight Test Safety Committee) applicable to aircraft flight test processes.

A Investigation the Aircraft Pilots Licence Acquisition Standard Reference Material Providing (항공기조종사 자격증명취득 표준교재 제공에 관한 고찰)

  • In the purpose of suggesting the necessity and proper method of providing the standard reference material for acquiring the aircraft pilot license, this study provides the FAA and ROKAF case study, and positively analyzes the materials of 178 pilots and student pilots who acquired the aircraft pilot license. The result of case study shows that compared to the case of Korea which the restriction on the standard reference material providing exists, the FAA(Federal Aviation Administration) and ROKAF are currently providing the standard reference material. Additionally, the result of positive analysis indicates the fact that the necessity of standard reference material providing is well recognized and its importance also found to be remarkably high. These results represent that the standard reference material providing is necessary for training competent aircraft pilots. Also, this will mitigate the current shortage of aircraft pilots due to the rapid growth of air transportation industry, and this will play an important role in preventing diverse aircraft-related accidents.

An Analysis of Disposal Site about an Airport useing ICAO and GIS (ICAO 기준과 지리정보를 이용한 공항입지선정에 관한 연구)

  • This paper shows disposal site about an airport using ICAO(International Civil Aviation Organization)and GIS(Geographic Information System). In Korea, mountains occupy above $70\%$ of the whole country centering around Baek-Du mountain range and a physical distribution system doesn't go on smoothly between east and west region. At present, disposal site about an airport follows the standard of ICAO and FAA(Federal Aviation Administration). So, it's desperately necessary to make the new standard suitable for the condition of Korea. This study analyzes major customers in the aerospace and transportation sector by considering the present condition of location of geography, atmospheric phenomena, population and transportation about Ul-Jin airport on the standard of ICAO and FAA. As the results, Gi-Sung site proposed for the airport using the existing a runway in air force has a locality road connecting a fishing and agrarian villages and is shown better than the others.

  • This paper analyzes quality management of aviation safety services in Korea and proposes practical implications for improvement. We look into how quality management is conducted in the Korean aviation industry and confirm aviation authority's efforts for a quality management system. We also compare and analyze international standard ISO 9001 and aviation safety oversight system quality management cases of International Civil Aviation Organization (ICAO) and U.S. Federal Aviation Administration (FAA) with a Korean case. Results find the difference in defining the scope of ISO 9001 management between ICAO/FAA and the Korean authority which causes unnecessary misunderstanding in oversight perception. The Korean aviation authority strives to provide a high level of safety oversight services by educating aviation safety inspectors as well as establishing a quality management system. We believe that our proposals can help Korean aviation safety oversight system secure objective credibility and seek a safe growth and development of the aviation industry.

  • An aircraft, its engine and propeller are certified in processes of design, production, and operation respectively. Type Certificate is issued if the aviation authority finds that the design of aircraft, engine, or propeller complies with applicable airworthiness standards and environmental standards. The ICAO (International Civil Aviation Organization) prescribes the international standards and recommended practices of type certification for the contracting states. The FAA (Federal Aviation Administration) and the EASA (European Aviation Safety Agency) established their regulations and procedures applicable to type certification. In this paper, we compared the differences among the ICAO, the FAA, and the EASA regulations, and on this comparison, we proposed the rulemaking items to improve type certification regulations in Korea.

  • The purpose of the aviation physical examination guideline is not only to determine the physical fitness of the aviation workers but also to treat the underlying diseases of the aviation employees effectively and to carry out the optimal aviation duties. As medical science advances, treatment guidelines for various diseases are rapidly changing, and aviation physical examination guidelines need to be revised accordingly. Therefore, it is necessary to analyze the change trends of the AME guideline around the world and appropriately reflect it according to the situation of Korea. It is also necessary to continue the training of AME who are required to carry out examinations and certificates by these revision guidelines. Therefore, it would be desirable to analyze the education system of the advanced countries including the US and introduce the advantages of these systems into Korean AME education curriculum. Primarily, with the development of the Internet, various online lectures have been developed recently. Therefore, we first aimed to look at the changes in the current AME guideline of the Federal Aviation Administration. Next, we aimed to discuss changes in the course of the AME refresher course. Finally, we would like to suggest some points to be improved by comparing these AME guidelines and educational programs with those of Korea.

A Study on the Promotion of Approved Maintenance Organization Consulting for the Development of MRO Industry (항공정비산업 육성을 위한 정비조직인증 컨설팅 방안 연구)

  • As the majority of Korean MRO demand is outsourced overseas, AMO by major foreign authorities is required to promote the Korean MRO industry to keep Korean MRO demand on shore. This study aims to promote consulting for AMO (obtaining repair station certification) by U.S. Federal Aviation Administration (FAA) for Korean maintenance companies. We analyzed AMO process, studied various industry cases, developed a model for AMO consulting, and identified core competencies for consultants. We suggested a five-step modified Milan model to apply AMO consulting process. We identified seven core competencies (ethics, communications, problem-solving, technical, relationship, resource management, organizational understanding) both social and technical for consultants. Additionally, we text analyzed more than 260 FAA AMO consultant resumes on Linkedin and interpreted frequent words (airline, audit, inspector, DER, regulation, ISO, system) to their competencies. This study contributes to promote consulting for the Korean MRO industry to be recognized by FAA and to develop the Korean MRO industry.

항공안전규제를 위한 제도개선 방안에 관한 연구

  • This study is to review the problem concerned with aviation safety in Korea and suggest the solution to secure the aviation safety, in respect of regulation. At first, the definition and characteristics of aviation safety are studied, and then the endeavor for the aviation safety of ICAO and FAA are reviewed. All the fields of aviation safety area are included in the scope of this study; airworthiness in aircraft production and maintenance, flight operation, airport operation and air traffic control. The level of safety can be estimated by the frequency of accidents and seriousness. The causes of air accidents can be summarized as five factors; human factor, traffic environment. aircraft, weather, and unexpected incident. The activities to protect accidents are also can be summarized as five areas; man, machine, medium, mission and management. ICAO established the standards and recommends for the aviation safety, and adopted strategic action plan for 21st century. Federal Aviation Administration of USA also contributes for the aviation safety of world wide. Nowadays, ICAO and FAA tries to coordinate each other to set up efficient and effective ways for the aviation safety. ICAO developed safety oversight manual and FAA developed model regulations, individually. However, there has been trials to merge the results of each institute's studies. The direction of this endeavor is to meet the new environment related to globalization of air transport industry. It is necessary for our government to improve the aviation safety regulation system to address the new wave of aviation safety system pursued by international organization. A systematic and comprehensive measure should be devised by cooperation of all the related field and area.
