A Study on the independence of local government in Korea (지방의회 인사권 독립에 관한 연구: 헌재 지방자치법 제91조 제2항 위헌소원 결정을 중심으로)

  • The history of decentralization and autonomy is the result of the struggle for democracy against the authoritarian central government. Before the imminent law amendment, there are many tasks for decentralization and citizen autonomy. Therefore, decentralization and autonomy are not given on their own but they must be taken from authoritarian and centralist power group which possesses exclusive interests. The decentralization and autonomy now enters into the stage of development. In 1960, the April 19 Revolution opened the era of democratic local autonomy and it was abolished by the military coup of May 16, Now, the era of the reform of the decentralization are coming. Decentralization and autonomy will evolve from the stage of quantitative expansion to the stage of qualitative leap. This paper proposes that the revision of decentralization be the strategic maximum, and that the independence of the local government personnel rights be the tactical minimum. This paper insists that the independence of personnel right in the local government can be a link with law amendment for decentralization. Local autonomy and decentralization are the main subjects of the amendment. Above all, clarifying this is the subject and method of this study, and the scope of the study.

Genetic Analysis of H7N7 Avian Influenza Virus Isolated From Waterfowl in South Korea in 2016 (2016년 한국 야생조류에서 분리한 H7N7 조류인플루엔자 바이러스 유전자 분석)

  • Type A influenza virus is circulating in wild birds and can infect wide ranges of hosts such as humans, pigs, domestic birds, and other mammals. Many subtypes of avian influenza viruses are circulating in aquatic birds. Most avian influenza viruses found in aquatic birds are low pathogenic avian influenza viruses. Highly pathogenic avian influenza viruses have been found in waterfowls since 2005. It is known that H5 and H7 subtypes of avian influenza viruses can be mutated into highly pathogenic avian influenza viruses in domestic poultry. In this study, we isolated novel reassortant H7N7 avian influenza virus from the fecal materials of migratory birds in the Western part of South Korea in 2016, and analyzed the sequences of all its eight genes. The genetic analysis of our isolate, A/waterfowl/Korea/S017/2016 (H7N7) indicates that it was reassortant avian influenza virus containing genes of both avian influenza viruses of wild birds and domestic ducks. Phylogenetic analysis showed that our isolate belongs to Eurasian lineage of avian influenza virus. Since avian influenza viruses continue to evolve, and H7-subtype avian influenza virus can mutate into the highly pathogenic avian influenza viruses, which cause the great threat to humans and animals, we closely survey the infections in both wild birds, and domestic poultry, and mammals.

Temporal Analysis of Opinion Manipulation Tactics in Online Communities (온라인 공간에서 비정상 정보 유포 기법의 시간에 따른 변화 분석)

  • Online communities, such as Internet portal sites and social media, have become popular since they allow users to share opinions and to obtain information anytime, anywhere. Accordingly, an increasing number of opinions are manipulated to the advantage of particular groups or individuals, and these opinions include falsified product reviews and political propaganda. Existing detection systems are built upon the characteristics of manipulated opinions for one particular time period. However, manipulation tactics change over time to evade detection systems and to more efficiently spread information, so detection systems should also evolve according to the changes. We therefore propose a system that helps observe and trace changes in manipulation tactics. This system classifies opinions into clusters that represent different tactics, and changes in these clusters reveal evolving tactics. We evaluated the system with over a million opinions collected during three election campaigns and found various changes in (i) the times when manipulations frequently occur, (ii) the methods to manipulate recommendation counts, and (iii) the use of multiple user IDs. We suggest that the operators of online communities perform regular audits with the proposed system to identify evolutions and to adjust detection systems.

Production of Hydrogen from Glucose by Rhodopseudomonas sphaeroides. (Rhodopseudomonas sphaeroides에 의한 수소 생산 -Glucose 및 유기산의 영향-)

  • Rhodopseudomonas sphaeroides K7 and E15-1 produced hydrogen from glucose rapidly for the first 24 hrs of culture under the anaerobic and photosynthetic conditions and then ceased the hydrogen production because of the accumulation of organic acids such as acetic acid and formic acid in the culture broth, decreasing the pH to 4.2-4.5. Only 43% and 73% of glucose in the culture were consumed even after 6 days of incubation by R. sphaeroides K7 and E15-1, respectively. The hydrogen production and glucose consumption, however, were substantially increased when the pH of the culture was adjusted to 6.8-7.0: Hydrogen production continues even after 10 days of culture and glucose was consumed completely after 2.5 and 4.5 days by R. sphaeroides K7 and E15-1, respectively, Furthermore, the bacteriochlorophyll contents in R. sphaeroides K7 and E15-1 were increased by 44 and 9 folds and the cell concentrations by 10 and 2.5 folds, respectively, after 7 days of culture. R. sphaeroides K7 and E15-1 also produced hydrogen from acetic, lactic, butyric and malic acids under the anaerobic and photosynthetic conditions even though the amounts of hydrogen produced were lower than that from glucose. The results of this experiment indicate that under the anaerobic and synthetic conditions R. sphaeroides K7 and E15-1 might use the NADH oxidation mediated by ferredoxin and hydrogenase to evolve hydrogen from glucose for the first 24 hrs and then the organic acids produced were used as electron donners for the production of hydrogen in the nitrogen-limited condition.

Rapid Molecular Diagnosis using Real-time Nucleic Acid Sequence Based Amplification (NASBA) for Detection of Influenza A Virus Subtypes

  • Influenza A virus of the Orthomyxoviridae family is a contagious respiratory pathogen that continues to evolve and burden in the human public health. It is able to spread efficiently from human to human and have the potential to cause pandemics with significant morbidity and mortality. It has been estimated that every year about 500 million people are infected with this virus, causing about approximately 0.25 to 0.5 million people deaths worldwide. Influenza A viruses are classified into different subtypes by antigenicity based on their hemagglutinin (HA) and neuraminidase (NA) proteins. The sudden emergence of influenza A virus subtypes and access for epidemiological analysis of this subtypes demanded a rapid development of specific diagnostic tools. Also, rapid identification of the subtypes can help to determine the antiviral treatment, because the different subtypes have a different antiviral drug resistance patterns. In this study, our aim is to detect influenza A virus subtypes by using real-time nucleic acid sequence based amplification (NASBA) which has high sensitivity and specificity through molecular beacon. Real-time NASBA is a method that able to shorten the time compare to other molecular diagnostic tools and is performed by isothermal condition. We selected major pandemic influenza A virus subtypes, H3N2 and H5N1. Three influenza A virus gene fragments such as HA, NA and matrix protein (M) gene were targeted. M gene is distinguished influenza A virus from other influenza virus. We designed specific primers and molecular beacons for HA, NA and M gene, respectively. In brief, the results showed that the specificity of the real-time NASBA was higher than reverse transcription polymerase chain reaction (RT-PCR). In addition, time to positivity (TTP) of this method was shorter than real-time PCR. This study suggests that the rapid detection of neo-appearance pandemic influenza A virus using real-time NASBA has the potential to determine the subtypes.

  • Pneumoconiosis is fibrogenic disease, caused by inhalation of mineral dust. It is defined as the accumulation of dust in the lung and tissue reaction to its presence and the dust is considered to be an aerosal of solid and inanimate particles. It is among the most common and the most important occupational lung disease, especially in developing countries. It is required three prerequisites for making a clinical diagnosis of pneumoconiosis: 1) a full clinical and occupational history together with the result of physical examination; 2) previous X-ray for comparison; and 3) a clear understanding of the time scale involved in the progression of the diseases. Most pneumoconiosises are slow to evolve and changes in the appearances take many months -usually years- to occur. Pneumoconiosis is represented on a plain X-ray of the chest as multiple small round opacities, usually smaller than 1cm diameter. In 58 years old female patient, pneumoconiosis is manifested as $5{\times}4{\times}3$cm sized solitary pulmonary nodule without any occupational history and past history of exposure of dust. so we treated this case with right upper lobectomy. Therefore we report this case with a brief review of literatures.

A Study on Comprehensive Planning for Development Cooperation in North Korean Region (북한지역 개발협력을 위한 국토종합구상 연구)

  • What is a role of the studies on spatial planning of Korean peninsular and its cities in the process of cooperation between and unification of South and North Korea? Where should the basic perspectives be oriented for the process? Can a comprehensive plan of North Korea have practical implications although South-North cooperation does not get into its stride? If it can, which contents should the plan cover? This study aims to contemplate these issues and to suggest a preliminary land development approach of North Korea, which would contribute academic and practical debates on the issues, at this juncture of the cascade of studies on spatial planning in North Korea. It assume South-North relation would evolve from 'reconciliation and cooperation' and 'confederation' into 'unification' of South and North Korea which is based on the official plan of South Korea. We suggest, as the basic perspectives of development approach, cooperation(or co-evolution), future-oriented sustainability, and parallel development of industry and physical infrastructure. The development potential of North Korea is explained by detail fields and sub-regions, which is used to analyse SWOT and to subsequently extract the basic directions(vision and strategies) of North Korea development. These directions are followed by the spatial structure plan to improve North Korea using the potential of the regions. Based on the plan, the development directions of detail fields are suggested.

  • The technologies related to the development of cultural contents we known as cultural technology (CT). CT should evolve with the changes in the cultural contents market. Currently there are five major trends in cultural market change. First, consumers are seeking more and more sensible quality from products. Second, consumers are becoming less sensitive to the cognitive quality of products. Third, consumers demand more than what contemporary technology can offer. Fourth, as the cultural products market grows, the goal of content developments has shifted from producing a 'big hit product' to producing a product which will maintain market share. Fifth, cultural products are diversifying. All these trends make the cultural products developer's job more challenging. Sensation & emotional engineering (SE engineering) can be a useful tool for cultural products developers. SE engineering is a study of the somatic sensation and the aesthetic sensation for both fundamentals and applications aspects. By quantifying the physiological and psychological responses of consumers, it studies the physical nature of stimulants, providing basic knowledge for future applications and industrialization. One widely spread myth is that a sparkling idea from a talented individual will make a difference in the cultural products industry. The careful examinations of many successful cultural products prove this is not correct. Many successful cultural products are the result of a substantial amount of investment and employment of well polished marketing technology. A scientific approach is highly required for this matter and the SE engineering is an answer

Comparing Laboratory Responses of Engineered Emulsified Asphalt and Foamed Asphalt Mixtures for Cold In-place Recycling Pavement (현장 상온 재생 아스팔트 포장을 위한 고점착 유화 아스팔트 혼합물과 폼드 아스팔트 혼합물의 반응특성 비교)

  • Cold in-place recycling (CIR) using emulsified asphalt or foamed asphalt has become a more common practice in rehabilitating the existing asphalt pavement due to its cost effectiveness and the conservation of paving materials. As CIR continues to evolve, the engineered emulsified asphalt was developed to improve the field performances such as coating, raveling, retained stability value and curing time. The main objective of this research is to compare the laboratory responses of the engineered emulsified asphalt (CIR-EE) mixtures against the foamed asphalt (CIR-foam) mixtures using the reclaimed asphalt pavement (RAP)materials collected from the CIR project on U.S. 20 Highway in Iowa. Based on the visual observation of laboratory specimens, the engineered emulsified asphalt coated the RAP materials better than the foamed asphalt because the foamed asphalt is to create a mastic mixture structure rather than coating RAP materials. Given the same compaction effort, CIR-EE specimens exhibited lesser density than CIR-foam specimens. Both Marshall stability and indirect tensile strength of CIR-EE specimens were about same as those of CIR-foam specimens. However, Marshall stability and indirect tensile strength of the vacuum-saturated wet specimens of CIR-EE mixtures were higher than those of CIR-foam mixtures. After four hours of curing in the room temperature, the CIR-EE specimens showed less raveling than the CIR-foam specimens. On the basis of test results, it can be concluded that the CIR-EE mixtures is less susceptible to moisture and more raveling resistant than CIR-foam mixtures.

Predictive Factors for MDCT as a Primary Survey in Traumatic Cervical Spine Injury (외상환자에 있어서 일차조사로서 경추부 전산화 단층 촬영의 예측인자)

  • Purpose: Missing cervical pathology after injury may lead to disability and influence long-term survival. Controversies continue to evolve concerning the initial screening methods used to predict cervical spine injury. Through a retrospective chart review, we attempted to analyze and propose factors predictive of cervical trauma. Methods: Of all the patients who had visited the Emergency Department of Korea University, from January 2009 to December 2009, a retrospective review of the clinical records of the 217 patients who had undergone cervical spine computed tomography was done. We investigated whether we could predict the need for cervical spine computed tomography shortly after presentation in trauma patients by comparing the group with fractures and group without fractures and by finding risk factors showing significant differences between the two groups that might be used as guides in decision making. Results: Of the 217 subjects who underwent cervical spine computed tomography scans, 33 were identified with fractures of the cervical spine while 184 were not. The most common mechanisms of trauma, in order, for those with fractures were falls, followed by traffic accidents. We found that the injury severity score, multiple injuries, a high-energy injury mechanism, neurologic deficit, and pain and tenderness of the cervical spine showed statistically significant differences between the two groups. Conclusion: Fractures of the cervical spine that are not observed with simple radiography occur with a relatively high frequency in trauma patients. Consideration should be given to the risk factors for cervical spine fracture, and if pertinent, cervical spine computed tomography should be performed with speed for early diagnosis of cervical spine fractures.
