Jeju Island is the highest rain-prone area in Korea that possesses affluent water resources, but future climate changes are predicted to further increase vulnerabilities as resultant of increasing of extreme events and creating spatial-temporal imbalance in water resources. Therefore, this study aimed to provide basic information to establish a proper water resources management plan by evaluating the effects of climate change on water resources using climate change scenario. Direct runoff ratio for 15 years (2000~2014) was analyzed to be 11~32% (average of 23%), and average direct runoff ratio for the next 86 years (2015~2100) was found as 28%, showing an increase of about 22% compared to the present average direct runoff ratio (23%). To assess the effects of climate change on long-term runoff, monthly runoff variation of future Gangjeong watershed was analyzed by dividing three time periods as follows: Present (2000~2030), Future 1 (2031~2070) and Future 2 (2071~2100). The estimated results showed that average monthly runoff increases in the future and the highest runoff is shown by Future 2. Extreme values has been expected to occur more frequently in the future as compared to the present.
The study uses a regional climate model to check future changes in extreme climate, to calculate extreme indexes presented by STARDEX, and to analyze the trends to predict the continuity and changes in the spatial distribution of extreme climate in the future. An analysis of extreme climate indices showed that they are likely to increase in the Seoul metropolitan area, in Gyeonggi-do, in Yongdong in Gangwon-do, and in the southern shore region of Korea. It is, however, forecasted to diminish in the central inland region. The analysis also showed that the average temperature in Korea will increase because of climate change. On the other hand, an analysis of extreme rainfall indexes showed that the trend of heavy rainfall threshold is 0.229 in Seogwipo, the greatest five-day rainfall is 5.692 in Seogwipo, and the longest dry period is 0.099 in Sokcho. Of extreme temperature indexes, the trend of Hotdays threshold is 0.777 in Incheon and the longest heat wave is 0.162 in Uljin. The Coldnight threshold is 0.075 in Inje and -0.193 in Tongyeong, according to the analysis.
The uncertainty of climate scenarios, as initial information, is one of the significant factors among uncertainties of climate change impacts and vulnerability assessments. In this sense, the quantification of the uncertainty of climate scenarios is essential to understanding these assessments of impacts and vulnerability for adaptation to climate change. Here we quantified the precision of surface temperature of ensemble scenarios (high resolution (1km) RCP4.5 and 8.5) provided by Korea Meteorological Administration, with spatiotemporal variation of the standard deviation of them. From 2021 to 2050, the annual increase rate of RCP8.5 was higher than that of RCP4.5 while the annual variation of RCP8.5 was lower than that of RCP4.5. The standard deviations of ensemble scenarios are higher in summer and winter, particularly in July and January, when the extreme weather events could occur. In general, the uncertainty of ensemble scenarios in summer were lower than those in winter. In spatial distribution, the standard deviation of ensemble scenarios in Seoul Metropolitan Area is relatively higher than other provinces, while that of Yeongnam area is lower than other provinces. In winter, the standard deviations of ensemble scenarios of RCP4.5 and 8.5 in January are higher than those of December. Especially, the standard deviation of ensemble scenarios is higher in the central regions including Gyeonggi, and Gangwon, where the mean surface temperature is lower than southern regions along with Chungbuk. Such differences in precisions of climate ensemble scenarios imply that those uncertainty information should be taken into account for the implementation of national climate change policy.
In this study, statistical analysis under both stationary and non-stationary climate was conducted for rainfall data measured in Seoul. Generalised Extreme Value (GEV) distribution and Gumbel distribution were used for the analysis. Rainfall changes under the non-stationary climate were estimated by applying time variable (t) to location parameter (${\xi}$). Rainfall depths calculated in non-stationary climate increased by 1.1 to 6.2mm and 1.0 to 4.6mm for the GEV distribution and gumbel distribution respectively from those stationary forms. Changes in annual maximum rainfall were estimated with rate of change in the location parameter (${\xi}1{\cdot}t$), and temporal changes of return period were predicted. This was also available for re-evaluating the current sewer design return period. Design criteria of sewer system was newly suggested considering life expectance of the system as well as temporal changes in the return period.
This study investigates the impacts of carbon neutrality and air quality control policies on near-term climate change in East Asia, by examining three Shared Socioeconomic Pathways (SSPs) scenarios from five climate models. Specifically, low carbon and strong air quality control scenario (SSP1-1.9), high carbon and weak air quality control scenario (SSP3-7.0), and high carbon and strong air quality control scenario (SSP3-7.0-lowNTCF) are compared. For these scenarios, the near-term climate (2045-2054 average) changes are evaluated for surface air temperature (SAT), hot temperature extreme intensity (TXx), and hot temperature extreme frequency (TX90p). In all three scenarios, SAT, TXx, and TX90p are projected to increase in East Asia, while carbon neutrality reduces the increasing rate of SAT and hot temperature extremes. Air quality control strengthens the warming rate. These opposed mitigation effects are robustly forced in all model simulations. Nonetheless, the impact of carbon neutrality overcomes the impact of air quality control. These results suggest that fast carbon neutrality, more effective than an air quality control policy, is necessary to slowdown future warming trend in East Asia.
According to the Fourth Assessment Report of the Inter governmental Panel on Climate Change(IPCC), climate change is already in progress around the world, and it is necessary to start mitigation and adaptation strategies for buildings in order to minimize adverse impacts. It is likely that the South Korea will experience milder winters and hotter and more extreme summers. Those changes will impact on building performance, particularly with regard to cooling and ventilation, with implications for the quality of the indoor environment, energy consumption and carbon emissions. This study generate weather data for future climate change for use in impacts studies using PRECIS (Providing REgional Climate for Impacts Studies). These scenarios and RCM (Regional Climate Model) are provided high-resolution climate-change predictions for a region generally consistent with the continental-scale climate changes predicted in the GCM (Global Climate Model).
Climate change scenarios are the basis of research to cope with climate change, and consist of large-scale spatio-temporal data. From the data point of view, one scenario has a large capacity of about 83 gigabytes or more, and the data format is semi-structured, making it difficult to utilize the data through means such as search, extraction, archiving and analysis. In this study, a tool for analyzing extreme climate events based on spatial information is developed to improve the usability of large-scale, multi-period climate change scenarios. In addition, a pilot analysis is conducted on the time and space in which the heavy rain thresholds that occurred in the past can occur in the future, by applying the developed tool to the RCP8.5 climate change scenario. As a result, the days with a cumulative rainfall of more than 587.6 mm over three days would account for about 76 days in the 2080s, and localized heavy rains would occur. The developed analysis tool was designed to facilitate the entire process from the initial setting through to deriving analysis results on a single platform, and enabled the results of the analysis to be implemented in various formats without using specific commercial software: web document format (HTML), image (PNG), climate change scenario (ESR), statistics (XLS). Therefore, the utilization of this analysis tool is considered to be useful for determining future prospects for climate change or vulnerability assessment, etc., and it is expected to be used to develop an analysis tool for climate change scenarios based on climate change reports to be presented in the future.

Recently, extreme precipitation events beyond design capacity of hydraulic system have been occurred and this is the causes of failure of hydraulic structure for flood prevention and of severe flood damage. Therefore it is very important to understand temporal and spatial characteristics of extreme precipitation events as well as expected changes in extreme precipitation events and distributional characteristics during design period under future climate change. In this paper, climate change scenarios were used to assess the impacts of future climate change on extreme precipitation. Furthermore, analysis of future extreme precipitation characteristics and I-D-F analysis were carried out. This study used SRES B2 greenhouse gas scenario and YONU CGCM to simulate climatic conditions from 2031 to 2050 and statistical downscaling method was applied to establish weather data from each of observation sites operated by the Korean Meteorological Administration. Then quantile mapping of bias correction methods was carried out by comparing the simulated data with observations for bias correction. In addition Modified Bartlett Lewis Rectangular Pulse(MBLRP) model (Onof and Wheater, 1993; Onof 2000) and adjust method were applied to transform daily precipitation time series data into hourly time series data. Finally, rainfall intensity, duration, and frequency were calculated to draw I-D-F curve. Although there are 66 observation sites in Korea, we consider here the results from only Seoul, Daegu, Jeonju, and Gwangju sites in this paper. From the results we found that the rainfall intensity will be increased and the bigger intensity will be occurred for longer rainfall duration when we compare the climate conditions of 2030s with present conditions.
This study first investigates the changes of the mean and extreme temperatures and precipitation in East Asia (EA) under stabilized 1.5℃ and 2℃ warming conditions above preindustrial levels provided by HAPPI project. Here, five model with 925 members for 10-year historical period (2006~2015) and 1.5/2.0℃ future warming scenarios (2091~2100) have been used and monthly based data have been analyzed. The results show that the spatial distribution fields over EA and domain averaged variables in HAPPI 1.5/2.0℃ hindcast simulations are comparable to observations. It is found that the magnitude of mean temperature warming in EA and Korea is similar to the global mean, but for extreme temperatures local higher warming trend for minimum temperature is significant. In terms of precipitation, most subregion in EA will see more increased precipitation under 1.5/2.0℃ warming compared to the global mean. These attribute for probability density function of analyzed variables to get wider with increasing mean values in 1.5/2.0℃ warming conditions. As the result of vulnerability of 0.5℃ additional warming from 1.5 to 2.0℃, 0.5℃ additional warming contributes to the increases in extreme events and especially the impact over South Korea is slightly larger than EA. Therefore, limiting global warming by 0.5℃ can help avoid the increases in extreme temperature and precipitation events in terms of intensity and frequency.
This study performed prediction of extreme rainfall uncertainty and its frequency analysis based on climate change scenarios by Coupled Model Intercomparison Project Phase 5 (CMIP5) for the selected nine-General Circulation Models (GCMs) in the near future (2011-2040) over the Korean Peninsula (KP). We analysed uncertainty of scenarios by multiple model ensemble (MME) technique using non-parametric quantile mapping method and bias correction method in the basin scale of the KP. During the near future, the extreme rainfall shows a significant gradually increasing tendency with the annual variability and uncertainty of extreme ainfall in the RCP4.5, and RCP8.5 scenarios. In addition to the probability rainfall frequency (such as 50 and 100-year return periods) has increased by 4.2% to 10.9% during the near future in 2040. Therefore, in the longer-term water resources master plan, based on the various climate change scenarios (such as CMIP5 GCMs) and its uncertainty can be considered for utilizing of the support tool for decision-makers in water-related disasters management.
