Learning-to-export Effect as a Response to Export Opportunities: Micro-evidence from Korean Manufacturing

  • This paper aims to investigate whether there is empirical evidence supporting the learning-to-export hypothesis, which has received little attention in the literature. By taking full advantage of plant-product level data from Korea during 1990-1998, we find some evidence for the learning-to-export effect, especially for the innovated product varieties with delayed exporters: their productivity, together with research and development and investment activity, was superior to their matched sample. On the other hand, this learning-to-export effect was not significantly pronounced for industries protected by import tariffs. Thus, our empirical findings suggest that it would be desirable to implement certain policy tools to promote the learning-to-export effect, whereas tariff protection is not justifiable for that purpose.

A Study on the Privatization of Chinese Short-term Export Credit Insurance (중국 단기수출신용보험 민영화에 대한 연구)

  • With WTO system starting since 1995, the international trade business has been getting more competitive and fairer especially with the agreement on subsidies and countervailing measures. The export credit insurance, as the only institution of supporting export business under WTO system, is getting more significant in major economies as an indirect means to support export business. In China, SINOSURE has been monopolizing its export credit insurance market for a long time. Since January 2013, however, the Chinese government permitted several commercial insurers to compete in the market and they include PICC, PING AN, CPIC, China Re. This study is to discuss how to improve the Chinese export credit insurance after analyzing performance of privatization of short-term credit insurance and real cases of success and failures. With the 'Go Global' and 'One Belt, One Road' policy of Chinese government, the role of export credit insurance is expected to be more significant. Thanks to the Korea-China FTA since December 2015, international trade between the two countries will be greater especially in finance and insurance area. Because Korean insurance industry is very much interested in getting into Chinese export credit insurance market, they need to study carefully the performance of privatization of Chinese short-term export credit insurance. For their policy decision makings the Korean authorities need to get lessons from the privatization of Chinese short-term export credit insurance business.

A Comparative Analysis of Export Insurance System in Korea and China (한.중 수출보험제도의 비교 연구)

  • Various export supporting systems of Korean government have affected Korean economy to be 13th in the world and over US$ seven hundred trillion in terms of the volume. Especially, export insurance system use to cover the commercial risks of Korean exporter. That is why Korean exporter have been able to do their best in exporting and expand overseas market actively. On the other hand, China who use to drive strong export expansion policy after joining WTO, have also very focused on export insurance system and developed its applicable items. From the point of view above, It is very meaningful study to compare the export insurance system between Korea and China. It is suggested that government funds for export insurance should be raised to give exporters more benefits. New kinds of export insurance items, also, should be developed to actively face international trade environment change.

An Analysis of Policy Effects of Export Infrastructure Strengthening Program on Export of Food Distribution Companies (수출인프라강화사업이 식품유통기업 수출에 미치는 정책효과 분석)

  • Purpose - The Export Infrastructure Strengthening Program(EISP) is a project to expand exports of agri-food products through providing customized export information to food distribution companies and supporting overseas information activities. A total of 39.6 billion won was provided by 2016. So, the purpose of this study is to analyze whether EISP is effective for expanding exports of agri-food products. Research design, data, and methodology - A simple average difference between the export performance of the policy beneficiaries and the non-policy beneficiaries can be biased if the export capacity or inherent characteristics of the enterprise are not taken into consideration. In order to solve the problem of such a bias, the propensity score matching(PSM) method has been employed in this study. PSM is a method of converting the characteristics of an export company into an index through logit analysis and then reducing the matching to one dimension to improve the accuracy of the performance measurement. Results - The balancing test was conducted to determine how the characteristics of the policy beneficiary group and the matched policy non-beneficiary group corresponded to each other. As a result of the test, we could not reject the null hypothesis that there was no difference between the two groups, so that after the matching, the two groups were similar and the explanatory variables were well controlled. Using the nearest neighbor matching with propensity score estimating through logit analysis, we estimated average treatment effect on the treated(ATT). The food companies participating the EISP had the effect of increasing the exports of $ 5.88 million. As a result, the number of export contracts increased by 11.77, the number of exporting countries by 7.52, the number of export items by 47.51, and the number of buyers' consultation by 3.50. And overseas marketing expenses increased by 35.92 million won. Except for the number of export contracts, other export performance results showed statistically significant results. Conclusions - As the EISP has a positive effect on the expansion of agro-food exports, efforts should be made to find out the limitations or problems of the policy in the future and to make a greater contribution to the increase of exports.

Community Economic Development Policy of the USA Local Governments and its Implication to Korean Local Community Economic Development (미국 지방자치단체의 지역사회 경제개발 정책변화가 우리 나라 지역사회 경제개발에 주는 정책적 함의)

  • The purpose of this paper was to draw implications for community economic development policies of Korean local governments by investigating the community economic development policies of the USA local governments. Those policies can be segmented to first wave(1950s-1970s), second wave(1980s), and third wave(1990s) of development policy. First two policies entailed some expense to community residents by providing low tax rates, tax abatement, tax reliefs, industrial revenue bonds, and direct state loans for potential companies. These policies brought ‘clawback’ and ‘drawbacks’ to the local residents. The third wave of community economic development policy includes capital market programs(predominantly government-financed loan programs and government support for predominantly privately financed loan or equity programs), providing information and education for small business in the communities, supporting small business by providing high technology and research, and export assistance-providing information/training opportunity how to export, sending trade missions, and export financing. Local government authorities in Korea should learn the community economic development policies administrated by the USA local governments so that they can avoid the potential try-and-errors in establishing, planning, and administrating their economic development policies.

  • With the advent of the Fourth Industrial Revolution, the central axis of the industry is shifting to SMEs, and online is becoming the center of marketing. In this regard, this study is aimed at the service quality and the characteristics of companies as the factors for the activation of SMEs' online export support projects and their performance creation. The study conducted a survey of companies applied for the government's online export support project. As a result, it was found that the reliability of the service quality and the characteristics of the company (CEO's will, Trade Expert), except for convenience, have a significant effect on the service utilization and performance. Accordingly, in order to revitalize the online export support business of SMEs, it is necessary to improve the human competence of enterprises and the reliability of service quality of supporting institutions. This study is meaningful in that it confirms the importance of the credibility required by the support organization as well as the characteristics for strengthening the capability of the company. However, there are limitations in not reflecting various factors of service quality and company characteristics.

Fashion Changes in fur Clothing & Export Industry Supporting Plan (모피 의류의 패션 변화와 수출 산업 육성 방안 연구)

  • Our country's fur clothing industry has rapidly grown for a short time since it started with simple needlework of fur pieces, and now it is still developing as export industry that some enterprises besides general business firm export more than ten million dollars a year. However, it is true that fur clothing industry is still in unsatisfactory level in its size and system, compared with manufacturing or leather industry. Of course, we import crude material and processed fur on an entire base, and we have few wild fur on an entire base, and we have few wild fur animals because of our natural condition and it is hard to breed them. On the other hand, the world's fur industry shows that the demand of fur clothes is increasing as fur animal breeding is improved and developed and supply has become rather abundant with the help of fur clothing fashion since late 19th century : Also, there is a trend that some developed countries depend on importing rather than self-prodoction because of the character-istic of labor-concetntraled fur industry. Accordingly, considering this situation, we can expect fur clothing industry as promising export industry by analyzing the present situation of our country's fur clothing industry and suggesting its problems and solutions, and here are developing plans for growing fur clothing industry as promising export industry. First, smoothing delivery of crude material. Second, making high quality products and diversifying goods. Third, establishing effective competition system in fur clothing industry. Fourth, raising skilled man power. Lastly, there should be coopetation among the related fields in the aspect of policy including the support from the government.

Qualitative Research on the Rural Farmers' Exporting Experience in Stage of Conducting Export (농촌지역 수출 시행단계 농가의 수출 경험에 관한 질적 연구)

  • As an essential means to the exploitation of new demands, the export of agri-food has the price-supporting effect on the domestic agri-food and its expansion can be a good way to increase farms' income. Of course, to enhance farms' income under the liberalization of the market, it is necessary to have countermeasures considering various factors. To this end, the study understood the experiences of farms doing exports and looked into ways to improve them by reviewing their motivations to export, difficulties, requirements, etc. In this context, the study conducted the purposive sampling among tomato export farmhouses in Jeongseon-gun in the export enforcement phase and executed the theme analysis. The research findings and suggestions are as follows. First, in order to enhance the level of commercialization of Jeongseon-gun tomatoes and reinforce the trade bargaining power, it is necessary to form the consensus on policy and make the scaling of the site based on the strong organization power. To this end, it requires the active role of agricultural cooperatives that take a big portion of distribution in the site and distribute its profits directly to farmhouses. Second, it is necessary to set clear target markets for Jeongseon-gun tomato export farms and set sales strategies for each target market. That is, in order to expand the export of Jeongseon-gun tomatoes, after clarifying local sales and export sales, export farmhouses should focus on quality management and secure the quantity for export. Third, to expand the export to Japan which already has the foundation for the export of Korean tomatoes, and to new export countries of China, Russia, etc., it is necessary to set the 'Two-Track Strategies for Export Market (particular item for focus and particular area for focus)' through the building of network of tomato export areas in Gangwon-do. In conclusion, to expand the export of Jeongseon-gun tomatoes, agricultural cooperatives and leaders together should build the strong organizational power with farmhouses and secure the quantities for export. And, according to the 'Two-Track Strategies for Export Market (particular item for focus and particular area for focus)', export infrastructure and export operational system should be built and to do so, the solidarity of tomato export farmhouses in Gangwon area should precede.

Export Intensity and Knowledge Search Activities of Korean SME Manufacturers (중소제조기업의 수출 비중과 지식탐색 활동 간의 관계)

  • This study examines the relationships between export intensity and knowledge search activities of Korea SME manufacturers. Using 2,145 firm data from the 2011 SME Technology Statistics Survey, we focused on the nonlinear relationships of export intensity and internal and external knowledge search activities. The results show that there are U-shaped relationships between export intensity and both of internal and external knowledge search activities. Local market-oriented or global market-oriented SMEs than the middle-level of exporters have more search activities both internally and externally. This study extends our understandings on the relationships between export intensity and knowledge search activities. There are some policy implications to develop supporting programs differing in knowledge search activities according to the acceleration of export or globalization of Korean SME manufacturers.

Trade Exhibition for Small & Medium Enterprises by Using of Special Conditions in Foreign Marketing Insurance

  • Korea's trading volume is expected to surpass USD 1 trillion in 2011. Korean economy achieves this largely due to its dependence on export and enhanced technological capacity and product quality. Improved recognition of Korean enterprises in the global arena also helped. However, the largest reason behind theses could be found in exporters' ceaseless marketing endeavors and continued government supports. Today, more and more people become to rely on trade exhibitions to boost export effectively. Trade exhibitions are employed as a useful tool to attract buyers and enter a market. This is because such exhibitions' marketing effect and professional aspects. South Korean export relies on large conglomerates for most part. However, 95% of the country's entire industry are small and medium-sized companies. This means that SMEs' export has a huge impact on the national economy. Therefore, as a way to improve SME export and minimize their losses, we need to use trade exhibitions more actively. The overseas policy insures only promotional activities regarding foreign exhibition and fair (including international events held in Korea), foreign distributor, shopping mall, home shopping, etc. and does not include air fare, traffic cost in the local place, accommodation cost and dining expenditures as costs to be excluded mentioned above. It is not easy for them to take part in events abroad if they have to pay for such expenses. If full financial support is difficult, the Korea trade insurance corporation still may give a certain level of aid for successful exporters to engage in marketing activities abroad more actively and further stimulate SMEs' export.
